EDAW, Inc. is the proposed prime consultant for the Old Town
Square Plaza Renovation, Trimble Court and Tenney Court Alley
Improvements. EDAW will coordinate the project team, provide
landscape architecture, civil engineering, and irrigation services, as
well as preparing construction documents.
Resource -based, multidisciplinary design and planning have been
dominant components of EDAW's work since the company's
inception. EDAW has accomplished hundreds of projects with leading
experts in a wide variety of disciplines. Working in a team setting with
clients and stakeholders is EDAW's preferred way of providing service
and leadership while building consensus.
We consider the service to our clients as important as the quality of
the work. Our clients are not only the staff, boards and commissions
for whom we work, but the entire community, which has put their
trust in us to develop the best solution possible. Effective public
involvement and communication is a given that we believe leads to a
better product.
In addition, we are extremely cost conscious on all our projects, and
take extra care to manage the design work to the available construction
funds. We have an excellent record of being on time and on budget.
ASSIGNED PERSONNEL
This is a large team, as required by this aggressive schedule. The
need for a multi -pronged approach to cover the survey, infrastructure,
horticultural conditions, architectural opportunities, project theming
and image, research for materials options and maintenance demands,
all require rapid development for review and approval. If we don't
provide all of the information quickly, you won't have a complete
picture of the project rapidly evolving. This project team is available
and motivated to complete the work within the current project
schedule (Schedule B). Our team has been selected to best meet the
needs of the City and includes the following subconsultants.

EDAW is an international planning and landscape architecture firm,
founded in 1939. We have 14 offices in the U.S. and 11 offices overseas.
Our Central Region office was established in Fort Collins in 1974, and
our Denver office was added in 1990. Between the two offices, we
employ a staff of over 90 professionals, including landscape architects,
urban designers, environmental planners, graphics specialists and
ecologists. EDAW also has irrigation design and civil engineering
in-house, giving us easy access to quick and appropriate landscape -
related engineering solutions.
There are two particularly important EDAW qualities — the way we

Jana McKenzie, Principal, Principal -in -Charge
Jana McKenzie is a Landscape Architect with a broad range of
experience with public and private client projects, including
streetscape design, parks, trails, resource management, design
guidelines, community master planning and transportation facility
design. Jana has practiced for over twenty years in downtown
Fort Collins. Jana's experience includes the Longmont Downtown
Enhancement project, Centerra Streetscape Design Guidelines in
Loveland, Larimer County Justice Center and Confluence Park
redevelopment project in Colorado Springs.
Brad Smith, Senior Associate, Project Manager
Brad is a registered landscape architect with 15 years experience in
project design, master planning and management. His expertise lies
in his ability to define and resolve potential implementation problems,
and to manage large projects and design teams from concept through
construction. He is the project manager for the $25 million Confluence
Park redevelopment plan in Colorado Springs and has been the
project manager for many other park and public projects through his
career. Previous EDAW projects include Reebok World Headquarters,
East Capitol Campus Master Plan and Construction Documents, and
Bay Street Village. Prior to joining EDAW, he managed the Seattle
Symphony Benaroya Hall and Garden of Remembrance project for
the Seattle Symphony Foundation, a $166 million project, entirely
constructed upon the building's underground parking structure and
including a granite and water war memorial.
Craig Russell, Associate, Landscape Architect
Craig Russell is a landscape architect and an accomplished illustrator.
He has extensive experience in campus design, transportation
corridor design, and urban/streetscape design. Craig was the project
landscape architect on the Washington University Student Housing
project, Trinidad Viaduct Reconstruction and Streetscape Design, and
the Washington University Medical Center Streetscape Design. Craig
was one of the lead designers for the Fort Collins Downtown Alleys
Concept Plan.
Gregory Hurst, PE, Civil Engineer
Greg Hurst is a Civil Engineer with over 20 years of professional
experience in land development related design, including
infrastructure planning, water, sewer, road, grading and drainage,
hydraulic structure, irrigation system design, and water resource
studies and design. As Director of the Site Engineering Services Team
and a Principal at EDAW, Mr. Hurst is responsible for design and
layout of domestic water systems, sanitary sewer systems, storm
drainage retention ponds and channels, irrigation systems, water
feature and lake engineering, water rights analysis, and water resource
feasibility studies.
Brent Jeffery, Associate, Irrigation Designer
Brent is a landscape architect and irrigation designer with extensive
experience in landscape design, irrigation design, water delivery
systems and pump station design. He was irrigation designer for
various sports park projects, including Country Fields Park and

