the City of Fort Collins s RFP for unemployment clamis management services We feel strongly
that as you review our response to your RFP you will find that Employers Edge is the company

Employers Edge is a unique company that blends veteran industry experts with the most effective
claims processing methodology and state of the art technology supporting the entire process To
best understand our company history, and why Employers Edge is uniquely qualified to provide
superior services to the City of Fort Collins a brief industry background is necessary
Six years ago at the beginning of 2002 the unemployment claims management industry
consisted of 6 large national compames, and a host of small regional companies By large
national' we mean companies that had revenues of $10 to $30 milhon, processed claims mall 50
states and generally worked with the countrys largest employers By `smaller regional
companies we mean companies with less than $3 million in unemployment claims management
revenue and predominantly selling to small clients in a regional area
In March of 2002 the Talx Corporation entered the unemployment claims management business
by purchasing two of the country s large national compames on the same day (Gates/McDonald
and Frick) Over the course of the next four years Tabs consolidated over 90% of the national
market by acquiring the 4 other large national firms concluding with Colorado based Employers
Unity on November 1" 2005 This dramatic industry consolidation led to a Federal Trade
Commission (FTC) anti-trust inquiry On April 28ei 2008 a settlement in this case was
announced between the FTC and Talx the details of which can be found at the following web

It was Talx s final acquisition of Employers Unity that was the genesis of our company
Employers Edge Employers Edge knew there was a proven better approach to unemployment
claims processing than what was being offered by the industry giant As mentioned at the
beginning of this summary there are a handful of smaller companies providing unemployment
services across the country Many of these companies have been around for 10 or 20 years and
have remained small likely because their service works well for their clientele What sets
Employers Edge apart from these companies is the proven operational and information

Organizational Structure
Employers Edge was founded by Matt Brady and Steve Bell Matt spent 16 years with Employers
Unity, and was their Vice President of Sales and Marketing at the time of the TaIx acquisition
Prior to the Talx acquisition Matt and his sales team helped Employers Unity take over 275
accounts away from Talx by demonstrating statistically they had a better approach to claims
management, and consequently would generate significantly more savings These accounts were
some of the nation s largest employers including JP Morgan Chase Best Buy, Payless Shoe
Source United Healthcare and Continental Airlines
Steve Bell spent 17 years in the direct marketing industry and was a minority owner of a 400
employee Denver based call center/fulfillment company known as The Product Line That
company was sold to Holden Marketing Support Services in June of 2000 where Steve stayed on
in the role of Vice President and General Manager of call center division, until starting Employers
Edge with Matt on February 2"d 2006
