- Mason Trail at Manhattan Detention Pond
Dear Mr. Taylor:
Pursuant to your request, Felsburg Holt & Ullevig is pleased to submit this proposal to provide
civil engineering design services for the above referenced project. From your conversation with
Rich Follmer, we understand that the project would include revising the design for the Mason
Trail along the Manhattan Detention Pond that is located to the south of the Carmike Cinema in
Fort Collins. We have met with your engineer, ICON Engineering, Inc. to understand the
proposed pond design and how we may best meet your objectives for pond construction while
limiting the impacts of redesigning the Mason Trail.
From our discussions and initial evaluation of the required trail modifications, it appears that the
redesign can occur relatively smoothly if some re -grading of the proposed pond berm is allowed
at the very south end of the pond. The Mason Trail design can fit with your proposed
construction along the remainder of the pond area. As such, we have formulated this proposal
based on this concept. Following is a work scope, schedule and fee estimate for the proposed
project.
1. WORK SCOPE
Task 1— Horizontal Design
We will revise the horizontal design of the Mason Trail to match the proposed Manhattan Pond
alignment. As such, the Mason Trail will be moved approximately 25 LF to the west of the
current alignment. The new alignment will be along the top of the proposed pond berm, a berm
that is sufficiently flat along the top to accommodate a 12-foot concrete trail with 2-foot
shoulders. This task will revise the In -Roads earthwork model, revise design files and prepare
plan sheets depicting the new horizontal alignment of the trail. Other features such as the trail
signing and striping will require adjustment to the new alignment also.

Task 2 — Vertical Design
Revise the profile grade line to account for the changes in elevation resulting from placing the
Mason Trail at the top of the pond berm versus along the natural grade of the surrounding
ground. Of critical importance is making all of the vertical adjustments directly to the north of the
proposed New Mercer Ditch crossing via the new box culvert. The elevation and grade of the
proposed box culvert will be held as a constant so that hydraulic and structural design revisions
are not necessary to accommodate your needs.
Task 3 — Plan Preparation
FHU will revise other project plans and specifications as necessary. This work will include
revisions to the trail cross -sections, tabulation of approximate quantities, the title sheet, etc. The
revised plans will be forwarded to you and Fort Collins Engineering for review. Review
comments will be addressed through revisions to the plans.
Task 4 — Coordination Meetings
We anticipate that one meeting will be held with you, ICON Engineering, Inc. and other City staff
to summarize the proposed changes and to gain consensus before preparation of the final plan
revisions. We assume that this meeting will be held at your office in Fort Collins or at ICON
Engineering in Denver.
II. SCHEDULE
The plan and specification revisions could be completed within approximately three-four weeks
from the Notice -to -Proceed. Review time is considered outside of the schedule estimate.
III. FEE
We propose to conduct this work on a time and materials basis. In such an agreement, we are
compensated for our services at our standard hourly rates and direct expenses are reimbursed
at 1.1 times cost. The following are our standard hourly billing rates for personnel anticipated to
work on this project:
Principal I $135.00/hour
Senior Engineer $115.00/hour
Engineer IV $100.00/hour
Designer IV $ 80.00/hour
Administrative $ 60.00/hour
At these rates, we estimate that the above scope of work can be completed for a maximum
budget of $10,000.00. Attendance at other meetings or the need to address issues not included
in this proposal would be billed as additional services at the same hourly rates. If the conditions
of this proposal are acceptable, please sign this proposal and return the original to serve as our
contract for services, or furnish the appropriate City documents for our signature. If you have
