processing methodology and state of the art technology supporting the entire process To best understand our company history, and why Employers Edge is uniquely qualified to provide superior services to the City of Fort Collins a brief industry background is necessary Six years ago at the beginning of 2002 the unemployment claims management industry consisted of 6 large national compames, and a host of small regional companies By large national' we mean companies that had revenues of $10 to $30 milhon, processed claims mall 50 states and generally worked with the countrys largest employers By `smaller regional companies we mean companies with less than $3 million in unemployment claims management revenue and predominantly selling to small clients in a regional area In March of 2002 the Talx Corporation entered the unemployment claims management business by purchasing two of the country s large national compames on the same day (Gates/McDonald and Frick) Over the course of the next four years Tabs consolidated over 90% of the national market by acquiring the 4 other large national firms concluding with Colorado based Employers Unity on November 1" 2005 This dramatic industry consolidation led to a Federal Trade Commission (FTC) anti-trust inquiry On April 28ei 2008 a settlement in this case was announced between the FTC and Talx the details of which can be found at the following web address http //www ftc gov/opa/2008/04/talx shim It was Talx s final acquisition of Employers Unity that was the genesis of our company Employers Edge Employers Edge knew there was a proven better approach to unemployment claims processing than what was being offered by the industry giant As mentioned at the beginning of this summary there are a handful of smaller companies providing unemployment services across the country Many of these companies have been around for 10 or 20 years and have remained small likely because their service works well for their clientele What sets Employers Edge apart from these companies is the proven operational and information Page 3 of 12 01 EMPLOYERSEDGE technology expertise required to service the nation's largest most demanding employers This expertise is the foundation of our sophisticated data systems, comprehensive and user friendly reports expert claums management and knowledgeable tax planning Capitalizing on our Colorado location Employers Edge assembled some of the industries most talented and veteran employees from Employers Unity and began offering the market a higher quality alternative Organizational Structure Employers Edge was founded by Matt Brady and Steve Bell Matt spent 16 years with Employers Unity, and was their Vice President of Sales and Marketing at the time of the TaIx acquisition Prior to the Talx acquisition Matt and his sales team helped Employers Unity take over 275 accounts away from Talx by demonstrating statistically they had a better approach to claims management, and consequently would generate significantly more savings These accounts were some of the nation s largest employers including JP Morgan Chase Best Buy, Payless Shoe Source United Healthcare and Continental Airlines Steve Bell spent 17 years in the direct marketing industry and was a minority owner of a 400 employee Denver based call center/fulfillment company known as The Product Line That company was sold to Holden Marketing Support Services in June of 2000 where Steve stayed on in the role of Vice President and General Manager of call center division, until starting Employers Edge within our industry We were intimately familiar with the claims processing workflow of what was the nation s second largest provider of unemployment claims management services (Employers Unity) While that workflow had proven highly effective we knew that there were many areas where it could be improved upon and as a result have built the industry s most efficient system utilizing today s state of the art technology We invite you to a demonstration of EdgeWise so you may take an inside look at its features and capabilities The following are some of the key attributes of our EdgeWise claims management system (bullets below are proprietary/confidential) The EdgeWise system is paperless meaning all documents that flow into our organization are imaged on the front end and electronically distributed to the claims specialists desktop This prevents claims decisions hearing notices and other critical communications from getting "lost in the paper shuffle " • Employers Edge has deployed integrated document imaging to EdgeWise meaning all documents associated with a given claim can be viewed within the same system that manages the claim from start to finish Whether documents arrive via mail Page 5 of 12 EMPLOYERSEDGE email or fax, they are all stored as electronic images and indexed to a given claim This facilitates the efficient flow and exchange of information between our customers and the state agencies • All critical dates are logged as the documents are imaged enabling our supervisory staff to effectively manage deadlines through a series of daily management reports This ensures we never miss an important deadline Client Base (Please regard this client base section as