Since there is a unanimous number one, Jim might let us proceed without interviews, with your approval and no issues with SHF. However, since RFP document did not state that "City reserves the right to select a vendor for this project on the basis of written proposals submitted only." could force evaluation team to interview top three. The next step for the state is for me to tell them we have selected a contractor, and who that firm is, and ask for their approval. Typically, we only need to send the list of firms that bid. I know that Historitecture is on the State Historic Fund of approved firms, so there should be absolutely no issues with state approval.
