Dallas Area Rapid Transit (DART) Dallas Area Rapid Transit (DART) serves
Dallas and 12 surrounding cities with public transportation including rail and bus
services The DART network of services moves more than 200,000 passengers per
day across the 700-square-mile service area Each of the 800 DART buses is
installed with the RSI V-Track"" unit Each V-Track"" unit is interfaced with a
GFI GenFare fare box and also prompts the on -board headsigns and annunciators
Community Transit for Council On Aging of St Lucie (Florida) Radio
riiiSatellite Integrators has teamed with Trapeze Software to provide the St Lucie
County's Council On Aging with a fully integrated CAD/AVL system for their
paratransit and fixed route fleet The end -to -end system interfaces vehicle
tracking and Mobile Data Terminals in each vehicle, providing the drivers
complete access to the manifests and messaging from the Trapeze PASS scheduling system
Using a 220MHz radio system, the system provides mobile data and vehicle location for the 40
vehicles in the fleet

Washington between Seattle and the Canadian border, WTA Specialized

disabled in lieu of the standard fixed route buses WTA has equipped 35 shuttle buses that
perform over 10,000 trips per month for the citizens of Whatcom County The RSI system
communicates the data using a city owned 2-way radio system In addition, RSI equipped the
WTA system with in -vehicle emergency panic buttons for the drivers When activated the
panic buttons will instantly notify the dispatcher at headquarters with a distress message
showing the vehicle ID, and exact location/address of the vehicle The system is currently
being interfaced to Trapeze software
Charlotte County Transportation Department (Florida) The Charlotte
r County Transportation Department runs various transportation and on -demand
paratransit services for all county residents including the elderly and
transportation disadvantaged The RSI AVL system combines GPS, UHF two-
way radio, and GIS mapping software to provide real-time vehicle location
information for transit operations in the county towns such as Punta Gorda and Port Charlotte
on the west coast of Florida
Triangle Transit Authority The Triangle Transit Authority (TTA) is
responsible for regional public transportation within the area known as The
Research Triangle in North Carolina The TTA selected Radio Satellite
Integrators, Inc to implement a full AVL/MDT system for their fixed route
transit fleet Attesting to the longevity of an RSI AVL system, the TTA system has migrated
from CDPD to the CDMA public data network for the wireless communications The

run the most efficient operations possible Using the real -rime position and status data, the
mobile data system provides the TTA with valuable schedule adherence information at the base
Calcasieu Parish Pubhc Transit On the western edge of Louisiana,
Calcasieu Parish Public Transit offers assisted paratransit transportation
i( 1� services to the citizens of Lake Charles and the surrounding Police Jury The
RSI AVL system includes mobile data terminals (MDT) that provide the
drivers full real -rime access to their manifests as generated by the Trapeze PASS scheduling
system Utilizing 2-way radio for data communications the system updates vehicle data at a
rapid pace for the 20+ shuttles
City of Del Rio Transportation On the Texas -Mexico border, City of Del
Rio, Texas Transportation has implemented a fully integrated Automatic
Vehicle Location, Mobile Data, and Paratransit Scheduling System
Provided by the RSI/Trapeze team, the system includes Mobile Data
Terminals (MDT) along with RSI's V-Trackrm mobile unit The RSI system
is fully integrated with the Trapeze PASS scheduling system Driver MDT's communicate
with the dispatch system using a conventional two-way radio system
of District School Board of Collier County (Florida) RSI is currently installing
lyO a full AVL system in over 300 buses for Collier County School District in
J Naples, Florida RSI was the only vendor that was able to successfully install a

p City of Jacksonville (Florida) RSI has implemented a city-wide Automatic
'N Vehicle Location system for the City of Jacksonville The multi -agency system
N spans across several departments and various types of vehicle fleets including
public works and various city agencies Each department will has their own
AVL interface to the system but will share some of the more expensive and
transparent aspects of the system such as the communications backbone and centralized servers
The system is currently being expanded to additional city departments and agencies
toCity of Tampa Fire Rescue (Florida) RSI implemented a complete AVL and
Mobile Data system for the City of Tampa, Florida The system operates over
, existing Tampa frequencies and towers, and is fully integrated to the Astra CAD
system running on an IBM AS/400 system RSI was able to implement its
SmartSlot technology utilizing GPS time synchronization which allows for vehicle
updates as fast as 5 per second using the City's existing Ericsson voice radios and allocated
voice frequencies Another critical project component was interfacing to the City's Computer
Aided Dispatch (CAD) system from Astra software of North Carolina This system runs on the

