hereby accepted and incorporated herein by this
reference, and Notice to Proceed is hereby given.

Dear Mark:
As requested in our April 16, 2008 meeting, ICON Engineering, Inc. is pleased to submit this scope
of services and cost estimate to calibrate the Canal Capacity Evaluation for the Michaud and West
Vine Basins with the Canal Importation Basin. As discussed in our meeting, our current evaluation
along the PVLC, NMD, and LCC No. 2 Canals indicated the potential for increased volumes and
discharges into the Canal Importation Basin at the boundary with the West Vine Basin. This
proposal will provide services to calibrate the unsteady flow and SWMM models at the basin
boundary and identify the significance of potential changes within the Canal Importation Basin.
Specifically, the impact of the changes on the recently constructed improvements at Sheldon Lake
will be evaluated and discussed. Our proposal tasks are discussed in more detail below. It should
be noted that although hydraulic and hydrologic data will be taken from the current reports for the
Canal Importation Basin, this proposal does not assume a comprehensive update to the Canal
Importation Master Plan report will be required. Instead a supplemental letter report for the Canal
Importation Basin is proposed, along with references to previously reported figures and tables.
Additionally, it should be noted that this proposal assumes that any hydrologic updates within the
Canal Importation basin will be limited to areas along the NMD and LCC No. 2 upstream of the
Sheldon Lake Improvements and that it will not be necessary to evaluate and update the hydrology
within the Canal Importation Basin further downstream in order to reasonably tie-in the upstream
canal studies.
Task 1 — Project Meetings: One project meeting has been proposed with this update. At the

models, ICON will meet with the City to discuss the findings and results prior to proceeding with
the finalization of the project reports.
Task 2 — Review of Current City documentation: ICON will coordinate with the City to obtain
the most recent documentation for the Sheldon Lake Improvements. Additionally, current hydraulic
and hydrology models will be reviewed to ensure the most current information is updated. As
discussed with the City, the models from the Sheldon Lake Report reflecting "90-efs" passing at the
Obermeyer weir along the LCC No. 2 will be utilized.
Task 3 — Calibration of Canal Spills between the Canal Importation, West Vine, and Michaud
Basins: The unsteady flow models between the Canal Importation, West Vine, and Michaud Basin
will be re -calibrated to reflect the inclusion of the models within the Canal Importation Basin. As a
result of the calibration, the SWMM models reflecting the spill discharges will be updated within
ICON ENGINEERING, INC.
