ZONE A: There shall be a Code 3, 780A 80" light bar with 6 sections furnished and installed on the chassis cab as far forward as possible. The bar shall be set up as follows: Upper Level: Outside pods two (2) shall have two (2) 55-watt fast D-tech rotors with a V mirror in between. Inside pod in the center is reserved for an Opticom emitter installed by Crimson Fire. The other inside pod will have a flashing red LED modules provided. Two flashing red LED modules will be furnished in the other two (2) sections. Lower Level: Outside lower level pod shall have a 50 watt clear intersection light. Outside pod facing forward to have a dual LED Module blue over red alternating flashing LED Light. The four (4) inside pods shall have two (2) red strobes and two (2) blue strobes. 72-12-8501 3M OPTICOM Install a 3M model 792H Opticom emitter. The #792H emitter shall be individually switched and also hooked to the parking brake system and automatically turned off with the setting of the brake. Emitters to be mounted on the cab roof to maximize forward throw of light without interference of the ladder or warning lights. 72-16-1000 ZONES B&D: The side forward area shall be covered by the Zone A lighting. 72-17-0500 ZONE C: There shall be two rotating beacons at the rear outer corners of the apparatus. The beacons shall each have a 50 w fast rotator and be model 550F. 72-17-1300 The lenses shall be amber. 78-30-1000 CAST ALUMINUM LIGHT STANCHIONS Two light stanchions shall be mounted in the upper rear corners of the body sides, one each side. Each shall be large enough to accommodate an upper zone C rotating beacon and a hose bed light if specified. LOWER WARNING LIGHTING Lower level warning systems shall be by Tomar Electronics as follows: Lower forward lights shall be two (2) RECT 79 HS R/C Red halogen Clear strobe mounted in a standard bezel. One each side facing forward Lower Forward/Intersection lights: Install two (2) RECT 37 HS R/B Red Halogen/Blue Strobe lights, one each side. These lights shall be positioned to provide some lighting forward as wll as most light at a 45 degree angle toward the intersection. Lower Midship and rear lighs: All other midship and rear facing lights required to meet NFPA lighting requirements shall be Tomar LED flashing lights. NOTE: Verify lighting layout with Poudre Fire Authority before installation. LOWER ZONES B&D CAST ALUMINUM LIGHT HOUSING A cast aluminum light housing shall be used for the rearmost warning light in zones B&D to ensure the light is mounted as far rearward as possible. 76-10-0000 76-10-3000 76-10-3100 76-20-1000 REAR DIRECTIONAL LIGHTS There shall be a directional lighting bar furnished and mounted on the rear of the apparatus. The light bar shall be mounted above the rear center compartment area so as to be readily visible by approaching traffic. The light shall be manufactured by Code 3 and be model # NASL-847. The light shall have a control head that allows the choice of lighting pattern of towards the left, towards the right, center out or alternating flash, model #ASBC. There shall be a tread plate shield installed above the rear directional light bar to protect the light bar from being damaged during hose unloading and loading operations. This light shield shall not be used as a stepping surface. 76-20-1001 CAMERA INSTALLATION PROPOSAL #2 FOR THE CITY OF FORT 78-00-1000 78-40-0001 COLLINS, CO POUDRE FIE AUTHORITY Install chassis furnished camera on the center rear of the apparatus body. Camera will be mounted in the center of the apparatus and as high as possible. Camera will have a protective shroud furnished for added protection. HOSE BED SPOT AND FLOOD LIGHTS There shall be two rear deck lights, one spot and one flood, furnished and installed at the rear of the apparatus. The Unity brand lights shall be 6" in diameter and be 50 watts each. 12 VOLT SCENE LIGHTS CAB SCENE LIGHTS Furnish and install two (2), one each side of cab roof behind the lightbar on the low roof a Fire Research Corp. Optimum OPA850-HD70-Flat. Lights to be switched in the cab as left and right scene lights and when the doors are opened on the appropriate side. 78-40-0002 REAR SCENE LIGHTS 78-40-0003 78-40-0004 Two (2) Fire Reserch scene lights FCA200-D15 shall be provided and mounted at the upper corners of the body. Lights shall be complete with switch in the chassis cab, and wired to the back up lighting system. WALKWAY LIGHTS Two (2) Signal Stat #3613W lights shall be recess mounted, one (1) each side, on the lower front face of the side compartments to illuminate the side running boards. Lights shall be wired to the panel light switch. REAR SIGNAL BUTTONS Two (2) weatherproof push button witches, with one in each of the box formed stanchions at rear of body. Switches shall be warning the driver and furnished and wiredto the vehicle's electric horn. Signal buttons to be at shoulder height when operator is standing on the tailboard. Switches shall also be reachable from the ground level. Rear signal buttons shall operate electric horns only. 78-40-0005 ZICO BACK UP LIGHTS PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY 80-10-2000 80-10-0500 There shall be a pair of 15 degree ZICO ZQL-RVH7614 parking lights installed in the rear wheelwell areas. The lights will be recess mounted to face the rear and wired to come on in reverse. One (1) Harrison Stealth Hydraulic Driven Generator model number 6.OMCR-16R rated at 6,000 watts, 25/50 amps, 120/240 VAC, 60 Hz, 1- phase. HARRISON HYDRAULICALLY DRIVEN GENERATOR The system shall be designed and assembled by a company with no less than 10 years experience in the manufacture of hydraulic driven generators. The system shall be tested at the full nameplate load prior to shipping and be accompanied with the test report. The test report will document the generators performance at various loads from no load to full load to ensure reliable power delivery at those loads. The motor/generator shall be placed in a frame which affords protection to the components and provides a unitized mounting module containing the motor/generator, reservoir, oil cooler, filtration, on/off manifold containing a cross port check valve allowing unit to be started and shut down remotely. The generator shall be a commercial type with a heavy-duty bearing and of brushless design to ensure low maintenance. No brushes or slip rings shall be allowed. The reservoir shall include an oil level sight gauge, oil temperature gauge, fill cap, oil filter, and a venturi boost unit to provide positive pressure to the pump suction port. The generator and motor shall be close coupled and aligned using a Morse taper with a through bolt to secure the motor to the generator. No two (2) bearing generators shall be permitted. The system must be capable of producing the full nameplate power when driven from the vehicle PTO from idle to maximum engine speed. The generator system must be able to operate on either a Constant Engaged PTO or a Hot Shift PTO. Determination as to which PTO to use will be made by the Fire Department. The generator must be able to be used while vehicle is either stationary or in motion. The hydraulic motor and pump shall be of axial piston design to provide low internal leakage and a high degree of frequency stability. No gear pumps or motors will be used. The pump shall match the system with the proper orifice, pressure compensator, and load sense settings to provide stable output regardless of engine rpm or electrical load demands. PROPOSAL #2 FOR THE CITY OF FORT E-IM0I13i[�I�I�] 80-91-1000 80-85-1200 COLLINS, CO POUDRE FIE AUTHORITY The system shall be capable of normal operations using a commonly available ATF fluid, such as GM Dexron III or equivalent. All fluid service points shall be in close proximity to the reservoir for ease of scheduled maintenance. There shall be a meter containing the volts, amp, frequency and hour meter supplied and installed with the generator and mounted on the pump panel. HOT SHIFT PTO A 'hot' shift shall be added to the hydraulic generator installation. The guarded switch shall be used to disconnect the PTO from the transmission in the event of hydraulic system failure (broken hose, etc) during operation. The PTO shall remain 'engaged' to keep fluid circulating through the system so that when you wish to 'excite' the generator, you may do so with a separate switch mounted on the dash or in another operator accessible area. All switches shall be supplied with an indicator light. This light shall be energized when the generator is 'excited'. LOAD CENTER There shall be a electrical load center furnished and installed in a protected environment. The load center shall have provisions for eight (8) 20 amp manual reset type circuit breakers. The load center shall be located on the driver's side in the forward upper compartment. GENERATOR POWERED OUTLETS The following outlets shall be supplied on the apparatus and be live when the generator is running; - There shall be one (1) outlet(s) installed in the following specified location on the apparatus. The outlet(s) shall be 120 vac/20 amp twist lock (NEMA 1-5-20), single receptacle with a weatherproof cover. - One (1) outlet(s) shall be located in the wheel well area on the driver's side of the apparatus. GENERATOR AND SHORELINE POWERED OUTLETS The following outlets shall be supplied on the apparatus and be live either PROPOSAL #2 FOR THE CITY OF FORT 1-1i6,1015ii►�iI�] 83-65-3000 83-65-1000 COLLINS, CO POUDRE FIE AUTHORITY when the generator is running or when shoreline power is provided; - There shall be one (1) outlet(s) installed in the following specified location on the apparatus. The outlet(s) shall be 120 vac/20 amp twist lock (NEMA 1-5-20), single receptacle with a weatherproof cover. - One (1) outlet(s) shall be located inside the right front compartment on the front wall. LIGHT TOWER The Command Light Tower shall have six (6) light heads. Each light head shall provide 350 watts of light at 120 volts for a total of 2100 watts. The apparatus shall be equipped with one (1) all electric Command Light "KNIGHT" floodlight tower. The unit shall not require tapping into vehicle braking system to be operated, eliminating the chance for vehicle brake problems. Hydraulic or pneumatic type floodlights are not acceptable alternatives to the all electric light tower specified. The light tower shall have six (6) weatherproof quartz halogen lights. Light heads shall be mounted in three (3) pairs, giving two (2) vertical lines of three (3) when the lights are in the upright position. Positioning of the light heads shall be accomplished with maintenance free, heavy duty 12 volt DC linear actuators. The light tower shall have a full extension over 7 feet from mounted position and extend from nest position to full upright in 15 seconds. The overall size of nested light tower shall be approximately 25" wide x 48" long x 10" high, and weight approximately 85 lbs. The Command Light "KNIGHT" shall be all aluminum construction, with stainless steel shafts and bronze bushings for long life and low maintenance. Light tower shall be controlled with a hand-held umbilical line remote control. Command Light controls shall be located per Fire Department instructions. The controls shall feature: 1. Three (3) switches, one (1) for each light bank. 2. One (1) light bank rotation switch. 3. One (1) switch for elevating lower stage. 4. One (1) switch for elevating upper stage. 5. A push button switch to activate the rewind shall be located next to the reel. There shall be a four way roller assembly mounted on the reel to guide the cord on and off of the spool. There shall also be a cord stop supplied. The reel shall come equipped with 150 feet of black 10-3 electrical cord. 84-12-0100 The cord shall be hardwired to a Circle D remote power distribution box with (4) four NEMA 1-5-15 single receptacles. The distribution box shall be stored in a mounting bracket when not in use. LICENSE PLATE BRACKET Provisions for mounting a license plate shall be installed on the apparatus in conjunction with the proper illumination to meet DOT requirements. The four (4) light(s) shall be mounted in the crew area of the cab. r-nKAkA n K rn i icuT cwci n COMMAND LIGHT SHIEL m PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY 00-01-1200 INTENT OF SPECIFICATIONS Crimson Fire submits the following detailed proposal is submitted for your consideration: Unit will be protected by permanent Anti -Freeze for operation between -30 degrees F to +235 degrees F and shall have all fluid levels filled prior to delivery. Unit will be designed and constructed to follow the requirements of the following: FMVSS; DOT; ICC; NFPA Pamphlet 1901; SAE; TRA; ULI; TBEA; and State Motor Vehicle regulations (1901 equipment not requested is not included). Unit will be manufactured at a Crimson Fire manufacturing facility. Crimson Fire operates three manufacturing facilities. Two apparatus facilities, one located at 1209 E. Birch St., Brandon, South Dakota and one located at 1420 Nimitz Ave., Talladega, Alabama and a aerial manufacturing facility at 1828 Freedom Road, Lancaster, Pennsylvania. Crimson Fire has been in operation since 1912. Crimson Fire maintains a complete, on -site parts department, and usually ships spare parts orders the same day they are received for trucks out of service. Unit will be quality control inspected and documented at each step of manufacturing, and will be fully road tested. Unit will be fully covered by manufacturer's insurance until delivery is made. Unit will be designed and assembled so that all recommended daily maintenance checks can be performed easily by the operator without the need for hand tools. Apparatus components that interfere with removal or repair of other major components will be attached with fasteners and installed with normal hand tools. These components will not be welded or otherwise permanently secured into place. A test data plate will be provided at the pump operator's position which gives the rated discharges and pressures, together with the speed of the engine as determined by the manufacturer's test for this unit. A permanent plate mounted in the driver's compartment will be supplied. It will specify the quantity and type of the following fluids used in the vehicle: engine oil, engine coolant, chassis transmission fluid, pump transmission lubrication fluid, pump primer fluid (if used), and drive axle lubrication fluid. A permanent plate in the driver's compartment will be installed, specifying the seating capacity of the included cab. Signs that state "OCCUPANTS MUST BE SEATED AND BELTED WHEN APPARATUS IS IN MOTION" will be provided. They will be visible from each seated position. An accident prevention sign will be located at the rear step area of the apparatus. It will warn personnel that standing on the step while vehicle is in motion is prohibited. A nameplate indicating the chassis transmission shift selector position to be used for pumping will be provided in the driving compartment and located so that it can be easily read from the driver's position. The height of the fully loaded vehicle's center of gravity will not exceed the chassis manufacturer's maximum limit. The front to rear weight distribution of the fully loaded vehicle will be within the limits set by the chassis manufacturer. The front axle loads will not be less than the maximum axle loads specified by the chassis manufacturer, under full load and all other loading conditions. The difference in weight on the end of each axle, from side to side, when the vehicle is fully loaded and equipped will not exceed 7 per cent. All manufacturers' operations and maintenance documents supplied with components and equipment installed on, or supplied with the completed vehicle will be provided. Any special tools that are required to service any component will be provided with the completed apparatus. (When applicable) The apparatus is designed so that the various parts are readily accessible for lubrication, inspection, adjustment, and repair. PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY The apparatus when fully loaded will be capable of the following performance on dry, level paved roads in good condition, item (d) not included. (a) From a standing start the vehicle will attain a true speed of 35 mph within 25 seconds. (b) From a steady pace of 15 mph, the vehicle will accelerate to a true speed of 35 mph within 15 seconds. This will be accomplished without moving gear selector. (c) The vehicle will attain a minimum speed of 60 mph. (d) The apparatus will be able to maintain a speed of at least 20 mph on any grade up to and including 6 percent. The GAWR and GVWR of the chassis will be adequate to carry the fully equipped apparatus including water and other tanks filled, the specified hose load, unequipped personnel weight, ground ladders, and a miscellaneous equipment allowance per NFPA criteria as well as additional equipment and personnel specified by purchaser. A personnel is calculated at 200 lbs per person. 