Scope of Work and Specifications or other terms and conditions for this protect to the attention of Jim Hume, Senior Buyer, ihumeO-fcgov com Requests for clarification shall be transmitted at least ten (10) days before the date announced for submitting proposals All requests shall be submitted via email b All requests for clarification will be reviewed Replies will be sent via email If necessary an addendum will be issued which identifies any changes or clarifications to the RFP 6 SCHEDULE a Transfort Dial A -Ride vans and fixed route coaches will maintain a normal operating schedule during this protect The Operations and Maintenance departments will also continue all normal support for the transit vehicle fleet during this protect Work performed for this protect must be accomplished without significant disruptions to normal Operations and Maintenance routines b The work for this protect shall be completed within ninety (90) calendar days from the issuance of the Notice to Proceed to the selected Contractor 7 PROPOSED PRICE The proposed price shall include everything necessary for the execution and completion of the work and fulfillment of the Contract The proposed price shall include all delivery charges all premiums on bonds labor insurance material costs patent royalties and all other overhead charges of every kind and nature All applicable taxes which the Contractor is required to pay shall also be included in the proposed price for the work under this Contract No adjustments will be made in the amount to be paid by Transfort under this Contract because of any misunderstanding by or lack of knowledge of the proposer / Contractor as to liability for or the amount of any taxes for which the proposer / Contractor is liable or responsible by law or under this Contract or because of any increases in tax rates imposed by any federal state or local government INSTRUCTIONS FOR PROPOSAL PREPARATION a The City reserves the right to waive minor discrepancies at its sole discretion b In the interest of an equitable and expedient review process every submitted proposal must respond to items in the RFP in the order listed Submittals must be formatted 8-1/2 x 11 bound in a way which allows pages to open fully and lie flat 9 PROPOSAL REQUIREMENTS All information product and pricing offered in submitted proposals must remain in effect for a minimum of sixty (60) days from the submittal date The City reserves the right to request an extension of such effective period Firms may submit proposals for more than one MVSS If more than one system is proposed firms must include all of the required information for each proposal 10 PROPOSAL SECURITY and PROPRIETARY INFORMATION Proposals will become the property of the City as such information in each response will be shared with employees of the City and other persons that will be involved in the proposals evaluation and understanding If there is Information in the proposal that the respondent considers proprietary it must be noted on each page containing such proprietary Information The City is subject to public Information laws which permit access to most records and documents Proprietary information in your response must be clearly identified and will be protected to the extent legally permissible Proposals may not be marked Proprietary in their entirety Information considered proprietary is limited to material treated as confidential in the normal conduct of business trade secrets discount information and individual product or service pricing Summary price information may not be designated as proprietary as such information may be carried forward into other public documents All provisions of any contract resulting from this request for proposal will be public information 11 EVALUATION OF PROPOSALS A winning firm may be selected on the basis of written proposals or at the City s option top - rated firms may be asked to participate in an interview and demonstration process Qualification Possible Standard Score Does the proposal show an understanding of the project objective? Is the proposal organized and succinct or padded with unrelated material? Is the proposal complete with respect to requested details and information? WIII the firm use our contract (if Proposal 20 applicable) Does the proposed solution address the requirements of the project? Are the products and services offered appropriate? Does the proposed solution lend itself to future Technical Solution 90 upgrades and enhancements? Is sufficient training proposed? WIII the training process put undue strain on City Training & resources? Are the trainers qualified? Has the firm offered ongoing support appropriate Support 20 for the project? Do they have a variety of telephone and online support tools? Has the firm assigned sufficient personnel with appropriate skills to complete the Installation in the time scheduled? Is the Installation plan and schedule well thought out Installation 10 and reasonable? Compared to other proposals is the firm s pricing reasonable? Is the price low because the firm did not adequately address the Scope? Are extended warranty or maintenance Pricing 40 costs reasonable? Are the firms payment terms reasonable? Has the firm proposed an innovative solution? Does the written proposal indicate an Motivation 20 honest desire to win the award9 Does the firm have the necessary experience'? An evaluation committee will rank interested firms based on their written proposals using the scoring system set forth above Within each Qualification the Possible Score may be further subdivided in a manner appropriate to the project For instance Pricing might be divided into price extended warranty cost and payment term sections with the Possible Score divided as necessary among those divisions Interviews and demonstrations if required will be scored in a similar fashion 12 AGREEMENT TERMS and NEGOTIATIONS An initial selection will be made pending successful negotiation of an agreement between the City and the selected firm If no agreement is reached within thirty (30) days after notification of initial selection the City will be free to pursue an agreement with the next highest rated firm A sample service agreement is provided below No release of proposal information will be made between the due date of proposals and award 13 PILOT INSTALLATION TEST and EXECUTION of CONTRACT Once general agreement has been reached the selected firm shall participate in a Pilot Installation Test as set forth in Part III paragraph 17 2 After successful completion of the Pilot Installation Test the negotiated agreement will be executed between the City and the selected firm The Transfort Project Manager will then issue a Notice to Proceed with installation of the MVSS in the rest of the Transfort fleet 14 SAMPLE AGREEMENT SERVICES AGREEMENT Transfort Mobile Video Security System THIS AGREEMENT made and entered into the day and year set forth below by and between THE CITY OF FORT COLLINS COLORADO a Municipal Corporation hereinafter referred to as the City and hereinafter referred to as Contractor WITNESSETH In consideration of the mutual