Fort Collins Utilities has implemented significant improvements to the City's water supply and treatment
infrastructure to provide safe drinking water, sustain reliability, and further improve service to the City's
water customers. CH2M HILL has had the privilege of working with you over the past 13 years on the
development and implementation of numerous improvements. We stand eager to continue our successful

Kay Dry, PE, Environmental/Permitting
CH2M HILL ■ Englewood, CO
Kay performs diverse consulting services on a wide variety of environmental engineering
projects, including air permitting (Title V and construction permit applications), air
dispersion modeling, Phase I and Phase II environmental site assessments, groundwater
monitoring and reporting at landfills, well and septic system design, NPDES permitting,
industrial wastewater pretreatment design, and RCRA permitting. She performed a
compliance audit of the EPA's Risk Management Program for the Fort Collins Water
Treatment Facility and has prepared risk management plans for chlorine for two water
treatment plants in Colorado. These risk management plans included completing an
offsite hazard analysis and a prevention program for the plants.
Ed Meyer, Construction Cost Estimating

Ed is responsible for the development and quality control of capital and operating cost
estimates for a variety of projects, and prepares engineering and construction schedules,
economic feasibility studies, alternative technology estimates, life -cycle cost evaluations,
and long-range facility operation plans for many types of projects. Ed has previously
provided construction cost estimate development and review for various Fort Collins
Utilities projects.

Dave recently joined CH2M HILL and is a nationally recognized biosolids and solids
processing facility design expert. He has extensive project experience with municipal
clients in Colorado and throughout the United States. Dave's prior experience includes
the evaluation of centrifuges, belt presses, and landfilling versus transport of water
treatment plant solids via sewer to a wastewater treatment plant and co -mingling of water
with wastewater solids for the Fort Collins Water Treatment Facility. He also evaluated 14
residuals alternatives including centrifuges, belt filter presses, filter presses and drying
beds, landfilling, and co -composting of water residuals with wastewater biosolids for
Denver Water's Foothills Water Treatment Plant.
Steve Patterson, PE, Structural'Engineering

Steve has more than 13 years of experience on the structural design of water resource
facilities including pump stations, reinforced concrete channels, pipelines, dam
foundations, and storage tanks. He provided design and construction inspection services
for a number of facilities at the Fort Collins Water Treatment Facility, including a
reinforced -masonry backwash pump station housing vertical turbine pumps, reinforced -
brick masonry and a reinforced -concrete flocculation and sedimentation basins, a
reinforced -brick masonry and reinforced -concrete chemical storage and feed facility,
reinforced -concrete raw water flow blending structure, and miscellaneous structural
modifications for existing filter rehabilitation.
Craig Wilkening, PE, Drainage/Stormwater Engineering

Craig has 25 years of experience on hydrologic and hydraulic modeling for drainage
master plans, storm drainage design, flood insurance studies, stormwater management,
dambreak analyses, bridge replacements, watershed management, and floodplain
reclamation and development. Craig is proficient using hydrologic models HEC-1, CUHP,
UDSWMM, TR-20, NUDALLAS, HECWRC and HMR-52; hydraulic models HEC-2,
WSPRO, HY-8, and DAMBRK; and flood damage analysis models SID and EAD. He is
also experienced in the use of ARC/INFO, ArcView, and IDRISI for GIS analysis.

Scott is experienced in developing and managing site -specific Health, Safety, and
Environment (HS&E) programs and procedures for design and construction management
projects as well as multimillion -dollar design -build construction projects. He implements
CH2M HILL's subcontractor approval process, which is a significant program
incorporated to review and assess subcontractors prior to bid award. The,process
includes an analysis of the subcontractors loss history, experience ratings, their health
and safety programs, competencies, and training. Scott has the outstanding ability to
direct, lead, and manage large safety operation, and is experienced conducting
preconstruction meetings for the contractors, reviewing the contractual health and safety
requirements, and the requirements of the site -specific safety program.

