ROADWAY MAINTENANCE DESIGN AND PLANS
SCOPE OF SERVICES
Introduction
This scope of services represents the transportation engineering services and coordination associated with
the project known as the East Prospect Roadway Rehabilitation Project (hereinafter referred to as the
Project). This scope accompanies the included cost estimate with individual work tasks represented in
rows and anticipated professional staff effort represented in columns.
The attached fee is an estimate of the required time to complete the design and a set of construction plans
for East Prospect Road between the intersections of Summit View Drive and the Western Frontage Road
of 1-25. The contract would be structured as a "cost plus maximum" so that if the work requires less time,
then the client would not incur those charges. If the scope remains the same, then the charges for the
work would not exceed the maximum shown.
Our understanding of the this project is based upon information provided by the City of Fort Collins via
telephone, site reconnaissance, preliminary research, and review of readily available City mapping and
reports_ We have also had meetings or discussions with,

Our approach to this project is to provide engineering services to a specific level requested by the City.
This includes the completion of design plans for an interim roadway rehabilitation only from Summit View to
the Boxelder Creek bridge structure near the I-25 west Frontage Road. The design will transition to the
proposed "E. Prospect Road Improvement Project" at Summit View. The design will also transition to the
E. Prospect Road interim section as proposed with the CDOT "Poudre River Rest Area" project at the
Boxelder Creek crossing. This scope does not encompass conceptual design of the ultimate roadway to a
full City standard.
It is our understanding that the City is expecting to build an interim section, 36' wide with 4:1 side slopes,
through this corridor. From conversations with the City it is also our understanding that this scope of work
and resultant plans will become a "stand-alone" set of plans detailed to the level needed for use by the City
on -call contractor. The plan set will not be used as a bid document.
We anticipate that the plans will be prepared for the rehabilitation portion from Summit View to the
Boxelder Creek during the Spring of 2005 with the goal of advertising the project in late spring, and
construction of E. Prospect during the summer and fall of 2005.

Basic Services
Pre -design and Project Start -Up
100 - Project Start -Up and Continuing Requirements
The effort of this task includes coordination with the City, including the effort to get the project
underway with a kickoff meeting. The meeting will serve as a time to review project team member
roles, refine project scope, establish project objectives, and set schedule goals and milestones.
These tasks also include effort for progress meetings and status notes and invoicing as necessary to
complete the outlined work. It is assumed that some coordination with other agencies will occur, and
will be limited to the level of effort shown in the work plan spreadsheet.
200 - Survey
It is assumed for this scope that there will be only minimal levels of surveying required. It is assumed
that the base mapping for the project will utilize existing survey topography information gathered with
the E. Prospect Improvements Project by City and Stantec forces. This scope assumes only a small
amount of survey hours to accomplish tasks such as obtaining utility pothole information and site
specific data not previously obtained.
300 — Information Gathering
Prior to the start of the design process, a number of items will be gathered. This includes a review of
the Right of Way and land ownership from the City's GIS system and previous work on the E.
Prospect Road project. An "informational' level ROW map will be developed from the GIS and County
information available. This map will show approximate property lines and ownership know in the
corridor and will be used to evaluate the need for possible ROW takes. No boundary surveys are
anticipated with this scope.
Available Utility information will also be researched and reviewed and included into the project base
map. Any available traffic information will also be gathered, and as a part of the kick-off meeting, the
typical section for the roadway section will be confirmed as the rehabilitation project will not be
designing a roadway to a full City standard based upon functional classification.

