Fiber Optic Option:
FRII recognizes that the City of Fort Collins has deemed that any supporting infrastructure must be kept
completely physically separate from the City's internal data communication network. FRII includes in this
proposal an option to utilize the City fiber optic network for several reasons. Fiber optic connectivity provides
symmetrical bandwidth while DSL, Wireless PTP and T1 connections provide upload speeds of 2 Mbps or less.
Increased upload speeds provided by fiber will support high -quality streaming video and other real-time
applications to the Internet. Additionally, FRII can provide Quality of Service mechanisms on fiber optic links.
FRII routinely sees end -user Wi-Fi connections on our fiber -based Wireless Networks with speeds in excess of
6 Mbps.
City fiber exists in all 4 Recreational Facilities included this RFP. FRII has an extensive fiber optic network
around Fort Collins consisting of PRPA leased fiber and FRII-owned laterals. FRII will work with the City to
splice the two fiber optic networks together at a hand hole of the City's choosing. FRII and the City would then
designate a VLAN ID which would securely connect FRII's core network to the City's fiber network. This VLAN
would be configured across the layer 2 network to an Ethernet port at each of the 4 Recreational Facilities.
FRII would install an Ethernet router at each location to provide layer 3 connectivity as well as DHCP to wired
connections.
Fiber Optic Pricing Assumptions:
• The City of Fort Collins will incur splicing costs to connect the City fiber optic network to FRII's fiber
optic network.
• FRII will procure, configure and install all hardware.

Pricing Summary
As detailed above, the City has a variety of options to complete the requested services. FRII's
recommendation is to deploy the network utilizing the Fiber ring and tying into the existing downtown wireless
portal. If this methodology is selected, the City would receive the most robust solution at $12,267 for setup and
equipment and $1,000 per month for maintenance, Internet access and support.

FRII provides Wi-Fi coverage across the entirety of the indoor and outdoor facilities at the Larimer County
Fairgrounds and Events Complex. This deployment employs 19 indoor and outdoor Nortel APs. The Ranch
uses FRII's Metro Ethernet solution for aggregate upstream bandwidth to support the Wireless Mesh Network.

Scope of Services
FRII will plan, design, implement and maintain wireless and routing infrastructure to support indoor 802.11 b/g
wireless networks at the Northside Atzlan Community Center, the Lincoln Center, the Senior Center and EPIC
in Fort Collins, Colorado. FRII will design a custom web portal with custom access control and optional
advertising opportunities as part of this project. Alternately, the City may choose to use the existing web portal
for Downtown Fort Collins at a reduced project cost. The City of Fort Collins will contract H&H Data Services
for all wiring infrastructure necessary to support wired drops, Access Points and internal wiring infrastructure.
FRII will work directly with H&H Data Services for planning and designing the wired infrastructure.
FRII will bring dedicated bandwidth to each of the four locations, with options consisting of DSL, T1, Wireless
PTP or Fiber Optic connectivity. The City is free to choose which type of circuit is desired at each location.

also consider any alternate bandwidth solutions proposed by the City. Options for connectivity are included in
the "Recommendations and Pricing" section of this response document.

The lead time for procuring equipment for the Wireless Mesh Network is 30 days from the time this contract is

FRII will perform installations on any reasonable timeline desired by the City of Fort Collins. FRII will require
wiring infrastructure to be installed prior to, or in concert with, hardware installations. FRII will work within H&H
Data Services' timelines for planning and designing the wired infrastructure.

WMELESS ACCESS PONT 7215
OVERVIEW
The Wireless Access Point 7215 is an indoor unit providing access and transport to
the network for the mobile user. These units also act as WLAN Access Points for user
access. A wireless mesh is formed among multiple Wireless Access Points by utilizing
auto -discovery and self -routing technology.
KEY FEATURES
Wireless Access Points perform traffic collection and distribution functions for traffic as well as:
• Incorporate routing and wireless transit functions
• Incorporate security functions for validating connections to other Wireless APs
• Incorporate security functions for controlling access by user devices
• Incorporate low-cost advanced antenna designs for extended reach, simplified deployment and reliability
The Wireless Access Point 7215 provides IEEE 802.11 wireless, high-speed access for packet data services in both public
and private environments. Wireless technology is utilized both for Mobile Node client (IEEE 802.11b) connection and for
traffic backhaul to the fixed broadband access (wired) network (IEEE 802.11a).
The product includes two radio sub systems. One is the access radio for the Mobile Node interface (nomadic node), the
other is the radio backhaul providing a communications link between other Wireless AP units and/or the wired network.
The wireless backhaul is based on omni-directional antennas with diversity.
The access link radio sub -system is based on IEEE 801.11 b/g WLAN standards operating in the 2.4 GHz band. Due to
its greater Access Link output power, the Wireless AP 7215 should provide — 50% greater coverage area per AP than
standard indoor rated Access Points. The transit link (TL) radio sub -system is based on the IEEE 802.11a standard
operating in the bands at 5.740 - 5.840 and 5.4 GHz in release 2.0.
The Wireless AP 7215 uses the same radio modules and software as the Indoor/Outdoor rated Wireless AP 7220. This
allows for simplified management, as knowledge of one AP translates immediately into knowledge of the other.