Walker Evans, PE, HVAC Engineering

Walker has 8 years of experience in water treatment systems design and selection for
ventilation, heating, cooling, and plumbing systems as well as in-depth knowledge of
available equipment and equipment performance. He recently served as lead mechanical
engineer for the Loveland Wastewater Treatment Plant with responsibility for the HVAC
design to upgrade the existing headworks facility and was part of the odor control design
team. He also served as project engineer for the Aurora Reservoir Water Purification
Facility for the City of Aurora. He was responsible for the HVAC design of three separate
facilities on the project site including selection of equipment for ventilation, heating, and
cooling requirements as well as plumbing systems.
Kathy Freas, PhD, Climate Change/Sustainability
CH2M HILL ■ Albuquerque, NM
Kathy leads CH2M HILL's climate change initiative, developing defensible and practical
approaches to addressing the challenges facing water and other infrastructure managers
as a result of climate change impacts. She has knowledge of approaches to help
evaluate the ability of the water supply capital improvement programs of large water
management organizations to withstand the long-term effects of climate change,
including water supply, hydrograph changes, sea level rise, flood management, and
ecosystem effects, and the infrastructure associated with these managing these effects.
Luke Heyerdahl, Geographic Information Systems

Luke has 24 years of experience in applying GIS and computer visualization to a variety
of projects at the local, regional, and national levels. He offers expertise in applying
computer -based GIS systems, computer -based simulations, and computer animation to

working knowledge of ARC/INFO, ArcView, AutoCAD, AML, Avenue, and AutoLisp

incorporating high -efficiency building systems and component design concepts, reducing
clients' initial capital and operational energy costs while providing healthy indoor

Michelle has more than 22 years of experience in communication strategies, public
outreach, interagency coordination and alternative analysis/decision processes. She
assists in developing public involvement and public information scope of work and

Mike Matichich, CIP Prioritization

Mike is CH2M HILL's global technology leader for Financial Services. He has more than
25 years of experience in managing and conducting strategic financial planning,
management consulting, business planning, policy analysis, facility planning, and
infrastructure management studies for public and private projects. He develops strategies
and tools that are used to implement complex projects, taking into account financial
limitations, sound economic principles, and project implementation needs. His studies
have been used to satisfy such varied requirements as federal environmental
requirements (environmental impact statement analyses), state and federally mandated
implementation orders, and financial markets (e.g., bond feasibility studies). Mike recently
served as project manager on the Aurora Water CIP Prioritization project. He also served
as principal investigator or lead financial consultant on numerous industry research
projects, including Asset Management Planning and Reporting Options for Water Utilities
(2006) and the Capital Planning Strategy Manual (2001) for AwwaRF.
Rich Migacz, Asset Management

Rich has 30 years experience including implementations of asset management, GIS,
financial, project accounting, and human resources systems. He served as a task leader
on the Aurora Water CIP Prioritization project and assisted in developing the prioritization
framework, developing enhancements for identifying candidate projects and tracking
them through the prioritization process, gathering and processing prioritization data for
projects in the 5-year budget, developing final CIP projects, and documenting processes
and tools for the enhanced prioritization process. He also conducted a comprehensive
condition assessment on the Homestake Water Project, which supplies drinking water to
the cities of Aurora and Colorado Springs.
Ty Morton, PE, Distribution System Hydraulic Modeling

Ty has more than 10 years of experience as a water resources engineer with extensive
integrated watershed management design skills. His broad experience includes project
management and oversight, model development, and engineering design. His relevant
experience includes water distribution and ASR facility design, drainage design,
construction management, water quality monitoring, water/sewer/reuse master planning,
and hydrologic and hydraulic modeling. Ty served as project engineer on the Fort Collins
Water Distribution Master Plan where he performed data collection, GIS data
manipulation, model (H2ONET) development, multiple pressure zone analyses,
integrating shared water agreements with neighboring water districts, calibration,
population growth analysis, and recommendations for future system improvements, and
final report preparation.
Perrin Niemann, PE, Distribution System Water Quality Monitoring

