DuPont Property Disposition Strategy, Louviers, CO: Completed an
illustrated technical memorandum recommending a property disposal and
exit strategy for a 700-acre former DuPont industrial plant site. Set forth

FWTA Southwest -to -Northeast Rail Corridor (SW2NE), Fort Worth
Metro, TX: Collaborating with local jurisdictions on preliminary
concepts for commuter rail stations along a 35-mile corridor extending
from Southwest Fort Worth to the north entrance of Dallas -Fort Worth
Airport. Preparing station area transit -oriented development plans based
on market analysis, local land use scenarios, and implementation
mechanisms.
Core to Shore Framework Master Plan, Oklahoma City, OK:
Provided planning and urban design support for a large-scale
redevelopment following the I-40/Crosstown Realignment. Illustrated a
framework plan for a 1,375-acre redevelopment area stretching from the
downtown core to the shore of the Oklahoma River.
RTD FasTracks: Gold Line and North Metro Corridor Station Area
Planning, Denver Metro, CO: Characterized commuter rail and
streetcar station alternatives; completed comparative evaluation matrices;
and collaborated on preliminary station designs.
Union Project Development Review Services, Longmont, CO:
On behalf of the City, reviewed the annexation, Concept Plan, and
Longmont Area Comprehensive Pan Amendment applications for Union,
a 300-acre master planned project including a variety of mixed -use
commercial, residential, and civic/religious uses. (
Great Streets/Great Skyline Charrette, Colorado Springs, CO:
Worked with allied professionals to engage community leaders and
residents in a three-day charrette to improve downtown livability. The
interactive visioning process included scenario testing using a three-
dimensional Google SketchUp model of the downtown.
Euclid Small Area Master Plan, Salt Lake City, UT: Assisted in
formulating specific planning and urban design alternatives for a mixed
residential/industrial neighborhood east of the downtown core. Analyzed
existing conditions and the implications of a proposed freight rail
realignment, creek daylighting project, and future light rail corridor.

Blight Studies and Urban Renewal Plans, Arvada, Denver, Fort
Collins, CO: Conducted field surveys of proposed Urban Renewal
Districts and prepared blight studies and urban renewal plans. Projects
involved review and compliance with current Colorado Statutes regarding
the creation of urban renewal districts and factors to consider when
documenting conditions of blight. Field survey photographs integrated
with tables and maps using GIS and image enhancement software. Mr.
Wafaie prepared final reports and materials for ultimate presentation to
the appropriate civic boards for final consideration.
The Streets at Southglenn, Case Manager, Centennial Urban
Renewal Authority, Centennial, CO: As the Case Manager for The
Streets at SouthGlenn, Mr. Wafaie provides technical review, and
developer assistance for multiple concurrent applications. This fast -paced
project is a keystone for the City of Centennial, transforming a blighted
shopping mall into a mixed -use development. Through this project, Mr.
Wafaie is frequently responsible for facilitating meetings with the
developer, the City, and other agencies having interest in the project. Mr.
Wafaie acts as a liaison between these groups, coordinating efforts of
those involved. Mr. Wafaie provides weekly status reports to City
Officials, and often presents related land use applications to the Planning
& Zoning Commission and City Council. Mr. Wafaie's exemplary
customer service skills allow him to maintain working relationships with
the developer, the City of Centennial, and other agencies thus fostering a
timely process and successful development.
Sedalia Village Plan, Douglas County, CO: Facilitated a community
visioning exercise and code analysis on behalf of the Sedalia Overlay
District Ad -Hoc Committee. Mr. Wafaie worked closely with the Ad -Hoc
Committee (appointed by the Board of County Commissioners) to
develop recommendations for future zoning regulations, public
improvements, and collaboration with special districts. Prepared graphic
representations of recommendations and community vision, and assisted
with the preparation of the final report for presentation to the Board of
County Commissioners.
Land Use Services, Planner, Centennial, CO: Mr. Wafaie served in the
City of Centennial project office as a development review planner. In this
position, Mr. Wafaie managed development applications on behalf of the
City of Centennial, including annexations, rezonings, site plans and
subdivisions. With excellent customer service skills, Mr. Wafaie often
assumed the role of Planner of the Day, assisting citizens and developers
with zoning regulations, City processes and general land use inquiries.
Tareq also reviewed building permits, fence and sign permits, and variance
applications for compliance with City rules and regulations and made
presentations to the Board of Adjustment. As a Case Manager, he
prepared reports and made presentations to the Planning & Zoning
Commission and the City Council. Mr. Wafaie used his graphic skills to
produce visual aids for presentations through Geographical Information
Systems (GIS), and Adobe Products. His broad knowledge of the Land
Development Code and extensive customer service skills proved integral
to the success of many development projects in the City.
Comcast Annexation, Case Manager, Centennial, CO: As Case
Manager, Mr. Wafaie worked closely with the City Attorney's Office and
provided technical review of the development applications for the Land
Use Services Department. This 50-acre enclave of unincorporated
Arapahoe County was the subject of much municipal and citizen scrutiny.
The City of Centennial initiated the annexation of this property, and Mr.
Wafaie presented the proposed annexation and zoning to the Planning &
Zoning Commission and City Council before a capacity crowd of
concerned neighbors. As the main point of contact, Mr. Wafaie served as
a liaison between the applicant (Comcast), the City, and the surrounding
neighborhoods.
Department of Local Affairs, Project Intern, Denver, CO:
Mr. Wafaie served as Office of Smart Growth intern for the State of
Colorado, Department of Local Affairs (DOLA). Through this position,
Mr. Wafaie attended multiple meetings and conferences including
Planning Commission training, Smart Growth Initiative for Local
Governments, Lincoln Land Institute Mediation, and the Rocky Mountain
Land Use Institute's annual Land Use Conference. His accomplishments
include the Best Practices in Land Use Planning, a collaborative effort