covenants and obligations herein expressed it is agreed by and between the parties hereto as follows 1 Scope of Services The Contractor agrees to provide services in accordance with the scope of services attached hereto as Exhibit A consisting of (_) page[s] and incorporated herein by this reference 2 The Work Schedule The services to be performed pursuant to this Agreement shall be performed in accordance with the Work Schedule attached hereto as Exhibit _ consisting of _ (_) page[s] and incorporated herein by this reference 3 Time of Commencement and Completion of Services The services to be performed pursuant to this Agreement shall be initiated within (_) days following execution of this Agreement Services shall be completed no later than Time is of the essence Any extensions of the time limit set forth above must be agreed upon in a writing signed by the parties 7 4 Contract Period This Agreement shall commence 200 and shall continue in full force and effect until 200_ unless sooner terminated as herein provided 5 Delay If either party is prevented in whole or in part from performing its obligations by unforeseeable causes beyond its reasonable control and without its fault or negligence then the party so prevented shall be excused from whatever performance is prevented by such cause To the extent that the performance is actually prevented the Contractor must provide written notice to the City of such condition within fifteen (15) days from the onset of such condition 6 Early Termination by City/Notice Notwithstanding the time periods contained herein the City may terminate this Agreement at any time without cause by providing written notice of termination to the Contractor Such notice shall be delivered at least fifteen (15) days prior to the termination date contained in said notice unless otherwise agreed in writing by the parties All notices provided under this Agreement shall be effective when mailed postage prepaid and sent to the following addresses City Contractor City of Fort Collins Purchasing Fort Collins CO 80522 In the event of early termination by the City the Contractor shall be paid for services rendered to the date of termination subject only to the satisfactory performance of the Contractors obligations under this Agreement Such payment shall be the Contractors sole right and remedy for such termination 7 Contract Sum The City shall pay the Service provider for the performance of this Contract subject to additions and deletions provided herein the sum of Dollars ($ ) [Cost breakdown if needed may be attached as Exhibit _ incorporated herein by the reference ] 8 City Representative The City will designate prior to commencement of the work its representative who shall make within the scope of his or her authority all necessary and proper decisions with reference to the services provided under this agreement All requests concerning this agreement shall be directed to the City Representative 91 9 Independent Service provider The services to be performed by Contractor are those of an independent service provider and not of an employee of the City of Fort Collins The City shall not be responsible for withholding any portion of Contractors compensation hereunder for the payment of FICA Workmen Compensation or other taxes or benefits or for any other purpose 10 Personal Services It is understood that the City enters into the Agreement based on the special abilities of the Contractor and that this Agreement shall be considered as an agreement for personal services Accordingly the Contractor shall neither assign any responsibilities nor delegate any duties arising under the Agreement without the prior written consent of the City 11 Acceptance Not Waiver The City s approval or acceptance of or payment for any of the services shall not be construed to operate as a waiver of any rights or benefits provided to the City under this Agreement or cause of action arising out of performance of this Agreement 12 Warranty a Contractor warrants that all work performed hereunder shall be performed with the highest degree of competence and care in accordance with accepted standards for work of a similar nature b Unless otherwise provided in the Agreement all materials and equipment incorporated into any work shall be new and where not specified of the most suitable grade of their respective kinds for their intended use and all workmanship shall be acceptable to City 13 Default Each and every term and condition hereof shall be deemed to be a material element of this Agreement In the event either party should fail or refuse to perform according to the terms of this agreement such party may be declared in default thereof 14 Remedies In the event a party has been declared in default such defaulting party shall be allowed a period of ten (10) days within which to cure said default In the event the default remains uncorrected the party declaring default may elect to a Terminate the Agreement and seek damages b Treat the Agreement as continuing and require specific performance or c Avail himself of any other remedy at law or equity If the non -defaulting party commences legal or equitable actions against the defaulting party the defaulting party shall be liable to the non -defaulting party for the non -defaulting party s reasonable attorney fees and costs incurred because of the default 15 Binding Effect This writing together with the exhibits hereto constitutes the entire agreement between the parties and shall be binding upon said parties their officers employees agents and assigns and shall inure to the benefit of the respective survivors heirs personal representatives successors and assigns of said parties (] 16 Indemnity/Insurance a The Contractor agrees to indemnify and save harmless the City its officers agents and employees against and from any and all actions suits claims demands or liability of any character whatsoever brought or asserted for injuries to or death of any person or persons or damages to property arising out of result from or occurring in connection with the performance of any service hereunder b The Contractor shall take all necessary precautions in performing the work hereunder to prevent injury to persons and property c Without limiting any of the Contractors obligations hereunder the Contractor shall provide and maintain insurance coverage naming the City as an additional insured under this Agreement of the type and with the limits specified within Exhibit _ consisting of one (1) page attached hereto and incorporated herein by this reference The Contractor before commencing services hereunder shall deliver to the City s Director of Purchasing and Risk Management 215 N Mason 2nd Floor Fort Collins Colorado 80524 one copy of a certificate evidencing the insurance coverage required from an insurance company acceptable to the City 17 Entire Agreement This Agreement along with all Exhibits and other documents incorporated herein shall constitute the entire Agreement of the parties Covenants or representations not contained in this Agreement shall not be binding on the parties 18 Law/Severabdity The laws of