Design
Once the project is set up and underway with all the needed information in hand, the design process will
begin and the following tasks will be completed:
400 — Miscellaneous Requirements
There are several miscellaneous tasks associated with design that are detailed in this portion of the
scope and work plan.
Although no large-scale utility relocation efforts are anticipated, some utility coordination will be
necessary. This includes reviewing proposed horizontal and vertical designs and access potential
conflicts with underground utilities, and above ground appurtenances such as power poles, pedestals,
manholes, valve boxes and vaults. With this proposal we are assuming one day of utility pot -holing
will cover the potential storm pipe extensions_
The design of the roadway pavement structure in terms of geotechnical engineering is assumed to be
completed by the City, and no effort is shown for the consultant team.
Throughout the course of discussion with the City, it is assumed that the intent of the project is to
maintain the limits of construction within the existing Right -Of -Way. Utilizing the ROW research
conducted in the effort listed above, the team will identify any ROW impacts of the projects, and if so,
what potential options may be (such as obtaining ROW, or narrowing the typical section to stay within
the existing ROW). If any ROW acquisition is required, it is assumed to be completed by the City.
500 — Hydrology / Hydraulic Design
It is assumed with this scope that no new storm drainage system will be designed. It is our
understanding that the existing storm drainage system will be utilized to the extent possible and that
existing storm pipe will be left in place with pipe extensions placed to the new toes of slopes.
It is also our understanding that a large portion of the project corridor is within current City floodplain
limits. It is assumed as part of this scope that the proposed vertical alignment of E. Prospect from
Summit View to the Boxelder Bridge will be design to reasonably match the existing profile of E.
Prospect Road. We understand this is necessary to maintain the current characteristics of the
floodplain. With maintaining the existing profile it is understood that typical City longitudinal grade
standard may not be met.
A storm drainage memo will be prepared and submitted with the plans and will identify modification
made to the storm drain system as part of this project. No floodplain modeling is included with this
scope.
6Q0 Final Design
The design of the roadway rehabilitation/maintenance will take into account all the above information.
The design of the roadway will include a detailed horizontal plan and vertical profile for the length of
the project plus an anticipated 300' on each end to tie to proposed interim designs. Utilizing the
centerline plan and profile together with the typical section, grading for the roadway within the project

limits will also be completed. No structural design is anticipated, but the design will include roadway
drainage features (assumed to be roadside ditches), roadway grading, and identification of any
necessary utility relocation.
Basic Design Criteria:
❑ Length: approx. 1700' (Summit View to Boxelder Creek)
a Width: 36 feet (2 12' travel —lanes, 2- 6' shoulders)
❑ Design Speed: 45 mph
❑ Side Slopes: 4:1 preferred (3:1 min)
❑ Fill required for side slope flattening would be imported.
❑ Road approaches to remain at existing locations
❑ Vertical alignment to reasonably match existing profile
❑ Roadway Pavement section to be determined by the City
❑ No new utility installations.
o Relocation of existing utilities will be by others.
As mentioned previously, any ROW issues associated with the design will be identified early in the
process and option for their accommodation will be reviewed with the City.
700 — Plan Set and Review
With the design substantially complete, a construction plan set will be created for review by the City of
Fort Collins staff. The set is estimated to be approximately 95%■ complete and is anticipated to
include:

1- Typical Sections I General Notes
■ 1- Summary of Approximate Quantities
■ 1- Design geometry and control
• 3- Roadway Plan and Centerline Profile
• 1- Storm drain extensions and details
1- Signing and Striping (by City)
■ 1- Misc- Details
■ Roadway Cross sections ( at? 50' interval)
■ Project Specifications (by City)
It is assumed to NOT include: landscape plan, opinion of probable construction costs, right of way or
property mitigation drawings, construction phasing/traffic control plans, and other "front end" bid
documents.
A submittal will be made to the City of the plan set following in-house detailed QA/QC review. A
review with the City and identify any final work items prior to the completion of the plan set for
construction.
The consultant team will now finalize the plans, and make any necessary changes and/or refinements.
The final submittal will include a detailed plan set for construction.

Construction
The Stantec team is experienced in and very capable of providing Construction Engineering assistance
and services throughout the construction of the East Prospect Road maintenance project. Upon request,
as an additional service. Stantec can provide staff for this phase of the project.
800 — Assistance to the City During Construction
Not included with this scope of work.
Reimbursable Expenses
Reimbursable expenses are the expenses incurred in connection with the Project. These are anticipated to
include: reproduction of documents, postage, and transportation incidental to the Project.
Additional Tasks
Tasks that are beyond the above scope of services are not currently included, but could be added as
additional tasks if required or requested. This could include:

Proposed Fees
Stantec can provide the above detailed services on a time and material basis, with a not to exceed cost of
$25,766 that is detailed in the attached spreadsheet. We look forward to working with you.