robust IBM AS/400 computer as its platform The integration took advantage of data queues,
and some off -the -shelf tools in order to make the interface as painless as possible
Hillsborough County Fire Rescue (Florida) Hillsborough County is
Located midway along the west coast of Florida and contains the City of
1 h s wutlh aunty Tampa It has 1,048 square miles of land and 24 square miles of inland water
i londa area for a total of 1,072 square miles The unincorporated area encompasses
909 square miles, or more than 84 percent of the total county area RSI installed an AVL and
mobile data system to help the County dispatch its emergency vehicles more efficiently as well
as work with the County's VisionAir CAD system The RSI system includes SPOT mobile data
software that provides valuable incident information on in -vehicle lap tops The RSI AVL
system is the same system used by City of Tampa Fire Rescue so each agency will be able to
view the other's vehicles if desired
Sacramento Regional Transit District RSI has provided an AVL system for
light rail trams and support vehicles of the Sacramento Regional Transit District
Serving over a million people in the Sacramento area, RT provides commuter and
various transportation services for the California state capitol The system uses the
GPRS public data network as well as interface to an existing tram track monitoring
system developed by RT and a third party vendor

public data network and tracks over 300 school buses On the back end, the

system also includes a Student Identification system utilizing barcode reader

interface to read trip and pick-up/drop-off information in real time
Red Rose Transit Authority Red Rose Transit Authority provides public
transportation for the 941 square mile area of Lancaster County and completes
FJUAapproximately 2 5 million fixed route and shared-nde trips annually In order to
improve public transportation services for nearly a half -million county
residents, Red Rose Transit implemented a turn -key GPS based AVL system from RSI
Combining GPS, existing Motorola two-way radios, and customized GIS mapping software, the
RSI system allows Red Rose to know the exact location and status of each of their vehicles at
any given tune, past or present With the schedule adherence program, dispatchers can see at a
glance if individual vehicles are running late, on time, or early depending on the color of the
vehicle icon

Isabella County Transportation Commission The ICTC provides on -demand
and fixed route transportation services for the greater Isabella County area
including the City of Mt Pleasant and the University of Central Michigan Using
the RSI AVL system and Motorola two-way radios, the ICTC administrators are
able to track and monitor all 33 vehicles in the transit fleet on computerized maps
for a variety of dispatching, supervisory, and security uses Utilizing the wireless
communications gateway provided by the RSI in -vehicle equipment, each vehicle is outfitted
with a 12 inch touch screen tablet PC allowing the driver to send and receive messages from the
dispatch headquarters The tablet PC also provides a fully navigable digital map showing the
vehicle's current GPS position as calculated by the RSI in -vehicle device

area to cover in the State of Iowa, the Ottumwa Transit Authority
(OTA) and Region 15 are responsible for a 50 vehicle fixed route
and paratransrt fleet that their citizens have come to rely upon for their transportation needs
RSI installed an AVL system with real-time vehicle position and mobile data that offers the
OTA/Region 15 the most efficient dispatch and management capabilities possible The wireless
data communications utilize a complete two-way radio system engineered by RSI which
transmits both GPS and other in -vehicle mobile data back to the base suite of software Each
vehicle is equipped with an RSI Mobile Data Terminal that runs RSI's Transit Mobile Data
software
Johnson County SEATS Johnson County SEATS (Special needs and Elderly
Johmm (" untY Assisted Transportation System) has a shuttle bus fleet covering Johnson
lows County, Iowa, home of the University of Iowa The Johnson County SEATS
program is jointly funded by several cities within the County SEATS is a
shared nde service for people in Johnson County who are certified by their city
of residence as being unable to use their fixed route bus service or for the
general public of Johnson County who live outside the city limits of Iowa City, Coralville and