the State of Colorado shall govern the construction interpretation execution and enforcement of this Agreement In the event any provision of this Agreement shall be held invalid or unenforceable by any court of competent jurisdiction such holding shall not invalidate or render unenforceable any other provision of this Agreement 19 Prohibition Against Employing Illegal Aliens This paragraph shall apply to all Contractors whose performance of work under this Agreement does not involve the delivery of a specific end product other than reports that are merely incidental to the performance of said work Pursuant to Section 8-17 5-101 C R S et seq Contractor represents and agrees that A As of the date of this Agreement 1 Contractor does not knowingly employ or contract with an illegal alien and 2 Contractor has participated or attempted to participate in the basic pilot employment verification program created in Public Law 208 104th Congress as amended and expanded in Public Law 156 108th Congress as amended administered by the United States Department of Homeland Security (the Basic Pilot Program ) in order to verify that Contractor does not employ any illegal aliens B Contractor shall not knowingly employ or contract with an illegal alien to perform works under this Agreement or enter into a contract with a subcontractor that fails to certify to Contractor that the subcontractor shall not knowingly employ or contract with an illegal alien to perform work under this Agreement 10 C Contractor shall continue to apply to participate in the Basic Pilot Program and shall in writing verify same every three (3) calendar months thereafter until Contractor is accepted or the public contract for services has been completed whichever is earlier The requirements of this section shall not be required or effective if the Basic Pilot Program is discontinued D Contractor is prohibited from using Basic Pilot Program procedures to undertake pre -employment screening of job applicants while this Agreement is being performed E If Contractor obtains actual knowledge that a subcontractor performing work under this Agreement knowingly employs or contracts with an illegal alien Contractor shall Notify such subcontractor and the City within three days that Contractor has actual knowledge that the subcontractor is employing or contracting with an illegal alien and Terminate the subcontract with the subcontractor if within three days of receiving the notice required pursuant to this section the subcontractor does not cease employing or contracting with the illegal alien except that Contractor shall not terminate the contract with the subcontractor if during such three days the subcontractor provides information to establish that the subcontractor has not knowingly employed or contracted with an illegal alien Contractor shall comply with any reasonable request by the Colorado Department of Labor and Employment (the Department ) made in the course of an investigation that the Department undertakes or is undertaking pursuant to the authority established in Subsection 8 17 5 102 (5) C R S G If Contractor violates any provision of this Agreement pertaining to the duties imposed by Subsection 8-17 5-102 C R S the City may terminate this Agreement If this Agreement is so terminated Contractor shall be liable for actual and consequential damages to the City arising out of Contractors violation of Subsection 8 17 5 102 C R S H The City will notify the Office of the Secretary of State if Contractor violates this provision of this Agreement and the City terminates the Agreement for such breach 20 Special Provisions [Optional] Special provisions or conditions relating to the services to be performed pursuant to this Agreement are set forth in Exhibit _ consisting of (_) page[s] attached hereto and incorporated herein by this reference 11 PART II -- SCOPE OF WORK AND SPECIFICATIONS OVERVIEW OF PROJECT a Transfort is seeking to install a digital video and audio recording system for Transfort s paratransit and fixed route revenue vehicles This system must be capable of recording events that occur in the interior and exterior of these transit vehicles at all times the vehicles are powered on b The MVSS shall include all equipment wiring cabling and software for the installation of digital recording units digital video cameras and audio recording devices in the designated vehicles The system shall include installation of all fixed -end information system components including wiring cabling and hardware plus all software required for retrieval viewing and permanent storage of recorded images and sound Proposed system and services must also include provision for training maintenance troubleshooting and end user support It is the intent of Transfort to secure a system that is configured for Transfort s needs in accordance with the specifications terms and conditions set forth in this RFP c Transfort anticipates continued growth in the amount and complexity of services it provides Proposed systems must have full featured capabilities allowing for planned additions and future technology d The MVSS shall refer to the system in its entirety Digital video recording unit (DVR) shall refer to the individual digital recording unit installed in each transit vehicle e The work for this protect shall occur at 6570 Portner Road Fort Collins 80525 QUALITY ASSURANCE PROVISIONS a All materials and equipment installed under this contract shall be new unused free of defects and of current manufacture Prototype or discontinued models are not acceptable All software shall be the most current stable version available for the proposed equipment b All termination and installation of equipment and software shall be performed by properly certified Contractor technicians who have successfully completed training specific to the proposed system Transfort s staff may be trained by Contractor personnel trainers who are certified to work on the products being supplied c Care shall be exercised in installing equipment and wiring to avoid damage to both the newly installed and existing wiring and equipment Connections shall be made with mechanical connectors specifically designed for heavy duty automotive applications All wiring and connectors shall be installed in strict adherence to standard communications installation practices and to federal state or local applicable codes Contractor shall be fully responsible for correcting any defective installation and repairing any damage caused by the installation at no additional cost to Transfort d Transfort shall have final approval of the placement and method of installation of all equipment and materials required for the selected MVSS e Equipment materials and installation will adhere to the requirements of the latest revisions of the National Electrical Code (NEC) and Underwriters Laboratories Inc (UL) The equipment and materials shall be developed in adherence to relevant standards of the Society of Automotive Engineers (SAE) and Electronic Industry 12 Question Page 17 11 4 (b) requires tagged video not to be overwritten until the tag is removed Once