Northridge Park, both in Erie; Copper Mountain Youth Park, Butte,

BHA DESIGN
BHA Design Inc. is a landscape architecture and planning firm
established in January of 1993. The firm size is currently 10 full-time
landscape architects and one administrative assistant. BHA provides
landscape architecture, master planning, urban design, public process,
entitlements and graphic design services to both public and private
clients in a variety of settings. They have three areas of focus — areas
that are both market focuses and elements that we try to incorporate
into each of our designs: Sustainable Design, Therapeutic Design and
Fun
Bruce Hendee, ASLA, Landscape Architect
Mr. Hendee is the President of BHA Design. He has extensive practice
as a Landscape Architect and planner. He has organized and managed
a wide variety of planning, urban design, and landscape architecture
projects over the last 20 years. He has worked on numerous occasions
with the public and often is called upon to develop design solutions
that meet the needs of divergent interests. He has experience with
numerous downtown and streetscape plans, including downtown
plans for the cities of Fort Collins, Johnstown, Windsor and Laramie.
Roger Sherman, ASLA, Landscape Design
Roger is a Landscape Architect with 14 years experience, and brings
master planning, conceptual and detailed design, documentation
and implementation to each project. He enjoys refining design ideas,
coordinating with clients spontaneously, working with the public
and being on site during construction. Roger will assist in landscape
design for the project.
THE ARCHITECTS' STUDIO (TAS)
Since 1977, TAS has provided a full scope of architectural and planning
services. Their project experience includes planning and design of
a variety of project types and project sizes for both the public and
private sectors. They are dedicated to high quality design, as well as
creative and cost effective solutions. EDAW has been working with
TAS for over 20 years. Together, EDAW and TAS have completed
over 15 parks and recreation projects. TAS will provide architectural
services for the project.
Carr Bieker, Architect
Carr Bieker is a Principal with The Architects' Studio and has over
30 years experience in urban planning and redevelopment projects,
sustainable design standards, retail centers, retail shops, industrial
buildings, schools, parks, office buildings, housing, and historic
renovation / restorations.

Carr was the architect on the EDAW team for the Fort Collins
Downtown Alleys Concept Plan. Examples of his work include the
Northland Redevelopment Project, an 18 acre commercial /retail project
for redevelopment in Thornton, Colorado; South Beach Redevelopment
Study, Miami Beach, FL; Avert Inc, a 20,000 sf corporate office in Old
Town Fort Collins; and The Center for Advanced Technology Master
Plan, CSU Research Foundation, Fort Collins. CO. Carr has worked
with EDAW for over 20 years on diverse projects, most recently the
architectural, environmental and sustainable components of the Fort
Greely, Alaska Installation Development Guidelines.
ACKERMAN ENGINEERING
Established in 2000, Ackerman Engineering has provided electrical
engineering on a range of projects, including sports arenas, lighted ball
parks, campgrounds, as well as other park/recreational type facilities.
Expertise ranges from lighting design (interior, exterior, ball -field,
arena, and event) to the design of building power systems, primary
and secondary electrical distribution, emergency/backup power
generation, fire/security alarm, lightning protection, grounding, and
other associated electrical systems.
Don J. Ackerman, PE, Electrical Engineer
Don is a registered professional engineer in Colorado and Utah with
over 23 years of experience providing engineering services. Don is
a member of the Illuminating Engineering Society (IES), Council of
Educational Facility Planners International (CEFPI), and the National