Services is responsible for the timely operation of the corporate
shuttle service for all of the on -site employees The AVL system provides dispatch operations
with real-time location data for the entire 50+-unit fleet at a five second update rate This

response time target of 3 minutes from call -in to pick-up, Laidlaw looked to RSI to provide a
turnkey solution that could achieve high speed reporting rates over their existing 2-way radio

City of Long Beach As the bustling neighbor of Los Angeles, the City of Long
Beach is home to one of the busiest ports in the world and with a population of
over 440,000 making Long Beach amongst the largest municipalities in
California The RSI AVL system has been installed in several departments
throughout the City including the Fire Rescue Department and Long Beach
Energy's sanitation trucks, street sweepers, and other City public safety vehicles as well
Utilizing the City's existing narrow -band 220MHz radio frequencies, future expansion plans
entail a rollout to all City vehicles and departments
Boston Water and Sewer Commission RSI has implemented a turn -key
Automatic Vehicle Location system for Boston Water and Sewer Commission
The (BWSC) currently operates water and sewer services for the City of Boston
RSI is implementing full end -to -end AVL system utilizing 2-way radio for
wireless communications With over 200 vehicles in the service fleet, the RSI AVL system
uses a combination of ArcView and ArcGIS 9 for vehicle tracking using BWSC base maps
Consohdated Utdtty District The Consolidated Utility District of Rutherford
County supplies water to over 30,000 residents of Rutherford County, Tennessee -
one of the fastest growing counties in the nation Radio Satellite Integrators
installed a turn -key AVL system for their 60 vehicle fleet using a stand-alone 2-
way radio system The CUD AVL system uses the ESRI ArcGIS mapping software as the
underlying engine to the RSI AVL customized application
Louisville Gas and Electric Company Louisville Gas and Electric
Company (LG&E) is an electricity and gas utility based in Louisville,
Kentucky, serving customers in Louisville and sixteen surrounding counties
The LG&E AVL system consists of 110 service and response vehicles using
the RSI V-Track units On the administrative and dispatch side of operations LG&E tracks
their fleet with 11 Mapping and Display Stations The RSI utilizes the Cingular EDGE network
for all wireless communications in this system
City of Cleveland Emergency Medical Semces Serving the entire city of
nearly a half of a million people, Cleveland EMS is responsible for operating
and dispatching a fleet of 37 vehicles including ambulances and supervisor
units for a variety of emergency situations The RSI system combines GPS,
CDMA wireless data, and customized GIS mapping software to allow
Cleveland EMS to know the exact location and status of each of their vehicles
at any given time, past or present Along with position information, additional data such as
speed and light bar status is also gathered and transmitted wtrelessly back to the dispatch center
This powerful tool enables Cleveland EMS to optimally operate, dispatch, and manage their
fleet to minimize response times and help save lives In addition, the RSI base station software
works side by side at the dispatch center with a New World Computer Aided Dispatch system to

An RSI AVL solution consists of in -vehicle equipment and base applications and equipment
The In -Vehicle Equipment is centered on the V-TrackT" mobile unit, a self-contained "black
box" device integrating GPS location and sensor technologies, as well as wireless
communications The V-Track7m can be connected to any device or sensor including lights,

system is fully supported with FLASH memory capable of storing tens of thousands of position
and status messages for reliable operations and backup capability in the field, and leverages the
power of an on -board battery -backed RAM circuit for redundancy No other AVL company

The Base Mapping Application will be configured in a true client/server software program

RSI has worked with more communications technologies in our 16 years of technology
leadership than any other vendor in this marketplace
In AVL there are generally two overall technology paths for wireless communications and RSI is