Proprietary/Confidential) Employers Edge provides our services for over 450 individual employers effective service Employers Edge unproved the gross win ratio to 58 70% the next year That 1168 point (25% increase) improvement in the gross win ratio will save them approximately $200K in additional unemployment taxes beyond what was being achieved by the previous provider Case Study Fortune Top 250 employer based in Chicago IL (This case study Confidential) The critical metric/benchmarks that we improve beyond our primary competition are • We increase the gross win ratio (wins over total claims) — most critical factor • We increase the percentage of claims being protested • We increase the win ratio of the claims being protested • We reduce or eliminate entirely the non-compliance (late or no info etc ) claims • We reduce the percentage of pending claims When we achieve an improvement with these metncs/benchmarks we save the customer more money by reducing their unemployment expenditures beyond what was previously being achieved It is that simple For reimbursable employers even tiny improvements (2 points 5 points) in the gross win ratio will generate substantial additional savings because every dollar saved is an actual dollar in expenditures eliminated Page 9 of 12 0 EMPLOYERSEDGE The following information is from a case study that we just completed for a Fortune Top 250 employer with operations in all 50 states that switched from the largest provider to Employers Edge • We increase the gross win ratio (wins over total claims) — most critical factor Employers Edge (EE) increased the gross win ratio by 5 7 points (28% increase) from 20 7% to 26 4% • We increase the percentage of claims being protested EE increased the percentage of claims being protested by 3 points (8% mcrease) from 38% to 41 % • We increase the net win ratio of the claims being protested EE increased the net win ratio of the claims protested by 1 point (1 % mcrease) from 81 % to 82% • We reduce or eliminate entirely the non compliance (late or no info etc ) claims EE reduced the non-compliance claims by 13 2 points (81 % reduction) from 16 3% to 3 1 % • We reduce the percentage of pending claims EE reduced the pending claims by 10 points (32% reduction) from 31 % to 21 % The seemingly small increase in the gross win ratio of 5 7% saved this Fortune Top 250 employer $327,244 28 dollars in benefit charge liability (that is all that is relevant to a reimbursable employer) and approximately $147 259 93 in estimated unemployment taxes That is the simple reason why over 100 other employers have switched from the largest provider to Employers Edge as well We can easily demonstrate in a straightforward comparison of the key benchmarks/metrics that we are winning more claims and saving substantially more money than our primary competition Case Studies Summarized The wonderful feature about our industry is that there is a genuine quality financial differentiator The service provider that is the most meticulous timely, responsive and committed to highest quality protests and appeals is the provider that will generate the highest gross win ratios The service provider that generates the highest gross win ratio will save that customer the most money The annual requirements with regard to the items of service outlined in II Scope of Work of the RFP Additionally, we have no issues with the items outlined in III Compensation & Length of Contract Employers Edge is solely an unemployment cost control provider but we do have several partners that we work with that provide high quality Employment Verification services that we will refer to you to evaluate We would need more mformation with regard to your employment verification workload and the breakdown of the private verifications versus the governmental venfications Often there is no cost to the employer for these services but that will depend on your workload breakdown of the private vs governmental verifications A critical differentiating factor is our model of clainrs processing is centered around 1) protesting all quits and discharges unless you specifically tell us not to and 2) giving you notice of a new claim or hearing within 24 hours such that you have the maximum amount of time possible to gather the separation information and prepare for hearings One of the most frequent complaints that we hear about Talc is that they are continually calling at the last minute to gather separation information on claims or to notify or prepare their client for a hearing Inevitably that leads to protests/heanngs with missing or mcomplete information and even non compliance (no into received claims) claims Our Pricing We offer a simplified pricing model based on claims activity and have based our proposal on the following annualized numbers Annual New Claims Activity 75 Protested Claims 23 Non -Protested Claims 52 Annual Hearmgs/Board Appeals 8 Based on these figures our pricing would be Annual Fee $1,900 Quarterly Billing (at the beginning of each quarter) $475 All the fees above are subject to an annual fee increase tied to the Consumer Price Index, but capped 1o' at 3% m any given year If the CPI is less than 3%, then you pay the lower rate Page 11 of 12 0-1