Longmont Downtown Streetscape
Bay Street Village, WA
Fire Protection Association (NFPA). He has been responsible for
project management, design, cost estimation and construction
administration, as well as all coordination with owners, clients,
other disciplines, utility companies, vendors, contractors and code
authorities. Don has collaborated with EDAW for over 20 years on
more than 15 projects, including Highlands Ranch Civic Green Park,
Copper Mountain Youth Park, Lakewood Festival Area and Ridge
at West Meadows Park. Don will be responsible for electrical and
mechanical engineering for the project.
LIGHTING DESIGN
Nancy Clanton, PE, LC, IALD
Nancy E. Clanton is founder and President of Clanton & Associates,
a lighting design firm specializing in sustainable design. She
obtained her Bachelor of Science degree (Architectural Engineering,
Illumination Emphasis) in 1975 from the University of Colorado,
Boulder and is a registered Professional Engineer in the state of
Colorado. Nancy speaks throughout the nation on topics relating to
sustainable and energy efficient design and light pollution and has
been an instructor at the University of Colorado -Boulder. Nancy was
chairperson of the Illuminating Engineering Society of North America
(IESNA) Outdoor Environmental Lighting Committee, a member of
the Board of Directors of the International Association of Lighting
Designers and the International Dark Sky Association. In addition, she
serves on the Advisory Committee of Environmental Building News,
is a member of the Professional Advisory Board for the Engineering
Department at the University of Colorado -Boulder and is a member
of the United States Green Building Council. Nancy is a topic editor
for the IESNA Lighting Handbook and her committee was responsible
for the production of the IESNA Recommended Practices on Outdoor
Lighting. She was group leader for the "Greening of the White House"
initiative and received the 1999 "Contribution to the Built Environment
Award" from the Colorado North Chapter of the American Institute
of Architects (AIA). In 2001 Nancy served as a final editor for the
Advanced Lighting Guidelines written by the California Energy
Commission. Her firm's lighting design projects reflect her sustainable
philosophy and eight of their projects have been named to the AIA
Committee on the Environment Earth Day Top Ten List.
Gregg Adams, LC, IES
Gregg Adams has worked in the lighting industry for 14 years. He
received a Bachelor of Fine Arts degree from Arizona State University,
is a member of the Illuminating Engineering Society of North America
(IESNA), and is Lighting Certified through the National Council on
the Qualifications of Lighting Designers (NCQLP). Several of his
projects have won awards from the IESNA. Gregg's interior experience
includes office buildings and schools. His exterior experience includes
urban streetscapes, roadway, street lighting, site lighting. He is
currently working on several Colorado Department of Transportation
and Denver area projects. Gregg was instrumental in developing the
site lighting for the Invesco Field at Mile High stadium including the
parking lots. In addition to his experience as a lighting designer, Gregg

Centennial Olympic Park, GA
worked for two years as a Regional Manager for an outdoor lighting
manufacturer and began the company's "dark skies" initiative.
HORTICULTURIST
Sharon Lockwood
Sharon is an award winning landscape designer whose work has been
featured on the local garden tours nearly every year of her career.
Through day-to-day design experience, working with local nurseries
and contractors, and being a participant in the Plant Select program
for the Rocky Mountain region, she is an expert in plant knowledge.
She is currently a certified member of the Association of Professional
Landscape Designers and the International Society of Arboriculture, a
past certified Nursery Professional and a member of the Association
of Landscape Contractors of Colorado for many years. Sharon has
taught classes at local nurseries as well as being a guest speaker at
Front Range Community College and Colorado State University on
several occasions.
SURVEYING
King Surveyors, Inc.
King Surveyors, Inc. is multifaceted and concentrates on providing
their clientele with construction, topographical and land surveying
services. The firm is comprised of four registered land surveyors and
associated support groups organized to offer assistance in the areas
of Land Surveying Services, Topographical Services and Construction
Staking. King Surveyors utilizes the highest level of current
technological advancements in order to provide their clients with the
most up-to-date and cost effective services available. With over nine
AutoCAD Personnel and support from six to nine field crews during
the winter season and summer months, each of their projects are
completed efficiently and on schedule.
Larry Pepek, Surveyor
Larry handles all aspects of client communication including meetings
and scheduling for various jobs. He establishes the project proposals
and allocates various tasks to assigned project managers. Mr. Pepek
has been a fundamental asset to King Surveyors, Inc. since January
1994 and has recently taken on joint ownership of the company. He
will oversee all the surveying work for the project.
WATERLINE STUDIOS
Dominic Shaw, Fountain Designer
Dominic Shaw is a hydraulic and electrical designer with 21 years
of professional experience in water feature design, including project
management, installation, custom product design and manufacturing.
Dominic was employed by EDAW for seven years as Director of the
water feature design team prior to forming Waterline Studios. Dominic
is responsible for the conceptual development, design development
and construction documentation of water feature projects, and has
completed many interactive fountains as well as water features in
natural settings. He will inspect the Old Town fountain mechanical
and plumbing systems and recommend repairs.