RSI plans on implementing the AVL system using a public data network such as the
Verizon CDMA network
Public Data Network Options
Public data networks are wireless data networks that are provided by all the major cellular phone
companies The wireless data networks generally have the same coverage areas as their voice
and mobile phone coverage areas The carriers charge either a monthly rate plans by the
kilobyte (KB) or an unlimited data plan
Wireless Carriers
RSI has partnerships and capabilities with every major wireless carver Choosing a carver
depends on several factors including availability in your area, quality of coverage, rate plans, and
existing contracts/discounts Some technologies have higher upfront equipment costs but lower
data rate plans, and vice versa
Rate Plans
The rate plan you need will depend on how frequently you want your update rates from the
vehicles Update rates can adjust dynamically depending on factors such as vehicle status or the
triggering of an on -board sensor or device
RSI will work with you to help determine a wireless technology, carver, and rate plan for you as

Hybrid Communications Option
Using our highly versatile V-TrackTm mobile unit, RSI also has the capability to field hybrid
solutions, which use a combination of multiple communications mediums simultaneously For
example, the units could use your own two-way radio system when in the local coverage area

The recommended RSI Mobile Subsystem consists of a V-Trackm unit, GPS and RF antennas
and associated cabling, all required data, sensor, and power connections

Panic Button Feature
The V-Track7 unit can be equipped with various emergency panic buttons that can be
configured in a number of ways to provide an added level of security for your drivers The
simplest configuration is a dashboard -mounted button that sends a priority signal over -the -air to
the dispatch workstation Another option is to have a hand-held key -fob medallion for the driver
similar to a car alarm key chain The medallion can be activated up to 300 feet from the vehicle
This remote alarm system can be configured so that the vehicle will give an audible signal (1
horn honk) when the alert is received and sent, as well as when the alarm is acknowledged by the
dispatcher (2 horn honks)
All configurations can be set up as covert (silent) or with an audible alert All alarms are
typically configured to alert the dispatcher with a visual pop-up Window (audible beep optional)
on the AVL workstation monitor that will show vehicle ID and location The dispatcher must
acknowledge the alert message before continuing workstation operation

The GPS antenna is typically an active low -profile micro-striix, or "patch," type with dimension
of 2 5" radius x '/z" height, and is connected to the V-Track unit with low -loss coaxial cable
The high gam antenna increases the ability for the GPS to receive weak signals under trees or
canopy, while its very small design presents little or no profile for tampering or inadvertent
damage RSI can use any type of GPS antenna that is required or specified The V-Track"''
mobile unit comes with all bracketing, cabling, and connectors required for full installation
Dead Reckomne Option
In the very rare case that a customer's environment is susceptible to "urban canyon" or GPS
signal blockage, RSI can equip the V-Track7 device with optional dead reckoning Dead
Reckoning equipment basically uses a wheel pulse reader and a specialized gyroscope to
calculate direction and distance traveled when GPS readings are unavailable
Power Mana¢ement
Radio Satellite Integrators has pioneered state-of-the-art power management systems utilizing
sophisticated software and hardware, which allow for extended life in restricted power systems
The V-Track"' unit can be configured to operate in a variety of power management modes which
allow "always on" operation without undue strain on vehicle batteries An event (such as
ignition off) or a remote command can initiate an immediate or delayed transition into a sleep
mode in which the power draw is less than 15 milli -amps The delayed transition to sleep mode
may be defined to the specification of client, within RSI-specified limits The V-Track"' unit
may also be configured to "wake up" automatically at a set time, or upon detection of a
particular sensor event (such as ignition on or alarm)
Finally, the V-Tracker' unit includes a low -voltage cut-off (typically set at 10 5 volts) to ensure
that the V-Track7m unit, regardless of power management configuration, is not responsible for
draining the vehicle battery to a point where the vehicle cannot be started Our experience in
real -world implementations has shown that power management is one of the most frequently
overlooked aspects of a reliable system

Mobile Data Terminal Software Continued
The Mobile Data Terminal (MDT) is fully customizable in both function and navigation Its
primary function will be to display messages received by the dispatch as well as provide a user
interface that allows operators to send messages back to dispatch
Driver Interface
The MDT will display on -board vehicle information such as schedule adherence, time,
designated route assignments, etc The menu driven interface will provide navigational and
functional options for the driver The dynamically changing function key labels will correspond
to the function keys to the left of the display
Programmable Keys
RSI will work with the client to fine tune various function keys, canned messages, and display
options Function keys can be configured to change the various menus and formats of the MDT
For instance, one function key can be programmed to bring up a menu listing of any number of
canned messages such as Mechanical Problem, On Break, Traffic Issue, etc When viewing the
Manifest, function keys will be designated for status such as Pick Up, Drop Off, No Show, etc

