(WEST) is pleased to offer the following Statement of Qualifications to the Cities of Greeley and Fort Collins (the Cities) for the selection of a consulting team to prepare an Environmental Impact Statement (EIS) for the Halligan -Seaman Water Management Project (Halligan - Seaman Project). The WEST Team offers a unique approach to completing NEPA analysis for the Corps. We offer an interdisciplinary team of highly qualified consultants with years of experience. The WEST Team approach will be to focus senior expertise on all aspects of the NEPA analysis. This will ensure efficient use of time and money, resulting in an outstanding product done on time and within budget. The WEST Team also brings together years of experience in collaborative problem solving and work in the project area. The entire WEST Team has first hand experience with the people, land use, water, and the natural resources in the project area. As our statement of qualifications will illustrate we also have extensive experience with the federal, state and local laws and regulations which must be considered in completing the NEPA process. WEST has teamed with CDM, States West Water Resources Corporation, Anderson Consulting Engineers, Inc., Harvey Economics, and Centennial Archeology, Inc. Most of the team members have worked together on numerous projects in Wyoming and Colorado. All team members have also worked on projects in the immediate vicinity of the Halligan -Seaman project so we are very familiar with the people and the natural resources of the area. The team has extensive experience in NEPA analysis and municipal and agriculture water projects.
