About Us
Naranjo Civil Constructors, Inc. is the continuation of a small company started in 1982 as H & L
Construction Co. with two. owner/employees. Today, Naranjo Civil Constructors, Inc.. employs
over thirty-five people from project superintendents to tradesmen to in-house civil engineers.
Herman Naranjo, President & Founder, remains with the company to this day. With over thirty
years of total experience, Mr. Naranjo is involved in the daily management of the company's
operations. Jerry Naranjo, Vice -President and Corporate General Manager looks after customer
service, strategic planning and business development. Mr. Naranjo is a graduate of Colorado
School of Mines with a B.Sc. Degree in Engineering - Civil Specialty.
A family business, Naranjo Civil is rooted in the belief that hard work carries the day. Naranjo Civil
focuses on diligent attention to customer service and jobsite safety. Construction quality and
jobsite productivity are the principles upon which the company was founded and continue to drive
the daily operations. Naranjo Civil has built a diversified project portfolio based on technically
complex structural concrete, flatwork concrete, drainageway construction, stormwater
construction, road reconstruction, irrigation, and minor utility projects.
Customer Service Pledae
It is our sincere commitment to provide an elite level of customer service to The City of Fort
Collins for the Fossil Creek Trail Underpass @ Hwy 287. Our company culture is to continually
put forward our very best effort with regard to Customer Service. As a local civil contractor we
pledge to -offer The City of Fort Collinsfair pricing, qualified staff, excellent job quality - all on the
shoulders of a relentless customer service mission.
Equipment
We currently own, at a minimum, every piece of equipment needed to perform the construction of
this project. Most importantly, we have an experienced construction management team that
knows how to fit the right piece of equipment into the right construction situation to maximize
productivity and safety, as well as minimizing disturbance to sensitive drainage environments. We
also perform 90% of all repairs on our equipment by employing a full-time equipment mechanic.
Availability
We currently have over six crews with over 35 employees at any one time working on projects
throughout the Front Range and Denver Metro Area. With our recent growth we have become
more adept at retooling and responding quicker to "Rapid Response" situations. We currently
serve as a standby contractor for several municipalities and ditch companies to respond to flood
damage or emergency construction repairs. We have used our growth to better serve our core
customers and offer a larger, more responsive suite of services. In the Spring of 2003, we
responded to over eight different emergency repair situations that were not on our original
construction schedule. In addition, all of our crew superintendents have drainageway experience
which gives us a great amount of flexibility in making our resources rapidly available to our
customers.
Construction Services
Drainageway Construction - Our initial experience in drainageway construction was related to
building technically complex concrete structures in the most difficult of job conditions. Over the
years we have added several key staff members that have built their careers on constructing
drainageway projects from start to finish. Our ability to handle the ever -changing environment of
natural and civil drainageways., lies with our people and all of the unique experiences they have
encountered along the way.
Structural Concrete - Cast -in -place concrete structures served as the foundation for our
company's growth for many years. Our knowledge in this particular area of construction is known
throughout Colorado with signature projects built from as far south as Pueblo through the entire
Front Range of Colorado. With our extensive knowledge in this field we have even completed
several design -build projects for some of our most important clients. Structural concrete is at our
core and we will always strive to maintain our status in this industry sector.
Flatwork Concrete - Flatwork concrete has also been a staple of continued success for our
company. Our flatwork crews focus primarily on public works projects where major demolition and
reconstruction are required. Our flatwork experience covers the full realm of projects including but
not limited to curb, gutter, sidewalk, road paving, ditch lining, slab on grade, bike path, pedestrian
trails, as well as stamped, colored and exposed finishes. Our crews have recently completed a
faux finish sandstone style shore lining project utilizing colored concrete and an almost artistic
styling of the upper bank cap to mimic a weathered and striated sandstone outcrop.
Stormwater Construction - With our beginnings in structural concrete and construction of over one
thousand stormwater related structures we now employ at least one full-time crew tasked with
pipe installation and construction of all of the associated appurtenances. Our crews have built
several pipeline projects ranging in complexity and size. Our most challenging projects include
the crossing of SH85 at night in three phases with HERCP as well as the crossing of a local bank
entrance with a double barrel 30" RCP irrigation siphon at night, and over the weekend. Our
crews are well versed in the use of pipe laser, trench shoring, and confined space technology.
