Fort Collins Utilities - Light and Power department, is planning on a replacing sixteen (16) feeder
distribution relays at the Linden Tech Substation. The existing relays, manufactured by ABB, have been in
service since 1988 and two units have experienced components failures. The existing ABB relays are
obsolete and are no longer manufactured by ABB. Light and Power does not have any spare relays of this
type which has resulted in the cannibalizing of other out of service feeder circuits. Furthermore, the ABB
relays cannot be upgraded in the field. Linden Tech Substation is the only facility with ABB DPU type
distribution relays, all other substations with microprocessor based distribution relays use a Schweitzer
Engineering Laboratories (SEL) SEL-251 type relay.
To resolve this problem, the Light & Power department has evaluated several available relays on the
market to determine the best replacement feeder distribution relay for the existing ABB DPU units. The
relay that has been selected to replace the obsolete ABB DPU is a SEL-351 S relay which is a newer
version of the SEL-251 presently used. In addition to having the best warranty, support, and functionality
available, using the SEL-351 S will provide a consistent and uniform design and will allow the use of the
same software and settings as used at other substations. The total price for sixteen SEL-351 S relay is
$49,360. The relays will be purchased direct from the manufacturer representative, K.D. Johnson, Inc.
Replacement of the relays will allow the required engineering and design to be accomplished in a timely
manner so that the out of service feeder circuits can be returned to an operational status.
Exception to Competitive Bidding Rationale
8-160(d)(1)b. Although there exists more than one responsible source, a competitive process cannot
reasonably be used or, if used will result in a substantially higher cost to the city, will otherwise injure the
city's financial interest, or will substantially impede the city's administrative functions or the delivery of
services to the public.

returned to an operational status.
