quality, timeliness, accessibility, and content of state
repositories and continually updates the `Premier
Preferred States List' to illustrate where statewide data
is comparable to a county court record check Data
available may reflect arrest or disposition information
obtained by police departments, county cases forwarded
from local courts, or other criminal data housed by the
state In non -preferred states, Premier automatically

National Criminal Offender Scan - $11 90*
A National Criminal Offender Scan is used to identify
criminal activity in jurisdictions outside of current and
previous residence and employment geographical
locations Although national criminal record checks
provide the broadest coverage available, the data is
complied from court and non -court records including
information from the Department of Correction s
incarceration, parole, and release files, Administrative
Office of Court records, and state and county criminal
records and often contains information that may not be
usable in the hiring process To mitigate the potential
liability inherent with other screening services national
scans, Premier automatically researches any potential
hit/record directly with the court and we only report
data that is useable by employers

should be run on all DOT applicants at prehire and then

Information is solicited for such items as dates of
employment, position or title, wages and salary,
attendance record, reasons for leaving, eligibility for re-
hire, job duties, evaluation of work performance,
interaction with others, and disciplinary actions The
DOT Employment Verification is conducted as a
supplement to the standard employment verification
Premiers staff will promptly and professionally solicit
answers to six questions required by the Federal DOT in
the Code of Federal Regulations This verification
provides deeper insight into the applicants previous
testing levels, refusals to test, violations to the DOT
prohibitions, rehabilitation program participation and
reportable accidents

The Sex Offender Registry check provides information
regarding felony and misdemeanor convictions of any
sexual assault, aggravated sexual assault, aggravated
criminal sexual contact, and/or kidnapping under
Megan s Law Reports offer the offense date, charge and
offense classification, and additional identifiers if
available Individuals on these registries are required to
register in the state in which they reside Premier can
search a single state or conduct a National Sex Offender
Registry search State policies vary and may only
provide information on high risk/repeat offenders

a criminal history search In the event that a current
outstanding arrest warrant is found, the report will

IntegraCheckT" systematically applies a pass, review, or
fail (green, yellow or red) grade to each applicant
according to customer specific hiring criteria If the
applicant is ranked as green, no further action is
required A yellow grade would include a link to a
summary report for final determination of hiring
eligibility A red grade could simply suspend the hiring
process and trigger Premiers Adverse Action

verification of potential candidates This is the only
means available for employers to verify the information

permits the pre hire candidate to complete and submit

Services) certified and trained collection sites and one of

Systems Premier's application is highly secure and is hosted on a
Linux site external to Premier's in-house data systems
Data transmission from the browser to the server is
protected using 128-bit SSL encryption Data flowing
between the application server and other Premier in-
house servers is encrypted using SSH across our private
network Webhuck was developed utilizing Open Source
solutions, including Linux operating systems, MySQL and
Postgres databases, Zope program management
software, CGI and Java scripts, Perl and Python This
has allowed us to use Intel based servers and helped us
to develop an overall scaleable system capable of
interfacing easily with many platforms
In-house data systems All in-house applications and

authorized members to sort reports by candidate name,
social security number, product, position applied for,
customer supplied control ID (could be location number,
department, etc ), dates, order status, result hit flag,

directly submit their personal information on a web
based FCRA form to Premier When the applicants data

pleased to submit this proposal to the City of Fort Collins
(the City) for Background Screening Services This
document is prepared in response to Request for
ProposalP1064
Premier provides state of the art employment screening,
volunteer screening, vendor screening, human capital
selection, identity verification, and fraud control services
designed to help organizations employ, trust as
volunteers, contract with, and provide service to
citizens

speaker concerning negligent hiring and retention,
automating the employment application and
screening process, using workers compensation
claims histories within the confines of the American
with Disabilities Act, reducing employee turnover,
and, most recently, Chris has been active in the

Descriptions and Pricing Premiers SSN Validation is your first line of defense in
verifying the integrity of an applicant The SSN
Validation determines if the applicant has provided a
social security number validly issued by the US
Government, the year and state in which the social
security number was issued, and if any death benefits
have been filed When a social security number is
invalid, Premier can suspend the screening process and
"yellow flag the candidate' pending further investigation
Based on your hiring criteria, a SSN Validation can also
suspend the hiring process if the applicant has applied
with or worked for your company previously, thereby
eliminating unnecessary screening