Experience
Don has over 22 years of experience with electrical system design. His design experience includes power
distribution, emergency and standby power, lighting (interior, exterior, ballfleld, arena, and event), life
safety (including fire alarm, detection, and special suppression), lightning protection, grounding,
voice/data communications, master clock, and security.
He has been responsible for project management of multi -discipline design teams (electrical and
mechanical) as prime consultant and as sub -consultant, design, opinions of cost, bid assistance and
administration, construction administration as well as all coordination with owners, clients, other
disciplines, utility companies, vendors, contractors, and code authorities.
From 1990-2000 Don served in various capacities at the Lakewood office of The RMH Group, Inc., 1990-
1994 as Lead Engineer, 1994-2000 Multi -Discipline Team Manager, 1998-2000 Vice President. When
Don left RMH, they had 125 people in two offices, with projects throughout the Midwest and World.
Don served as Design Engineer for Garland D Cox Associates, Inc. from 1981-1990. Don was one of
three engineers that remained with Garland up to his retirement.

Project Manager:
Project manager for several years before taking over the duties of office manager. Primarily
worked with land developers and engineers in the subdivision platting process of over thirty
subdivisions. He followed many projects from conceptual plan to final city or county
approvals including residential, multifamily and commercial sites. These projects
consistently started with a boundary/topographic survey for design and for planning purposes
and were then followed up with the platting process. Platting consisted of a conceptual plan,
preliminary plat and then the final plat. Some examples of these are:
-The platting of Centerplace Subdivision located in Greeley, CO at the
intersection of 47th Ave. and U.S. Highway Bypass 34.
- The platting of the Centre of Advanced Technology No. 19 located in Fort
Collins, CO at the intersection of Drake and Shields.
- The platting of several subdivisions in Windsor Colorado including: Poudre
Heights Subdivision 2nd Filing, Jacoby Farm Subdivision 1 st, 2nd and 3rd
Filings and the Platting of three subdivisions in Diamond Valley.
In addition to subdivisions Larry has extensive knowledge of Right -of -Ways and route
surveys, including many large road and pipeline projects. These projects have required the
coordination of the crews for obtaining topographic information for design, Right -of -Way
determination and producing final exhibits and legal descriptions for additional Right -of -
Way. These projects have included approximately eight miles of road rehabilitation in Gilpin
County, Windsor Sewer and Storm Line interceptors, and several water lines for North Weld
County Water District to name a few.
Lastly, Larry managed the surveying of Greeley's drainage basins, this included topographic
survey of ditches and water storage ponds, tying this survey to established GPS points in the
City of Greeley both horizontally and vertically, and plotting the data so that it may be used
to build a storm water drainage model.

