The Cities of Fort Collins
and Greeley (the Cities)
requesting statements of
qualifications (SOQ) from
consulting firms or teams
(Consulting Teams) capa-
ble of preparing an Envi-
ronmental Impact State-
ment EIS) for the Regula-
tory Branch of the Omaha
District, U.S. Any Corps of
Engineers (Corps) as the
lead federal agency on the
Halligan -Seaman Water
Management Project
(Halligan -Seaman Project).
Prior to constructing the
Halligan -Seaman Project,
the Cities must obtain the
appropriate federal authon-
zalions as well as partici-
The cities of Fort Collins
and Greeley, like many
other cities along
the Colorado Front Range,
manage their water
systems with the intent to
meet demands during a
drought that typically CC_
curs once every 50 years
(a "50-year drought"). To
efficiently manage their
water supplies, the Cities
need additional storage
Capacity in the Cache Is
Poudre River Basin.
The Cities and their part-
ners have idenified the
Halligan -Seaman Project to
develop this additional stor-
age through the enlarge-
ment of Halligan Reservoir
(owned by Fort Collins) and
the enlargement of Millon
Seaman Reservoir (owned
pate in the Corps' prepara-
tion of an EIS in Coopera-
tion with other agencies
identified prior to and dur-
ing the scoping process.
The Consulting Team se-
lected to complete the EIS
will work directly for the
Corps as a Third Parry
Consultant, however, the
Cities will be responsible
for all contracts and com-
pensation. In addition, the
selected Third -Parry Con-
sultant must sign a "No
Conflict of Interest" state-
ment with the Corps.
The selected Third Party
Consultant will be responsi-
ble for the preparation and

The purpose of the Halli-
ganSeaman Project, as
defined by the Cities, is to
cooperatively develop
completion of all EIS docu-
mentation for the Halligan -
Seaman Project in a000r-
dance with the National
Environmental Policy Act
(NEPA) of 1969, as
amended.
The EIS must fully meet all
requirements of the Section
404(b)(1) Guidelines
(40 CFR Part 230), the
regulatory requirements of
the Council on Environ-
mental Quality (40 CFR
Parts 15M through 1508),
and the NEPA and regula-
tory requirements of the
Corps (33 CFR Parts 320-
330 and Appendices — per-
mits and public interest
review).

tential for coordinated op-
erations between the
enlarged reservoirs, the
Cities are proposing that
the Halligan -Seaman Pro-
ject be evaluated in a sin-
gle NEPA process.

In 1910, North Poudre
Irrigation Company (NPIC)
completed Halligan Reser-
voir on the North Fork of
the Poudre River, and in
1943 Greeley completed
construction of the Milton
Seaman Dam on the North
Fork. Both Halligan and
Seaman reservoirs are
situated on the North
Fork of the Poudre River.

NPIC completed a study to enlarge
Halligan Reservoir to increase water
supply reliability, especially during
drought years. Several years later,
in 1993, Fort Collins Utilities signed
an agreement with NPIC to acquire
rights to the existing reservoir and
the Potential enlargement project.
In 2002, Fort Collins Utilities up-
dated the 1989 feasibility study to
address current environmental is-
sues and project costs. The 2002
feasibility study outlined four dam
types at three alternative locations
each storing volumes of 15,000,
25,000 and 40,000 acre-feet. Since

the 2002 study, other research has
been conducted to assess the viabil-
ity of this project.

feet at the middle site, 1,000 feet

ing significant savings to Fort
Collins Utilities customers If the

alternative is a 40,000 acre-foot
reservoir with a roller compacted
concrete dam. This preference may
change as more studies are com-

ing a unit cost of $1,190 per acre-
foot.

North Fork of the Poudre
River. For 60 years, this
5,000 acre-foot reservoir has
helped Greeley meet the wa-
ter supply needs of citizens.
In 1993, Greeley completed a
study to enlarge Milton Sea-
man Reservoir to increase
water supply reliability, espe-
cially during drought years.
In 2003, Greeley updated the
1993 feasibility study to ad-
dress current construction
methods and project costs.

Several other participants have planned to join Fort Collins
and Greeley in the Halligan -Seaman regional approach to
water management. These partners include.
North Poudre irrigation Company (NPIC; has provided
irrigation water to portions of Larimer and Mid Counties
for more than 100 years. The Company has a water portfo-
lio that includes 18 reservoirs, 40,000 units of the Colorado
Big Thompson Project and various native direct -flow de-
crees. NPIC also has owned shares in four other ditch
companies in the service area.
North Wrid Ceunty Water District (NWCWDj was es-
tablished in November of 1962 to provide a dependable
supply of potable water to a large area of Weld County.
The District's service area encompasses 300 square miles
serving various rural areas and the communities of Auft,
Eaton, Pierce, Severance, Galeton, Gill, Lucerne, Nunn,
Windsor and a portion of Greeley. Annual water delivered
including town contracts is 5,846 acre-feet.
Fort Coliins-i..oveiand Water District (FCLWD)
adopted a master plan in 1994, incorporating a comprehen-
sive approach to provide safe, reliable, potable water at a
reasonable cost. The District's future water -demand pro-
jections are based on the historic increases in water de-
mands of 4.28 percent from 1980 to 1990 and 5.4 percent
proximately 43,000 acre-feet. This
includes the replacement of the exist-
ing dam/spillway.
The estimated cost is approximately
$42 million (not including a diversion
from the mainstem). The unit cost for
the additional storage (beyond the
current 5,000 acre-feet of storage)
is $1, 100 per acre-foot.

land -use designations incorporated into comprehensive
plans for the cities of Fort Collins, Loveland, Windsor,
Timnath and the counties of Larimer and Weld. The Dis-
trict currently serves more than 11,500 taps or a popula-
tion of approximately 36.800 in an area of 60 square
miles.
East Larimer County ;Hater District (ELCO) was
created in 1962 to provide drinking water to homes and
businesses located north and east of Fort Collins. By De-
cember 2003, ELCO had grown to serve 5.050 customer
accounts. Approximately 20 percent of the property
within the District boundaries has been annexed into the
City of Fort Collins.
The City of Evans completed the most extensive up-
date to its 'Comprehensive Land Use Plan' in the City's
history in 2002. This plan will guide the City's growth and
development well into the future with a planning horizon
out to the year 2030.
To meet the needs of Evans, the City has subsequently
undertaken studies to determine long -tern water re-
source needs. This effort is consistent with Evans' mis-
sion of providing safe and reliable water service to its
citizens and other customers.

Please find below a question and answer regarding Halligan -Seaman Water Management Project.
QUESTION:
My question concerns potential conflicts between the interests of other clients represented by a proposing
project team and the interests of the City of Greeley. For instance, one company with whom we are
considering teaming represents a Front Range area water conservancy district in water rights matters. The
water conservancy district has, in the past, been an objector to City of Greeley water rights actions. Our
potential partner has checked with its client, the water conservancy district, and has confirmed that they
have no concern with a conflict of interest in this situation. Our question is: would the City of Greeley
have a concern or an issue with a consultant team who currently and in the past has represented entities
that have been in opposition to the City of Greeley on water rights matters?
ANSWER -
At the scoping meeting we discussed potential conflicts of interest, from both the Corps' perspective and
the cities' perspectives. It was recognized that most consulting firms have worked for multiple entities
within the state, and along the front range, and that many of these entities have been, at one time or
another, objectors to the cities' water rights actions.
I would suggest that you proceed with your submission of the SOQ.