00-03-1500 BID DRAWINGS 00-03-1700 00-10-1000 Drawings including, but not limited to, the overall dimensions, wheelbase, and overall length of the proposed apparatus shall be required with the bid. The drawing shall include right, left, and rear views of the apparatus. BID DRAWINGS Large "D" size drawings of the units proposed, has been furnished with this proposal as specified. APPARATUS TEST BY UNDERWRITERS LABORATORIES The following Apparatus shall comply with all NFPA 1901 applicable regulations in effect as of the contract signing date. There shall be multiple tests performed by the contractor and Underwriter's Laboratories when the apparatus has been completed. The manufacturer shall furnish the completed Test Certificate(s) to the purchaser at time of delivery. Since the inspection services of Underwriters Laboratories are available to all bidders on an equal basis, no other third party testing service shall be acceptable. The manuals shall include, not be limited to: all component warranties, users manuals and information for supplied products, apparatus engineering information including drawings and build prints, and whatever other pertinent information the apparatus manufacturer can supply to its customer regarding the said apparatus. Included in the delivery of the unit, the apparatus manufacturer shall a include spare hardware and extra fasteners, paint for touch-up, information regarding washing and care procedures, as well as other recommendations for care and upkeep of the general apparatus. ON-LINE CUSTOMER INTERACTION The manufacturer shall provide the capability for online access through the manufacturer's web site. There shall be a dedicated section of the web site for customers to access the status of their apparatus during the construction phases. In this secured area customers will be able view specified digital photos of their apparatus during the construction phases. The following photos will be provided with this service: 1. Chassis (front, rear, left and right side) 2. Body, pre -paint (front, rear, left and right side) 3. Body and pump module mounted (front, rear, left and right side) 4. Final (front, rear, left and right side) Due to the complex nature of fire apparatus and the importance of communication between the manufacturer and customer, this line item is PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY 00-30-0001 00-35-0000 00-35-0001 considered a critical requirement. NO EXCEPTIONS CONSTRUCTION CONFERENCES Crimson Fire will have three (3) construction and inspection conferences as follows: Preconstruction conference Provide flight and housing for three (3) Poudre Fire Authority representatives to meet with apparatus representatives at the apparatus manufacturers location. No work shall be done on the apparatus until after the preconstruction conference has occurred. Midconstruction conference Midway through the construction of the apparatus builder shall suppply flights and housing for three (3) Poudre Fire Authority representatives to attrend a midconstruction conference. Conference shall be at the apparatus manufactures location. Conference to address issues that have come up on the apparatus while being built and address the finish of the apparatus. Final Inspection Apparatus Manufacturer shall supply flights and housing for three (3) Poudre Fire Authority representatives to do a final inspection of the apparatus at the builders plant. Inspection shall occur after the builder has run the apparatus through the passed all U.L. And NFPA requirement for the apparatus. Builder shall at this time make any final adjustments and fixes to the apparatus to match the existing specifications. Builder shall supply al tests results at the time of inspection. DELIVERY A factory -authorized individual shall deliver the unit under its own power. The unit will remain insured by the apparatus manufacturer until the department accepts the unit. MISC. EQUIPMENT ALLOWANCE WEIGHT Crimson Fire will allow for 5500 pounds of miscellaneous equipment to be stored in the hose bed and compartments. Weight shall be considered for final calculations fo the GVW of the finished product. PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY 00-60-1100 GENERAL WARRANTY We warrant each new fire apparatus manufactured by Crimson Fire for a period of one (1) year from the date of delivery, except for the chassis and certain other components as noted in paragraph three. Under this warranty we agree to furnish any parts to replace those that have failed due to defective material or workmanship where there is no indication of abuse, neglect, unusual or other than normal service providing that such parts are, at our option, made available for our inspection and at our request, returned to our factory or other location designated by us with transportation prepaid within thirty days after the date of failure or within one year from the date of the delivery of the apparatus to the original purchaser, whichever occurs first, and inspection indicates that the failure was attributed to defective material or workmanship. The warranty on the chassis, engine, transmission, tires, storage batteries, generators, electrical lamps and other devices subject to deterioration is limited to the warranty of the manufacturer thereof and adjustments for the same are to be made directly with the manufacturer by the customer. This warranty shall not apply to any fire apparatus, which has been repaired or altered outside our factory in any way, unless prior written authorization has been received from Crimson Fire. This warranty shall not apply to those items, which are usually considered normal maintenance and upkeep services including, but not limited to, normal lubrication or proper adjustment of minor auxiliary pumps and reels. This warranty is in lieu of all other warranties, expressed or implied, and all other obligations or liabilities on our part. We neither assume nor authorize any person to assume for us any liability in connection with the sales of our apparatus unless made in writing by Crimson Fire. 00-70-1000 STRUCTURAL WARRANTY A structural warranty will be provided by the apparatus manufacturer for products of its manufacture to be free from defects in material and workmanship, under normal use and service, for a period of ten (10) years. Intermittent electric wipers with a single motor and electric powered "wet arm" type windshield washers shall be provided. Access to the wiper motor shall be through the driver's side headlamp module located on the front cab fascia. FLAT FLOOR CAB DOORS The cab doors shall be flush, full length type with hidden .375" stainless steel door hinges. All doors shall be equipped with push button type exterior latches, suitable for use with firefighter mittens, and keyed alike locks that are designed to prevent accidental lockout. The interior latches shall be flush paddle type, which are incorporated into an upper door panel. The front doors shall measure 43.00" wide x 77.00" high with .13" thick aluminum skins. The front steps shall be a two (2) step configuration with the lower step constructed of stainless steel open grate material and the intermediate step covered with embossed, NFPA compliant aluminum tread plate. A PVC coating is bonded to the back side of the material to help protect the seats from UV rays and from being saturated or contaminated by fluids. GRAY SEAT COLOR All seats supplied on the chassis shall be gray in color. SEATBELT WARNING SYSTEM A seatbelt use warning system shall be installed in the chassis. The system will provide a visual and audible warning when all of the following conditions are met. 1.) Any seat is occupied (sixty pounds minimum). 2.) The corresponding seat belt(s) remains unfastened. 3.) The park brake is released. The seats shall be an ABTS (All Belts to Seat) type integrated red three- point shoulder harness with lap belt and an automatic retractor built into the seat assembly. The female seat belt clasp shall extend up from the seat base — 14" to be within easy reach of the occupant. The ABTS feature is an engineering break through where the passenger restraint harness is built into the seat module and meets the twenty "G" load test. REAR FACING CENTER SEAT BOX A seat box 42-3/4" wide x 12" high x 15-3/4" deep shall be installed behind the engine tunnel for seat mounting. The seat box shall be made from PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY 21-56-02 smooth aluminum and welded to the cab structure for seat mounting integrity. The seat box will be painted the cab interior color. The rear face of the seat box shall have an opening 35-1/8" wide x 5-1/2" high to allow access for storage in the seat box. REAR FACING CENTER SEATS Two (2) center rear facing crew area Seats Inc. 911 "Universal' SCBA high back individual seats shall be installed in the rear of the cab. Each "Universal' high back seat shall include a tapered and padded seat cushion and back. Each seat back shall include a vertically split hinged headrest and ZICO "ULL" bracket with ILLS strap. A removable padded vinyl cover shall be supplied over the SCBA cavity. The seats shall be an ABTS (All Belts to Seat) type integrated red three- point shoulder harness with lap belt and an automatic retractor built into the seat assembly. The female seat belt clasp shall extend up from the seat base — 14" to be within easy reach of the occupant. The ABTS feature is an engineering break through where the passenger restraint harness is built into the seat module and meets the twenty "G" load test. 23-30-35 CAB WINDOWS Fixed cab side windows, 16.0" x 26.0" (416 square inches) shall be installed behind the front cab doors one each side of the cab. Each window shall be the same height as the windshield to provide maximum visibility. 17-FF-04 CLASSIC FRONT FACIA The front cab fascia shall be constructed of aluminum, which will attach to the front cab skin and act as a fascia only. The front fascia will cover the front aluminum cab structure from the bottom of the windshield down to the bottom of the cab. The front cab fascia shall have provisions for four (Hi/Low Beam) headlamps, turn signal lamps and up to four warning lamps. The front fascia shall allow access to check and fill the engine oil and wiper washer fluid. Access is also provided for servicing the windshield PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY 16-37-06 16-32-39 wiper motor and linkage, ember separator, headlamps, electrical bulkhead connectors, transmission ECU and the multiplex V-Mux control. HEADLIGHTS Four (4) rectangular halogen headlamps with a separate high and low beams in bright bezels shall be provided. The headlamps shall be equipped with a "Daytime Running" light feature, which will illuminate the headlights to 80% brilliance when the master switch is in the "On" position and the parking brake is released. Two (2) round side turn side turn signal/marker lights shall be provided on the front cab corners. WARNING LIGHTS - OUTBOARD Two (2) Weldon 4x6 LED red warning lights shall be installed on the cab fascia above the headlamps in the outboard position. 16-37-10 25-20-39 TURN SIGNALS - AMBER LED Two (2) Whelen 4x6 amber LED programmable arrow turn signals shall be installed in polished aluminum castings above the outer warning lamps. CAB MIRRORS Two (2) Ramco model 9000-FFHR-800HR bus style mirror heads shall be mounted on the cab doors. The heated full face flat glass and heated convex mirrors on top of the mirror heads shall be remote controlled with switches on the dash. The mirrors shall be attached to cast aluminum arms. 00-XX-05 CAB CRASH TEST ECE-29 Spartan Chassis Inc has successfully submitted their extruded flat floor cab to the International crash test ECE-29, Addendum 28, revision 1. As part of the ECE regulation 29 test, the frontal area of the cab is struck by a 3,700 pound pendulum weight. The weight is brought back to a sixty degree angle and then the weight is released and allowed to swing forward, imparting some 32,600 Ib.ft. of force to the cab front face.�The cab must be so constructed that after the test, there will be mi imal intrusion of cab structure into the passenger area. Note: After the test the Spartan cab doors remained usable for both entry or exit. Also, asp rt of the test the cab roof must withstand a static load bearing test. The PROPOSAL #2 FOR THE CITY OF FORT 00-XX-10 COLLINS, CO POUDRE FIE AUTHORITY Spartan cab withstood a weight of over 21,500 pounds without permanent damage or collapse. The above tests were witnessed by and attested to by an independent third party. The test results were recorded on/by cameras, high speed imagers, accelerometers and strain gauges. Notarized copies of the letters verifying the test results and videos of said test are available upon request. ONE YEAR CHASSIS WARRANTY The chassis manufacturer shall warrant to the original purchaser the custom fire truck chassis for a period of twelve (12) months with the exception of the actual fire apparatus chassis frame which carries a lifetime warranty. The warranty period shall begin on the date the vehicle is delivered to the original purchaser. The warranty may include conditional items, which shall be listed in the detailed warranty document that shall be provided upon request. - CAB WARRANTY 01-10-40 01-15-08 The cab shall be warranted for a period of ten (10) years. Warranty conditions may apply and shall be listed in the detailed warranty document that shall be provided upon request. PAINT FRAME AND CHASSIS UNDER CARRIAGE The chassis under carriage consisting of frame, axles, driveline running gear, battery boxes, air tanks and other assorted chassis mounted components shall be painted with standard black paint. Paint shall be applied before airlines and electrical wiring is installed. CHASSIS WHEELBASE The chassis wheelbase shall be less than 199" and/or water tank shall be less than 1000 gallons. 01-10-15 FRAME The frame side rails shall be black powder coated "C' channel type 10.25" x 3.5" x .38" with an inner channel 9.44" x 3.13" x .38" of 110,000 psi minimum yield high strength steel, a RBM of 3,315,214 inch pounds and a section modulus of 30.14 cubic inches. A minimum of seven (7) fully gusseted bolted assembly crossmembers shall be installed using grade 8 flanged head bolts and flanged lock nuts. PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY 01-30-10 02-10-10 The area between the axle suspension hangers shall be free of any holes or fasteners in the flanges. No welding shall be incorporated in attachment of components. All frame dimensional cutting shall be by a plasma cutter. All relief areas shall be cut in with a minimum 2" radius at intersection points with ground smooth edges to prevent a stress focal point. The frame and crossmembers shall carry a lifetime warranty to the original purchaser. OVERALL HEIGHT The height of the vehicle shall not exceed _" from the ground. FUEL TANK - The fuel tank shall have a minimum capacity of sixty-eight (68) gallons. The baffled tank shall be made of 14 gauge phosphate coated steel with chromate epoxy exterior finish. 03-10-20 03-30-10 The fuel tank shall be mounted under the frame, behind the rear axle on strap hangers with a "U" strap bolted front and rear so the tank can be easily dropped and removed. Tank shall have vent port to facilitate rapid filling without "blow -back". A roll over ball check vent shall be installed. Dual draw tubes and dual sender ports shall be installed. A 2" NPT fill ports shall be available for right or left hand fill. A 1/2" NPT drain plug shall be centered in the bottom of the tank. The standard fuel line for ISC and ISL engines will be nylon material rated for diesel fuel. All other engines will be steel wire braid reinforced rubber. FRONT BUMPER A one piece, 10 gauge 304 polished stainless steel front bumper shall be provided. The bumper shall be 101" wide and 12" high, two (2) rib wrap- around type. The bumper shall be extended 21" ahead of the cab. A 3/8" airline "teed" equal distance from each horn shall be installed. ADDITIONAL AIR RESERVOIR An additional 1200 cubic inch air reservoir shall be installed and isolated to prevent depletion of the air to the air brake system and to act as a supply tank for operating air equipment. It shall be plumbed with a 90 psi pressure protection valve on the reservoir supply side. BUMPER APRON A 3/16" bright embossed aluminum tread plate apron shall be installed between the bumper and the front face of the cab. Stainless steel bolts shall be used to attach the apron to the bumper flange. CHROME PLATED TOW EYES Two (2) chrome plated tow eyes shall be installed above the bumper. The eyes shall be fabricated from 3/4" thick #1020 ASMT-A36 hot rolled steel. The inside diameter of the eye shall be 2.00" and have a chamfered edge. 03-35-05 AIR HORN ACTUATION Air horn actuation shall be accomplished by the steering wheel horn button and a right side officer's mounted Linemaster SP491-S81 foot switch. 03-35-40 HORN SELECTOR SWITCH A rocker switch shall be installed in the switch panel between the driver and officer to allow control to either the air or electric horn from the steering wheel horn button. Electric horn will sound by default when selector switch is in either position (FMVSS requirement). 