Web Measurement Strategy
It is critical to build a measurement plan into the early stages of developing the new sites Squarei
typically recommends a measurement strategy early in the project to define the key performance
indicators This approach ensures the new sites are built for analysis as we plan the interface
architecture and perform site development

Our measurement approach is based on the following principles
• Identify Objectives - Key objectives defined in the business analysis will serve as the foundation
for the measurement planning

Some thoughts as you head into your project
Migration of your current pages - How much of this content is actually relevant and recent As you
move into generation 2 0 of your website this is one area that directly affects overall scope and
establishes key priorities for your project Squarei Technologies has a proven methodology for ensuring
relevant and engaging content accompanies the new site
Information Architecture During your audit of the current site is an excellent time to evaluate the
alignment of your content to your overall goals and the personas of your visitors What content is
getting the most traction? Is content structured In a meaningful, easy to understand way throughout
the sites? How are you reaching out to members of the community? What are people searching for
and how can you leverage that in your content structure The answers to these and other related
questions will affect the design elements being developed in the website redesign project Squarei
Technologies has added two proposal line items to assist
1) A brief but powerful user research phase, and
2) Production of anew set of information architecture for the site
The Web 2 0 Generation - Understanding the expectations of a web savvy generation is key to your
sites' success but understanding what they are looking for is only half of the equation Successful

Graphic Design & Specification Refinement (User Research Phase)
The items presented in this proposal have been componentized This means that NFRMPO can select
items to be developed now and leave other items for future phases of development We will work with
NFRMPO staff to ensure we fully understand all of the requirements and will present designs and the
functional elements for NFRMPO staff to review and choose from After the design is accepted,
prototypes of the primary web pages will be developed to ensure that all content, fields and
functionality are present and their usability is addressed During this stage NFRMPO staff will have the
opportunity to refine their requirements as well as address any navigation or process flow issues Upon
acceptance, development of working applications and web pages will begin using the prototypes as the
final requirements documentation in conjunction with any supporting written materials or diagrams
The following is a brief description of each component
Initial Kickoff Meeting
The initial kickoff meeting is held to acquaint stakeholders and team member with the project and
each other It should be fun, informative and productive A draft meeting agenda is provided,

User Survey Instrument
A user survey will be developed and delivered to website users specified by NFRMPO The objective of
the survey will be to determine current user's perceptions, opinions, and improvement ideas We will
work with NFRMPO staff to evaluate the results and incorporate the appropriate improvements
Squarei has used several survey tools in the past, we plan to use Constant Contact's ListenUp Survey
tool to create, deliver and evaluate survey results This tool provides easy access to the survey
information as well as transparency into the process

Data Access & Sharing
The ability to make available and share documents, images, and files with your users is powerful and
very useful There are many ways to accomplish this task, from Microsoft SharePoint to FTP to a
custom solution Although it may be pre mature to select an architecture and methodology for
creating users and sharing documents, we expect and propose a custom solution at this time If,
during the requirements gathering phase, we determine another solution makes more sense we will
re-evaluate to help NFRMPO make the best decision
Static Images (gif, jpg, prig, etc ) and geographic data (txt, pdf, xis, mdb, xml) must be exposed to end
users for download in the first phase of this project There must also be a manageable methodology for
administrative NFRMPO staff to maintain the data and make the content available on the website
There are basically three components Square) will create to manage this information
1 Administrative console that allows NFRMPO staff to name, upload, categorize, and establish the
content area of a particular data file
2 Establish pages within the overall site that will expose the appropriate category of data files
3 Develop a user sign-up process with a corresponding NFRMPO staff approval process that
provides users with access to the shared data files (See Figure 1)

To secure the data files we will ensure any page that displays secure shared data files requires user
authentication persisted via session state (or if necessary with expiration enabled unique identifying tokens)