and correspondence with the client and also participates in the creation of
a vision statement and guiding principles being used as the basis for new
zoning districts to be adopted by Douglas County. Ms. Doherty provided -
zoning expertise in the creation of the new districts, facilitation of
committee meetings and report preparation.
The Streets at Southglenn, Centennial Urban Renewal Authority,
Centennial, CO: Ms. Doherty acted as the Deputy Project Manager,
coordinating the review by URS personnel of a Master Development Plan
for an innovative mall redevelopment in the City of Centennial. This 80-
acre site was declared blighted by the City of Centennial, which spurred a
major investment by a nationally renowned development team. URS was
hired to process the development applications necessary to turn this
outdated indoor mall into a neo-traditional style mixed -use development.
Ms. Doherty acted as the main point of contact and liaison between
Centennial and URS in regards to schedule, budget and technical
clarifications.
Centennial Land Use Services Department, City of Centennial, CO:
Ms. Doherty served as a Senior Planner in the City of Centennial's Land
Use Services Department as a member of the URS project team. Ms.
Doherty reviewed development applications for the City and made
presentations to the Centennial Planning & Zoning Commission and City
Council. Ms. Doherty used her customer service skills to serve the needs
of Centennial residents as well as her clients.
Subdivision Ordinance Re -Write, Albemarle County, VA: As a
Principal Planner with Albemarle County Planning Department in
Charlottesville Virginia, Ms. Doherty managed a complete re -write of the
County's subdivision ordinance. Ms. Doherty organized a stakeholder
committee of interested citizens and County staff. Ms. Doherty drafted
the ordinance for County Attorney review and finally for County Board of
Supervisors approval.
Crozet Master Plan, Albemarle County, VA: Ms. Doherty acted as a
facilitator at a series of community wide meetings attended by hundreds
of concerned citizens during the public participation portion of the Crozet
Master Plan. This smart code fashioned master plan was the cause of
great concern and hope to the people of this picturesque bedroom
community located just outside Charlottesville, Virginia. Ms. Doherty
contributed her listening and customer service skills in these high profile
public events. The plan was eventually adopted by the Board of
Supervisors, embraced by the community and was the impetus for major
public and private investment in the town.
Development Review, City of Boulder, CO: As a Planner for the City
of Boulder for five years, Ms. Doherty represented the Planning
Department in their review of development applications in this high
growth pressure community. Ms. Doherty cut her teeth as a Planner
making recommendations to the Boulder Planning Commission and
Boulder City Council. Ms. Doherty also honed her architectural skills as
the staff representative to the Boulder Historic Preservation Design
Review Committee.