03-40-14 SPEAKERS CPI Two (2) Cast Products Inc. bright aluminum 100 watt speakers shall be recessed in the front bumper, one each outboard on the driver's and officer's side. FOG/DRIVING LAMPS Two (2) Perlux clear rectangular fog/driving lamps shall be installed in the front bumper outside of the frame rails. VERTICAL SUCTION A 5" stainless steel vertical front suction tube for use with a swivel shall be routed from the front of the cab on the right hand side to the right rear of the cab. The front of the tube shall be finished with 5" NPT thread and extend 1- 1/2" through the bumper apron and the rear of the tube shall have a victaulic groove. A 1/2" NPTF port shall be added in the rear section of the pipe to be used as an air bleeder or primer assist connection. The apparatus manufacturer shall plumb to pump and provide valving as required. FRONT AXLE The front axle shall be an ArvinMeritor MFS-20 with a 3.74" drop and a 71.00" KPI. It shall have a capacity of 20,000 pounds GAWR. The springs shall be a taper type, three (3) leaf, 54" long, 4" wide with a Berlin wrapped front eye. Both spring eyes shall have a case hardened threaded bushing installed with lubrication counterbore and lubrication land off crossbore with grease fitting. The spring capacity shall meet or exceed the capacity of the front axle. The hydraulic power assist steering gear shall be a TRW TAS-65 with a hydraulic power assist cylinder. A Vickers hydraulic power steering pump shall be gear driven from the engine. ABS & ATC SYSTEM A Meritor "WABCO" anti -lock braking system shall be installed on the front and rear Arvin Meritor axles. The ABS will provide for safer vehicle control during braking and reduced stopping distance in skid applications. Automatic traction control shall be installed on the single rear axle. The traction control shall apply the brake on slipping wheel end of drive axle and droop electronic engine throttle back to prevent wheel spin while accelerating on a slippery surface. A mud and snow switch shall be provided. When the switch is in the "ON" position it will allow momentary wheel slip to obtain traction under extreme mud and snow conditions. The suspension shall have a minimum rated capacity at ground equal to that of the rear axle. The suspension shall utilize maintenance free "Loadguard" variable rate, hollow rubber springs and unbonded cartilage type rubber torque rod bushings for ease of maintenance. 11-10-05 SINGLE REAR AXLE AIR BRAKE SYSTEM A FMVSS 121 and NFPA rapid build-up, compliant air brake system shall be provided. It shall include three (3) air reservoirs with a total of 4136 cubic inch of air capacity. A Bendix E6 floor mounted tread valve shall be mounted in the cab for service brake control. A Bendix PP1 control valve shall operate the parking brake system. Emergency braking shall be controlled through the Bendix treadle valve and modulated through a Meritor Wabco inversion valve. The rear axle spring brakes are to automatically apply in case of air pressure loss below 60 psi with a mechanical means for releasing the spring brake chambers. 07-32-10 DIFFERENTIAL LOCK The Rockwell RS series rear axle shall have a driver controlled differential PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY 09-75-05 09-77-10 lock. This feature shall allow the main differential to be locked and unlocked when the vehicle is stationary to provide maximum wheel end traction. The front axles shall be covered with stainless steel baby moons with hole to view oil seal window. The rear axles shall be covered with foam mounted stainless steel high hats. TIRE CHAINS On Spot, automatic ice chains shall be installed on the rear axle of the chassis to provide instant traction on ice and snow at speeds below 35 mph. NYLON AIR LINE TUBING A dual air system plumbed with color coded reinforced nylon tubing air lines shall be installed. The primary (rear) brake line shall be green, the secondary (front) brake line red, the parking brake line orange and the auxiliary (outlet) will be blue. Brass compression type fittings shall be used on the nylon tubing. All drop hoses shall be fiber reinforced neoprene covered hoses. The air connector supplied shall be compatible with a Milton 783, Parker Hannifin 2C or Meyers 54-401 connector. AIR DISCHARGE CONNECTION A quick release air discharge female connector shall be installed in the cab left step area for the use of auxiliary air tools. The air discharge connector shall be compatible with a Milton 787, Parker Hannifin B13 or Meyers 54-410 connector. ENGINE A Detroit Diesel Series 60 14.0 liter, turbocharged, charge air cooled engine shall be provided. TYPE: In -Line six (6) cylinder, 4 cycle HORSEPOWER: 455 @ 1800 rpm TORQUE: 1550 @ 1200 rpm DISPLACEMENT: 858 cu.in. GOVERNOR: DDEC Electronic A wiring harness with connectors extending to the pump panel area with circuits provided for a hand throttle, Fire Commander, multiplexed gauges and high idle actuation (as optionally required for this apparatus) shall be provided. A primary full flow, and secondary full flow, spin -on oil filter shall be installed as part of the engine's lubrication system. 11-50-14 PROPOSAL #2 FOR THE CITY OF FORT 12-21-50 12-22-20 12-25-05 12-30-05 12-50-19 13-10-02 COLLINS, CO POUDRE FIE AUTHORITY AIR COMPRESSOR The air compressor on the engine shall be a Bendix BA-921 rated as being capable of producing a minimum of 15.8 cfm. It shall be gear driven, engine oil pressure lubricated and cooled by the engine cooling system. Engine Detroit Ser60 EPQ 2004-GLAD ENGINE WARRANTY The Detroit Diesel engine shall be warranted for a period of five (5) years or 100,000 miles, whichever occurs first. FUEL FILTERS - DETROIT DIESEL ENGINE The fuel system shall have a fuel water separator as a primary filter and a secondary filter as approved by the engine manufacturer. JACOBS ENGINE BRAKE A Jacobs engine compression brake, for the six (6) cylinder engine, with brake light actuation and cutout relay when in pump mode shall be installed. The engine brake will activate upon release of accelerator when in operation mode. A dash mounted switch with "On/Off' and High/Med/Low functions shall be installed. EXHAUST SYSTEM VERTICAL EXHAUST CONVERSION An aluminized muffler with the inlet and outlet located on the same end of the muffler shall be supplied by the chassis manufacturer, to allow easy conversion to a vertical exhaust by the apparatus builder. Exhaust tubing shall be .065 thick aluminized steel supported by bolted on frame brackets. Stainless steel flex tubing is to be installed between the exhaust pipe and muffler. All exhaust system joints shall be connected with lapping band clamps. COOLING SYSTEM The cooling system shall have sufficient capacity to keep the engine properly cooled under all conditions of road and pumping operations. The cooling system shall be designed and tested to meet or exceed the engine PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY and transmission manufacturer and EPA requirements. The complete cooling system shall be mounted in a manner to isolate the system from vibration and stress. The individual cores shall be mounted in a manner to allow expansion and contraction at various rates without inducing stress into the adjoining core(s). Radiator The radiator shall be a cross -flow design constructed completely of aluminum with welded side tanks. The radiator shall be bolted to the bottom of the charge air cooler to allow a single depth core, thus allowing a more efficient and serviceable cooling system. The radiator shall be equipped with a drain cock to drain the coolant for serviceability. Surge Tank The cooling system shall be equipped with a surge tank that is capable of being filled and removing entrained air from the system. The surge tank shall be equipped with a low coolant probe and sight glass to monitor the level of the coolant. The surge tank shall have a cap that meets the engine manufactures pressure requirements as well as the system design requirements. Coolant The cooling package shall have Extended Life Coolant (ELC) installed. The use of supplemental coolant additives (SCA's) will not be allowed, as this is part of the extended life coolant makeup. The use of ELC provides longer life and change intervals providing improved performance. The coolant shall contain ethylene glycol and deionized water to keep the coolant from freezing to a temperature of -34 degrees F. Coolant Filters Engines equipped with coolant filters will be supplied with standard nonchemical type filters. Hoses/Clamps All radiator tubes shall be formed from aluminized steel tubing and installed with silicone hoses with stainless steel constant torque clamps. Recirculation Shields PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY 13-10-10 13-20-30 13-45-55 Recirculation shields shall be installed where required to prevent heated air from reentering the cooling package and affecting the performance. When a center hosewell is installed an additional shield may be required to redirect the airflow into the coolers. Charge Air Cooler The charge air cooler shall be a cross -flow design constructed completely of aluminum with welded side tanks. The charge air cooler shall be bolted to the top of the radiator to allow a single depth core, thus allowing a more efficient and serviceable cooling system. Hoses/Clamps All charge air cooler tubes shall be formed from aluminized steel tubing and installed with silicone hump hoses and stainless steel "T style clamps meeting the engine manufactures requirements. COOLING SYSTEM FAN The engine cooling system shall incorporate a heavy-duty composite fan, belt driven on the engine. A shroud and recirculation shield system shall be used to ensure air that has passed through the radiator is not drawn through it again. ENGINE PUMP HEAT EXCHANGER A single bundle type coolant to water heat exchanger shall be installed between the engine and the radiator without a shutoff valve. The heat exchanger is designed so that water from the pump does not come in contact with the engine coolant to allow the use of water from the discharge side of the pump for assisting in cooling the engine coolant. PSG AND ELECTRONIC FIRE COMMANDER The DDEC engine shall be equipped for Fire Commander capabilities with a programmed engine ECU (Electronic Control Unit) and a 1/4" NPTF pressure transducer suitable for vertical installation in the discharge manifold of the fire pump. The PSG shall be controlled by the Electronic Fire Commander control head suitable for mounting in the pump panel providing switching for psi or rpm functions and for increasing or decreasing pressure or rpm. PROPOSAL #2 FOR THE CITY OF FORT 14-68-02 COLLINS, CO POUDRE FIE AUTHORITY The Fire Commander displays engine temperature, oil pressure, engine RPM and voltage. In addition any operating parameter that would cause a check engine or stop engine condition will be displayed on the Electronic Fire Commander information message display. PUMP PANEL HARNESS MID MOUNT An apparatus interface wiring harness for the Detroit Diesel engine will be supplied with the chassis. The harness shall have a connector to connect to the chassis harness drop out at the back of the cab. The harness shall be for a mid -mount pump panel. The harness shall contain circuits for a Fire Commander PSG control head, pressure transducer and 3 in 1 multiplexed gauge which includes tachometer, engine temperature and engine oil pressure. Separate circuits are also included for engine oil pressure warning light, engine coolant temperature warning light, low fuel light, check engine light, stop engine light, high idle indicator light and a twisted pair with connector for J1587 data link circuits. 14-20-EV TRANSMISSION The transmission shall be an Allison 4000 EVS automatic with electronic controls. The transmission will have two (2) 10-bolt PTO pads. The transmission shall be equipped with an air to oil transmission cooler located below the radiator allowing a single depth core and efficient cooling package. The transmission cooler shall be mounted in a manner to allow maximum approach angle by not protruding below the frame more than an inch. The transmission cooler shall be constructed completely of aluminum with welded side tanks. The transmission shall have two (2) internal oil filters. Fourth gear hold -in range may be accomplished through wiring for a pumping application. The transmission gear ratios shall be: 1st 3.51:1 2nd 1.91:1 3rd 1.43:1 4th 1.00:1 5th 0.74:1 6th 0.64:1 (if applicable) Rev 4.80 13-10-35 TRANSMISSION COOLING SYSTEM PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY Transmission Cooler The transmission cooler shall be a cross flow air to oil design constructed completely of aluminum with welded side tanks. The transmission cooler shall be bolted to the bottom of the radiator to allow a single depth core, allowing a more efficient and serviceable cooling system. The transmission cooler shall be mounted in such a manner as not to extend below the chassis frame by more than 1", allowing greater approach angles and ground clearance. Transmission Heat Exchanger The transmission oil to water heat exchanger shall be installed to aid in cold climate conditions maintaining the transmission temperature at the operational level. 14-20-91 - SYNTHETIC TRANSMISSION FLUID 14-25-15 14-50-21 28-10-42 Castrol "Transynd" or an equivalent synthetic TES 295 transmission fluid shall be utilized to fill the 4000 EVS transmission. TRANSMISSION MODE The transmission, upon start-up, will select five (5) speed operation without the need to press the mode button. TRANSMISSION WARRANTY The Allison 4000 EVS series transmission shall be warranted for a period of five (5) years with unlimited mileage. Parts and labor shall be included in the warranty. The transmission must be filled with transynd synthetic fluid or approved equal. AIR CLEANER The air cleaner shall be Farr #62891-001 dry type with a replaceable element, it shall have an outside air intake with an ember separator filter and an indicator light in the warning light cluster to show when the air cleaner element requires replacement. 13-40-40 13-50-45 14-25-03 14-30-15 HIGH IDLE SWITCH FOR ELECTRONIC ENGINE A fast idle switch with relay shall be installed in the cab to provide a pre- set elevated engine speed. The switch shall be a push-on/push off momentary rocker switch located in the dash. The high idle shall operate only with the park brake set and transmission selector in neutral. STOP, TAIL, TURN AND BACK-UP LIGHT WIRING Individual wires shall be run to the rear of the chassis for the stop light, turn signal, tail light and back-up lights. TRANSMISSION TOUCH PAD An Allison pressure sensitive range selector touch pad shall be provided and located to the right of the driver within clear view and reach. The system shall be a single starting type, installed per NFPA 1901. The electrical system shall be 12 volt, suppressed per SAE J551 with six (6) Douglas BCI-31 950 CCA batteries with 210 minute reserve capacity and 3/0 welding type dual path starter cables per SAE J541. The Multiplexed wiring system shall include the following: * Dash or engine tunnel mounted information center with approximately 4"H (92mm) x approximately 6"W (159mm) color LCD screen. * Systems Diagnostic Menu and controls. * Solid state switching. * Complete Peer to Peer network architecture. * Weatherproof Nodes and sealed Deutsch connectors. * Sequences and sheds electrical loads. The Vista III Display Node shall include the following features: * Automatic climate control when an air conditioning system is ordered. * Outside temperature display. * A real time clock with display. * Three (3) programmable video inputs. * A useable temperature range from -40 degrees to 185 degrees F. * Unlimited virtual switches. * Selectable font sizes, types and colors for optimum user efficiency. * Selectable color buttons and screen backgrounds. All wiring to be appropriate gauge cross link with 311 degree F. insulation. All wires in the chassis shall be circuit numbered and function coded, in addition the SAE wiring will be color coded. The wiring shall be protected by 275 degree F. minimum high temperature flame retardant loom as required. The starting system shall be supplied with the following: One (1) Cole-Hersee #2484 master battery switch. One (1) Cole-Hersee #EX26654A ignition switch. One (1) starter button. One (1) green LED indicator for battery "on". One (1) green LED indicator for ignition "on" Includes 4 rocker switches on driver's dash: 1. Secondary Braking On/Off switch. 