email from City of Fort Collins Purchasing Department. Said email contained an
attachment titled "Addendum No. 2." This addendum contained specifications and
contract documents changes. Nickel Investigation & Security Inc. has incorporated the
changes from the addendum into its bid for the contract: 6121 Security Services for

WE HEREBY ENTER OUR BID FOR THE CITY OF FORT COLLINS' REQUIREMENTS FOR SECURITY
SERVICES FOR PARKING STRUCTURES PER THE BID INVITATION AND ANY REFERENCED
SPECIFICATIONS:
The City of Fort Collins Parking Services Department is requesting bids for Security Guard
Services in two parking structures located in downtown Fort Collins, the Old Town Parking
Structure located at 201 Remington Street and the Civic Center Parking Structure located at 120
North Mason Street. Agreement will be effective January 1, 2009
A per -bid meeting to review the structures will be held on November 4, 2008 at 2:00 P.M. at
215 N. Mason, Conference Room 2A, Fort Collins, CO. Awarded contractor must sign the
attached Service Agreement (sample) and provide insurance per Exhibit "B". This is a one year
contract and may be renewed up to four more years.

Please submit a separate cost for security services for each facility, Old Town Parking Structure
and Civic Center Parking Structure respectfully. Award is based on Grand Total.
Our company will supply security per specifications for:
Old Town Parking Structure $ 4,243.40 /month x 12 = Year Total $ 50,920.80
Civic Center Parking Structure $ 6,062.00 /month x 12 = Year Total $ 72,744.00

Previous Past Experience...
The principals of NI&S Inc., Nickole Woodson, Michael Murrell and Michael
Cavanaugh, have over 18 years of experience in corporate administration, communication,
public speaking, security processes and federal and state legal compliance issues. The
principles also have over 12 years of military experience between the three of them. The
principals have been consultants in Risk Management and security for multiple companies.
In order to be successful, human resources professionals need to not only know the laws
governing their client's, but also how to communicate with both management and
employees.
In the past the founder and officers of NI&S Inc. have worked in a variety of security
atmospheres ranging from mall security for individual stores, armed courier and city
festivals to Presidential Protection Details. NI&S Inc. officers have organized and supervised
Personal Protection Units for high profile individuals. Staff members of NI&S Inc. have been
charged with the personal safety of, but not limited to: President George W. Bush, Admiral
Vernon Clark, Donald Rumsfeld, Walker P. Inman Jr. (heir to Duke Mayonnaise), Jimmy
Buffet, Garth Brooks, Leann Rimes and Rupart Boneham (Survivor).
NI&S Inc. has repeatedly been sought out because of the services it provides and the
manner in which it conducts business. NI&S Inc. prides itself on being able to choose its
clients, catering mainly to federal and city government, homeowner associations as well as
construction agencies and high profile individuals. Due to NI&S Inc.'s in-depth training of its
guards it has had a successful history of non-violent interactions in the performance of their

provided well trained, professional guards in both appearance and manner, at a reasonable
rate. Since Colorado does not govern the security industry, NI&S Inc. has chosen to set a
standard for its industry by example and also by working with sister companies and
legislators in an attempt to get a statewide governing body. NI&S Inc. will continue to
pursue regulations for security personnel that would include a comprehensive FBI
background and ongoing training. The founder and officers of NI&S Inc. have brought over
18 years of security experiences into the company. In the process of forming NI&S Inc. the
founder has combined the industry's individual leaders from multiple companies and put
them together as one united company.

Past and Current Contracts...
NI&S Inc. currently holds several contracts that require many if not all of the
requirements this contract is requiring. NI&S Inc. current contracts require NI&S Inc. guards
to supervise parking areas, entry gates to enclosed locations and the pick up and depositing
of funds, via armed courier, from one site to another with a ever changing an route.
NI&S Inc. in the past and currently provides Risk Management needs for small to
medium sized companies and additional support for local law enforcement of specific cities.
In past and current contracts NI&S Inc. duties have been to:
• Planned, controlled and directed the overall management of security personnel
and work to prevent crimes against property and individuals
• Current responsibilities include training of in house security personnel in SOP,
verbal judo, defense tactics and emergency preparedness
• Preparation of scheduling, daily reports and incident reports
• Supervision of 24 hour, 7 day a week facilities consisting of over 550,000
square feet
• Served as s liaison for customer concerns and questions
• Collaborate with property managers to ensure building and housing regulations
are being followed and all security concerns are being addressed

Many states, municipalities, and the general public tend to have a negative outlook on
the Uniform Security Industry due to incidents and news articles of unprofessional behavior, lack
of quality trained personnel and/or number of personnel, carelessness and/or recklessness. That
is why NI&S Inc. constantly strives to have the most professional, highly trained, and ethical
personnel within its ranks.
NI&S Inc. promotes our professionalism and backs it with "employee training" every
month, each training class consists of at least six (6) hours per course. This is much more than
the industry standards. The minimum standards for NI&S Inc. consist of employees must attend
four (4) scheduled sessions in six (6) months. All of our firearm employees are certified and
must re -qualify every ninety (90) days, and within the first ninety (90) days of employment get a
CCW license from their local sheriff's office or NRA certification.

Our marked vehicle's are black Chevy Impala's, 2001 or newer. All four sides are clearly marked
with "SECURITY", three of the sides are marked with "Nickel", both the left and right sides are
marked with the company office phone number. All vehicles are equipped with a full light bar
consisting of both amber and white lights. All vehicles are equipped with a radio, spot lights, first
aid kit, fire extinguisher, traffic vest, lighted traffic baton and a rechargeable flashlight.

Project
A management plan...
NI&S Inc.'s management plan for this project is to consist of: onsite security guards will
handle the day to day operations of the site while being supervised by a revolving supervisor.
NI&S Inc. supervisors spend his/her shifts moving from site to site checking on all guards under
his/her supervision. Supervisors are to stop no less then two times at each of his/her guards
site, on a varying schedule. The number of times over two that a supervisor goes to a site, is at
his/her disgrestion. Guards that a supervisor feels need more attention, he/she will visit
frequently. Any guards caught sleeping on duty self terminates his/her employment with NI&S
Inc. NI&S Inc. has a zero tolerance for sleeping on the job and "No Call, No Shows." Should a
guard report for work and is not ready to work, weather it be the guard's additute or
appearance, the guard will be sent home by the supervisor on the spot, without pay. Then the
supervisor will work the shift and another supervisor will be called in to do the revolving
supervisor rotations. Michael Murrell will be the Operations Manager for this project. All
guards, supervisors and City of Fort Collins personnel will be able to contact Officer Murrell
24/7. Officer Murrell will keep constant lines of communication with City of Fort Collins, this is
to make ensure that all of the needs of the client are met and that any concerns can be dealt

At the end of business hours all phone calls are forwarded to Officer
Murrell's cell phone.
NI&S Inc. prefers to keep guards longterm. By keeping guards employeed at NI&S Inc.
for many years, by doing this, NI&S Inc. can keep the same guards at the same locations on a
regular schedule. This is done so that the client is comfortable and knows who is going to be
working for them when and where. NI&S Inc. feels that by not doing this it is not acting in the
best interest of the client and/or public.
NI&S Inc. has circumvented its competitors by installing features in its operating system
that, to our knowledge, no other company has. Prior to posting a guard at a location, the
founder and/or senior officers work the account first, this allows NI&S Inc. to post the
appropriate guards on the account. If an NI&S Inc. guard does not have the training or
demeanor needed for an account they will not be assigned to an account. When additional
training is needed until they have passed the training for the situation in which they will be
assigned NI&S Inc. will not place a guard on site without proper supervision.