In addition to the personnel proposed for this project, we have the
capability to tap into the manpower resources of all of our EDAW
offices, if necessary, to meet your deadlines, and to give your project
its deserved priority. We have consistently met deadline and budget
parameters over our professional history.
Additionally, to assure that this project stays on course, on time, and
provides the greatest breadth of perspective, we have also added
BHA Design to collaborate on the concept development as well as
preparation of contract documents for Tenney Court.
MOTIVATION
EDAW is excited about continuing our work on the Fort Collins
Alleys and coordinating that effort with the Old Town Square Plaza
renovation. Our office is located in Old Town, so we have a vested
interest in the renovation.
UNDERSTANDING OF KEY ISSUES
As lead consultant for the Old Town Alleys Conceptual Design work
completed in June 2004, the EDAW team is uniquely positioned to
build upon our previous efforts and achieve an extraordinary built
project. We already possess a clear understanding of the opportunities
and constraints within Trimble Court and Tenney Court, and we
are immersed in the unique operational needs of the alleys as well
as specific design principles and ideas that can be employed. After
completing the initial research outlined within the Old Town Alleys
Conceptual Design Report, we know what information is necessary
to advance the project and we know how and where to obtain it. In
addition, our office has been located in Old Town Fort Collins for 25
years, and as daily users of Old Town Square, we are familiar with
what makes this space successful and recognize opportunities to
improve upon its success.

FIRM CAPABILITY
ALLEY ISSUES
There are several critical issues, both operational and aesthetic, that
we feel must continue to be explored in order to create the vibrant,
exciting alley environment desired, including:
Trash Collection
The Conceptual Design Report outlines consolidation of trash into
a centrally located compactor as the optimal strategy to eliminate
dumpsters and enclosures in order to create a pedestrian friendly
environment. Smaller enclosures containing trash cans may be
necessary as well. Locations for the compactors have been outlined
in the report. Business owners in Trimble Court can easily utilize the
compactor in Whitton Court, but they may also require a small can
enclosure. The compactor which serves Tenney Court could be located
as shown in the Conceptual Design Report as well, and this alley may
also require a small enclosure for can service. We will continue to
meet with and assess the needs of business owners in both alleys and
develop or adjust our strategies as required.
Delivery and Service
The Trimble Court Alley is narrow and difficult for delivery trucks,
which typically use Whitton Court for access. After consulting with
delivery drivers and owners, it is likely that this alley could become a
pedestrian only thoroughfare. We will continue to research this idea
through discussions with business owners and service providers, as
it could provide for a rich pedestrian experience and may allow us to
elaborate upon the outlined design solution.
Historic Preservation
Many of the buildings that create the alley space are listed on
the National Register of Historic Places. It will be important to
appropriately balance historic preservation issues with design
solutions that achieve the objective of creating a vibrant pedestrian
environment. In order to assist the design team with this, we've
included a Historic Preservation consultant on the EDAW team to
research the important aspects of Old Town History. It is our hope that
the historic research will enrich our design solutions as well.
Pedestrian Safety
A well -lit environment, on -alley building entrances and residences can
all help create the perception of a safe alley environment. In addition,
ideas such as evening cafe seating when appropriate, can greatly
improve the overall feeling of safety in the alleys. A highly regarded
lighting consultant on the EDAW team will assist in creating artful,
innovative and effective lighting solutions. Research on surveillance
cameras will be conducted in order to determine the feasibility and
effectiveness of this safety measure.
Accurate Existing Conditions Information
Utility locations, existing grades and accurate boundary lines will be
critical to obtain as soon as possible, so that any design work reflects
the best possible information we can obtain. It may also be important
to locate any unique underground features that may exist. An example