Public Access & Involvement
The public portion of the website is the opportunity to help inform It will be designed to be visually
compelling, easy to navigate and contain valuable information The primary content areas that will be
available to the general public are
• Sign-up for Email announcements will be woven into the primary navigation This will provide
end users with a call to action "Sign Up for Email Announcements Now"" throughout the site

Links to partnering agencies and reciprocal links from their website back to NFRMPO will make the
NFRMPO content more relevant to search engines and more relevant to users It is important to take
advantage of a linking strategy We will design this section to allow for multiple styles of partner logos,
organization names, and brief description of the partnership
Graphic Design
We will work with NFRMPO to create a dynamic and progressive graphic design Website design has
several key considerations
• Provide a consistent look across all marketing collateral
• Template based design -a design that promotes easily adding and removing content and
navigation

• Navigation should be as simple and straight forward as possible while complex enough to
support the inevitable changes that occur
• Too much information on a single page overwhelms end users, proper use of white space is
critical
Administration Functions - Content Management System (Sttecore)
Squarei proposes to implement Sttecore for the NFRMPO content management system Complete
Sttecore information is available at www sitecore com Listed below are some of the core features of
Sttecore
Template Driven Web Pages
One of Sitecore CMS strengths is our ability to separate content from presentation in order to facilitate
the reuse of content objects or elements Sttecore CMS stores each content object or content element
as tagged XML within the Sttecore repository These content elements can be rendered within multiple
page layouts as it is defined in the presentation layer For example a news article could have the date,
author and title content element used on the homepage and news section of the site, while the full
news article (and any accompanying images) itself could be presented as a print friendly page, as a
portion of a newsletter layout and inherit the news section layout on the main news section
Flexibility
Managing content from a business user's perspective is easy in Sttecore They simply navigate to the
content they are responsible for, click on green content marker and add or edit content or insert
image/media items within a familiar setting very much like MS Word —they can even choose to use MS
Word as the editor if they so wish Non -technical users (with permissions) can add pages and even
sections by right mouse clicking on the content marker These users can also schedule content to be
published on a future date, preview that content and even set the archival or removal date
Browser -Based Application
Sttecore is 100% browser based for both Developers and non technical users and requires zero client
side installation of software
Security
Sttecore s user management is a module where administrators can administer over the users and roles
within the CMS itself and within a group of external users (Extranet users in Sttecore terminology)
permissions can be set for what content should be presented outbound for named visitors to your site

In terms of managing access controls Sitecore works under an inherited security model that can
provide CMS roles permission automatically when content is created Individuals within a group or role
can be granted more granular access to read, write, rename, delete and administer content elements
with Sitecore's User Management interface Sitecore has a connector available to LDAP to bring in
users and groups into the CMS where specific permissions and access can be granted (LDAP Connector
is an add on)
Database -Driven Application
SQL Support
Sitecore provides a well documented data abstraction layer that can be easily extended by developers
Sitecore comes with the ability to store its XML content within a relational database such as Microsoft
SQL This ability to store and retrieve the content from the relational database, along with the ability to
build dynamically build and update the in memory XML content tree is provided by a Data Provider
The benefit in abstracting how the XML is stored and retrieved from the Sitecore developer is that the
developer only sees is the XML content tree, which is navigable using standard XSL/XPATH or NET
functionality, regardless of how and where the data is stored or retrieved from
Short (Friendly) URLs
Sitecore can enable permanent, descriptive and friendly URLs All URLs are based on name of the
content item and the path of the item within the content tree URLs created by Sitecore do not contain
page IDs and are compliant with Google search engine indexing as well

This section describes the minimum requirements for a Sitecore NET server installation A server
should at least meet the requirements as set forth by Microsoft and additionally the requirements