2. Features included with the Multiplex system include: Back-up Alarm Disable Switch A back-up alarm disable switch shall be installed in the cab dash within reach of the driver. The switch will allow the driver to turn the back-up alarm off. The back-up alarm shall automatically reset to sound the next time the transmission is placed in reverse. Incandescent Ground Lighting Below Each Door The cab shall be equipped with Trucklite model #40003 sealed bulb, incandescent lighting under each cab door. The lights will be activated by either a single switch on the dash or each respective door switch. Alternating Headlights An alternating high beam headlamp flashing system shall be installed into the high beam headlamp system that will allow the high beams to flash alternately from left to right. The completed system shall be capable of using high beam to override flashing function and will flash high beams only when the low beam headlamps are selected. Audible Alarm for Open Door Light An audible alarm shall be wired to the open door light, which will sound when a door is open and the air brake is off with the vehicle in gear. ROCKER SWITCH CONSOLE A three (3) section, double row switch console shall be provided with easy switch access to both the driver and officer. The console will consist of an angled driver's side panel, center main and angled officer's side panel. OFFICER ROCKER SWITCH PANEL The officer's side switch panel shall be equipped with six (6) LED backlit rocker switches, located three (3) on the top row, and three (3) on the bottom row of the panel. DRIVER ROCKER SWITCH PANEL The color Mux Vista display will be mounted in the right hand side of the panel. The driver's side panel shall include a rocker type headlight switch PROPOSAL #2 FOR THE CITY OF FORT 15-10-44 15-05-30 15-10-05 COLLINS, CO POUDRE FIE AUTHORITY with instrument lamp slide dimmer, intermittent windshield wiper/washer switch and secondary braking device rocker switches. CENTER ROCKER SWITCH PANEL The center main rocker switch panel shall include six (6) LED backlit and labeled rocker switches mounted in the left hand side of the panel. The single row of switches shall be located across the top left of the panel. The right hand section of the panel shall be left free to accommodate flush mounted equipment. BATTERY JUMPER STUDS Battery jumper studs shall be provided in the driver's step area. The studs allow the vehicle to be jump started or cab to be raised in an emergency due to battery failure. An ergonomically designed instrument panel shall be provided. The gauges shall be backlit with red LED lamps. All gauges shall be driven by stepper motor movements. The instrumentation system shall be multiplexed and shall receive engine and transmission information over the J1587 data bus to reduce the number of redundant sensors. The instrument panel shall contain the following gauges: One (1) electronic tachometer with integral digital hour meter. The scale on the tachometer shall read from 0 to 3000 RPM. The hourmeter shall display engine hours of operation. One (1) electronic speedometer with integral digital odometer/tripodometer. The speedometer shall have a dual scale with miles per hour (MPH) as the dominant scale and kilometers per hour (KPH) on the minor scale. The speedometer scale shall read from 5 to 85 MPH (5 to 140 KPH). The odometer shall display miles. One (1) three function gauge with primary air pressure, secondary air pressure and fuel level. The scale on the air pressure gauges shall read from 0 to 140 pounds per square inch (PSI). The air pressure scales shall be non -linear to expand the scales in the region of normal operation. The scale on the fuel level gauge shall read from empty to full. One (1) four function gauge with engine oil pressure, coolant temperature, PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY transmission oil temperature and a voltmeter. The scale on the engine oil pressure gauge shall read from 0 to 140 pounds per square inch (PSI). The engine oil pressure scale shall be non -linear expand the scale in the region of normal operation. The scale on the coolant temperature gauge shall read from 100 to 250 degrees Fahrenheit (F). The scale on the transmission oil temperature gauge shall read from 100 to 300 degrees Fahrenheit (F). The scale on the voltmeter shall read from 8 to 16 volts. The instrument panel shall contain an Annunciator Module that contains the following indicator lights. All indicator lights shall contain LED lamps. RED LAMPS Stop Engine - indicates critical engine fault. Park Brake - indicates park brake is set. Low Fuel - indicates low fuel. Cab Ajar - indicates tilt cab is not locked down. (1) Volts - indicates high or low system voltage. Low Oil Level - indicates low engine oil pressure. High Coolant Temp - indicates excessive engine coolant temperature. High Trans Temp - indicates excessive transmission oil temperature. Low Air - indicates low air pressure in either system one or system two. Low Coolant Level - indicates low engine coolant level. (1) Low Oil Level - indicates low engine oil level. (1) Air Filter - indicates excessive engine air intake restriction. YELLOW LAMPS Check Engine - indicates non -critical engine fault. Check Trans - indicates transmission fault. Wait to Start - indicates active engine air preheat cycle. (2) ABS - indicates anti -lock brake system fault. Water in Fuel - indicates presence of water in fuel filter. (1) Engine Maint - indicates engine maintenance is required. (1) GREEN LAMPS Left and Right turn signal indicators. Aux Brake Active - indicates secondary braking device is active. (1) High Idle - indicates engine high idle is active. (1) Low Trac - indicates low wheel traction for automatic traction control (ATC) equipped vehicles, also indicates mud/snow mode is active for ATC system. (1) BLUE LAMP High beam indicator. PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY The instrumentation system shall provide a constant audible alarm for the following situations: Low air pressure. Low engine oil pressure. High engine coolant temperature. High transmission oil temperature. Low coolant level. (1) High or low system voltage Critical engine fault (Stop Engine). The instrumentation system will provide a three second alarm every three minutes for the following situations: Low fuel. Water in fuel. (1) (1) Feature only available when optionally equipped. (2) Feature only available on engines with preheat capability. 15-15-14 POWER AND GROUND STUDS - BATTERY DIRECT 15-20-14 15-40-57 Power and grounding studs shall be provided and installed behind the electrical center cover with a breaker. The studs shall be #10 and capable of carrying up to a 40 amp battery direct load. ALTERNATOR A 270 amp 12 volt Leece Neville alternator with integral regulator and #10 screw AC terminals shall be installed. SUPER AUTO EJECT 20 AMP KUSSMAUL A Kussmaul 20 amp Super auto -eject electrical receptacle with a yellow weatherproof cover and box shall be installed on the left side of the cab above the wheel well. It shall automatically eject the plug when the starter button is depressed. The U.L. maximum allowable amperage draw on receptacles is generally 80% of their listed rating, for example, the 20 amp receptacle should not carry more than 16 amp continuous load. When adding the different amperage draws of the components being installed on the chassis be sure to factor in whether the components will draw a continuous load or intermittent load. The conditioner shall incorporate a 10 amp Battery Saver to provide a 12 volt power supply for a mobile data terminal, radio or hand held lights. The Battery Saver automatically disconnects the accessory loads from the battery when the shoreline is plugged in and powers them from an internal power supply. The remote charge indicator shall be located near the receptacle, viewable through the driver's side crew cab window. 16-05-23 16-25-81 16-30-01 MARKER LAMPS Five (5) L.C.C. DOT approved Weldon model #9186-1500-20 Light Emitting Diode (LED) cab marker lamps shall be installed on the face of the cab above the windshield. CORNERING LAMPS Two (2) Whelen model 500 or equivalent steady -on cornering lamps with clear lenses shall be provided to illuminate the area adjacent to the front corner of cab when the turn signal switch is activated. PRE -WIRE CUSTOMER INSTALLED LIGHT BAR A seven (7) wire multi -conductor cable shall be routed through the roof of the cab into a quick connect junction box. One (1) 20 amp and one (1) 30 amp circuit with relays and breakers shall be included. A rocker switch with "Light Bar" legend shall be provided in the dash. 16-30-20 SPOTLIGHTS ON CAB FRONT CORNERS Two (2) Collins Dynamics Questar #003970 spotlights shall be installed on the upper right and left front corners of the cab with switch on handle. A PROPOSAL #2 FOR THE CITY OF FORT 16-30-35 19-15-25 COLLINS, CO POUDRE FIE AUTHORITY bracket shall be installed to the cab header to stabilize the shaft at a point close to the control handle. BACKUP ALARM An ECCO #575 backup alarm shall be installed at the rear of the chassis with an output level of not less than 107 dB. The alarm will automatically activate when the transmission is placed in reverse. DOOR WARNING - CHEVRON Four (4) Chevron reflective signs shall be installed on the lowest portion of the inner door panels, one (1) on each door. A stripe of reflective tape shall be installed at the outer edge of each door. FULL WIDTH CREW CAB DOOR ASSIST RAILS - Black powder coated cast aluminum assist rails shall be provided and installed on the inside of the rear crew doors the full width of the window glass. The rails shall assist personnel in exiting and entering the cab. The rails shall be located at the retracted door window glass level and will protect the exposed window glass area. 19-40-05 INTERIOR LIGHTING 19-40-07 The cab interior lighting shall consist of the following: A red/white dome lamp shall be located over each door. The white lamp shall be activated by its respective door when opened and both activated by an individual switch on the light. A red/white dome lamp with individual switches shall be located in the headliner, over the engine tunnel to serve as a tunnel surface light. FLASHING DOOR AJAR LIGHT A red flashing door ajar light shall be located in the headliner, centered in the cab. The light shall be 6.00" long x 2.50" wide x 1.75" high and labeled "Do Not Move Apparatus". The light shall be wired to indicate an open door on the cab when the parking brake is released. 19-40-15 ENGINE TUNNEL LIGHT A Trucklite 4" diameter clear work light shall be provided and installed PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY 19-40-55 19-50-61 under the engine tunnel. MAP LIGHT A Roxter gooseneck style instrument panel map light with switch at base shall be installed on the right hand side of the dash panel. CAMERA DUAL REARVIEW WITH LCD DISPLAY An ASA audiovox rearview camera, complete with a LCD display monitor shall be supplied. One camera will be mounted in a location, as to afford the driver a clear view of the blind spot on the officer side of the vehicle. A second camera will be shipped to the OEM for installation in the body to afford the driver a clear view of the rear of the vehicle. For viewing a 6.8" flip down monitor with color display and day and night brightness modes is provided. A one way communication speaker is to be installed at the rear of the vehicle to allow the backup advisor to use voice commands to direct the driver. 22-06-02 18-07-03 19-10-04 XTREME DUTY INTERIOR The cab interior dash trim shall consist of a two-piece ABS driver and a high impact metal officer assembly. The officer area will have a glovebox and door assembly. The header trim will consist of a three-piece vacuum formed trim package with two (2) vinyl sunvisors. DA SANDED ALUMINUM INNER DOOR PANELS The inner door panels shall be one piece DA sanded aluminum in place of the standard vacuum formed upper and aluminum treadplate lower. ENGINE COVER XTREME DUTY The fixed type engine cover shall be a maximum of 23.00" high x 41.50" wide and covered with pebble grain floor matting. The back of the tunnel shall be 50.00" from the back wall. The material below the engine cover shall be an integral part of the cab and made of 0.19" thick aluminum. The engine side of this area shall be heavily insulated with multi -layer insulating materials, consisting of foam, a 1.0 Ibs per sq ft sound barrier with a facing that resists heat transfer and held in place by adhesive and aluminum stick pins and retention caps. The cap shall incorporate a latching electrical component access cover to PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY 19-15-26 22-05-07 allow complete access to the underside of the switch panel assembly and electrical harness and components. MOBILE DATA TERMINAL PROVISION and GLOVE BOX A Mobile Data Terminal (MDT) provision shall be provided above the glove box on the officer side of the dash. The MDT provision shall be recessed 3.00" below the surface of the dash. The surface area of the MDT provision shall be 16.00" wide x 14.00" long. The glove box shall be 6.00" high x 14.00" wide x 6.00" deep with a hinged door. A 20 amp 12AWG clean power and ground circuit will be provided to the MDT area. INTERIOR TEXTURE FINISH The interior metal surfaces of the cab shall be painted with a Zolatone gray texture finish. 22-10-05 INTERIOR TRIM AND FLOOR MAT 22-20-13 The cab interior soft vinyl and ABS trim shall be gray in color. The pebble grain, non -slip vinyl covered, foam backed, sound deadening, multilayer insulating floor mat shall be gray. This floor mat shall be two ply material with 0.25" thick closed cell foam and a 0.06" thick wear surface. HVAC SYSTEM A ceiling mounted HVAC system shall be provided. The system shall consist of an overhead heater/defroster/air-conditioning unit mounted above the engine tunnel in a central location with dash mounted controls. A roof mounted condenser is located forward of the raised roof against the slope rise, (Note: condenser location is to the side on flat roof cabs and aerial applications). The ceiling mounted HVAC system includes fourteen (14) adjustable louvers. Six (6) forward facing louvers for windshield, 45,000 Btu's of heat at 460 cfm for defrosting. Four (4) rearward facing louvers to direct air for crew comfort and six (6) for driver and officer comfort. In "Cabin Mode" the system is designed to produce 60,000 Btu's of heat and 32,000 Btu's of cooling. The system has an engine mounted Seltec TM-21 compressor and utilize R-134A refrigerant. The system shall be capable of lowering the cab interior temperature from 100 degrees to 70 degrees within thirty minutes, with a relative humidity of 60 percent. The A/C lines will be a mixture of custom bent zinc coated steel fittings PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY 22-20-40 23-05-10 23-05-21 and Aeroquip flexible hose with E-Z clip fittings. All heater system hoses, including auxiliary units shall be silicone with stainless steel constant torque clamps approved for use with silicone hose. DELUXE INSULATION PACKAGE Additional insulation in the cab shall be installed to improve air- conditioning and/or heating in extreme weather climates as well as reducing road noise. The sides, roof and rear wall of the cab shall contain 1" thick muitilayered insulation. CAB TILT ACTUATION The entire cab shall tilt 45 degrees to allow for easy maintenance of the engine and transmission. The cab tilt actuation shall be with an electric over hydraulic lift pump with a control box on a pennant for safe visual operation. The lift system shall have an ignition interlock and red lock down indicator lamp, which shall illuminate when holding "down" switch to indicate safe road operation. It shall be necessary to activate the master battery switch with the park brake set in order to tilt the cab. Two cab tilt cylinders shall be provided with velocity fuses in each cylinder port. The cab pivots shall be 1.90" ball and be anchored to frame brackets with 1.25" diameter studs. Two spring loaded hydraulic hold down hooks outboard of the frame shall be installed for holding the cab securely to the frame. A steel safety assembly shall be installed on the right side cab lift cylinder to prevent accidental cab lowering. The safety assembly shall fall over the lift cylinder when the cab is in the "up" position. A cable release system shall also be provided to clear the safety assembly from the lift cylinder when lowering the cab. MANUAL CAB LIFT PUMP - VERTICAL A manual cab lift pump module shall be attached to the electric over hydraulic tilt pump. The hand pump shall be mounted in a vertical orientation or parallel with the tilt pump motor. The compartment will have a usable opening of 15.88 inches, and will extend from the cab floor to a level even with the top of the window mounted in the rear door. The compartment will be 23 inches deep. The door will use a slam latch closing system. WHEEL WELL LINERS Full width wheel well liners shall be installed on the extruded cab to limit road splash and enable easier cleaning. The two-piece liners shall consist of an inner liner 16" wide made of ABS plastic and a outer fenderette 3.50" wide made of 14 gauge 304 polished stainless steel. DARK TINTED WINDOWS A 45% light transmittance dark tint shall be applied to windows to aid in cab cooling and to help protect passengers from radiant solar energy. 