Perrin is an expert in hydraulic modeling and has served as task leader, project manager,
project engineer, or senior project engineer on modeling projects for 18 wastewater
systems, nine water distribution systems, and two reuse systems in communities
throughout the United States. She has employed modeling software such as InfoWorks
CS, MOUSE, XP-SWMM, H2ONET, H2OMAP, PIPE2000, and EPANET, and utilizes
ESRI GIS software to support her modeling work. She provided quality control review of
Fort Collins Utilities' fluoride tracer tests and used the resulting data to confirm hydraulic
model calibration. Perrin provides management of and ongoing support for water
modeling efforts for City of Loveland and conducted water quality modeling using
H2OMAP of total dissolved solids and hardness to evaluate potential impacts of
introducing water from a new water treatment plant to the distribution system for Aurora
Water.

Steve Poison, PE, Hydraulics

Steve has 28 years of engineering experience including more than 22 years in water and
Wastewater treatment studies and design. He served as design and construction services
manager for the first two phases of several modifications to the Fort Collins Water
Treatment Facility. Projects involved the addition of three multi -media filters; the addition
of a second pressure dissipation valve on the raw water supply from Horsetooth
Reservoir and revisions to the existing pressure dissipation valve piping and facility;
modifications to the existing chlorine feed facility to increase container storage capacity;
and the addition of a new chemical feed facility including chemical feed systems for
chlorine dioxide, potassium permanganate, and powdered activated carbon, as well as
an emergency chlorine scrubber system. He was also responsible for detailed hydraulic
modeling of the existing and anticipated modifications to the facilities from the time of the
facility planning work in the mid-1990s through several plant expansion projects,
culminating in a new flocculation/filtration facility in 2001. He used CH2M HILL's HYDRO
hydraulics simulator for the primary modeling of the plant flow, and also used the AFT
Fathom simulator for detailed modeling of a complex piping network in a portion of the
plant. Recently, Steve performed hydraulic modeling for the Treatment Train 4 Stage 1
flocculator influent channel to support the Stage 1 evaluation. Steve provided
recommendations and detailed design for inlet modification to reduce the unbalanced
hydraulic loadings to the Stage 1 flocculator and preserve floc formation.
Ron Skabo, PE, Corrosion Engineering
CH2M HILL ■ Englewood, CO
Ron specializes in the areas of optimum materials selection, abrasion resistance, and
corrosion control, including cathodic protection, metals, coatings and linings, plastics, and
other nonmetallics. Ron is a member of several ASTM International committees
concerned with protective coatings, fiberglass -reinforced plastics, and elastomeric linings.
He has significant experience in all phases of corrosion control, materials selection,
cathodic protection, failure analysis, laboratory and field testing, nondestructive testing,
and equipment inspection. Ron supported design and development of materials
specifications for several chemical storage and feed systems for the Fort Collins Water
Treatment Facility, including fluoride, chlorine dioxide, sodium chlorite, and alum.
Ken Thompson, Security/Preparedness

Ken has managed or served as senior advisor on over 100 vulnerability assessments and
25 Emergency Response Plans. In 2003, Ken served as project manager for the
vulnerability assessment and emergency operations plan update for Fort Collins Utilities.
He is currently managing the $15 million Security Improvement Project for the City of
Glendale, Arizona, to develop an integrated water and wastewater security master plan,
update the emergency response plan, provide design and construction services for water
and wastewater security designs, and develop an integrated water contaminant
monitoring program for water and wastewater systems.

Don is a senior program manager and value engineering consultant for CH2M HILL. He
His experience includes major infrastructure programs for water resource, rail, transit,

knowledgeable of the plant operations and has solid relationships with the staff. He also
has experience with the City's APDS and many other delivery models. His knowledge of

Eric is experienced in the management and supervision of laboratory and field testing as

experience conducting geotechnical investigations to provide earthwork, drainage, and
foundation design recommendations for construction, renovation, or redevelopment