Capital Improvement Program, Town of Berthoud, CO: Led a team
to conduct a two-phase study dealing with changing times and financial
conditions. The project involved documenting existing levels of municipal
service, evaluating potential fiscal impacts for several major annexations,
determining appropriate cost recovery techniques, and preparing a short-
term and long-range improvement program for all Town services and
facilities.

Colorado Springs East-West Mobility Study, Colorado Springs, CO:
Served as Deputy Project Manager for the evaluation of east -west
transportation issues in the core area east of I-25. The study identified
transportation issues and community interests, and evaluated the full
range of mobility options with the potential for improving east -west travel
in the City. Preserving core neighborhood values and amenities was a top
priority. The study used a community -based decision making process to
engage the residents, businesses, property owners, and agencies in
developing transportation options.
R/UDAT for Pleasant Grove, UT: Selected by the American Institute
of Architects to participate with economists, downtown preservationists,
architects, landscape architects, and urban designers. Assisted the City of
Pleasant Grove in managing land use and financial issues related to the
development of a new 1,000-acre gateway and its impact on the historic
downtown. The team investigated matters related to historic preservation,
suitable land use balances, economic impacts, capital improvement
planning and budgeting, city image, inter -governmental cooperation, and
implementation. A report with recommendations, plans, and designs was
produced at the end of a four -day process that involved walking and bus
tours, numerous small group meetings, and two public workshops.
Keyhole State Park Master Plan, Gillette, WY: Led the team that
worked with the US Bureau of Reclamation, Wyoming State Parks and
Historic Places, and interested area residents and park users to resolve
issues related to long-term use of the facilities. The State Park Master Plan
provided detailed recommendations for facilities development, capital
improvement investments, and real estate management policies.
Arapahoe County Water Resource Plan, Arapahoe County, CO:
Responsible for generating the economic and land use database used to
prepare a comprehensive analysis for the long-term water needs of
Arapahoe County (excluding the City of Aurora). The resulting plan was
then used to coordinate water supply planning for a group of water
providers including municipalities and special districts.
TEA-21, National Park Service, Bureau of Land Management, and
Fish and Wildlife Service, CO, NM, UT, WY: TEA-21 requires the
preparation of a comprehensive study of the alternative transportation
needs of national parks and related public lands. Coordinated and
participated in the assessment of federally managed park sites, including
coordination of activities and opportunities with nearby sites managed by
the states' and parks' gateway communities.
Pueblo Natural Resources and Environmental Education Strategic
Plan, Pueblo County, CO: An effort by a consortium of groups and
agencies involved in protecting, managing, and teaching about the
environmental resources in the Pueblo County region. The project
mapped and cataloged the great variety of natural resource and
environmental education sites and programs. The Council uses the Plan
to prioritize expenditures and seek funding assistance. Additionally, the
Plan received the Merit Award from the Colorado Chapter of the
American Society of Landscape Architects.

Parker Long Range Facility Master Plan
Project Description
Over the next 20 years, the Town of Parker is expected to dramatically
increase in population as it grows from a bedroom community to a full -
service town with a strong historical and cultural identity. URS worked
with the Town to develop a long range facility master plan so that the
Town can anticipate, plan, fund, and construct new facilities in a timely
manner. Phase 1 of the project work plan focused on the inventory and
assessment of existing facilities in the Town. Phase 2 included
formulation of goals, and guiding principles, refinement of staff
projections by department, and formulation of facility planning criteria by
Town Department for building space needs and location requirements.
Phase 3 included the preparation of a priority list of facility projects and
individual project profiles that summarize facility purpose, use, size,
location, building type, cost, and timing.
The final master plan is used by staff and the Town Council to plan for
future facilities and better manage existing facilities. Strategies for
accommodating future facility needs include "right -sizing" of current
town facilities, relocation, demolition/replacement and construction of
new facilities.

The project team assembled for this assignment includes URS Corporation which will provide planning,
site analysis, facility analysis, and GIS expertise, and Development Research Partners, which will provide
economic analysis.