24-10-05 27-10-05 EXTERIOR CAB ASSIST HANDLES Four (4) 18" knurled anti -slip one-piece exterior assist handles shall be installed, one (1) behind each cab door. The assist handle shall be made of 14 gauge 304 stainless steel and be 1.25" diameter to enable easy grabbing with the gloved hand. EXTERIOR PAINT All cab painting must be completed prior to the installation of glass accessories or any other cab trim to assure complete paint coverage and maximum corrosion protection. The entire cab must be disc ground to remove any surface oxidation or surface debris that may hinder the paint adhesion. After the surface is machine finished a high quality acid etching base primer shall be applied. Upon the application of required body fillers and their preparation, the cab shall be primed with a coating designed for corrosion resistance and surface paint adhesion. The entire cab then shall be coated with an intermediate solids or epoxy surfacer that is designed to fill minor surface defects, provide an adhesive bond between the primer and the paint, and improve the color and gloss retention of the color coats. The maximum overall film thickness of the top coat shall not exceed five (5) mils. The Spartan Chassis, Inc. standard PPG (DBHS or DCC), Sikkens FLNA or Dupont Imron (5000 or 6000) paint shall be warranted for seven (7) years against cracking, checking or peeling and loss of gloss caused by chalking or fading. Cab underside and doors shall be rustproofed with a ten (10) year or 100,000 mile warranty certificate against perforation issued in the Fire Department's name. HAND SAND AND BUFF FINISH The base coat clear coat finish shall be power sanded and machine finished to achieve a flat finish on all "A" visual surfaces. OPERATORS MANUAL AND PARTS LIST Two (2) sets of chassis operator's manuals and parts list complete with wiring and air plumbing diagrams shall be supplied. The wiring and plumbing diagrams shall be of the chassis model. ENGINE AND TRANSMISSION OPERATION MANUAL Two (2) engine operation and maintenance manuals and two (2) transmission operation manuals shall be included in the Spartan operator's manual. FIRE EXTINGUISHER A 2.5 pound BC D.O.T approved fire extinguisher shall be shipped loose with the cab. HAZARD LIGHT IN CAB There shall be a "Door Open" indicator light mounted in the cab. It shall be approximately 5" wide x 2" deep. CAB TILT CONTROL There shall be a remote cab tilt control located in the walkway compartment on the right side of the apparatus. EXHAUST The chassis shall have a vertical exhaust system piped through the pump house. The exposed portion of the exhaust pipe shall be chrome plated and angle to the outside of the vehicle. The exhaust pipe passing thru the pump compartment will be insulated towards the pump panel to prevent"the pump panel from getting hot and causing burns. Exhaust stack shall terminate as a vertical chromed stack at an elevation of 122" from ground level. Crimson Fire to provide final exhaust port but shall contact Poudre Fire Authority for final height of exhaust system and the final exhaust exit port for the exhaust system required. HEAT EXCHANGER The supplementary heat exchanger cooling system furnished with the chassis shall be complete to the discharge side of the fire pump through the engine compartment, without intermixing, for absorption of excess heat. The heat exchanger shall be adequate in size to maintain the temperature of the coolant in the pump drive engine not in excess of the engine manufacturer's temperature rating under all pumping conditions. Appropriate drains shall be provided to allow draining the heat exchanger to prevent damage from freezing. A manual shut-off valve shall be supplied at the pump operator's position. 56-05-2000 FUEL FILL DOOR PROPOSAL #2 FOR THE CITY OF FORT 70-20-1200 70-35-1000 COLLINS, CO POUDRE FIE AUTHORITY There shall be an aluminum fuel fill assembly located on the apparatus body accessing the chassis supplied fuel tank. There shall be a drain .in the fuel fill assembly to allow over flow to drain on the back side of the apparatus body. The fuel fill cap to be removable. There shall be a label near the fuel fill door labeled "DIESEL FUEL ONLY". The fuel fill pipe shall have a 3/8" inside diameter vent line installed from the top of the fuel tank to the fill tube. ENGINE COMPARTMENT LIGHTS The chassis manufacturer shall provide the engine compartment lights specified previously. PERIMETER LIGHTS There shall be four underbody perimeter lights furnished and installed. One under each side of the front of the body, and two under the rear step to illuminate the ground around the truck. Lighting designed to provide illumination on areas under the driver and crew riding area exits shall be switchable but activate automatically when the exit doors are open. All other ground area lighting shall be switchable. The microphone shall have noise canceling circuitry and Public Address override. The siren and hard wired microphone shall be installed with -in reach of the driver and officer unless otherwise directed by the fire department. Chassis supplied siren speaker(s) PRESSURE PROTECTION VALVE There shall be a pressure protection valve to prevent the use of air horns or other air operated accessories when the system air pressure drops below 85 psi. CHASSIS REQUIRED LABELING Signs that state "Occupants must be seated and belted when apparatus is in motion" shall be provided. They shall be visible from each seating position. FRONT BUMPER AREA ADDITIONS There shall be a hose well provided on the bumper extension. The hose well shall be made of smooth aluminum and shall have the edges flush with the gravel shield. There shall be modular floor tiles located in the bottom and drain holes in the corners. The hose well shall be designed for a drop down deployment of the preconnect hose and nozzle. When activated the hose shall fall to the ground below the gravel shield hose well. Deployment shall be accomlished by the floor of the hose well opening via a rear piano hinge and dropping the hose load to the ground. Deployment shall be by a simple two step lever. First action is to release a lock holding the opening control, second action the pulling of a lever to release the bottom of the hose well. Exact design to be approved by the Fire Department at the pre - construction meeting. The shall be a diamond plate cover provided on the bumper compartment. The rear edge of the cover shall be attached with a stainless steel hinge. The cover shall have a D-Ring handle to latch the compartment closed. There shall be a hold open devise to hold the door open. The hose well(s) shall be located in the front bumper of the apparatus. It(They) shall be designed to hold the 100 feet of 1 3/4" rubber hose with a 1 1/2" TFT nozzle with a pistol grip. FULL WIDTH MUD FLAP Heavy-duty full width (22") wide, rubber mud flaps shall be provided behind the front and rear wheels. Mud flaps will be the spray free design with each being mounted approximately 6" above the ground and 1 1/2" outside wheel well. The mud flap shall be black rubber type and be bolted in place. 06-68-0000 CAB STORAGE PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY Ble.: III 67-61-3000 08-23-1000 STORAGE COMPARTMENT IN CAB There shall be a storage compartment furnished and installed below the forward facing rear seats. Compartment will be made as large as possible with a drop down forward facing door. Door to have a paddle latch at the top of the door. Compartment will be painted to match the interior of the chassis cab. Compartment will not interfere with the wheel well steps on either side of the cab. Exact design and layout to be approved by the Fire Department. S.C.B.A. SEAT BRACKETS There shall be two (2) SCBA brackets furnished and installed in the rear of the cab on pedistals at a 45 degree angle towards the jump seat doors. Each bracket will have a Zico two -point positive holding strap (PHS) furnished and installed on each for compliance to NFPA 1901. Exact layout and design will be approved by the Fire Department at the pre -construction meeting. COAT HOOKS Provide and install two (2) coat hooks on the back wall of the cab. One (1) each side of the forward facing seats. POWER STRIP Two (2) 110-volt AC outlet power strip shall be provided. Power strip shall be connected to the shoreline to allow for charging equipment when the truck is not in use. MIDSHIP PUMP The pump shall have a capacity of 1500 gallons per minute, measured in U.S. gallons. The pump shall be a Waterous model CMU, two stage midship pump. 08-23-9000 Impellers shall be bronze, each with single suction inlets, accurately balanced (mechanically and hydraulically), of mixed flow design with reverse -flow, labyrinth -type, wear rings that resist water bypass and loss of efficiency due to wear. Both impellers shall have flame plated hubs to assure maximum pump life and efficiency despite the presence of abrasive particles, such as fine sand, in the water being pumped. The PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY wear rings shall be bronze and easily replaceable to restore original pump efficiency and eliminate the need for replacing the entire pump casing due to wear. Pump casing shall be close grained gray iron, bronze fitted and horizontally split in two sections for easy removal of entire impeller assembly, including wear rings, without disturbing setting of pump in chassis or pump piping. The pump, for ease and rapid servicing in the future, shall have the separable impeller shaft which allows true separation of transmission or pump without disassembly or disturbing the other component. This shall be accomplished by using a two piece shaft. This feature will allow field service to accomplish in much less time since each component (pump or transmission) can be repaired independently. The impeller shaft shall be stainless steel, accurately ground to size and polished. Shaft shall be supported at each end by ball type oil grease lubricated bearings. Sleeve bearings or bushings will not be acceptable. The bearings shall be protected from water at each end of the impeller shaft. The discharge manifold shall be cast as an integral part of the pump body assembly and shall provide at least three full 3 1/2" openings for ultimate flexibility in providing various discharge outlets for maximum efficiency, and shall be located as follows: one outlet on the right side of the pump body, one outlet on the left side of the pump body, and one outlet directly on top of the pump discharge manifold. The entire pump shall be cast, manufactured and tested at the pump manufacturer's factory. The pump transmission housing shall be high tensile gray iron, three pieces and horizontally split. Power transfer to the pump shall be through a Morse Hy-Vo drive chain. Chain shall be pressure lubricated through oil pump. Chain sprockets shall be cut from carbonized, hardened alloy steel. Spur gears will not be acceptable. The drive shafts shall be 2.35" in diameter, made of hardened and ground alloy steel. All shafts shall be ball bearing supported. Case shall be designed to eliminate the need of water cooling. The entire pump, both suction and discharge passages, shall be hydrostatically tested to a pressure of 600 PSI. A certificate documenting this test shall be furnished with the completed apparatus. The pump shall be fully tested at the pump manufacturer factory to the performance requirements as outlined by the latest NFPA 1901. Pump shall be free from objectionable pulsation and vibration. PROPOSAL #2 FOR THE CITY OF FORT 09-01-0500 COLLINS, CO POUDRE FIE AUTHORITY The pump shall be the Class "A" type and shall deliver the percentage of rated discharge at pressures indicated below. 100% of rated capacity at 150 PSI net pump pressure. 100% of rated capacity at 165 PSI net pump pressure. 70% or rated capacity at 200 PSI net pump pressure. 50% of rated capacity at 250 PSI net pump pressure. Since this pump is available to all bidders on an equal basis, and because of the desire to standardize within the department for training and parts stocking purposes, there shall be no exception to the Waterous CMUYBX pump specifications. MASTER DRAIN VALVE There shall be a manifold type drain valve installed in the pump compartment. All pump drains shall be connected to the master drain valve. The drain valve shall be controlled on the left side lower pump house sill. The control shall be a hand wheel knob marked "open" and "closed". 09-23-0500 PUMP SEALS 09-24-1000 Stuffing boxes shall be integral with the pump body and be equipped with two piece glands to permit adjustment or replacement of packing without disturbing the pump. Lantern rings shall be located at the inner ends of stuffing boxes so that all rings of packing can be removed without removal of the lantern rings. Water shall be fed into the stuffing box lantern rings for proper lubrication and cooling when the pump is operating. PUMP SHIFT The drive unit shall be provided with an air pump shift system. The control valve shall be a spring loaded guard lever that locks in "Road" or "Pump" mode. To the left of the pump shift control, there shall be two indicator lights to show the position of the pump when the control is moved to "Pump" position. A green light shall be energized when the pump shift has been completed and shall be labeled "PUMP ENGAGED"; a second green light shall be labeled "OK TO PUMP" energized when both the pump shift has been completed and the chassis automatic transmission is engaged. A third green indicator light shall be installed adjacent to the throttle on the PROPOSAL #2 FOR THE CITY OF FORT 09-25-5010 COLLINS, CO POUDRE FIE AUTHORITY pump operator's panel. This light shall be labeled "Throttle Ready". In addition to this indicator light, an additional indication shall be provided to the pump operator at the panel when the pump is ready to pump. This additional indication shall be that one (1) of the operator's panel illumination lights will only activate when the "Throttle Ready" indicator is lit and the pump is engaged. The remaining panel lights shall be controlled via push button switch. PRIMING SYSTEM The priming system shall include an electrically driven rotary vane priming pump rigidly attached to the pump transmission. The priming pump shall be self lubricating and shall not require an external oil reservoir. The pump, when dry, shall be capable of taking suction and discharging water with a lift of 10 feet in not more than 30 seconds through 20 feet of suction hose through the steamers. Priming pump shall be built by the manufacturer of the fire pump. 09-25-9500 09-26-2000 PRIMER CONTROL There shall be a push button to simultaneously actuate the primer control valve and the primer motor. TRANSFER VALVE The transfer valve for the two stage pump shall be of the latest ball type, of all bronze construction and incorporate a hydraulically balanced seal assembly to minimize leakage around the ball, and assure maximum pump efficiency. The transfer valve shall operate smoothly, without sticking even when exposed to sandy or dirty water. It be operated electrically, by means of a control switch mounted on the pump operator's control panel, with two indicator lights which shall indicate "pressure to volume." The transfer valve shall have the ability to change from series (pressure) operation to parallel (volume) operation without reducing the speed of the engine, regardless of the operating pressure of the pump, thus maintaining an effective fire stream at the nozzle at all times. A manual override shall be provided in the event of electrical malfunction. Operation of the manual system shall be by means of a removable hand crank at the left (driver's) side pump panel. All piping components and valving shall be non -painted. All piping welds shall be wire brushed and cleaned for inspection and appearance. The high pressure flexible piping shall be black SBR synthetic rubber hose with 300 PSI working pressure and 1200 PSI burst pressure for flexible piping sizes 1.5" through 4". FRONT SUCTION There shall be an auxiliary steamer inlet located on front of the apparatus. There shall be two drains furnished on each front suction pipe. One drain is to be located in front of the front wheel, and one drain is to be located behind the front wheel. The drains shall be located on the bottom side of each front suction pipe. NOTE: Drain valves shall be installed so that each valve do not hang down below the pipe and prone to road damage. 09-09-5000 A suction relief valve with a range of pressure adjustment from 75 to 250 PSI shall be furnished, and installed inside pump compartment piped to the suction side of the pump. The reel shall have a capacity of 200' of 800 psi booster hose. The reel shall be plumbed to the pump with a 1 1 /2" quarter turn Akron 8815 ball valve and 1 1/2" high pressure hose and couplings. The valve shall be controlled from the operator's panel. There shall be a manual rewind device furnished. Manual crank shall be mounted adjacent to booster reel. 16-89-1000 The hose reel shall be steel and painted the standard silver utilized by Hannay. liffle •1 6IIN The hose reel shall be mounted at the rear of the apparatus body within the rear compartment. Booster reel shall hang from the top of the compartment to provide free work area below the booster reel. Reel shall be plumbed so the hose comes off the bottom of the reel. 16-91-1000 16-92-1000 16-94-2000 One (1) electric rewind switch(es) shall be located adjacent to the booster reel(s). Each switch shall have a weather proof rubber cover and label denoting its function. There will be four (4) stainless steel hose roller guides installed two (2) on either side of the compartment door opening to allow hose deployment without rubbing the apparatus. There shall be four (4) stainless steel hose roller guides installed two (2) on each outside rear area of the apparatus body, mounted at tailboard level to approximately to the first step on each side of the compartment structure. Furnish and install a clip type mounting bracket in the reel compartment to hold a booster nozzle. BOOSTER HOSE The reel shall come equipped with 200 feet of 1" diameter booster hose, 800 psi. The hose shall be furnished in 100 foot lengths with chrome Barway couplings. 