tagged events are downloaded via the wireless system is the tagged image on the hard drive still necessary Answer Provide details of your tagging system The intent is to store event triggered data on the vehicle system until it can be downloaded safely and securely Explain the operation of your system before during and after a tagged event is downloaded to a viewing station Question Page 17 11 5 (b) requires 30 FPS for up to 6 cameras or 180 FPS in aggregate If the proposed system is capable of continuously producing 120 FPS aggregate or 20 FPS percamera for 6 cameras would that be sufficient data? Answer Please include a full description of your system capabilities including sample videos for proposed systems which differ from that specified by a significant margin A decision will be made during our evaluation process as to the comparative merits of each proposed system Question Page 17 11 5 (a) requires saving and storing video at a higher frame rate when tagged If the proposed system is capable of 20 FPS per camera in all modes of operation will that satisfy this requirement? Answer Same answer as for Page 17 11 5 (b) Question Page 19 11 9 (g) requires a laptop computer to connect to the vehicle wirelessly within 100 feet In a previous section of the specification pages 13 4 (b) requires the use of your existing Cisco wireless components It is our understanding that a Cisco bridge configured in bridge mode for downloads must communicate with another Cisco bridge also configured in bridge mode We can meet the requirements for laptop connectivity however a portable Cisco bridge must be connected to the laptop This is a Cisco requirement Answer Please describe your proposed system capabilities and any or all components needed to successfully connect your system wirelessly as described using Cisco equipment Include any other wireless options or configurations you feel may be of benefit to Transfort and which your firm has deployed before Question Page 16 11 2 (a) The video quality of a high resolution setting can differ greatly from system to system We recommend the City of Fort Collins require each vendor submit actual video clips recorded from the proposed system This will provide the City with a side by side comparison of video quality and to ensure the video quality meets the standards set by the evaluation team for identification purposes as stated above Answer Since it is difficult and time consuming to verify that video clips were produced using nothing but the proposed system hardware and software we elected not to require videos until the interview and demonstration phase of the procurement process However if they choose to do so vendors are free to submit recorded video as part of their proposal Question Page 17 11 5 (d) Can you provide an estimate of the hours per day the vehicles are in operation? This will allow us (and other proposing vendors) to submit price proposals for the recording media that will support the requirement of fourteen days providing the City with a more comparative price proposal Answer Transit buses are operated about 14 hours per day per bus Paratransit buses run about 9 5 hours per day per bus Association (EIA) In case of conflict between the requirements of the scope and specifications and those listed documents the requirements of the listed documents shall prevail 3 CURRENT ENVIRONMENT Transfort does not currently have a video or audio recording system installed in its vehicles Transfort uses a Trapeze Software Group Computer Aided Dispatch (CAD) and Mentor Engineering Automatic Vehicle Location (AVL) system in part of its vehicle fleet Transfort expects to extend the CAD and AVL system to the rest of the fleet during 2008 4 DATA INFRASTRUCTURE a Transfort currently operates Microsoft Windows 2003 servers Desktop systems utilize the Microsoft Windows XP Professional operating system The Local Area Network connectivity is established through Cisco Networking devices Fiber Optic backbone connects the transit facilities located throughout the City which allows for high speed networking b WIFI connectivity is established at all of the transit centers and main facility and available for use by the MVSS All wireless components must be compatible with the MIS Wireless Cisco Standard - Cisco Equipment using IEEE 802 111 with AES encryption and the following authentication protocols - PEAP EAP-TLS or EAP FAST c Firms shall provide pricing for an optional wireless networking device that will automatically switch between multiple wireless technologies such as Verizon Wireless CDMA / EVDO and City WIFI hot spots The desire is to access the highest wireless bandwidth available for the vehicle automatically as the vehicle moves throughout the city of Fort Collins FLEET CHARACTERISTICS AND QUANTITY Thirteen (13) Dial A -Ride vans and Twenty Seven (27) fixed route coaches shall be retrofitted Attachment A lists the current fleet by type and size of vehicle and lists the number of cameras required for each vehicle 6 PLACEMENT OF CAMERAS For the vehicles requiring six (6) video cameras the cameras shall be located to provide surveillance of the following areas Five (5) cameras shall be mounted inside the vehicle and one (1) camera on the outside of the vehicle Attachment B shows the placement of these cameras (1) passengers boarding through the front door (2) passengers exiting through the rear door (3) rear passenger area looking forward (4) front area looking towards the rear (5) forward through the front windshield (6) outside forward exterior on the passenger side facing towards the rear b For the vehicles requiring five (5) video cameras the cameras shall be located to provide surveillance of the following areas Four (4) cameras shall be mounted inside the vehicle and one (1) camera on the outside of the vehicle Attachment C shows the placement of these cameras 13 (1) passengers boarding through the front door (2) front area looking towards the rear (3) middle left interior corner looking over the passenger seating area (4) forward through the front windshield (5) over the lit on the side of the vehicle PLACEMENT OF DVR UNITS The DVR units will not be installed in locations accessible to passengers Proposals must describe where the proposed DVR can be mounted to meet Transfort s placement needs MOUNTING OF EQUIPMENT DVRs cameras or other equipment in the vehicles shall be mounted to ensure that each piece of equipment is properly secured and can not be removed by un-authorized personnel Equipment must be installed to be easily accessed and serviceable by authorized personnel If sheet metal screws are used the screws must have anti tamper heads Lock nuts and bolts are preferred for equipment mounting and installation 9 ON -BOARD ELECTRICAL REQUIREMENTS a Nominal voltage 12 - 24 volts DC nominal (auto or transit battery) b Operating range 9VDC — 39 VDC c Firms shall provide information concerning equipment performance such as corruption of data and memory loss associated with low high and extremely high peak voltage conditions f The equipment including all cables and connectors to and from the