of this is the roof of a retail establishment's basement in Old Town
that collapsed during a recent renovation of the street corners along
College Avenue.
Activating the Alleys
The presence of activity, such as retail store entrances, gathering
spaces, cafe style seating or vendor carts is critical to the long-term
success of the alleys as pedestrian environments as discussed in
the conceptual design report. It may be possible to create on -alley
entrances to businesses. Meeting with the DDA and business owners
to further discuss the feasibility of this opportunity will be important
before design work begins. Cafe style seating opportunities that work
with the potential service access needs on Tenney Court must be
explored, as well as vendor opportunities in both alleys. There is great
potential for creating active alley environments here, with the direct
link to Old Town Square and downtown Fort Collins.
Planting and Other Human Scale Design Elements
In order to create a lively and inviting pedestrian environment, it will
be necessary to bring planting into the alleys through the use of pots,
planter boxes, hanging baskets and other devices as outlined in the
report. It must be determined who will be responsible for maintaining
the planting and how they will do it. This will require coordination
with the DDA and business owners. Creating planting schemes
with year round interest, and irrigating these features may also be
a challenge. The horticultural expert on the EDAW team and our
irrigation designer can assist with this effort.
Relating to Old Town Square Character
Although most of the design solutions presented in the report relate
well to the adjacent square, this is an important aspect of further
design work, particularly in the use of materials and transitioning
between Trimble Court and Old Town Square. In the case of Tenney
Court, the transition between the Opera Galleria and this alley must be
considered.
OLD TOWN SQUARE ISSUES
The Old Town Square portion of this project involves renovating the
existing environment, including the landscape, fountain, concrete
pavers, planters, site furnishings, concrete paving, and designing a
speakers rotunda. Although Old Town Square is certainly successful
and is the focal point to which many residents and visitors identify as
the hub of the community, many of the elements in the square have
fallen into disrepair and are in need of replacement or additional
maintenance. Addressing these issues will create an even more
enjoyable experience for users of the Square. The Square must still be

Problematic Drainage Areas
Years of settling and use have caused depressions and low points in
the plaza, which create drainage problems and can be unsafe during
winter months. Assessing the quality of the pavements and their

subbases in these areas will determine which can be renovated to
eliminate maintenance issues. The installation of additional storm
water utilities may also aid in this effort. Our team will carefully
evaluate problematic areas and provide a variety of cost effective
solutions suited to each location.
Fountain Mechanical System Repair
The fountain is a major focal point in the Square providing
opportunities for children and adults to interact and play. Updating
the fountain mechanical system will allow it to run more frequently
with less maintenance. Dominic Shaw, our water feature consultant,
brings 21 years of expertise to the project and will evaluate the
fountain, providing alternative solutions for design and maintenance.
Planting Scheme with Year Round Interest
Currently many of the trees in the Square are not healthy, many of
the planter beds have become overgrown, and other than annual
plantings, the landscape does not offer much color or variety. In the
winter months many of the beds sit bare and can become unsightly
and create maintenance problems. The current planting design does
not create a unique sense of place for downtown Fort Collins. As the
center of Old Town, the opportunity exists for a new unique, exciting
landscape that can be experienced by all citizens and visitors. By
combining landscape architectural and horticultural expertise on our
team we feel that we can create a stunning, low maintenance landscape
that will be remembered by all who visit the Square.
Renovation of Concrete Pavers
The Old Town Pavers are unique and identifiable to everyone in Fort
Collins. After assessing the condition of the plaza pavers, we will
explore solutions to renovate problem paver areas and develop a cost
effective maintenance program for sealing and cleaning, while still
maintaining a sense of history and place.

Fort Collins Downtown Alleys Concept Design

Alleys in most cities are the backyard of downtown businesses. They are often
cluttered with dumpsters, smell bad and have an unsafe image. But, what if
these alleys can be transformed into vibrant pedestrian spaces?
EDAW completed a concept design study for the Fort Collins Downtown
Development Authority that investigated two alleys in Fort Collins' Old Town
and the potential to create pedestrian -oriented environments. The resulting
designs provided for alleyside entrances to existing businesses and aimed to
create areas of interest that would attract people.
The concept design report was presented to the Downtown Development
Authority Board and was met with unanimous approval.

EDAW, as part of a design -build team, was selected from a competition to
design the site around the Larimer County Justice Center. The winning design
recommended redevelopment of one block of downtown Fort Collins, Colo-
rado, including a new courthouse, and a mix of commercial, residential and
office uses arranged around a major civic room.
Phase one of the site design includes construction of the courthouse,
streetscape enhancements and an urban park, complete with an interactive
water feature, sitting areas and a small performance area.
The design was developed in conjunction with an artist, who will install art
pieces that mark the major gateways to the park.

