Felsburg Holt & Ullevig, in conjunction with NelsonlNygaard, is pleased to submit this proposal for the Johnstown,
Milliken, and Windsor Sub Area Transit Plan. FHU and NelsonlNygaard staff have teamed on a number of projects
including the Transit Element of the North Front Range Regional Transportation Plan, Berthoud Transit Plan, and the
North County Transit Plan.
The enclosed proposal reflects the solid understanding that both FHU and NelsonlNygaard have of transportation
issues and growth trends in northern Colorado. Our experience in transit planning and working together in northern
Colorado provides an excellent foundation to develop the Johnstown, Milliken, and Windsor Sub Area Transit Plan.
Key considerations of our team are as follows:
• We have established relationships with these communities through the numerous transportation projects
that we have conducted in the area. We have prepared The Windsor and Johnstown Transportation Plans
and we continue to provide on -call services to Johnstown. FHU also prepared the Greeley Transportation
Plan and NelsonlNygaard is currently involved in an effort associated with Greeley's bus system.
• The transit planning expertise of this team is well suited for this job. Smaller area transit service has been a
specialty of team members, and FHU and NelsonlNygaard have teamed on many similar projects in the
past.
• We have unmatched experience in the area with a wide range of clients including the North Front Range
MPO, CDOT, Weld County, local municipalities, and the private sector. We are a known commodity to the
stakeholders and have gained a significant amount of knowledge relative to the areas' transportation
system, current and future needs.
We are excited to work with the communities to develop a plan that is meets their needs and can be readily