Gary has more than 26 years of surveying experience as a crew member, crew chief,
survey technician, and as a project surveyor. His surveying experience ranges from

planning, cost -of -service, rate, and asset management studies for water and
wastewater utilities throughout the United States. In addition, CH2M HILL has
served in a leadership role in both the AWWA and WEF rates and charges
manuals.
■ Financial Planning and System Valuation. CH2M HILL has helped clients
establish financial goals and policies to achieve their goals and objectives. This
includes identifying appropriate financial benchmarks, developing funding plans,
and "what -if' scenario planning.
■ CIP Prioritization. CH2M HILL has helped clients improve the processes and
tools used to identify, prioritize, and implement capital projects. This includes
defining decision processes to prioritize the most urgent capital projects,
appropriately ranking and scoring rehabilitation and replacement projects, and
defining the relationships between strategic capital planning, system master
planning, capital budgeting, and financial tracking systems.
■ Outside Funding. CH2M HILL actively invests in tracking alternative funding
sources, such as federal and state grants. This investment allows CH2M HILL to
assist clients in developing funding strategies that match the goals and objectives
of their utility programs and projects. To help our clients optimize available grant
funds, CH2M HILL developed and maintains a comprehensive, searchable
database that provides information and guidelines for grant programs at local,
state, regional, and national levels. In the past few years alone, we have helped
our municipal clients obtain grants and state revolving fund loans for capital
projects totaling more than $1 billion.
In 2007, CH2M HILL was engaged by Aurora Water to implement an enhanced Capital Improvement Plan
(CIP) prioritization strategy for water, sewer, and stormwater capital projects. The objective of the project
was to implement new processes and a methodology to
enable the utility to identify, prioritize, and rank projects
that added the most value to the system's key goals.
• Led a series of workshops in which a diverse prioritization
team from the utility identified and weighted the key goals
for the City's water, sewer and stormwater programs
(e.g., system reliability, regulatory compliance, and
customer service).
Developed performance measures and used them to
measure the contributions of select capital projects to
each of the six primary goals identified. The prioritization
framework was then applied to 141 candidate projects
within the utility's 5-year capital planning window
through FY 2012 with a total value of $765 million
($496 million in water projects, $149 million in
sewer projects, and $120 million in stormwater projects).
Key outputs of the prioritization analysis included:
— Contribution by criteria tables and graphs, which
showed the ranked order of the projects based on
Me value contributed toward the utility's weighted goals.
— Cumulative cost figures, which showed the cumulative
investment required to implement the projects in ranked order.
— Benefit/cost outputs that rated the relative efficiency of the candidate projects.
— A post -prioritization review was conducted to identify and document factors outside of the
modeled results to be considered by the utility as it implements its capital program.

Project Understanding
CH2M HILL's understanding of the City's.philosophies, goals, and project
requirements will facilitate the development of cost-effective and reliable
solutions.
Our team has developed a clear understanding of your needs for the Residuals Solids
Drying Pad Project. This understanding was developed by meeting with your staff on
several occasions, our past involvement in the Fort Collins Water Treatment Facility
Sludge Management Evaluation (CH21VI HILL, November 2001), and through our current

Optimize Drying Pad Area
CH2M HILL has been working closely with the Fort Collins Water Treatment Facility staff
during development of the 2008 Water Treatment Facility Solids Management Program
Report to estimate the future sludge quantities and determine the preferred drying pad
size. The plant staff desires a larger drying pad than originally presented in the 2001
evaluation based on the staff's extensive experience with current drying and loading
operations. CH21VI HILL recognizes the value of the staff's practical operations
experience and will incorporate its operational needs into the analysis.
Two alternative locations
(Sites A and B) have been
identified at the Water
Treatment Facility site. Both
sites are in close proximity to
the current sludge
management operations and
have space available for the
proposed drying pad facilities.
Three options exist for these
two locations, which are
described below.
■ Option 1 — Use Site A
and align the pad along
the eastern fence line of
the Fort Collins Water
Treatment Facility site.
Advantages of this area
include its proximity to the
solids drying lagoons, the
ability to return the
dewatered liquid from the
drying pad to the solids
decant return pond by
gravity, and the availability of existing mature landscaping for screening and wind
protection. Disadvantages include the site's limited area and proximity to the eastern
property line and La Porte Avenue. There is also a power line in the area along the
east side of the solids decant return pond with an easement that must be avoided.
■ Option 2 — Use Site B where the current solar drying operations are performed.
Advantages of this site include the large amount of available area for solids handling
and the fact that it is screened from La Porte Avenue. Disadvantages are that the site
is farther from the solids drying lagoons and would require a dedicated pump station
for dewatered liquid return. Additional landscaping may also be required for wind
erosion protection over the proposed site.
■ Option 3 — Use a combination of both sites by using Site A for the initial drying phase
and Site B for the windrow drying phase. This would require construction of two
separate pads but would allow a larger drying area while optimizing the use of
existing facilities for return of the dewatered liquids.
We realize the location of the residual solids drying facilities will impact the overall
efficiency of the future solids handling processes. As we finalize our work on the 2008
Water Treatment Facility Solids Management Program Report, we will gain a thorough
understanding of the operational costs associated with drying and handling of the
residuals solids material. This insight will enable us to do a complete lifecycle cost
analysis of the options outlined above to provide the most cost effective and sustainable
solution to the City.