recorder must be electrically protected to withstand low and high voltage and electrical spikes resulting from lump starting The equipment shall be capable of self reset in the event of one of these conditions g The Contractor shall be responsible for any filters power stabilizers rectifiers and other devices that protect the DVR from spikes drops harmonic resonance and other power issues routinely experienced in a transit environment h The Contractor shall ensure that the DVR fully performs in the intended operational environments without being affected by or causing harmful interference to other on- board systems Protection shall be provided against radio frequency and electromagnetic interference (RFI/EMI) emission sources as well as internal conductive or inductive emissions 10 WIRING AND CABLING Firms must submit wiring and cabling product information for review and approval All wiring shall be multi -strand flame retardant and made of flexible material All video and audio cable connectors and sockets shall be of positive locking design All multiple wire electrical connections shall be made using Packard mechanically - locking sealed connectors with crimped and sealed terminals cable seals cavity seals and TPA locks e All single -wire electrical connections shall use crimped nylon -insulated connectors with polyolefin heat -shrink tubing and adhesive melt liner 14 f All wire sizes and insulation shall be based on the current carrying capability voltage drop mechanical strength temperature and flexibility requirements g Wiring shall be uniformly color coded and tagged h Wiring shall be wrapped in wire loom encasement and tied with all weather UV type nylon ties i The power source wires must be sized appropriately to meet specified requirements for unit start up and normal operation and should prevent unacceptable voltage drops t Wherever there is a possibility of interference wiring and interconnecting cables shall be properly shielded Video and audio cables shall be gauged to minimize signal loss k Installed equipment wiring and cabling shall be firmly held in place Cabling and wiring shall be installed in secure metal or plastic conduit where it is exposed to the passenger compartment and in wire loom encasement for the rest of the installation which shall be secured at a minimum every eighteen (18) inches Fastenings supports and hangers shall be adequate to support their loads and meet transit usage I A protective plastic or rubber grommet must be installed in every hole that provides passage for conduit or wiring to avoid chaffing or cutting of the conduit or wiring 11 GENERAL SYSTEM REQUIREMENTS 11 1 On -board Digital Video Recording unit a The DVR shall have an embedded programmable non corruptible operating system The programmable parameters shall not corrupted by environmental factors powering down power failure power fluctuations or other irregularities The programmed parameters must remain intact and usable after five years of powered down storage b The DVR shall power down at a user selectable time after ignition power is removed c If the operating system stops or stalls during startup due to some power irregularity it shall automatically restart once full power is restored d The DVR shall be designed specifically for use in mobile applications such as transit It shall incorporate internal shock and vibration isolation systems that allow recording while the unit is subjected to the vibration and impacts that occur in a moving transit vehicle e The DVR shall be designed to operate reliably in the environmental situations typical of transit usage Its ability to accurately record shall not be affected by dirt moisture solvents detergents oil and other environmental contaminants The on -board system shall operate in humidity ranges between 0% and 95% f The DVR and all other on -board system equipment must operate reliably in temperature ranges between 01 and 1500 Extended storage in the same temperature range must not result in equipment degradation g The DVR shall capture high quality images and sound in a digital format The images and sound shall be stored on a high capacity hard disk drive for review and playback at central viewing stations or through on -board connection to a laptop computer Proposals shall describe in detail how the proposed system captures and stores images and sound Proposals shall also explain in detail the benefits and tradeoffs of the proposed format(s) for Transfort 15 h The hard disk drive shall be removable It shall be housed in a rugged enclosure that locks to the recording unit i When inserted the hard drive shall automatically connect and synchronize to the DVR operating system with no additional formatting required t A common key shall be used for all of the DVRs Five (5) copies of this key shall be provided The DVR shall be designed to restrict access prevent alteration of images and prevent tampering with the unit k The DVR shall provide an external connection to off load data and run set-up diagnostics via a laptop computer I The DVR shall continually digitize video from the installed cameras and audio from the installed audio recording device The DVR shall accommodate at a minimum six (6) cameras and two (2) microphone inputs The DVR shall have at a minimum four (4) auxiliary inputs in addition to a J1708 or J1939 interface with the vehicle The vehicle inputs and J1708 or J1939 data shall be synchronized and displayed with recorded video 11 2 Video Cameras a All cameras shall be color and high resolution Provide specifications for the resolution of the cameras Under all operating conditions and applications the camera images shall be of sufficient quality to distinguish facial features apparel details and activity Still and video images obtained from the system must be of sufficient quality to support prosecution of offenders and resolution of legal claims Any exported video must have an encryption algorithm that will stand up to scrutiny in a legal claim as being unaltered b Transfort s vehicles operate from early in the morning until late at night on urban and rural routes The cameras must maximize image quality and be adjustable through the range of lighting conditions including extremely low light and nighttime operation Provide a camera listing that includes an infrared camera for interior use on paratransit vehicles c The minimum resolution shall be 320X240 pixels The resolution shall be user adjustable to allow higher resolution for selected cameras d The focal length angle and adjustability of each camera lens shall be selected to maximize viewable area and image quality for each camera e The power to the cameras shall be provided through the recorder f The cameras shall be mounted in a tamper resistant housing g The cameras shall be synchronized by the recorder h The cameras shall have the capability to determine if the image is altered and therefore not functional 11 3 Audio Recording Device Two audio recording devices shall be installed in fixed route vehicles one in the fare transaction area and one towards the rear of the coach One audio recording device shall