The MDT displays six Imes of text at time and the user can scroll the screen to view an unlimited
amount of data such as messages received from dispatch If desired, free form text messaging

The RSI AVL Mapping interface will be configured as a powerful GIS software application in a
client/server environment and can be customized with an appropriate sub -set of the available
mapping, reporting, and configuration applications as dictated by the requirements of the user
(dispatcher, manager, administrator)
Powerful Mapping and Display (GIS) PC's in RSI AVL will provide operations personnel the

The Real -Tune Vehicle Tracking Software displays the current location and status of the vehicle
fleet, along with address, route, and other attribute information, over both raster and vector -
based maps (as desired) The use of a powerful GIS engine along with the incorporation of
vector map data allows for almost endless display and analysis possibilities A wide variety of
customizable functionality is available and is described below
The vehicle icons may be configured to indicate (using colors, directional symbols, labels, and
size) various vehicle attributes (such as ID, status, speed, heading, etc ) All of the vehicle
attribute data may be instantly queried and displayed in a pop-up box using a standard identify
tool Further, alarm and event notification may be set to notify the user of a status change for a
particular vehicle

Each window can be set to display a particular area, route, stop, or address, or to track a specific

Reporting Functions
The Report Generation Software is an extension to the Real -Time Vehicle Tracking Software
described above, and can generate both tabular and graphical map -based reports based on
archived vehicle location and status data Reports may be produced for selected vehicles (or
groups of vehicles) according to tune, location, and status criteria The map -based report
displays allow users to visually display or re -trace a vehicle's route and status, and include the
same map manipulation and query functionality as the real -rime vehicle tracking displays

For turn -key, client/server AVL systems there will be a Base Subsystem installed at your

The Base Server Communications Software controls the polling and reporting of the mobile units
based on a variety of configurable parameters (allowing individual, group, and sub -group polling
and reporting capabilities) Further, it ensures that received data is error free, and distributed to
the appropriate destination applications (real -rime tracking, reporting, messaging, etc ) Current
vehicle data is immediately distributed to the Mapping and Display workstations, and archived
for future report generation
The Base Server maintains fleet configuration parameters allowing the selection of
active/inactive status, group assignment, and polling and reporting rates for each vehicle or
group of vehicles in the fleet Users with the appropriate privileges may update these parameters
from the Mapping and Display PCs using the Mobile Control Software (described below)

share location, status, and messaging data to and from an enterprise CAD system through a

RSI Training Methodology
RSI will provide live training sessions on the entire AVL system sufficient to ensure complete
understanding and operations proficiency by the desired client staff and administrative
personnel
The client will receive training to be provided to the entire staff exposed to the system, with an
intensive "tram-the-tramer" approach for selected personnel in order to maximize long-term
worker productivity The training sessions shall be held at locations specified by the client for
administrative, driver, dispatch, executive, maintenance, and all other relevant parties All
materials and manuals will be provided in both printed and electronic format
Training Program
The RSI AVL Training Program is designed to indoctrinate all employees in the use of the RSI
AVL technology including

e Mobile Data System
All training will be specific, where appropriate, to the RSI AVL system, and will include
practical user instruction, hands-on sessions using RSI AVL specific equipment and data, and
vendor observation of live operations following system startup The training sessions will be
presented over the course of the project, and will enable the CLIENT personnel to assume the
responsibility of the system upon Substantial Completion
In concert with the CLIENT Project Manager, RSI will develop and conduct a one -tune
operational overview of the entire RSI AVL operating system, which will provide Management

training sessions will take into consideration CLIENT staff availability due to shift assignments

RSI and the other team members will work with the CLIENT team to define the required courses
and a reasonable number of attendees/course duration during the unplementation phase of the
project

During the installation and testing process there will be a need for certain CLIENT personnel

