We appreciate the recent opportunity to submit our qualifications for developing a third -party
Environmental Impact Statement (EIS) for the proposed Halligan -Seaman Water
Management Project (RFQ001). Although ENSR has successfully prepared numerous third -
party EISs, after considerable discussion we have decided not to pursue involvement in this
particular project. We believe our available resources are committed over the near -term and
beyond, and we regret that we cannot commit additional effort to this important project.
ENSR would appreciate remaining on the cities' lists of potential consultants. We would
certainly look forward to future opportunities to provide consulting services. Thank you for