18-00-0000 18-40-3000 FOAM SYSTEM FOAMPRO 2002 PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY There shall be a fully automatic electronic direct injection foam proportioning system furnished and installed on the apparatus. The proportioning operation shall be based on an accurate direct measurement of water flows by a paddle wheel flow meter with no water flow restriction. The foam system shall have a 12 volt, 3/4 horsepower "TENV" electric motor, designed for high humidity environments, coupled to a positive displacement piston type foam concentrate pump. It shall have a rated capacity of .01 to 5.0 GPM with operating pressures up to 400 psi. The system shall be model FoamPro 2002, manufactured by the Hypro Corporation installed in accordance with the manufacturers recommendations. The system shall be equipped with a digital electronic control display. It shall be installed on the pump operators panel and enable the pump operator to perform the following functions: - Activate the foam system - - Change foam concentrate proportioning rates from .1 % to 6% in .1 % increments. - Display current flow in GPM - Display total flow in GPM - Display total amounts of foam concentrates used - Provide simulated flow for manual operation - Perform setup and diagnostic functions 18-40-9000 The system shall be supplied by a single foam tank that shall be monitored by the control display. The display shall flash a "low concentrate" warning for two minutes when the foam tank runs low. In the event that no additional concentrate is added to the tank, the foam concentrate pump shall be deactivated. 18-70-2000 FOAM TANK There shall be a 20 gallon foam tank furnished and plumbed with non- corrosive piping to the foam system. There shall be a square fill tower with a hinged lid equipped with a hold down device. The fill tower shall be approximately 10" x 10". A label that reads "Foam Tank Fill" shall be placed on the foam tank fill tower lid. 18-90-2000 The foam tank(s) shall be integral with the booster water tank provided. 18-90-5000 There shall be a 3/4" quarter turn drain valve furnished for drainage of the foam tank. The valve shall be installed in the pump house with a drain line extended to the side running board. PROPOSAL #2 FOR THE CITY OF FORT 18-91-1500 18-93-9000 COLLINS, CO POUDRE FIE AUTHORITY TANK LEVEL GAUGE A Class 1 "Intelli-Tank" foam tank level gauge shall be mounted on the pump panel. The foam tank level gauge shall indicate the foam level on an easy to read LED display and show increments of 1/8 of a foam tank. The foam tank level gauge will utilize a pressure transducer that mounts on the outside of the foam tank for sensing the foam level. No probes shall be installed for the foam tank. The foam tank level gauge shall have a super bright LED 4-light display with a visual indication at nine accurate levels. A set of weather resistant connectors to connect. to the digital display, to the pressure transducer and to the apparatus power shall be supplied with the foam tank level gauge. Additional (slave) displays (if requested) are to be easily integrated and will receive data from the same source as the master display. No additional transducers shall be required. The gauge shall be a model ITL. FOAMPRO POWER FILL The apparatus shall be equipped with foam fill system. The foam fill system shall be an FoamPro Power Fill with electronic, automatic, concentrate refill system, t o increase safety of firefighter personnel. The system shall operate independently of the foam proportioner allowing simultaneous use. Refill operation shall not require apparatus or fire pump to be running. The system shall be capable of handling Class A or Class B foam concentrates, emulsifiers, gels and decontamination concentrates. The apparatus shall be plumbed from the externally accessed intake/flush ports to the concentrate cell. External fill and flush connections shall be quick -connect cam -lock type. Internal piping shall incorporate check valves to prevent backflow. Concentrate tank inlet shall be positioned to minimize agitation. The refill operation shall be based on direct measurement of concentrate level in tank. The system must be capable of automatically stopping when cell is full and include a manual override feature. The system shall be equipped with an electronic control suitable for installation on the pump panel. Incorporated within the control shall be a microprocessor that receives input from the system while controlling foam concentrate pump output. An all -bronze three-way valve shall be included to allow the operator to flush system after use. Valve control, intake and flush ports shall be located within corresponding panel plate. The system will draw a maximum of 38 amps @ 12 VDC or 19 amps @ 24 VDC. A pump/motor solenoid (mounted to the base of the pump) shall receive signals from the computer control display and power the 1/2 hp (0.4 Kw) electric motor directly coupled to the concentrate pump. The system shall receive readings when the concentrate tank is full and stop operation to prevent overfill. PUMP COMPARTMENT The complete apparatus pump compartment shall be constructed of a combination of structural tubing and formed sheet metal. The same materials used in the body shall be utilized in the construction of the pump compartment. They structure shall be welded utilizing the same A. S.W. Certified welding procedure as used on the structural body module. These processes shall ensure the quality of structural stability of the pump compartment module. The pump compartment module shall be separated from the apparatus body with a gap. This gap is necessary to accommodate the flexing of the chassis frame rails that is encountered while the vehicle is in transit so that harmful torsional forces are not transmitted into the structural framework. TORSION PUMP MODULE MOUNTING SYSTEM The entire pump module assembly shall be mounted so that it "floats" PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY 26-13-1000 above the chassis frame rails with vibration and torsion isolator assemblies. The body substructure shall be mounted above the frame to allow independent flexing to occur between the body and the chassis. Each assembly shall be mounted to the chassis frame rails with steel, gusseted mounting brackets. Each bracket shall be powder coated for corrosion resistance. Each body mount bracket shall be mounted to the side chassis frame flange with two 5/8"-UNC Grade 5 HHCS. Each assembly shall have a two-part rubber vibration isolator. The isolator shall be of a specific durometer to carry the necessary loads of the apparatus body, equipment, tank, water, and hose. The quantity of mounts utilized shall correspond directly to the anticipated weight being supported. Certain assemblies shall also incorporate a torsion spring. Helical coil springs shall be incorporated into specific mounts in tandem with the rubber isolators to minimize the stress absorbed by the body caused from chassis frame rail flexing. There shall be a'/" thick UHMW polymer bearing washer between the body structure and each torsion mount. This washer shall provide dissimilar metals contact between the body structure and each mount. The UHMW bearing washer shall also act as a wear pad due to its low wear material properties. There shall be no welding to the chassis frame rail sides, web or flanges, or drilling of holes in the top or bottom frame flanges between axles. All body to chassis connections shall be bolted so that in the event of an accident, the body shall be easily removable from the truck chassis for repair or replacement. Because of the constant vibration and twisting action that occurs in chassis frame rails and suspension, the torsion mounting system is required to minimize the possibility of premature body structural failures. NO EXCEPTIONS. PUMP COMPARTMENT HEATER A 30,000 BTU hot water type heater shall be furnished and installed inside the pump compartment. The heater shall be connected to the engine cooling system with gate valves located inside the engine compartment. A 12 volt electric fan is to be furnished with an indicator light on the operator panel. 26-13-1100 HOSE REEL COMPARTMENT HEATER A 16,000 BTU hot water type heater shall be furnished and installed inside the booster reel compartment. HEAT PAN There shall be a heat pan enclosure installed under the fire pump gear case. The heat pan assembly shall be fabricated of .125 aluminum. The top portion shall be bolted in place with stainless steel bolts and nuts. The bottom of enclosure shall have a slide rail on each side with a full slide out bottom pan for easy maintenance. The bottom pan shall be held in place with rubber retaining straps. OPERATORS PANEL The pump operator's panel shall be located on the left, upper side of the - apparatus pump compartment. The panel shall be split into an upper and lower section. The left upper panel shall house all gauges and controls and be hinged to allow easy access to those components. The door shall have a stainless steel hinge, a dual point chrome push button latch and a rubber seal provided to prevent excessive moisture from entering or leaving the pump house. The tubular structure shall be overlaid underneath the removable panels on each side of the compartment shall be made of brushed stainless steel. Valve controls shall be immediately adjacent to it's respective gauge. The valve controls shall be properly labeled and color coded for ease of use. All markings shall be permanent in nature. Adequate illumination shall be provided for all gauges and controls by means of a shielded light assembly with three (3) Weldon 2025 lights on the left side or an adequate amount of lights space permitting and one directional light on the right side panel. The on/off switch for all lights shall waterproof and be located on the control panel. This switch shall also activate any area step lighting. 26-10-9000 PUMP COMPARTMENT SERVICE ACCESS The front portion of the pump compartment structure (directly behind the chassis cab) shall not be overlaid to provide an opening for access to the midship fire pump. 26-11-0750 PROPOSAL #2 FOR THE CITY OF FORT 26-11-3000 26-22-6000 26-22-7200 26-41-5000 27-00-5100 COLLINS, CO POUDRE FIE AUTHORITY The structural framework of the pump compartment shall be self - supportive and independent of the apparatus body. The pump module shall be approximately 74" in width as measured laterally across the apparatus and approximately 70" in height. The width of the apparatus as measured longitudinally (measured within the wheelbase dimension of the apparatus) shall be specified in the remainder of the specifications. The width of the pump compartment (front to back) shall be 4811 . APPARATUS LABELING The apparatus shall be descriptively tagged with color coded metal labels. The labels shall be applied near Apparatus features that require a user function description. Wherever necessary, the labels shall be color coded to differentiate controls and their respective functions to simplify and clarify complex configurations. BEZELS FOR DISCHARGES, SUCTIONS AND GAUGES Deluxe metal bezels shall be supplied around the openings in the pump panels for all discharge and suction fittings and control handles. In addition there shall be cast metal bezels around the discharge pressure gauges. BRUSHED STAINLESS STEEL SIDE PANELS There shall be two (2) side pump panels on each side of the pump compartment, one upper and one lower. The left, upper side panel shall be the pump operator's panel. The operator's panel shall be hinged across the bottom and drop down with a cable hold open device, closing against a door seal. The right side upper shall be vertically hinged at the rear closing against a door seal and shall open first. The left side lower panel shall be attached with mechanical fasteners and be easily removable for pump access. The right side lower vertically hinged at the rear closing against a door seal. All panels shall be made from heavy duty brushed stainless steel, capable of withstanding the effects of extreme weather and temperature. RUNNING BOARDS The running boards shall be made of a structural tubular framework. The tubular frame support all loads by transmitting the loads through the pump compartment structure directly to the chassis frame rails. The running boards shall be independent of the apparatus body and shall be tied only PROPOSAL #2 FOR THE CITY OF FORT 27-10-1000 27-40-1000 COLLINS, CO POUDRE FIE AUTHORITY to the pump compartment structure, thereby eliminating any pump compartment to body interference. This is essential in keeping a truly 'modular' configuration. Slip -resistant abrasive shall be applied to the top surface of the running board framework to provide a suitable stepping surface. GRIP -SURFACE INSERT The left side running board shall have an aluminum "Diamondback" grip surface insert installed. The grip surface area shall be as large as possible by extending to the perimeter of the inside of the structural running board framework. This ventilated grip material shall allow debris and water to pass through to eliminate build-up, thereby retaining a suitable stepping surface. GRIP -SURFACE INSERT The right side running board shall be easily removable and have an aluminum "Diamondback" grip surface insert installed. The grip surface area shall be as large as possible by extending to the perimeter of the inside of the structural running board framework. This ventilated grip material shall allow debris and water to pass through to eliminate buildup, thereby retaining a suitable stepping surface. 28-10-8000 MASTER GAUGES 28-12-1000 28-22-1000 Both master intake and master discharge gauges shall be manufactured by No Shok and located on the operator's panel. The gauges shall have a stainless steel case and have an orange pointer tip for increased visibility. The gauges shall have a white face plate with black numbers. Both master gauges shall be 6" in diameter. The master intake gauge shall read from - 30 to 400 psi with the master discharge gauge reading from 0 to 400 psi. TESTING PORTS There shall be a pressure and vacuum test gauge adapter with chrome plated plugs furnished and installed on the pump operators panel. PRESSURE GOVERNOR The Detroit Diesel Electronic Fire Commander Pressure Governing System shall be install-ed on the pump panel, allowing for pump pressure control and throttle control. The Fire Commander includes gauges for PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY 09-09-0500 28-40-2000 engine RPM, engine temperature, engine oil pressure and vehicle voltage level. SUCTION RELIEF VALVE A suction relief valve with a range of pressure adjustment from 75 to 250 PSI shall be furnished, and installed inside pump compartment piped to the suction side of the pump. The valve shall be preset at 125 PSI suction inlet pressure. The valve shall be installed inside the pump compartment where it will be easily accessible for future adjustment. The excess water shall be plumbed to the atmosphere via the unloader pipe and shall dump on the opposite side of the pump operator. The valve shall come with 2 1/2" male NPT threads that can be capped if the relief valve fails in the open position. For normal pumping operations, the relief valve shall not be capped and there shall be a placard stating "DO NOT CAP" installed. HEAT EXCHANGER The supplementary heat exchanger cooling system furnished with the chassis shall be complete to the discharge side of the fire pump through the engine compartment, without intermixing, for absorption of excess heat. The heat exchanger shall be adequate in size to maintain the temperature of the coolant in the pump drive engine not in excess of the engine manufacturer's temperature rating under all pumping conditions. Appropriate drains shall be provided to allow draining the heat exchanger to prevent damage from freezing. A manual shut-off valve shall be supplied at the pump operator's position. 28-82-2000 FUEL LEVEL GAUGE There shall be a chassis fuel tank gauge furnished and installed on the pump operator's panel. AIR HORN BUTTON There shall be an air horn activation button furnished and installed on the pump operator's gauge panel. 54-50-5000 The top of the pump compartment shall be an approved stepping surface constructed of embossed tread plate approved by the latest NFPA standards for abrasiveness. 