Cost -Effective Dewatering Capture and Return
The capture and return of the liquid dewatered from the residuals solids play a large part
in the evaluation of the drying pad locations. Use of existing dewatered liquid/decant
facilities will likely be more cost effective; however, this savings must be carefully
measured against the available space for the dewatering operations near these existing
facilities. This evaluation will consider
life -cycle costs of the return pumping
facilities, including new facility
construction, power requirements, and
ease of maintenance for the return
pump station alternatives.
Decant return pumping is a critical component in evaluating
the drying pad location.
Develop BMPs to Minimize Stormwater Impacts
Stormwater can have a large impact on the solids drying operations. While some
measure of re -wetting of the solids will always be present during inclement weather, this
effect can be minimized by ensuring proper runoff of precipitation and diversion of
stormwater. Stormwater must also be controlled during construction of the facilities to
meet regulatory requirements and protect water quality. CH2M HILL will consider both
temporary and permanent stormwater BMP control measures to provide the City with an
optimized approach to long-term stormwater management in the residuals drying area.
Wind Erosion Protection
We anticipate that a combination of landscaping and screening wall construction will be
used to prevent wind erosion of the residuals solids on the pad. Erosion of material
becomes more evident as the solids reach the final drying stages due to the limited
moisture available to retain the material in place. CH2M HILL will analyze prevailing wind
patterns at the site to develop an
economical combination of
landscaping and screening wall
measures to block wind erosion.
Screening walls will perform a
dual purpose as they can also be
used as push walls to improve
loading efficiency and ease the
removal of the residuals solids
material for disposal.
Wind erosion control strategies will be critical to the overall operation
of the Residuals Solids Drying Pad.

Practical Use of Landscaping
We recognize landscaping is an important component of projects. Landscaping can
greatly enhance the aesthetics of the facilities by providing visual interest and screening.
Landscaping can also be used to provide noise abatement and improve air quality.
CH21VI HILL will work with the City to optimize the use of landscaping at the site to
provide visual screening and a wind block for the drying pad area. Consideration will also
be given to the placement of trees and other landscaping elements to maximize sun
exposure to the area to enhance the drying operation.
• . Keep Apprised of Changing Regulations
Disposal of residuals solids from the Fort Collins Water Treatment Facility is regulated by
the EPA and the State of Colorado as solid waste disposal. Regulations addressing these
water treatment residuals solids are currently undergoing changes that will affect the
solids handling practices at many treatment plants. CH21V! HILL is dedicated to keeping
apprised of these changing regulations as part of our efforts to provide quality services to
the City.
CDPHE's Water Quality Control Division recently developed a guidance document
related to the management of water treatment plant residuals entitled Draft Policy and
Implementing Guidance for Control and Disposition of Drinking Water Treatment
Residuals Containing Technologically Enhanced Naturally Occurring Radioactive Material
(TENORM Policy). TENORMs represent naturally occurring materials that have elevated
levels of radionuclides (e.g., radium and uranium). The TENORM regulations and
guidance documents were developed to provide effective ways to protect humans and
the environment from harmful exposure to the radiation in these materials.
Regulations developed for TENORM are directed at water treatment residuals that
contain these materials. The levels of these radionuclides that are found in the dried
residuals will affect the ultimate disposal options available to the City. Preliminary tests of
the dried material"stockpiled at the Fort Collins Water Treatment Facility do not indicate
excessive TENORM levels. However, these levels could fluctuate and test results should
be closely monitored.
CDPHE issued a draft of proposed revisions to Section 9, Waste Impoundments, of the
State's Solid Waste Regulations (6 CCR 1007-2). The proposed changes would have
had significant impact to residuals handling at the Fort Collins Water Treatment Facility,
resulting in the need for the solids lagoons to be lined. During the public comment period,
CDPHE agreed to postpone the Section 9 revisions in order to work with the water
treatment community to determine reasonable water quality control parameters for water
treatment facility residual impoundments. Depending on the State's findings, these
regulations could have significant implications for the solids handling processes at your
water treatment facility and should be closely monitored. If the proposed regulations are
not modified as a result of the combined fact-finding process, it is likely that mechanical
dewatering will be a more cost-effective, long-term solution, and a residuals solids drying
pad would no longer be required.