be installed in paratransit vehicles near the mid section and shall record all speech in that area Audio recordings shall be of sufficient quality to identify speakers provide the content of their speech and support prosecution of offenders and resolution of legal claims 16 11 4 Recording Method a As pre -allocated video hard drive space is filled the oldest video stored shall be automatically overwritten so that video is recorded on a continuous basis b Video that is tagged shall not be overwritten until after the tag is removed Tags shall be removed by download of the video or manual override with the software c Audio shall be fully synchronized with video during playback and export d Video that has been recorded shall not be lost if the DVR unit has to restart or reboot for any reason 11 5 Recording Capacity a Each of the video channels shall have a user programmable frame rate from five (5) frames per second and up to thirty (30) frames per second b The DVR shall be capable of recording video at a rate of 30 frames per second per camera for up to six cameras simultaneously c The system must have the capability of recording data from all cameras while they are operating at different frame rates d Transfort s goal is to have the DVR store at least fourteen (14) days of recorded video and audio before it is overwritten e The system shall have the capability of saving and storing video at a higher frame rate when tagged by either the operator of the vehicle or remotely Firms shall explain how their system can tag and store an enhanced frame rate f The system shall have user selectable video compression levels 116 Internal Clock a The DVR unit shall have an internal clock to time and date stamp recorded audio and video b Each vehicles on -board clock will be synchronized with GPS based time The proposed MVSS must have a means of avoiding time drift This may be achieved by synchronizing each DVR with the on -board clock or by directly obtaining GPS time Proposals shall explain how their proposed unit shall accomplish this specification c The internal clock shall operate independently of the main power supply Powering down or sudden removal of power shall have no negative effects on the DVR unit s ability to continue accurate time and date stamping of recorded video 11 7 Integration with External Event Button for Video Tagging a The DVR system installed in each vehicle shall integrate with an on board event button located near the operator When the event button is pushed the DVR system must tag the video and increase frame rates to specified values and mark the video and audio in such a way as to save the information and not allow it to be overwritten b Activation of this tagging feature shall mark the video for a period of time before and after the event The time parameters shall be user programmable and shall allow marking for up to twenty (20) minutes before an event and up to thirty (30) minutes after 17 11 8 Viewing Method a Recorded video and audio shall be viewed and heard by three distinct methods • By removing the hard drive and viewing the contents of the hard drive at two (2) reviewing stations • By connecting a laptop computer directly or wirelessly to the DVR • By having the marked event or selected time and date specified video and audio downloaded through a wireless connection whenever the transit vehicle travels within range of the wireless connection b Software and licenses shall be supplied for ten (10) reviewing stations c Transfort requires that existing PC workstations and laptops be used for these purposes If there is a compelling reason why the existing PC workstations or laptops cannot be used the proposer shall explain the reasons the system requirements and pricing for each in their proposal All PC workstations currently run Microsoft Windows XP SP2 11 9 Viewing and Administration Software Suite a The software shall provide the ability to set up multiple user accounts and shall provide the ability to configure each user account with specific privileges for the use of the software b The MVSS software shall have the capability to display date time DVR or hard drive electronic serial number vehicle identification number and camera source on the stored and printed images Additionally all auxiliary inputs shall have the capability to be displayed c The software shall allow the user to configure download criteria for the administration suite d The software shall allow analysis and review of video and audio recordings and allow download of selected recordings to Transfort s designated server e A reviewing station shall be capable of the following functions 1 Search and retrieve video based on a specific date time or vehicle identifier 2 Playback previously recorded video at user -selectable speed 3 Step forward or back in increments of one frame during playback 4 Skip to the beginning or end of the selected video recording 5 Maximize the size of the selected image to the largest image window with minimal distortion 6 Pause the video during playback 7 Display one or multiple video viewing windows Allow all cameras or just one camera to be displayed synchronized in video and audio components 8 Use all features for the selected viewing window 9 Zoom in and out on the selected image 10 Sharpen or smooth an image to enhance the image 11 Restore an image back to its pre -enhanced state 12 Change the brightness and contrast of an image it 13 Preview an image before printing 14 Save an image in a variety of standard graphic formats 15 Synchronize all recorded audio with the associated video files 16 Save an entire video clip portion of a clip or selected image 17 Be allowed to save recorded images and audio to server CD DVD or any other digital media g Proposals shall include mobile viewing software for Transfort Supervisors and City of Fort Collins Police Services Include software hardware and license requirements for these remote mobile viewers Mobile viewing software shall be capable of installation on a laptop computer and connecting to the vehicle through a WIFI connection when the laptop is within 100 feet of the transit vehicle 11 10 DVR Diagnostics and Troubleshooting a The DVR operating system shall include a diagnostic program that provides information about the operating condition of the DVR cameras and audio recording device b The diagnostic program shall be accessed by laptop computer Transfort requires that the software be loaded on two of the laptops currently in use for other Transfort Maintenance diagnostics c Transfort staff shall be able to reset each DVR s programmable parameters using the diagnostic software d The diagnostic program shall include the capability of live viewing through the vehicle s cameras and the capability to adjust the programmable features of the cameras e Proposals must include a portable viewing screen for use during setup adjustment or troubleshooting of onboard cameras and DVR This screen should be complete with necessary connectors power supply and protective case 11 11 System Status Display The DVR shall have a system status display visible to the operator It