Test and Implementation Plan
The major purpose of the Implementation Plan is to define a process for deploying the technical
elements of the RSI AVL Project, and then schedule the integration of these elements into each
agency's operating system This transition not only calls for a partial re -deployment and
enhancement of the current rolling stock, but also for the smooth integration and deployment of
the AVL technology that is specified In the Scope of Work In order to make the transition as
smooth as possible and overcome any functional, technical, operational, and communication
difficulties as they anse, RSI will utilize a phased approach
At the same time, in order to ensure the final delivery of a system that conforms to the Project
requirements, significant emphasis will be placed on the importance of achieving the operational
and technological functionality defined in this Scope of Work and other `Contract Documents'
The Implementation and Test Plan represents the vehicle through which RSI shall examine each
operating function of the RSI AVL system to
e Verify compliance with the system specifications, level of service standards and
operating performance criteria
e Obtain the CLIENT's acceptance
RSI will be responsible for component specific testing As integration of the technical
components begins, the CLIENT Project Manager (& necessary staff) will oversee and
coordinate the implementation of the integration testing in order to ensure compliance with the
overall project and performance objectives set forth herein The anticipated dates for conducting
the required testing are defined in the Project Work Plan and will be finalized during the Master
Project Planning Meeting
Three levels of system testing will be employed during the course of the RSI AVL Project, as
follows
Laboratory individual module testing followed by integration testing to ensure the
functionality of the components and the interoperability of the data interfaces between
each component prior to deployment
Pilot a limited `live' deployment of all technological components necessary for the full
operation of each system element
Acceptance Testing the final test to ensure that each technical component of the system
as well as the total system (technical components and operating services) conforms to
system specifications, level of service standards and operating performance criteria

As each service element comes on-line during the Pilot Test, it will remain on-line at the
conclusion of the test and be operated in parallel by the Dispatch Center with the other elements
that are already operational The same will hold true for the activated functionalities of the
project technologies mentioned above Due to the linear approach of the project plan, if any of
the elements fail during testing, further elements cannot be deployed until the problem has been
resolved
At the conclusion of each formal testing phase, RSI will provide the CLIENT with written
certification of the test results and performance compliance for each of the system components
In the event of testing problems, the CLIENT, RSI and the appropriate agencies will meet and
confer on the results of the testing performed Subsequent decisions to proceed with the project
must be approved by all parties including the RSI AVL Oversight Committee All the
participants must attend scheduled meetings through means of conference calls or on -site
visitations
Also, final details of the Laboratory, Pilot and Acceptance Tests will be confirmed with the
Stakeholders before implementation of the testing in order to ensure the customer service level
does not degrade below current service levels during the testing process
Finally, in addition to the above formal testing procedures, upon RSI's issuance of the Certificate
of Substantial Completion, there will be a comprehensive demonstration of the operating system
to CLIENT Tlus demonstration (Acceptance Test) is necessary in order to satisfy the parties
that Substantial Completion has been achieved
Acceptance Testing
There are two fundamental aspects to the Acceptance Testing — functional and operational The
functionality of the RSI AVL System will have been completely tested by the Pilot and Full
Deployment Test phases of the project To a lesser extent, the ability of the user to change the

Warranty
As an expression of confidence in our products to continue meeting the high standard of
reliability and performance that our customers have come to expect, Radio Satellite Integrators
products are covered by the following warranty
Radio Satellite Integrators wan -ants all products against defects in materials and workmanship
for a period of one year from the date of factory sale, or the term outlined in an extended
warranty agreement During the warranty period Radio Satellite Integrators provides the
warranty service through Radio Satellite Integrators, Inc Radio Satellite Integrators will, at its
option, either repair or replace products which prove to be defective The Customer shall prepay
shipping charges for products returned to Radio Satellite Integrators for warranty service and
RSI shall pay for return of products to Customer However, the Customer shall pay all shipping
charges, duties, and taxes for products returned to Radio Satellite Integrators from outside the
United States This warranty shall not apply to damage resulting from

RSI will maintain all equipment and support software for one year, parts and labor In addition,
