The following scope of work outlines a process that identifies general issues associated with redevelopment projects, focuses on several key redevelopment barriers, and prepares a realistic implementation plan in order to make redevelopment a greater part of Fort Collins' future. Anticipated results will be modifications to codes, policies and standards as needed. Specific tasks are described below. Task 1: Project Initiation/City Project Team Organizational Meeting EDAW will meet with City staff to discuss the objectives of the project and develop a final scope of work, fee, and schedule. EDAW will also review the charrette scope, public involvement process and a preliminary stakeholders list. In addition to the formalized City Project Team ("Project Team") meetings and charrette that are detailed as products in this scope, EDAW will hold project management meetings monthly to review works -in -progress. Products: Final Scope and Schedule, Preliminary Stakeholders List. Task 2: Case Study Identification EDAW will present a brief literature review of the processes and drivers that have stimulated successful redevelopment projects within other jurisdictions. The City will provide candidate case studies for Project Team and EDAW review which represent real life, City - specific examples of redevelopment challenges. Six to eight case studies will be selected for elaboration, including unsuccessful projects. Of these, two to three will be redevelopment examples nationwide that were completed under similar circumstances.. A component of the Fort Collins case studies will be a financial analysis of selected projects to understand the role that present policies and regulations influence economic feasibility. Products: Project Team Meeting #1, Literature Review Summary, list of six to eight case studies. Assumptions: The City will provide all of the background data for the Fort Collins case studies, including photos, point -of -contacts, schedules, economic pro formas, and an introductory narrative for each project. EDAW will provide a standard case study format for the existing information and financial specialists capable of analyzing pro formas and other financial statements supplied by the City. Task 3: Site Tours EDAW will assist City staff in conducting a one -day tour of infill and redevelopment projects with a group of selected stakeholders to assess and document on -site conditions The tour will include development within Fort Collins and other selected communities within the Front Range. A report will be prepared to summarize the results of the site tours. Products: 1 day development tour, Tour Summary Memo. Task 4: Charrette Preparation including Case Studies EDAW will analyze the case studies identified in Task 2, and will develop "lessons learned" narratives for each case study during Tasks 4 and 5. Recommendations from each case study will be presented in Task 6. In consultation with the Project Team, EDAW will prepare key messages and agendas for the Charette. In preparation for Task 5, EDAW will notify the media, and will prepare notification materials for the City to distribute. Products: Project Team Meeting #2, notification flyers or postcards, workshop materials and boards Task 5: Charrette EDAW will assist staff in holding a 4-day charrette attended by a variety of stakeholders, including developers, planners, engineers, commercial and residential property owners, public agencies, City staff, and other interested groups. The purpose of the charrette is to discuss the barriers to redevelopment in the City and possible solutions. The first two days of the charrette will involve discussions with eight stakeholder groups, each assigned to an area of expertise, whose task will be to identify barriers and opportunities for successful redevelopment. The following two days of the charrette will focus on hands-on design exercises that will address the opportunities and constraints to redevelopment and creation of draft strategies to address substantive design issues and improve the review process. Three public information meetings with be provided during the course of the charrette. The first meeting will summarize stakeholder comments and provide a project introduction. The second public meeting will review preliminary findings of the charrette team and provide opportunity for public review and comment. More refined information will be provided to the public approximately one week after the second meeting during a final charrette summary meeting. EDAW will work with City to develop key messages that will assist in educating citizens on the benefits of redevelopment. These messages will be incorporated by the City into a powerpoint presentation or brochure. The City may also prepare an educational website that highlights the benefits of redevelopment in Fort Collins, recent successful City projects, the project findings to date including national case studies, and other resources. Products: Charrette and Public Meeting facilitation, key messages for educational materials, Case Study Lessons Learned Memo, Charrette (incl. Public Meeting) Summary Memo. Task 6: Strategy Prioritization Based on the site tours, case studies and charrette, EDAW and the staff team will prioritize several strategies for which detailed recommendations will be prepared. It is anticipated that the recommendations will be used to adjust City policies, processes or standards. Potential strategies could include: Recommendations on City code changes (standards, requirements etc.) Recommendations on changes in fees or incentives Overlay zoning suggestions Policies, standards, fees Organizational changes Infrastructure requirement changes Process modifications Land use compatibility standards Products: Project Team Meeting #3, Preliminary Strategies Memo Task 7: Strategy Review City Code Committee and Stakeholder Meeting Under this task, the Project Team will review the draft strategy with emphasis on recommendations requiring inter- departmental and agency coordination. The Project Team meeting will focus on preliminary recommendations to overcome specific barriers. This could include such modifications as changes to the land use code or modifications to land use compatibility standards. Following the Project Team meeting, EDAW will meet with stakeholders from the development community that were involved in the charrette and the City Code Committee to suggest general recommendations regarding land use code changes. The purpose of this meeting is to receive feedback from the private sector regarding any proposed changes, and to allow the Code Committee to begin drafting the necessary code changes. A City land use specialist will assist the Code Committee with legal implications and language for key changes. Products: Project Team meeting #4, meeting with key stakeholders and City Code Committee, and Key Strategy Recommendations Memo. Task 8: Draft Charette / Strategy Report A draft report will be prepared outlining the process, literature review, relationship to other plans, workshop summary, key issues, Fort Collins case studies, and strategy recommendations to overcome key barriers to redevelopment. Decisions of the Code Committee will be integrated into the report. The Project Team will provide comments on the draft report, and staff will provide one set of consolidated comments to EDAW. EDAW will also participate in two study sessions with the Planning and Zoning Board, City Council, or other groups. Products: Project Team Meeting #5, Study Sessions, Draft Report (1 color hardcopy, digital copy) Task 9: Final Charette / Strategy Report and Action Table Following the study sessions, EDAW will prepare a final report and action template based on comments from the Project Team.