Project Description
URS was retained by the Arizona Department of Emergency Management
(DEMA) to undertake site selection and facility analysis studies for
National Guard Readiness Centers in the communities of Kingman and
Sierra Vista, Arizona.
The project approach included a review of available information from
public and private sources, compilation of GIS data, development of a
project -specific site -screening protocol, interviews with City staff and
local real estate representatives, GIS analysis of the project database of
existing buildings and sites, and preparation of an initial list of 10
buildings and 20 sites for consideration. Although initially conceived to
include the design of the Readiness Center, due to changes in program
funding, the project was concluded after the preliminary site selection
phase.
AFMC Right -Sizing
Project Description
URS was hired by the Air Force Materiel Command (AFMC) to undertake
a comprehensive inventory an analysis of building space at nine separate
installations located throughout the United States. The purpose of the
study was to verify current space use, configuration, occupants and
condition in order to formulate an action plan to bring facilities into
conformance with current standards and long-range AFMC plans for
consolidation and growth.

Project Description
URS was conducted a comprehensive facility evaluation for
administrative, training, maintenance and warehouse space in order to
determine the optimum use and configuration of space consistent with
long-range plans and staffing projections.
The study and planning effort included the inventory and analysis of sites
and buildings. They were analyzed in terms of building type, location, site

Centennial Land Use Services
Project Description
URS provided comprehensive planning and engineering for the Land Use
Services Department for the City of Centennial, Colorado. This included
directing and staffing all planning, development review and building
department functions, including planning and engineering activities related
to annexations and development applications. URS provided high quality
services for the department that matched the variable levels of
development activity while maintaining the necessary staffing required for
the daily operation of the department's customer service focus.
URS also supported the City's economic development efforts to site
several large retailers, mixed -use projects, and to redevelop a former
shopping center through urban renewal.
The firm worked closely with neighborhood groups, development
interests, the Planning and Zoning Commission, and the City Council to
formulate the City's first Comprehensive Plan. The plan includes the
specific goals supporting the integration of the citizenry, government, and
physical environment to create a dynamic place where people live, learn,
work and play. The vision for Centennial is a community that is
sustainable and cohesive, inspires pride, and produces remarkable places.

Centennial Comprehensive Plan
Project Description
The City of Centennial is the single largest incorporation in the history of
Colorado. The newly incorporated city of approximately 100,000 people
offers an interesting history and unique challenges as its residents and city
officials come to terms with the differences of City versus County
government. The 18-month Comprehensive Plan process began with an
intensive educational component.
URS worked with the City -appointed Task Force on the various
components of a comprehensive plan, the need for the plan, and the
City's approach to the plan as a simple framework document. As a
framework document, the plan allows the City to address many of its
most important needs, such as revising the land use code, development
review and increasing the City's retail revenue base. Subsequent
implementation efforts have included sub area plans, corridor plans, and
revised development regulations.

Project Description
Steadily declining sales at Southglenn Mall became a significant concern
for the City of Centennial in 2004. Anticipating the need for revitalization
or redevelopment, URS began baseline studies of Southglenn and the
vicinity. URS completed a Southglenn Planning Area Assessment that
included regional and neighborhood mapping of the existing conditions.
The assessment illustrated and documented the mall history, area land use,
zoning, parcelization, property values, transportation, demographics, and
economic and market data. The assessment also made comparisons to
other regional Denver -area shopping centers and included a literature
review of national best -practices for greyfield mall redevelopment. The
product was be used to guide decisions by Centennial and to generate
interest in the property by qualified developers.
Following this, URS assisted the City in redevelopment of the site using
urban renewal efforts through the Centennial Urban Redevelopment
Authority (CURA).
Daybreak Renewable Energy Study
Project Description
As part of its commitment to sustainable development, Kennecott Land
Company hired URS to prepare a renewable energy feasibility study for
Daybreak and the West Bench in the West Salt Lake Valley. Daybreak is
a master -planned community of 4,125 acres currently under development.
The West Bench includes 93,000 acres and is planned for long-term
development.
Location The goal of the study was to identify the most feasible technologies for
South Jordan, UT application in the communities, taking into account technical, location,

ranked different technologies based on the above considerations. Work

On -going effort since 2001
There are nine key industry clusters operating in the nine -county Metro Denver and Northern Colorado
region. Constant monitoring of current trends in the industries helps to identify prevailing business cycles so
that efforts related to the industries can be shifted strategically. At some points, these clusters present
opportunities for recruitment and growth. At other points, economic development efforts should be focused
on retention of the companies and their employment base. This on -going industry cluster effort includes
numerous components ranging from providing research and assistance in the creation of widely -distributed
marketing materials to the development of internal market intelligence to be used in conjunction with deal -
specific activities.