shall provide information about the status of the system The DVR shall perform a self test upon power up and indicate that the system is operational 11 12 Data Integrity and Authentication of Imagery a Features shall be provided to confirm to City staff that there has been no data loss at any point in the system and that there have been no unauthorized changes to or destruction of data b Viewing search and enhancement usage shall not alter the original recorded data c The MVSS shall include an embedded means to authenticate and validate images recordings and data integrity so that the recorded audio and video shall be legally defensible in prosecuting offenders and settling legal claims 12 SYSTEM UPGRADES a The MVSS operating system shall be the current most stable version of the operating system for the equipment and components proposed b Software shall contain version control numbers and features shall be included to identify the software version on each device 19 c The MVSS shall be capable of expansion and/or upgrade as a means of extending the system life expectancy d Upgrades and updates to the MVSS or any component of the system shall be made available at no cost to Transfort during the warranty e All DVR software and firmware shall be upgradeable without having to remove the DVR unit from its host vehicle 13 SOFTWARE LICENSES Proposals must fully describe any software licenses required for the purchase and operation of any part of the proposed MVSS This shall include any per unit costs the terms and conditions of use and any upgrade costs 14 G FORCE SENSOR Proposals must include as an option a G-force sensor for the vehicle DVR system The sensor must tag the hard drive and stamp the recorded video when acceleration deceleration and vehicle roil exceed programmed parameters Describe how the G-force sensor operates how its parameters may be adjusted and how it integrates into the proposed DVR as well as with transit software systems 15 TRAINING a The Contractor shall provide training through hands-on demonstration classroom manuals and other related technical procedures b Training schedules shall be coordinated with Transfort s Protect Manager Transfort reserves the right to adjust the schedule Transfort shall determine how many of Transfort s staff need to complete the training and shall have final approval of the number of training sessions required c The Contractor shall provide full systems administration and operation training which shall include proper methods for day-to-day operation of both the hardware and software d The Contractor shall also supply maintenance training to allow Transfort staff to maintain equipment and materials for reliable performance and maximum service life This shall include a recommended schedule for routine inspection and preventive maintenance activities inspection checklists and procedures 16 SYSTEM DOCUMENTATION a The Contractor shall provide three (3) copies of documentation and diagrams showing the installation of the MVSS fixed end component and vehicle systems This documentation shall not be generic but shall depict the systems as -installed b The Contractor shall supply three (3) complete sets of systems operations and maintenance manuals for each type or model of equipment purchased The manuals will cover all hardware and software Additionally the manuals will cover troubleshooting steps for both hardware and software related issues c All documentation provided shall be in both hard copy and electronic formats d Transfort shall review the documentation diagrams and manuals for completeness and clarity If Transfort determines additional information is required the Contractor will supply the requested information in a format specified by Transfort 20 17 TESTING AND ACCEPTANCE 171 On -site Interview and Demonstration Each Contractor invited for an interview shall provide a live demonstration at the Transfort facility 6570 Fortner Road Fort Collins The live demonstration will show the following characteristics of the MVSS system being proposed • A working DVR with a multiple camera system such as to be installed in the vehicles • The administration and viewing software will be tested by Transfort staff during the demonstration • A live video and audio recording during the demonstration is to be burned to a CD/DVD for playback in a standard Microsoft Windows XP PC • A live wireless download of a marked event for use in a reviewing station • A typical installation of the mini viewing software and a wireless connection to the DVR for remote viewing demonstration 17 2 MVSS PILOT INSTALLATION and TEST After final award and execution of an agreement between the Contractor and the City prior to installation of the MVSS in the entire fleet Contractor will work with Transfort to install and test the system in a limited fashion generally as follows • DVR systems shall be installed on two (2) vehicles - one paratransit and one fixed route The purpose of the pilot is to validate o the quality of system equipment and materials o methods of installation o system operating practices and performance capabilities • Transfort will conduct tests for up to 30 days to ensure that the system is reliable and functioning in accordance with the specifications • Once Transfort is satisfied with the pilot installation the Contractor will receive a Notice to Proceed with installation of the system on the rest of the fleet 18 SERVICE SUPPORT a Qualified technical support staff must be available to assist Transfort during normal business hours 8 OOam to 5 OOpm (MT) Monday through Friday Proposals must explain how after-hours support will be provided b Vendor support staff must be trained to troubleshoot and resolve repair and technical concerns Proposals must explain how on site service will be provided at short notice when technical assistance is necessary to resolve equipment failure 19 WARRANTY a The selected firm will provide at a minimum a one-year warranty for the Mobile Video Security System that includes all equipment parts and service as well as all critical software updates and any related hardware updates as necessary for continued proper operation of the system 21 Proposals shall provide an explanation of the coverage provided by the warranty including response method and plan for provision of parts and labor It shall also address how Transfort will be reimbursed if Transfort personnel complete authorized warranty work 20 MAINTENANCE AGREEMENT PRICING OPTION Transfort may choose to purchase a maintenance agreement in support of the MVSS The maintenance agreement would begin at the end of the warranty period Proposals must include pricing for maintenance agreements and provide an explanation of the coverage provided including response times and plans for provision of parts and labor Proposals must address maintenance agreement provisions for software patches and version upgrades 21 SCHEDULE a The work for this project will occur at a fully functioning transit facility Installation of the MVSS shall be coordinated with Transfort s Fleet Services departments to ensure there is a minimum impact