Introduction
FRII, in partnership with Nortel Networks, offers scalable and redundant network infrastructure that will
enable users at The City of Fort Collins' Recreational Facilities to experience true carrier grade Wi-Fi
access. FRII has provided fixed wireless networks to clients since 2000 and has been deploying Nortel's
Wireless Mesh Networks across Northern Colorado for the past 16 months. FRII has successfully
designed, engineered, implemented and maintained Wireless Mesh Networks across Downtown Fort
Collins, the Larimer County Events Center and Denver Public Library System. Nortel has been developing
the wireless technology that we propose for more than 10 years and has been at the forefront of Enterprise
communications technology for over 100 years.
Requirements
The following general requirements for indoor Wi-Fi coverage at The Lincoln Center, The Senior Center, EPIC
and the Northside Aztlan Community Center are stated within the City of Fort Collins Request for Proposal
#P1137 with the noted change that the Lincoln Center replaced the Museum in the City's list of locations:
• Basic Wi-Fi service should be available to the general public without requiring the end user to provide
specialized hardware or software configuration.
• Basic Wi-Fi service should be available during normal scheduled operating hours for the City facilities
listed above, with at least 90% scheduled availability measured monthly.
• The basic Wi-Fi service need not be secure, but must provide a notice to the end user of the inherent
risks associated with unsecured Wi-Fi access.
• The City of Fort Collins should play no substantive role in end user support or customer service related
to the Wi-Fi service. The service provider must provide customer service to the general public and
must provide a telephone contact number for public users who have questions about the Wi-Fi service.
• If the service provider intends to deliver advertising to end users of the Wi-Fi service, the content of all
advertising must be consistent with the City's Parks and Recreation advertising policies and guidelines.
• Installation of any equipment necessary to provide the Wi-Fi service must be kept completely physically
separate from the City's internal data communication network and equipment cannot be placed in the
City's secured data communications closets. Physical installations must be approved by appropriate
City personnel and be consistent with installations standards for the facilities in question.
Additional requirements specific to each facility were identified by Jared Sorez during site visits on July 18,
2008. In addition to the requirements below, Jared stated that H&H Data Services will provide all wiring
installations.
Northside Atzlan Community Center:
• Two wired drops to the exercise bikes on the second floor
• Six wired drops to the computer lab on the first floor
• One wired drop in each of the three conference rooms on the first floor
• Wi-Fi coverage in the lobby area
• Wi-Fi coverage in the gym

Research
FRII has explored different Wireless environments and continues to recommend Nortel Networks' products
because of their scalability, reliability, functionality, and ease of deployment. Here are some reasons why the
Nortel environment is the right choice for The City of Fort Collins:
FRII and the City of Fort Collins have shared great success with the deployment of the Downtown Fort
Collins Wireless Mesh. FRII has worked diligently to plan, design, implement and maintain the existing
Wireless Mesh. FRII has eagerly addressed any post -installation issues and has worked closely with
Nortel on service enhancements. The infrastructure requested in RFP #P1137 can utilize existing
elements of the Mesh such as the Wireless Portal and access control. As the coverage footprint of the
Downtown Wireless Mesh grows, roaming from inside the Recreational Facilities to the outdoor Mesh
will be supported.
• Nortel has extensive experience in delivering Enterprise solutions at the appropriate time. Carriers
depend on Nortel to have the best and well thought out products in the wireless and Ethernet
industries. Customers depend on FRII to take this solution and implement it the right way to maximize
uptime and enhance the customer experience. Nortel only adopts new technology after it has
successfully been tested and implemented in the industry. 802.11 n deployment is an example of this
leadership. Nortel will only move forward after it has successfully moved through the standards bodies.
Nortel fully intends to support 802.11 n but only when the technology is stable and the products can be
deployed with a high degree of confidence in reliability, scalability, and performance.
• FRII and Nortel have a proven track record of wireless deployments with high uptime and reliability over
the past 16 months. These examples are shown in downtown Fort Collins, Denver Public Library, and
the Larimer County Fairgrounds and Events Center at The Ranch.

FRII has a thoroughly established relationship with Nortel Networks and can complement our extensive
in-house expertise with Nortel's full service offering including engineering, installation, and
troubleshooting. This strategic relationship enables FRII to react quickly and accurately to the City of
Fort Collins' changing and growing needs.
Recommendations and Pricing
FRII is pleased to participate in this RFP and to propose a solution to provide Wi-Fi coverage to Recreational
Facilities in the City of Fort Collins. Service options provided in this response complement FRII's existing Wi-Fi
offering in Downtown Fort Collins. FRII recommends uniformity in user experience throughout Fort Collins by
utilizing the web portal, access control, SSIDs and advertising model currently in use Downtown. The option
for a new web portal with new access control rules and advertising options has also been included. Should the
City choose to implement a new, custom portal, FRII would brand it as requested. It could contain City
information or the City could sell advertising on the portal to help recoup network costs. This proposal
assumes a service model funded by the Municipality. The City would pay for equipment, setup and ongoing
service fees. FRII will provide engineering, installation and maintenance of the network as well as end -user
support. Clients would receive phone support free of charge Monday through Friday from 7 am to 10 pm and
on weekends from 9 am to 6 pm. This model provides free access to end users with speeds to the maximum
capacity of bandwidth selected for each facility.
FRII engineers have designed custom network solutions for each of the 4 Recreational Facilities. Additionally,
FRII has provided several options for delivering bandwidth to each City Facility. FRII's proposed solution is
expected to exceed a 99.9% uptime. Alternate service providers such as Comcast will also be considered if
desired. Plan and design information for each Facility is discussed below.