Strategic Employment Opportunities: Select Industry Clusters in Fort Collins

The City of Fort Collins has a rich agricultural background and has also developed a burgeoning high-tech
industry that has quickly transformed it into a destination for international companies and for small
entrepreneurial startups. Fort Collins was recently named the best place to live in America by Money
magazine due to the high quality of life and the eclectic, family -friendly, and recreational nature of the city.
Five key industry clusters were identified in the first phase of this report, and two additional clusters were
added later. The study included industry trend research and analysis, the development of industry cluster
profiles, and a discussion of the city's strengths and weaknesses as it relates to the industry clusters.

0 Scope of Services
The following Scope of Services summarizes the URS team's approach to the services outlined in the RFP.
It is based on our careful review of the RFP, discussion with Fort Collins staff, and discussions with
stakeholders and others involved with the 2006 study "Strategic Employment Opportunities: Select Industry
• Clusters in Fort Collins." It outlines a specific work plan, budget and schedule. However, based on more
detailed discussion with the City of Fort Collins Long Range staff, we are prepared to revisit it in order to
better meet your requirements and expectations.
Our intent is to work closely with the City of Fort Collins staff to meet the specific needs outlined in the RFP
and other requirements as identified during scope refinement. The end result will be a written report
(including profiles of target industry facility requirements), digital data files, criteria, and important
assumptions related to the analysis. These will document the findings, conclusions, and recommendations
and should be useful for the City of Fort Collins staff in future planning, including the Comprehensive Plan
update.

a. Refine Work Plan, Schedule, and Meetings — after review by the client and discussion with URS, URS
will revise the project work plan, schedule, and budget and incorporate into a work order under the existing
Service Agreement between URS and the City of Fort Collins.
b. Client Meeting (Kick-off) — after approval of the work order, the URS team will meet with client and
other Fort Collins planning staff to introduce the URS team, confirm client expectations, and identify other
concerns and issues to be addressed. A project communication protocol and other procedures will also be

• compare the supply of suitable land, sites and/or building space with the estimated demand, and identify
areas where there is an imbalance. These and other findings will be summarized for discussion with the
client.

a. Formulate Overall Recommendations and Changes to City Plans and Policies — the URS team will
prepare overall recommendations derived from the study regarding current city plans and policies, with an
emphasis on those which will be useful for staff in the preparation of the upcoming Comprehensive Plan
Update.
b. Summarize Assumptions and Criteria for Future Planning — the URS team will summarize key
assumptions and criteria that were used or developed in the course of the study, in order that Fort Collins
staff will be able to use this information for future analysis. This information will also be presented in the
draft/final reports.
c. Prepare Draft/Final Report — the URS team will prepare a draft report which presents the results of the
planning study and will include the following:

• e. Presentations — URS will make separate presentations to Planning Commission and City Council that
summarize the purposes, methodology, using appropriate methods and tools, findings and
recommendations of the Land/Building Needs Analysis for Targeted Industries. We will then summarize
the presentation in a Powerpoint.

We have assembled a highly qualified and motivated team to undertake this assignment for the City of Fort
Collins. In addition to focused consulting assignments such as this, several of our team members have

worked together in projects where URS served as the staff in a local government office. This provides us
with insight of how the results of this assignment will be used for long term planning, and provides valuable
experience in working collaboratively with Long Range Planning staff. In addition, Patty Silverstein brings
important background and analysis capabilities for the planning effort.
David Cooper will be the Project Manager, overseeing all aspects of the project and has experience with a
variety of feasibility studies, facility planning, long range planning, and economic development. He will be
assisted by Jennifer Hall who has extensive experience in different kinds of research, quantitative analysis,
and preparation of profiles and feasibility studies. Tareq Wafaie will oversee the creation and analysis of
the land/building inventory, assisted by Pen -Yuan Liaw, and will also be in charge of report preparation.
Margaret Doherty will provide input on current policies as they relate to long range planning for Fort Collins.
Jim Estus is a GIS expert who will oversee the analysis of GIS files provided by Fort Collins. Patty
Silverstein, of Development Research Partners, will prepare the 20 year employment projections of the
Target Industries. Thom Rounds will serve as Principal -in -Charge and will provide QA/QC services for the
project.