Road Construction - Our combined crews are able to merge to form a very competent road
construction operation. Our target projects in this field are small to mid -size reconstruction
projects for municipalities. Oftentimes we are able to self -perform the entire project including the
tasks of demolition, grading, concrete, stormwater, compaction, and asphalt prep.
Utilities - While not a stand-alone division, our company has the ability to handle a full variety of
utility projects including but not limited to waterline lowering, sanitary sewer rehabilitation, sanitary
sewer bypass pumping, water and sanitary sewer service tie-ins, water valve installations, and
conduit installation. Our most recent project involved upsizing a four -inch sanitary sewer line to an
eight -inch line as part of a larger stormwater reconstruction project.
Landscape •Reclamation - With the numerous projects we have under construction at any one
time, we have developed a crew to focus primarily on landscape reclamation, project cleanup,
and punchlist management. This crew is able to perform minor sprinkler repair, major sod
installation, landscaping, and to deliver a project to its final closeout stage.
Project Management - Several companies and municipalities use our services to solve
construction problems they are not equipped to handle due to time or expertise constraints. For
example, .one of our core customers recently called and asked if we would install over 2,000 linear
feet of double barrel 30" RCP with an integrated siphon. While this company is a major pipeline
company in the Northern Colorado area, they did not want to deal with the intense testing and
quality control requirements of this particular run of pipe. The run of pipe also crossed the
entrance to one of the major banks in the area requiring some of the construction to be done after
Saturday noon and to final completion by Monday morning 5:00 a.m.
Management Personnel
Our management philosophy is to have our management team highly involved in the day-to-day
field operations of all of our crews. Our management personnel can thereby influence a culture of
productivity, quality, jobsite safety and diligent attention to customer service. All of our
management personnel have extensive field experience and can contribute on a daily basis to the
problem Golving effortrequired in-the.field Our management tears can.always be considered as a
first point of contact for all customer service related issues. We are diligent in our efforts to keep
our customers happy and continually strive to improve our operation.
Herman Naranjo - With regard to this contract, Mr. Naranjo will handle management issues
related to quality control, jobsite productivity and operations problem -solving. Mr. Naranjo has
over 33 years of diverse experience in civil construction in Colorado. Mr. Naranjo has been
building concrete structures associated with channel reconstruction and restoration for many of
his 33 years of experience. Mr. Naranjo has built signature projects from Pueblo to Breckenridge,
Denver Metro to Northern Colorado. Mr. Naranjo, a Company founder, was the original motivator
to build an organization that specializes in civil concrete structures through urban and rural
waterways. Mr. Naranjo has been part of a team that has operated Naranjo Civil for over 21
years and has built a solid reputation throughout the industry.
Jerry Naranjo - With regard to this contract, Mr. Naranjo will serve as the contract administrator,
estimator, technical advisor, overall project management - first contact, and customer service
representative. Mr. Naranjo has over 11 years of experience as a Manager for Naranjo Civil and
the former Morrison Knudsen Corporation. Mr. Naranjo currently serves as the Vice President
and General Manager for Naranjo Civil in Greeley, Colorado. Mr. Naranjo also holds a Bachelor of
Science (B.Sc.) Degree from the Colorado School of Mines in Engineering - Civil Specialty.
Moreover, Mr. Naranjo has served most of his career as a troubleshooting engineer, often tasked
with assembling a team of professionals across several engineering and management disciplines
to solve problems in both construction and mining operations. Mr. Naranjo, as a consultant, also
participated in the management reorganization of several large mining operations designed to
trim overhead, better allocate personnel, and subsequently increase efficiency.
Christine Warner - With regard to this contract, Ms. Warner will assist with project management,
utility locates, traffic control supervision, job cost tracking for "time and materials" projects, and
the full suite of administrative support issues. Ms. Warner has over nine years of experience in
the construction field and is a Colorado Contractors Association certified Traffic Control
Supervisor as well as a certified Erosion Control Supervisor. Ms. Warner has been very involved
in the administration of City of Fort Collinsprojects over the last two years primarily handling
engineering takeoffs with regard to estimating and job costing during construction.
