The additional services are right of way acquisition and for work in conjunction with creating a special improvement district. This work is outlined in the attached sheet. Funding for this change order was appropriated into the project with ordinance no. 054. TIMBERLINE ROADWAY WIDENDING CONTRACT ADJUSTMENTS Additional Services Potholing $ 3,134.50 Topo west of RR on Prospect $ 2,350.00 Intersection LOS calculations $ 3,573.00 11 additional legal and exhibits $ 4,400.00 Side Hill I and storm as-builts $ 836.25 SUB -TOTAL $14,293.75 Services Not Performed: Environmental services $ 4,810.00 Engineer's estimates $ 3,920.00 SUB -TOTAL $ 8,730.00 subtracted from total Items Remianing To Be Done: Interim Roadway Design Misc. final staff comments $ 5,400.00 includes all sub fees Final Strip Map $ 1,400.00 from original contract Print, sign and seal plans $ 2,400.00 includes printing costs Public Hearings $ 6,300.00 assumes 9 hearings for 2 people Exhibits $ 2,000.00 estimate SUB -TOTAL $17,500.00 4 Lane Ultimate Roadway Design Legals for Johnson and Keating $ 2,400.00 6 legals @ $400 each Final subconsutlant fees $ 2,860.00 SUB -TOTAL $ 5,260.00 Interim Plan Revisions: Misc. staking for R/W and toe of slopes $ 2,600.00 all except SH, SCF and city land Trail connection to underpass $ 2,000.00 extend trail and storm pipe Spring Creek Farm pond revision $ 1,000.00 change profile and drainage report Railroad Exhibit changes $ 500.00 Construction Administration Services $ 5,000.00 includes 60 hours of time As -Built drawings $ 9,500.00 from original contract SID revisions or consultation $ 4,000.00 includes 40 copies @ $75 each Storm 7 pothole surveys $ 555.00 Storm 7 lowering $ 1,000.00 change profile and drainage report BMC median/access changes $10,000.00 worst case changes to design SUB -TOTAL $36,155.00 TOTAL $64,478.75 10% CONTINGENCY $ 5,891.50 PROJECT TOTAL $70,370.25 contingency on new work only INTERWEST CONSULTING GROUP 6/20/2005 RESOLUTION 2005-084 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING AN EXEMPTION TO THE USE OF A COMPETITIVE PROCESS FOR ADDITIONAL PROFESSIONAL SERVICES IN CONNECTION WITH THE TIMBERLINE, DRAKE TO PROSPECT PROJECT WHEREAS, the City previously conducted a competitive request -for -proposals process through which Interwest Consulting Group (Interwest) was selected to complete various professional services related to the engineering design of the Timberline Road, Drake to Prospect Project (the "Project"); and WHEREAS, the City entered into a professional services agreement with Interwest for the completion of the engineering/design for the interim improvements of the Project on July 7, 2004, and work is proceeding satisfactorily pursuant to the agreement; and WHEREAS, the original scope of work to be completed by Interwest did not include the completion of the full and complete engineering design (the "Additional Work"); and WHEREAS, the City has determined since contracting with Interwest that engineering design of the interim project is the preferred alternative in advance of the Building on Basics proposed sales tax renewal; and WHEREAS, the Purchasing Agent has determined that the use of Interwest to complete the Additional Work through a change order to the existing contract for services would be an efficient and cost-effective means of accomplishing the same and has submitted the requisite justification to the City Manager for approval; and WHEREAS, the City Manager has reviewed and approved the determination of the Purchasing Agent; and WHEREAS, the cost associated with the Additional Work totals $210,910, which has been appropriated in Ordinance No. 054, 2005; and WHEREAS, Article IV, Section 8-161(d)(I)j of the Code of the City of Fort Collins authorizes the Purchasing Agent to contract for services without competition if the services are to be provided through a change order to an existing professional services contract; and WHEREAS, Section 8-161(d)(3) requires approval by City Council of exceptions to the competitive purchasing process for items costing more than One Hundred Thousand Dollars ($100,0000) prior to acquisition. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Purchasing Agent is hereby authorized to execute an addendum to the City's existing contract with Interwest to add the Additional Work to the scope of services to be completed thereunder, at an additional contract price of $210,910, in accordance with the adoption of Ordinance No. 054, 2005, appropriating the necessary funds therefor.