30-12-1000 Space Frame Body - ALUMINUM PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY The apparatus body shall be a Space Frame design. The entire body structure shall be built as a space frame design with integral structural members forming the entire body structure (compartment frames, sub - frame, and tank support area). The space frame design provides maximum torsion resistance and load capabilities. The entire space frame structure shall be welded together utilizing an A.W.S. Certified welding procedure. NO EXCEPTIONS The space frame design shall also be required because it provides energy absorbing impact zones in the structure, thus providing increased safety to the rest of the apparatus and personnel on board. Documented proof of this extra safety shall be required upon request. The Tri-Max body structure shall consist entirely of closed section members, except where the body is mounted to the chassis. Closed section members (such as square, rectangular, triangular, or round tubes) are required because they provide maximum strength and torsion rigidity. This style of design ultimately reduces fatigue and shall add longevity to the body structure. Body designs that use formed sheet metal compartments with independent sub -frames shall not be acceptable. Body Structure Members: The space frame body shall have triangular shaped structural members in certain areas of the body. This shape is required to prevent loss of useable compartment space and serve as an attachment member for shelves, trays, or other equipment that requires mounting. Other body structure members shall be square or rectangular. Each structural member will have a nominal outside dimension of 2.5" in at least one direction. The body shall be designed for maximum strength to weight ratio, therefore the gauge of sheet metal and structural members varies from .125 to .250 throughout, dependent on the design requirement. Body Material Type: All body structural members shall be Aluminum 6061- T6 alloy material. All .125 sheet material shall be Aluminum Alloy 5052- H32 and .250 sheet material shall be Aluminum Alloy 3003. These alloys are required because it provides optimum all around performance for strength, manufacturing properties, and corrosion resistance. Compartment Floors: The body compartments shall be enclosed with aluminum sheet metal as specified above. The compartment floors shall have a 1" lip downward at the door opening side of the compartment. This lip shall integrate with a structural member on the bottom edge and form a "sweep -out" compartment. This design shall also allow for a structural flush fitting door frame and a complete door/weather seal. PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY Compartment Vents: The body compartments shall be vented through the structural members to below the apparatus body. There shall be mildew resistance filter media with aluminum mesh at the bottom of each structural member that is open for venting. Compartment Load Capacity: Each compartment shall have a minimum of one additional structural compartment floor support centered on the underside of the compartment floor. This additional member shall be integral with the rest of the body structure. Each compartment must be designed, and 3rd party analyzed to carry a working load of: Full depth side compartment: 1,000 Ibs per compartment Half depth side compartment: 750 Ibs per compartment Rear center compartment: 1,500 Ibs per compartment NO EXCEPTIONS Finite Element Analysis: The proposed body design must have completed a review and analysis by a legitimate 3rd party engineering firm. At a minimum, the 3rd party must have conducted a computer model finite element analysis of the proposed design. The analysis is to include real world working load scenarios. Analysis to cover both static and dynamic situations must be completed. The purpose of the finite element analysis is to ensure proper design of the apparatus body, and that it is capable of carrying the typical fire apparatus loads and those specified by NFPA for equipment. The analysis process must conclude that the body structure is properly designed and manufactured to provide longevity under normal conditions. The 3rd party must also validate the manufacturing processes are consistent with the design and analysis performed. Proof of having completed this testing must be submitted with the bid. NO EXCEPTIONS. 54-10-3000 RUB RAILS 54-10-6000 The bottom edge of the compartments shall be trimmed with rub rails to absorb minor damage while protecting the body. The rub rails shall be fabricated of brightly anodized aluminum channel. The rub rails shall be bolted in place with stainless steel bolts and locking nuts, and shall be spaced away from the body with 1 /2" nylon spacers to help prevent the collection of water and debris. Each rub rail section shall be easily removable and replaced should it become damaged. RUB RAILS The rearward edge of the rear step shall be trimmed with rub rails to PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY absorb minor damage while protecting the body. The tailboard shall be an independent assembly welded to the rear structural framing to provide body protection and a solid rear stepping platform. The rear step shall be designed to incorporate "crush zone" technology. This idea incorporates lighter materials in the tailboard than the body structure so the step will "crush" in a collision before the body structure. The rear of the apparatus body shall have "beaver tails" or "tail -fins" added. The beaver tails shall be constructed of the same materials as the apparatus body and extend from the top of the body side down to the edge of the rear tailboard. On the rear body surface, a sign shall be attached that states: "DO NOT RIDE ON REAR STEP, DEATH OR SERIOUS INJURY MAY RESULT." The rear tailboard and body shall be constructed such that the angle of departure shall be no less than 8 degrees at the rear of the apparatus when fully loaded (Per NFPA 1901). 56-61-4050 The rear tailboard shall be approximately nineteen and one-half (19.5) inches deep and shall incorporate a ventilated "Diamondback" material stepping surface bolted in place which spans the width of the apparatus. The extruded stepping surface shall be completely enclosed by the supporting structural framework to minimize damage. The ventilated "Diamondback" material shall be capable of being easily replaced if necessary, using only hand tools. The framework shall be covered with an adhesive tape providing an aggressive traction surface. Use of any aluminum diamond plate material on these areas shall not be acceptable. 56-61-4051 ACCESS STEPS Six (6) large size access steps with aggressive top surfaces shall be provided and mounted as directed by the Fire Department. The coating shall be an infra red, baked air dried. The coatings shall provide full gloss finished suitable for application by high-pressure airless or conventional low pressure air atomizing spray. The coatings shall not contain lead, cadmium or arsenic. The polyisocyanate component shall consist of only aliphatic isocyanates, with no portion being aromatic isocyanate in character. The solvents used in all components and products shall not contain ethylene glycol mono -ethyl ethers or their acetates (commercially recognized as cellosolves), nor shall they contain any chlorinated hydrocarbons. SPEEDLINER COMPARTMENT FINISH The compartment interiors shall be coated with medium gray Speedliner. Speedliner durable finish requires no special maintenance and can be washed just like paint. WHEELS The wheels shall be finish coated by the OEM. No other painting shall be done. 30-13-1500 GENERAL BODY DETAILS All compartmentation shall be constructed in a sweep out design to be water and dust proof, manufactured to the maximum possible storage capacity. FASTENERS All bolts and nuts used in the finish construction of the apparatus shall be coated stainless steel which helps prevent dissimilar metal electrolytic reaction and corrosion. The Manufacturer may be requested to supply evidence of fastener coating and results of salt spray testing when dissimilar metals are used. Any bolt extending into a compartment or into the hose bed area shall have an acorn nut attached or be protected in such manner where sharp edges are avoided. WHEEL WELLS Wheel wells shall have semicircular black polymer composite inner liners that are bolted to the wheel well panel and supported inboard by brackets that are connected to the body framework. Each wheel well shall be a continuous piece with no breaks or ledges where road grime or debris may accumulate. This liner shall be removable for access to suspension assembly for repairs. There shall be no exception to the bolted wheel well inner liner requirement. The compartment shall be located behind the axle on the right side. RECEIVER TIE OFF COMPARTMENT There shall be a compartment located in the wheel well for a receiver tie off tube. The receiver tie off tube shall be rated at 400 pounds with a 5 to 1 safety factor. There shall be a label placed on or near the tie off point stating the maximum load rating of the tie off tube. The compartment shall be located in front of the axle on the left side. RECEIVER TIE OFF COMPARTMENT PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY There shall be a compartment located in the wheel well for a receiver tie off tube. The receiver tie off tube shall be rated at 400 pounds with a 5 to 1 safety factor. There shall be a label placed on or near the tie off point stating the maximum load rating of the tie off tube. 30-16-6000 The compartment shall be located in front of the axle on the right side. 30-17-1300 The smart storage compartment doors shall be painted. 30-20-1000 TORSION BODY MOUNTING SYSTEM The entire body module assembly shall be mounted so that it `floats" above the chassis frame rails with vibration and torsion isolator assemblies. The body substructure shall be mounted above the frame to allow independent flexing to occur between the body and the chassis. Each assembly shall be mounted to the chassis frame rails with steel, gusseted mounting brackets. Each bracket shall be powder coated for corrosion resistance. Each body mount bracket shall be mounted to the side chassis frame flange with two 5/8"-UNC Grade 5 HHCS. Each assembly shall have a two-part rubber vibration isolator. The isolator shall be of a specific durometer to carry the necessary loads of the apparatus body, equipment, tank, water, and hose. The quantity of mounts utilized shall correspond directly to the anticipated weight being supported. Certain assemblies shall also incorporate a torsion spring. Helical coil springs shall be incorporated into specific mounts in tandem with the rubber isolators to minimize the stress absorbed by the body caused from chassis frame rail flexing. There shall be a'/" thick UHMW polymer bearing washer between the body structure and each torsion mount. This washer shall provide dissimilar metals contact between the body structure and each mount. The UHMW bearing washer shall also act as a wear pad due to its low wear material properties. There shall be no welding to the chassis frame rail sides, web or flanges, or drilling of holes in the top or bottom frame flanges between axles. All body to chassis connections shall be bolted so that in the event of an accident, the body shall be easily removable from the truck chassis for repair or replacement. Because of the constant vibration and twisting action that occurs in chassis frame rails and suspension, the torsion mounting system is required to minimize the possibility of premature body structural failures. The compartments shall be vented through the structural members to below the apparatus body into the environment. COMPARTMENTATION The following compartments shall be supplied on the apparatus: Compartment "L1": There shall be one (1) full height compartment ahead of the rear wheels on the left side of the apparatus. The approximate interior dimensions of this compartment shall be a minimum of 33.5" wide by 69" high with a lower depth of 25.5" and an upper depth of 12.5". The door opening shall measure approximately 28" wide by 60" high. The compartment will have approximately 25 cubic feet of space. Compartment to have double hinged doors provided. Compartment "12": There shall be one (1) compartment located directly over the rear wheels on the left side of the apparatus. The approximate interior dimensions of this compartment shall be a minimum of 62" wide by 35" high with a depth of 12.5". The door opening shall measure approximately 59" wide by 26" high. The compartment will have approximately 15.5 cubic feet of space. Compartment to have double hinged doors provided. Compartment "13": There shall be one (1) full height compartment located behind the rear wheels on the left side of the apparatus. The approximate interior dimensions of this compartment shall be a minimum of 49" wide by 69" high with an upper depth of 12.5" and the lower portion being transverse into the rear compartment. The door opening shall measure approximately 43.5" wide by 60" high. The compartment will have approximately 42.5 cubic feet of space. Compartment to have double hinged doors provided. Compartment " 61 ": There shall be one (1) compartment located at the rear of the apparatus, directly below the hose bed access area. The approximate interior dimensions of this compartment shall be a minimum of 33.5" wide by 69" high with a lower depth of 25.5" and an upper depth of 12.5". The door opening shall measure approximately 28" wide by 60" high. The compartment will have approximately 25 cubic feet of space. Compartment to have double hinged doors provided. Compartment "R2": There shall be one (1) compartment located directly above the rear wheels on the right side of the apparatus. The approximate interior dimensions of this compartment shall be a minimum of 38" wide by 35" high with a depth of 12.5". The door opening shall measure approximately 32.5" wide by 26" high. The compartment will have approximately 9.5 cubic feet of space. Compartment to have double hinged doors provided. Compartment "R3": There shall be one (1) full height compartment located behind the rear wheels on the right side of the apparatus. The approximate interior dimensions of this compartment shall be a minimum of 49" wide by 69" high with an upper depth of 12.5" and the lower portion being transverse into the rear compartment. The door opening shall measure approximately 4.55" wide by 60" high. The compartment will have approximately 42.5 cubic feet of space. Compartment to have double hinged doors provided. COMPARTMENT 'T-SLOT' SHELF MOUNTING Each compartment shall have integrated 'T-Slots' precision cut into each body panel to accommodate mounting adjustable shelves, trays, and other miscellaneous equipment items. This mounting system will allow for each shelf to be full size dependent on compartment dimensions. FULL HEIGHT REAR CENTER COMPT The rear center compartment of the apparatus shall be full height, as high as possible as determined by water tank height. The compartment shall have a roll -up door installed. The door opening shall be approximately 39" wide and 23" high. 30-41-1050 ROBINSON BRAND ROLL -UP DOORS PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY Roll up doors shall be Robinson brand. Door slats to be of a double wall box frame extrusion. Exterior surface shall be flat, interior surface shall be concave to prevent loose equipment from jamming the door. Slats will be anodized to prevent oxidation. Slats to have inner -locking end shoes on every slat secured by a Punch -Dimple process. Slats shall have interlocking joints with a folding locking flange. Between each slat is a PVC/Vinyl inner seal to prevent any metal to metal contact. Track to be one piece aluminum which has an attaching flange and finishing flange incorporated into its design which facilitates installation and provides a finished look to installation without additional trim or caulking. Track to have a replaceable side seal. Side seal prevents water and dust intrusion into the compartment. Drip rail will have a built in replaceable wiper seal. Drip rail to be made of aluminum. Roll -up door to have a 4" diameter counterbalance to assist in lifting and to eliminate the risk of accidental closing. The door shall be secured by a full width lift bar, operable by one hand even with heavy gloves. Securing method will be a positive latch device. 30-43-2050 The rear center compartment door shall be left a natural satin aluminum finish. 35-14-0500 DOOR CONSTRUCTION All doors shall be a minimum of 2" thick with a return flange on the interior of the door to provide a mounting surface for the attachment of a brushed aluminum door liner. To prevent corrosion, the liners shall not be attached with metallic fasteners. Each door will have a weep hole to prevent interior moisture build up. All door hinges shall be polished 14 gauge 304 stainless steel with a 1/4" diameter stainless steel pin. The hinges shall be mounted to provide easy door adjustment in the future without removing the door liner. The vertically hinged doors shall each have a stainless steel spring loaded door holder. The horizontally top hinged doors shall have a gas charged shock to hold the door in the up position. Door handles shall be polished stainless steel D-ring style that are spring loaded and bidirectional. They shall be mounted on the doors of compartments with a single door or on the primary door of a compartment with vertical double doors. The latches shall attach to the door assembly without any fasteners penetrating the door skin material, with a rubber PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY gasket provided between the D-ring handle and the door skin. The door latch assembly must be completely enclosed by the door assembly and inner door pan, to prevent damage from shifting equipment carried in the compartment. The door latches to open the secondary door of a compartment with vertical double doors shall be "lever' style, located on the backside of the door. Once the primary door is opened, the handle shall be easily visible. Full height secondary doors will have the latch at the bottom of the door with all others door heights having the latch at the top of the door. All hinged doors shall be a "flush" style to provide a flat appearance of the body side. The body shall form a 2" deep frame on all four sides to receive the door, preventing any door overlap. A clip on rubber gasket shall be mounted on the door frame, providing a tight seal to prevent moisture and debris from entering the compartment. Lap type doors which utilize an outer lip to provide a weather seal, shall not be acceptable. 