Gail Racine - With regard to this contract, Mr. Racine will serve as the on -call equipment
maintenance superintendent. Mr. Racine has over 35 years of experience working on all types of
construction equipment both large and small. Working in the sensitive environs of waterways,
quick response and immediate repair are paramount to protecting the environment and
minimizing downtime. Minimizing downtime minimizes the amount of time we must spend in a
waterway and thereby lowers the chances of contamination. Minimizing downtime also means we
can lower production costs and pass on significant savings to our customers.
Operations Kev Personnel
Glen Helzer - With regard to this contract, Mr. Helzer will most often fill the role of project
superintendent. Mr. Helzer has over 22 years of civil construction experience. Mr. Helzer is a very
skilled large equipment operator but moreover has become especially skilled at managing
channel projects with major diversion and dewatering challenges. Mr. Helzer has run several
p€ojects-fcorrr stavt tofinish-with experience in all facets of-channekand, concrete construction
including, but not limited to, grouted boulder drop structures, sub -grade excavation, sub -grade
stabilization, riprap placement, seeding, natural site conservation and overall project
management. Mr. Helzer is known in the industry as an excellent large equipment operator, a
knowledgeable and respected source of experience in channel construction and restoration, and
a conscientious constructor within the sensitive environs of civil and natural waterways. Mr.
Helzer is also certified as an OSHA Competent Person in Trench Safety.
Anthony Naranjo - With regard to this contract, Mr. Naranjo will most often fill the role of structural
concrete superintendent. Mr. Naranjo has over seven years of civil construction experience, most
of which has been related to structural concrete. Mr. Naranjo has built several major structures in
urban and natural waterways including but not limited to reinforced concrete box culverts, cutoff
walls, retaining walls, flow -energy dissipators, irrigation siphons, inlets, manholes, and flow
diversion structures. Mr. Naranjo recently supervised the construction of the Chappelow Shore
Lining Project in the City of Evans, implementing a colored concrete bulkhead with a striated
"faux -sandstone outcrop" finish.
Joel Velazco - With regard to this contract, Mr. Velazco will most often fill the role of flatwork
concrete superintendent. Mr. Velazco has over 20 years of civil construction experience, most of
which has been related to flatwork concrete. Mr. Velazco has worked around drainageway
construction throughout his career building bicycle and pedestrian trails as part of several overall
channel reconstruction projects. Mr. Velazco recently supervised the construction of 880 linear
feet of reinforced concrete drainage channel as part of the Montbello Channel Improvements
Project.
Leonard Rios - With regard to this contract, Mr. Rios will most often serve as either a flatwork or
structural concrete superintendent. Mr. Rios is also a very skilled equipment operator with several
years of pipeline and utilities experience. Mr. Rios can supervise all of the different types of
services we offer, from drainageway construction to utility work. Overall, Mr. Rios has over 30
years of civil construction experience. Mr. Rios recently supervised the construction of over 30
ADA ramp reconstruction projects in the City of Golden.
"Mundo" Perez - With regard to this contract, Mr. Perez will most often serve as an excavation
and rockwork superintendent. Mr. Perez has over 18 years of civil construction experience, with at
least ten of those years spent exclusively on drainageway construction projects. Mr. Perez is a
highly skilled large equipment operator and is well versed in the tasks of detailed boulder
placement, grouting, dewatering, and sediment control. Mr. Perez recently completed the
construction of a.grouted boulder bank stabilization project at the Lakewood Gulch Confluence of
the South Platte River. Mr. Perez is also certified as an OSHA Competent Person in Trench
Safety.

project was the reconstruction of four failing low
water crossings and an upgrade to the

level of comple<ity due to the flash flows in Big
Dry Creek and the need to put the trail system
back in service as quickly as possible. Especially challenging v✓as the tight working conditions
created by several large trees that had to be protected to mainta n the integrity of natural setting

shoring, removal, dewatering, overhead, profit, insurance, etc., to coves