Scope of Work
Our approach and scope of work address major project issues early, define
solutions to meet these challenges, and are structured for seamless integration
with your APDS process.
CH21VI HILL's proposed scope of work for design of the Residuals Solids Drying and
Handling Pad is based on your Request for Proposal and our unique understanding of
the project requirements. The following section provides a summary of key aspects of our
proposed scope. We have also prepared a detailed "contract ready" version of the scope,
which is available for your review.
- Task 1— Project Management
Task 1.1—Project Chartering
CH21VI HILL will conduct a half -day project chartering meeting with the project team to
confirm project goals and objectives; establish expectations, roles and responsibilities;
establish a decision -making process; and review the contracted scope of services.
Task 1.2—Progress Meetings
Through our experience on previous design projects for you, we fully understand and
appreciate the benefits of the Fort Collins APDS. A key element of the process is
frequent communication throughout design with your team and the construction
contractor. For this project, we anticipate that biweekly meetings will be conducted at the
Water Treatment Facility.
Task 1.3—Project Instructions
Project manager, Kevin Heffernan, will prepare project instructions that outline
procedures, summarize project goals and scope, present the project work plan (which
shall include tasks, staff assignments, level of effort, costs, and schedule), establish
quality assurance/quality control (QA/QC) procedures, and include other information that
is pertinent to the successful execution of the project.
Task 1.4—Cost and Schedule Control
We understand the need to accurately track progress and costs. Project manager, Kevin
Heffernan, will implement, monitor, and update the project work plan as required
throughout the project. In addition, he will prepare and distribute a monthly status report
to the City.
Task 2 — Project Definition
Prior to commencing design activities, there are several key project issues that require
analysis and direction. During the Project Definition phase, the CH21VI HILL team will
review the project goals discussed earlier in this proposal and work with your team to
define the optimum solution for the residuals solids drying pad location and size.
In addition to these key activities, the Project Definition Report will include the following:
■ Site Utilities. CH21VI HILL will review available drawings that identify the location of
existing utility piping and develop a plan for routing dewatered liquid return piping and
providing washdown water to the solids drying pad if desired.
■ Site Layout. CH21VI HILL will develop a preliminary site plan to show new facility
locations, parking areas, roadways, and landscaping options.
■ Geotechnical Investigation. CH21VI HILL's team member, CTLIThompson, will
conduct a geotechnical field exploration of the selected site and work with Steve
Patterson, our proposed structural engineer, to develop the optimum approach for
the slab foundation and underdrain structure.
■ Surveying. CH21VI HILL's team member, Stantec, will conduct a site survey to verify
topographic information and locate existing utilities, and perform geotechnical field
exploration (boreholes and test pits) as required.

