performed construction observation and materials testing during the development of the site including compaction testing for site grading fill utility trench backfill and pavement subgrade concrete worked on a diverse set of protects in the northern Colorado region Mr Leadbetter currently is overseeing geological and geotechnical explorations for residential commercial and public works protects including utility installations pavement design and municipal earthworks Mr Leadbetter will serve as the project manager for all geotechnical testing and design for this contract and provide design assistance to the field department Eric D Bernhardt, P E Mr Bernhardt manages the field department for our Fort Collins branch office He has worked with CTLIThompson Inc for more than 8 years Mr Bernhardt is a geotechnical engineer with extensive experience with expansive/collapsible soils compaction and stabilization of soils and quality control of field and laboratory procedures and personnel Eric will serve as the project manager for all field related testing and inspection services Eric will oversee the day to day testing reviewing, and reporting activities of the contract assisting Mr Ellis with coordinating schedules and serve as your consultant for engineering solutions to field related problems Craig Ellis Mr Ellis will be our Lead Technician He will supervise our technicians He will be familiar with project locations technician capabilities time it takes to perform each type of inspection/test and project specifications for each one of your projects We will continue to furnish Nextel radios to your key people designated by the City to facilitate quick response Immediate response to requests for services and fast turnaround on laboratory tests and field test reports are of critical importance For routine testing of soil concrete asphalt or other construction materials our technicians will respond to your request within 1 hour of your request during normal working hours We will continue to have an on call person at our office that can respond to the City s requests However we appreciate prior day notice when possible Our technicians are routinely available Monday through Saturday 7 am to 6 pm however we can adjust to special circumstances or unusual schedules as needed Test results will be left on site and results communicated in person or by telephone to the project personnel immediately after the test completion One concern identified during our interview process was to modify our reporting to ensure we include a summary of test results that clearly states whether or not the test results are within specified limits included in the project specifications We will modify our tests results to include a conclusion portion where necessary We have had good success providing written test reports to City personnel in electronic format (pdf) We believe this has been a useful tool to reduce paper flow reduce time between test completion and receiving test reports and organization of test results We will continue to offer that service to the City however we are capable of providing written reports by fax or delivery of hard copies to the be needed as part of the scope of work for this contract Our unit rates for the items included in the Bid Schedule presented in the RFP and the additional services our firm can provide are located in Appendix A Our fees include labor mileage testing sampling reviewing typing or data processing and report writing for each service When calculating our proposed unit rates we considered the following services for the past several years unless it has become excessive on a particular project If standby time becomes excessive we will notify the City representative at that time We will continue with our protocol as part of this agreement While providing services to the City over the past several years we understand there was some concern with matching invoiced services with our field reports summarizing the activities our technician performed during that particular site visit We propose to continue with electronic distribution of test reports shortly following the site visit while holding the hard copies and submitting the hard copies with an invoice monthly We will attach a hard copy of the report (same report that we previously scanned and emailed) summarizing our field activities for each line item presented on that month s invoice We believe this can help each of the City s Project Managers determine what is being invoiced During our partnership over the past several years we
