Assistance in Refinement of Jefferson Street CMAQ Scope
In concert with the previous scope item, HDR will assist the City in refinement of
the Jefferson Street CMAQ scope to address the concerns expressed by CDOT in
their February letter to the City. It is anticipated that HDR will provide the City with
comments in electronic format only.
Assistance with CDOT Coordination
HDR will assist the City in coordinating with CDOT to finalize the Jefferson Street
CMAQ scope, It is anticipated that this effort will require four meetings with CDOT
and that these meetings would occur at CDOT's offices in Greeley.
Fee
The total fee for these additional services would be $9,500, including labor
and reimbursable expenses.

RE: Additional Scope and Fee Request #2 - Downtown River District Streetscape
Improvement Project: Fort Collins Project Number P996
Ms. Bracke:
This letter contains a scope of services and associated fee for requested additional
services for the Downtown River District Streetscape Improvement (DTRD) Project.
These services include finishing the project's final report, attending additional City
Council meetings, assisting the City with development of a letter response to CDOT,
assisting the City with refinement of the Jefferson Street CMAQ project scope,
updating the air quality analysis information in the scope, and assisting the City
with CDOT coordination in refining the scope.
Scope of Services
The following is a description of the services that HDR will provide to the City under
this additional scope.
Framework Plan
HDR will incorporate into the Framework Plan all comments that were provided to
the project team at the Planning & Zoning meeting on May 15", the Transportation
Board meeting on May 21s1, and the DDA Board meeting on .June 51". HDR will also
incorporate all comments that the City Council provides to the project team at the
August Council meeting (date to be determined). Incorporation of these comments
will constitute a final draft of the Framework Plan that HDR will provide to the City
and the DDA for final comment. HDR will incorporate comments from the City and
DDA and deliver the final document to both agencies.
City Council Meetings
HDR will attend the August City Council meeting to assist the City In the
presentation of the project's Framework Plan. As noted above, it is anticipated that
the Council will provide comments on the report that will need to be addressed.
HDR will also be available to attend one additional Council meeting, if needed.
Assistance in Drafting Response to COOT
HDR will draft a response to CDOT's letter to the City, dated February 21, 2008.
This letter from CDOT details their concerns regarding the scope of the City's CMAQ
project along Jefferson Street/SH 14. HDR will provide this response to the City for
review and comment and will work with the City to finalize it. It is anticipated that
the City will submit this response to CDOT on City letterhead, and, thus, HDR will
provide the City with this response in electronic format only.