on Transfort s routine provision of transportation services b Transfort prefers that installations occur in the evenings or weekends The schedule may be negotiable depending on the installation needs of the selected MVSS Transfort shall have final approval for the scheduling of any installation activities and all coordination of scheduling shall happen through the Protect Manager Transfort shall provide work areas inside the Maintenance facility for use in installation 22 SPARE PARTS AND MAINTENANCE REQUIREMENTS a The proposal shall include a recommended level of inventory for other spare parts required for the support of the proposed system b The proposal shall provide a recommended list of any special tools and test equipment required for operating maintaining and repairing the proposed system This shall include a test bench if one is available for the proposed system so equipment and system parts can be tested outside of the vehicle c The lists of recommended items shall include quantities associated pricing information and if commercially available or from a restricted source d Pricing shall be effective for a minimum of one year e Firms must guarantee that replacement parts or superior substitute parts shall be available for a period of ten (10) years after the completion of the warranty period f Proposals must include the location and availability of support services for all major components in the proposed system W The following are a series of questions related to the wireless requirements for this protect Question PART II Section 4 (Data Infrastructure) What wireless data capability (if any) currently exists on the Transfort vehicles? Is this wireless available for use by the Contractor for the MVSS project? Answer No wireless data capability currently exists on the vehicles Question Is Contractor responsible for providing the mobile (in vehicle) 802 11 equipment or is there already an existing 802 11 router in the Transfort vehicles? Answer No wireless data capability exists on the vehicles Provide a turnkey wireless solution Question Is Contractor responsible for installing new 802 11 Access Points for coverage of the yard or is there existing 802 11 coverage which can be used? If one already exists what versions of 802 11 does it support a/b/g? If Contractor is responsible for installing must this be a Cisco Access Point or is another make acceptable? If Cisco is there a preferable model number? Answer All transit centers and the main facility have wife currently available at the pull ins 802 11 b/g is available The wife infrastructure is provided and maintained by the City Question PART II Section 7 (Placement of DVR Units) Do any of the vehicles have existing equipment cabinets If so what are the dimensions of the available space in the cabinet? Answer There are no available data cabinets in the vehicles Please provide a quote for a secure equipment cabinet for your on board DVR and a space for one additional unit for Transfort equipment expansion Question PART II Section 11 6b (Internal Clock) Is there a GPS receiver currently installed on the Transfort vehicles? Does it have a standard NMEA signal available for our use as part of this protect? information the firm feels will support their proposal FIRM CAPABILITIES/PERFORMANCE In this section Transfort seeks information regarding the company s capabilities and experience and those of the manufacturers of key subsystems and components The contents of this section should include at a minimum a A brief history of the firm s experience in the manufacture delivery and installation of Mobile Video Security System (MVSS) b A description of the company s purchasing practices and procedures including product evaluation and testing cost control and partnering arrangements c Research and development capabilities including staffing facilities and new technologies which may be available for this solicitation d Any lawsuits claims or disputes arising between the company and any transit agency or entity over the past three (3) years e Description of any defect problems experienced during the past three years including a discussion of the defect how it was discovered and the company s response to and handling of the matter f Established procedures for the development and updating of technical manuals and publications g At Transfort s request provide a copy of certified audited financial statements for the past three years for the company or if it is a subsidiary or division both the company and its ultimate parent 23 REFERENCES Provide five (5) public transit agency references for protects similar in scope and which were completed within the previous three years Include for each reference 1 Company Name and Address 2 Name of Reference Contact with phone number installation projects of similar scope 5 PROPOSED SYSTEM Proposals must fully describe the proposed MVSS system and show how that system meets all the requirements of this RFP Proposal must be arranged and items addressed in the same order as they appear in this RFP The description of the proposed system shall include the manufacturer brand name model number rated capacity and any other identification information necessary to clearly identify every key piece of equipment in the proposed system Transfort reserves the right to ask for additional product information to assist in evaluation of the proposal PROPOSED SCHEDULE Transfort requires that the work for this protect be completed within ninety (90) calendar days after Contractor receives the Notice to Proceed Proposals must include a protect implementation plan and schedule with a proposed start date key milestone dates a description of deliverables with a timeframe for deliveries and a narrative description of the work to be performed For planning purposes assume a Notice to Proceed will be issued on April 30 2008 Explain when and how the MVSS components shall be delivered to the work site and the amount of space required for storage CERTIFICATIONS Proposals must include copies of all certifications that show the proposed MVSS has met quality assurance standards and testing standards for use in transit REQUIREMENTS 49USC §40118 41 CFR Part 301-10 Fly America Requirements The Contractor agrees to comply with 49 U S C 40118 (the Fly America Act) in accordance with the General Services Administration s regulations at 41 CFR Part 301-10 which provide that recipients and subrecipients of Federal funds and their contractors are required to use U S Flag air carriers for U S Government financed international air travel and transportation of their personal effects or property to the extent such service is available unless travel by foreign air carrier is a matter of necessity as defined by the Fly America Act The Contractor shall submit if a foreign air carrier was used an appropriate certification or memorandum adequately explaining why service by a U S flag air carrier was not available or why it was necessary to use a foreign air carrier and shall in any event provide a certificate of compliance with the Fly America requirements The Contractor agrees to include the