35-14-9800 49-01-1000 70-21-1000 49-02-1000 50-15-5000 All horizontal and vertical side compartment doors shall be fabricated of 5052 aluminum. A'S channel drip rail shall be installed above the compartment doors. DOOR OPEN INDICATOR Each flush door compartment shall have a magnetic style reed indicator switch. Each switch shall be hermetically sealed rated to 10,000,000 cycles. The reed shall be potted in the contact housing with polyurethane and the housings shall be molded fire retardant ABS plastic. The contact and magnetic housing shall snap -lock in the body material, one on the body and one in the door. Brushed stainless steel sill plates shall be installed at the bottom of each body compartment door opening. HOSE STORAGE A hose bed shall be provided with a minimum of forty (40) cubic feet of storage space. The hose bed shall have a slotted 1/4" aluminum flooring installed to allow drainage through the tank cavity to the ground below. The aluminum flooring shall be manufactured in discrete sections to allow for easy removal and outstanding stability. HOSE BED COVER There shall be a double door aluminum diamond plate cover for the hose bed furnished and installed. There shall be a permanently mounted hose bed divider located in the center of the hose bed to attach the covers using full length stainless steel hinges. Each cover shall be reinforced and be capable of supporting 400 Ibs while standing on cover. Each cover shall be capable of being opened independently. The rear of the hose bed shall have a folding vinyl flap that is held in place by an elastic shock cord. Each hose bed cover will be hinged in the center of the hose bed to allow each side to swing up to the center of the bed. This will allow firefighters to stand on each catwalk and aid in loading fire hose. The doors shall be fabricated of 1/8" polished aluminum diamond plate with full length stainless steel hinges. There shall be a mechanical hold open device to hold each cover in the open position. The hose bed cover shall be wired to the open door warning light in chassis cab (if optioned) so as to warn crew when the cover is open when the transmission is placed into drive or reverse movement mode Exact layout and design will be approved by PFA at the pre -construction meeting.. The hose bed covers shall be an approved stepping surface constructed of embossed tread plate approved by the latest NFPA standards for abrasiveness. HOSE BED AREA The hose bed area of the apparatus shall be overlaid with brushed material matching the body material type. The trim shall extend from the hose floor level up to the top edge of the body side. Preconnects shall have loading trays that can be removed and loaded on the ground and then lifted into place. Inside surface of each rear beavertail, at hosebed level, shall be overlaid with brushed stainless steel material to protect the painted surface from damage by hose couplings. Exact layout of the hose bed will be determined and approved by the PFA at the pre -construction meeting. HOSE BED DIVIDER(S) There shall be three (3) divider(s) installed in the hose bed. The divider(s) shall be fabricated of 1/4" thick aluminum plate with a double sided reinforcement where it is attached to the adjustable slide rails. The rear of the divider(s) shall have a radius to provide a smooth corner. Hose payout shall be unobstructed by the divider(s). 50-50-0000 DUNNAGE AREA A vertical bulkhead shall be installed at the front of the hose bed area, just behind the water tank fill tower, forming a storage area that is separated from the hose bed. The rear face of the bulkhead shall serve as a mounting surface for the hose bed dividers, resulting in the ability to move any hose bed divider across the entire width of the hose bed. PROPOSAL #2 FOR THE CITY OF FORT 61-00-1720 28-50-1100 COLLINS, CO POUDRE FIE AUTHORITY TANK CAPACITY The tank shall be 650 gallons in capacity. TANK LEVEL GAUGE A Class 1 "Intelli-Tank" tank level gauge shall be mounted on the pump panel. The tank level gauge shall indicate the water level on an easy to read LED display and show increments of 1/8 of a tank. The tank level gauge will utilize a pressure transducer that mounts on the outside of the tank for sensing the water level. No probes shall be installed for the tank. The tank level gauge shall have a super bright LED 4-light display with a visual indication at nine accurate levels. A set of weather resistant connectors to connect to the digital display, to the pressure transducer and to the apparatus power shall be supplied with the tank level gauge. Additional (slave) displays (if requested) are to be easily integrated and will receive data from the same source as the master display. No additional transducers shall be required. The gauge shall be a model ITL. There shall be an additional Class 1 "Intelli-Tank" tank level gauge furnished and installed on the right side pump panel. 61-00-0050 STAR TM SERIES - POLYPRENE TANK TANK SHAPE: The water tank shall be designed to utilize cavities that have commonly been wasted space. The water tank shall extend up and over the rear center compartment to just behind the rear body wall. The water tank shall fill the void between the main hose bed floor and the top of the rear center compartment. This tank design shall provide for a lower overall tank height, resulting in a lower overall main hose bed height. In addition, this design shall create a lower center of gravity of the vehicle, for improved vehicle handling. NO EXCEPTIONS TANK CONSTRUCTION: The booster tank shall be constructed of 1/2" thick polyprene sheet stock which is a non -corrosive stress relieved thermoplastic. It shall be designed to be completely independent of the body and compartments. All joints and seams are extrusion welded and/or contain the 'Bent Edge" and tested for maximum strength and integrity. The top of the booster tank is fitted with lifting eyes designed with a 3 to 1 safety factor to facilitate tank removal. COVER: The tank cover shall be constructed of 1/2" thick polyprene and shall be recessed. A minimum of two lifting dowels shall be drilled and PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY tapped 1/2" x 2" to accommodate the lifting eyes. BAFFLES: The swash partitions shall be manufactured from 1/21, polyprene. All partitions shall be equipped with vent and air holes to permit movement of air and water between compartments to provide to provide maximum water flow. All swash partitions interlock and are welded to one another as well as to the walls of the tank. MOUNTING: The tank shall have a reinforced %" floor for added strength and durability. The tank shall be isolated from the body substructure cross members with 1/2" x 2 1/2" rubber strips that are 60 durometer in hardness. The tank shall sit nested inside the center body substructure and shall be completely removable without disturbing the body side panels. Tank stops on all four sides will keep the tank from shifting front to back or side to side. 61-00-0110 FILL TOWER: Fill opening shall be approximately 12" x 12". The tower will have a 1/4" thick removable polyprene screen and a polyprene hinged type cover that will open if the tank is filled at an excess rate. There shall be a removable 1/4" thick polyprene screen to prevent debris from falling into the tank. The fill tower shall have a 6" overflow that will discharge underneath the tank, behind the rear wheels. The overflow shall terminate above the tank water level when filled to the rated capacity. A rear secondary tank vent shall be provided to prevent entrapment of air when filling on a decline and will vent next to the overflow. 61-00-0200 The fill tower shall be located in the left front hose bed. 61-00-0300 SUMP: The sump will be constructed of 1/2" polyprene and be located inline with the tank suction valve. There shall be a 4" schedule 40 polyprene tube installed that will run from the suction outlet to the sump location. The tank will have an anti -swirl plate located approximately 2" above the sump. 61-00-0310 The sump shall have a 3" plug for use in draining and cleaning out the tank. 61-00-0400 OUTLETS: In addition to the tank suction valve outlet located in the sump, there shall be an outlet provided for the tank fill valve. If there are any additional options selected (such as an extra tank suction or direct tank inlets), there shall be additional outlets provided to accommodate these items. 62-05-0300 OVERHEAD LADDER RACK PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY There shall be a fold down ladder rack assembly furnished on the apparatus. The ladder rack shall be a 12 volt electric over hydraulic actuated pivot assembly to fold the ladder rack down from overtop of the high side compartments to the side of the compartments. There shall be a fold down hinged door 30" wide furnished to open automatically when the ladder rack is lowered. This door will also provide access to the actuator and safety lock when service is required. There shall be a spring loaded quarter turn latch furnished to hold the ladders on the rack when it is in any position. There shall be an automatic safety latch to hold the ladder rack in the stowed position. Flashing LED warning lights shall be provided at the front and rear of the ladder rack and shall automatically activate when the ladder rack is in the down position. When the ladder rack is in motion, the chassis backup alarm shall sound. When the ladder rack is in the down position the bottom of the rack shall be 48" from the ground with a frame height of 41". When the apparatus is equipped with hinged doors, an interlock shall be installed in the ladder rack circuit to prevent ladder rack operation when any doors are not closed. 62-05-5300 62-20-0500 62-21-0500 62-21-0501 The ladder rack shall be constructed with mild steel and finish painted to match the body. The ladder rack shall be located on the right side of the apparatus body. The ladder rack shall accommodate mounting one (1) 14 foot aluminum roof ladder and one (1) 24 foot two section aluminum Duo -Safety extension ladder. LADDER RACK CLEARANCE Ladder rack must not interfere with the successful docking o fthe engine to the engine exhaust station exhaust system. Ladder rack must be low enough to clear the exhaust system box as the apparatus backs into the station. Engine exhaust is on the officers side pump panel area. This clearance is mandatory. Crimson Fire will confirm all dimensions with Poudre Fire Authority before construction. ATTIC LADDER STORAGE One (1) attic ladder shall be mounted on the hydraulic ladder rack with two rubber draw latches one on each end of the ladder. 52-13-0000 COMPARTMENT DIVIDERS PROPOSAL #2 FOR THE CITY OF FORT COLLINS, CO POUDRE FIE AUTHORITY Sheet metal compartment dividers shall be installed in the over -wheel compartments. SPEEDLINER ALL SHELVES AND TRAYS All shelves and rollout trays will be sprayed with gray speedliner for a durable finish. ROLL OUT TRAY(S) There shall be roll out tray(s) furnished and installed in the compartments specified. They shall be fabricated of 3/16" thick 3003 grade or higher aluminum with four side flanges, corner welded for maximum strength. The following shall be supplied: There shall be two (2) adjustable height roll out tray(s) installed in the specified compartment(s). The tray shall be approximately 45" wide and 24" deep. Each rollout system shall be mounted to allow positioning anywhere along the length of the "T-slot". Each rollout tray system shall incorporate a pair of cadmium plated, ball bearing roller slides with a pneumatic hold -open and closed device. This system eliminates the need for clumsy latching devices and firmly holds the tray in the open or closed position. The roll -out tray shall be rated for 220 lbs. and extend to 100% of the slide capacity. Shelf is to be through the right rear compartment into the rear compartment and bump up to the rear compartment booster reel. Exact design to be determined at the pre - construction meeting. FENDERETTES Two (2) polished stainless steel fenderettes shall be provided on body rear wheel well openings, one (1) each side. A rubber welting shall be provided between the body and the crown to seal the seam and restrict moisture from entering. A dielectric barrier shall be provided between the fender crown fasteners (screws) and the fender sheet metal to prevent corrosion. OVERLAYS All aluminum used in an overlay area shall be bright type 3003, 1/8" thick diamond plate material coated with 3M sealant and adhesive on the back sides to protect and to put an insulating barrier between dissimilar metals to assist in corrosion resistance. The following areas shall have aluminum diamond plate overlays installed: - The front faces of the apparatus compartments as well as the front header of the hose bed area. - The entire back of the apparatus body including both the side compartment and rear compartment back areas. The catwalks shall be painted to match the body color. The catwalks shall be approved stepping surfaces overlaid with embossed diamond plate material approved by the latest NFPA standards for abrasiveness. RESCUE RECEIVER RECEIVER TIE OFF There shall be two (2) receiver tie off tubes, one (1) each side, located on the front of the apparatus under the front bumper attached to the frame rails and shall not imped on the angle of approach. GUSSETED REAR STEP / PLATFORM The rear step shall be eight (8) inches in depth and shall span the entire width of the rear center compartment area between the body sides. The step shall be constructed of a 7" wide piece of "Diamondback" grip material spaced away from the back of the body 1" to provide an 8" deep stepping surface. The step shall be mounted on the flat back of the apparatus with gusset -type mounting to provide sufficient support for loading hose and gaining access to the hose bed area. The step shall be constructed of a grip material meeting the latest recommendations of NFPA 1901. KNURLED SST HANDRAIL SPECIFICATIONS All handrails shall be 1 1/4" in diameter, constructed of knurled #3 polished stainless steel tubing. There shall be chrome plated brackets with a rubber gasket installed between the body and the bracket. There shall be a 2" minimum clearance between the bracket and the body. They shall be manufactured of 1" plate steel and each plate shall be bolted to the chassis frame rail with a minimum of 6 grade 5 bolts. The two plates shall be anchored together with 1" steel tubing to prevent swaying of the frame rails during a towing operation. ELECTRICAL MANAGEMENT SYSTEM The apparatus shall be equipped with a Multiplexed Electrical System. All inputs and outputs will be configured into a scaleable electrical harness. The system, at a minimum, shall be capable of performing the following functions: load management sequencing, switch loads and the system is expandable. Placement of nodes/modules throughout the apparatus enables a reduction in wire harness bundles, elimination of redundant harnesses and separate circuit boards, relay and circuit breakers, electrical hardware, separate electrical or interlock subsystems and associated electronics for controlling various electrical loads and inputs. The multiplex system shall be field -re -programmable and re -configurable by any authorized dealer or service center. This complete system shall eliminate the need for the following separate components or devices: load manager, load sequencer, warning lamp flasher, headlamp flasher and interlock modules. A single drawing for all electrical circuits installed by the apparatus builder shall not be accepted. SWITCH LAYOUT Exact switch layout for all controls of the emergency lights and misc. lighting functions will be determined at the pre -construction meeting. All functions will be programed into the Vista display screen. LED DOT LIGHTING There shall be five (5) lights located on the rear of the vehicle. Three (3) of the lights shall be mounted as high as possible on the rear face of the body for use as identification lamps. Two (2) lights shall be located as high and wide as possible, one each side, for use as clearance lamps. There shall be two (2) additional lights between the front and rear axles for identification and turn signaling as required. The lights shall be Weldon brand 9186-1500 series LED red and amber markers. REAR TAIL LIGHT CLUSTER There shall be a rear tail light cluster furnished and installed in a polished bezel at the rear of the apparatus, one each side. The 4684-0200 series cluster shall be manufactured by Weldon Technologies, Inc. and consist of the following: 1 - Weldon LED series red brake light 1 - Weldon Clear backup light (Halogen) 1 - Weldon LED series amber turn signal light populated in the shape of an arrow Each tail light cluster shall be mounted on a removable panel for easy access to the electrical distribution centers at each rear corner of the apparatus body. Each light shall be activated with a switch located on each light and shall be enclosed in an ABS case. The lights in each compartment shall be on a separate circuit, turning on only the lights that have open compartment doors.