Some antivirus Software can be detrimental to performance of ASP NET applications
(including Sitecore) For this reason, we recommend you to use only those antivirus scanners
that are certified for your particular version of Operating System
Hardware
• Minimum Intel Pentium IV or equivalent
• Recommended dual CPU Pentium IV
• 2 GB RAM minimum, recommended 2+GB RAM
Server Access
You need to install some DLLs on the server in order to use Sitecore This requires the access
right to install custom software on the server This is straight forward if you have direct access
to the server However, if you use a web hotel you must contact the ISP Presently Unit offers
a dedicated Sitecore web hotel
Database Support
Sitecore supports SQL 2000 & 2007, Oracle 81, 91 & 10g, MySQL and various other Open Source
databases
Sitecore Client requirements
This section describes the minimum requirements for a Sitecore web client (editorial and development
purposes) Clients should at least meet the requirements as set forth by Microsoft and additionally the
requirements below

• Internet Explorer 6 0 and later (with MS XML 4 0 installed) or Mozilla Firefox 1 x Windows
XP Service Pack 2 should be installed on Windows XP client computer

Testing
During the development process, Squarer will post the application to a test domain, database server,
and application server Your staff will have the opportunity to test, examine, and evaluate the
application Following approval, Squarer will deploy the application to the production environment
The websrte will be tested with Windows 98/2000/XP and the latest two versions of Internet Explorer
and Firefox The layout will be optimal in browser versions 5 0 and above but may not be fully
functional or identical in older version browsers This will cover approximately 98% of the current
browser usage
Client Deliverables
NFRMPO will provide Squarei with the following
1 Content
a Complete written content as desired for all pages described above Text to be
delivered in Word format All text should be thoroughly edited by NFRMPO for
spelling, typographical, and grammatical errors All content to be provided in
electronic format
2 Discovery
a To complete the project on time and within budget Squarer will work with NFRMPO
staff to fully understand the final requirement details NFRMPO staff will need to be
available to devote significant time towards this effort
3 Testing
a Upon completion of the initial design cycle, Squarer will post NFRMPO websrte to a
test domain NFRMPO personnel will have the opportunity to test, examine, and
proofread the site Following approval by NFRMPO, Squarer will post the site to the
domain provided by NFRMPO for public access
4 Sign offs — NFRMPO will sign off on the following elements as they are completed
a Design — basic layout for each of the pages, navigation, and graphic images to be
used throughout the site
b Static content —final proofreading of all static content
c Dynamic content — setup and configuration of options and lists
d Functionality — final testing of the NFRMPO application

The proposed application data store is Microsoft SQL Server 2005 This database is secure,
maintainable, and very scalable Database design will follow industry standard methodologies and
naming conventions will be followed As application coding dictates we will create all appropriate
database triggers, stored procedures, and views

Presentation (UI) Tier
Presentation logic includes the interfaces an end user interacts with Such interfaces can include
ASP NET Web Forms, Windows Application Forms, or console interfaces In addition to form layout
logic, coding for user input validation, navigation, UI events such as clicks, and business tier coupling
exists Business process logic and all data access logic exist in their respective tier
Business Logic Tier
This tier is where the brains of the application reside Some of the components within this tier are
business rules, processes, and detailed calculation The business tier can reside separately from any UI
logic allowing for different interfaces, such as Web Forms or Win Forms, to utilize the same set of
business logic
Data Access Tier
Data access is a layer of application logic that provides business logic coupling with a backend data
store All CRUD (Create Read Update Delete) operations are contained within the Data Access Tier
When designed properly, this tier can communicate with different data stores such as SQL Server,
Oracle, and file storage

Overview
In response to your request, Squarei Technologies Inc submits this proposal The specification we are
providing includes an initial application design and adheres to your specification, it will be necessary to
meet with North Front Range Metropolitan Planning Organization (NFRMPO) staff to more fully define
the requirements for the first phase of the project
Squarei provides consulting services for the design, development and deployment of cost effective
business applications Our services range from systems analysis to the complete development /
deployment cycle Our major practice areas are three tier distributed Windows'" applications,
database design, and interactive web applications We have the expertise and use time -tested