■ Permitting. CH2M HILL will work with State and local permitting authorities to
promote an efficient review process for the construction of the new facilities, including
site applications and BMP approvals.
■ Safety. CH2M HILL will work with City staff to develop a plan that provides for the
safe operations associated from residuals handling operations. Safety concerns
include exposure to radiation from potential TENORM, airborne dust, lighting, and
traffic controls.
Task 3 — Preliminary Design
Following completion of the Project Definition Phase, CH2M HILL will prepare a
preliminary design that will meet your needs for:
■ Accurate communication of design approach to your engineering/operations team.
■ Development of a baseline construction cost by your construction contractor.
■ Initial concepts of landscaping approach.
■ Specific configuration, location, and accessibility of major elements of the project.
■ Location identification for connection of the dewatered liquid return piping to the
existing decant return system at the Water Treatment Facility.
CH2M HILL will prepare a preliminary design report for your review. Assuming the
existing decant pump station will be modified for the new dewatered liquid flows from the
drying pad, the preliminary design would consists of the drawings and specifications
shown below. Following completion of a construction cost estimate by your construction
contractor, we will work with the team to identify and implement changes that would

Task 5 — Services During Construction
CH2M HILL will provide construction administration services, including inspection,
change order preparation, review of contractor's application for payment, periodic
inspection reports, and startup assistance. We are familiar with the Fort Collins APDS
approach and would anticipate that construction observations and special inspections
would be provided by our team member Ditesco. We will work with your project manager
to define our services during construction and anticipate that the CH2M HILL team would
be responsible for:

This section presents a preliminary schedule for all anticipated engineering and project
management activities described in Section 4, Scope of Work and Engineering Cost
Estimate. This schedule will be expanded to a detailed critical path schedule with input
from City staff, and will be used by our project manager, Kevin Heffernan, to track
progress, define required resources, and control the costs and schedule of the various
tasks.
The schedule was developed to allow time for further development of the 2008 Water
Treatment Facility Solids Management Program Report. Construction activities will need
to be closely coordinated with WTF staff to minimize any impact to operations. At this

AI's experience in project management and capital improvements planning for
projects along the North Front Range will assist the City with planning and
delivery of sustainable solutions for future needs.
Al has been involved in the planning and design of water -related facilities in the Fort
Collins and Loveland areas since 2001. He has extensive capital program management
expertise for water and wastewater treatment facilities including the planning, design, and
construction phases. Al currently serves as project manager on the Fort Collins
Treatment Train 4 Flocculator Evaluation and Alternative Disinfection Study that will allow
the City to prepare for regulatory changes, understand the advantages and
disadvantages of alterative systems, and communicate with City management regarding
the implications and cost benefits associated with changes to a gaseous chlorine system.
Al also managed the development of a water treatment plant residuals management
strategy for the City of Loveland. This study included an evaluation of current practices,
review of residual disposal alternatives, and regulatory requirements. TENORM-proposed
regulations and guidelines were also reviewed and testing was performed to establish
compliance. Al's former role as a local utility's capital project manager and interim water
treatment operations manager provides a diverse background and perspective that will

Facility Solids Management Program Report. She has a first-hand understanding of your
solids management system operation and the intricacies of the residuals solids drying
pad project. Anne served as construction manager for the residuals drying bed
improvements to the Loveland Water Treatment Plant and on the Digesters 11 and 12
project for Metro Wastewater Reclamation District. Anne served as design manager and
performed construction administration for a complete retrofit of the aeration basins,
including the installation of two new basins, modifications to four existing basins, and a
new aeration system at the Loveland Wastewater Treatment Plant.

Doug's knowledge of pipeline, pump station, and reservoir systems will
streamline study and design activities, and ensure that the solutions developed
are implementable.
Doug has 14 years of experience in design and construction of stormwater, conveyance,
pumping systems, and storage facilities as well as hydrology, hydraulics, floodplain
mapping, and water utility master planning for numerous clients along Colorado's Front
Range. For Fort Collins Utilities, he served as project manager for the design and
construction phase services for the Southwest Pump Station project and as lead project
engineer for development of the City of Fort Collins Southwest Water Distribution System
Improvement Plan. In addition, he is proficient in a number of hydraulic modeling
software packages including EPA SWMM, StormCAD, HEC-RAS, FESWMS, HY8,
Culvert Master, and others.