Gardens on Spring Creek

The Gardens on Spring Creek are located on a 17-acre site in central Fort Col-
lins. In addition to community fruit and vegetable gardens, the center will
include numerous demonstration/theme gardens, including a children's
garden, healing garden, water garden, habitat garden, experiential garden,
rock/alpine garden, prairie garden and four seasons garden.
The City of Fort Collins selected EDAW to design the community horticulture
center with the objective to "connect people to each other, nature and our local
place." While emphasizing the plant growing process, applied horticulture,
horticulture to improve the community and environmental horticulture/food
crops, the center will also be fun, inclusive, experimental and demonstrate sus-
tainable principles.
The site design follows sustainable principles by utilizing porous paving, raw
water, recycled/recyclable materials, water harvesting, composting, macro/
micro -climate orientation and sustainable interpretation. Sustainable oppor-
tunities related to the building include use of passive, active and photovoltaic
solar power, building orientation to maximize solar heat, high insulation level,
natural ventilation, high efficiency heating, shading devices, destratification
fans, and natural daylighting.

EDAW prepared a master plan and construction documents for circulation and
aesthetic enhancements for an 8-block area in Downtown Longmont. Prelimi-
nary circulation and parking alternatives were developed in the conceptual
phase of this project to balance the needs of pedestrian and vehicular users on
Main Street. Special emphasis was placed on slowing vehicular traffic to make
Main Street a more pedestrian friendly environment while not discouraging
retail traffic or impacting adjacent residential neighborhoods. Since Main
Street is a state highway, rerouting through -traffic away from the downtown
was not an acceptable option. Investigating pedestrian crossing options for
Main Street was a large part of the conceptual phase of the project. Through a
series of task force, multi -departmental, CDOT, City Council, and individual
landowner meetings, an acceptable option was selected.
Corner bulb -outs, mid -block crossings, a landscaped median with emergency
lane, and updated site improvements were all part of the enhancements. The
design theme is distinctive and lively, combining historic character signage and
site furnishings with more contemporary paving bands and planters. Pedes-
trian lighting was refurbished with new fixtures, which improved lighting
while reducing glare. EDAW championed an art competition with the Art -
in -Public Places Board resulting in 12 new pieces that serve as entries to the
breezeways connecting Main Street to rear parking lots. The project has been
immensely successful and well -received by local merchants and the commu-
nity at -large.

Olin Library Plaza

The Olin Library Plaza is intended to provide an open, welcoming gathering
space in front of one of the most heavily used buildings on the Washington
University campus. It is a major social space within the framework of the
University and allows students a place to hang out, study, gather and people
watch. The plaza reinforces the axial alignment of Graham Chapel, and
resolves several converging circulation routes. Seatwalls of traditional campus
materials and moveable tables and chairs allow for different and flexible
seating options, while paving patterns repeat the architectural modules and
patterns of the library. Existing allees of trees terminate at the plaza, and addi-
tional canopy trees provide shade. A dramatic sculpture will provide a focal
point for the plaza on axis with the library entrance. The University views this
and other landscape projects as valuable assets which continue to attract stu-
dents to the campus.

Washington University Medical Center (WUMC) is one of the premier health
care institutions in the world with many Nobel Prize winners in medicine.
Landscape plans were needed for all the public areas of the campus encom-
passing a 16-block area as well as a streetscape renovation along Kingshigh-
way, the main entry to the medical center. Kingshighway fronts on Forest Park,
the third largest city park in the country and site of the 1904 World's Fair and
Olympics.
EDAW prepared a design solution integrating the park into the streetscape
and creating a colorful and powerful image for the medical district. Their con-
cept was to develop a landscape equal in stature to the institution, expressing
health, compassion and hope.

The City of Colorado Springs wanted to place the jewel of their park system at
the main entry to their downtown district. Named Confluence Park Redevel-
opment Area, this is one of the most significant image enhancement projects
in recent City history. The site is located between Interstate 25 and the central
business core of the City. Historically this has been a derelict site, used for in-
dustry, livestock, rail, coal gasification and commercial uses.
Through a series of public meetings, presentations and a 3-day public design
workshop, EDAW and its consultants provided programming, a framework
plan, phasing, costing and ultimately a master plan and construction docu-
ments for this $20 million project. The work balances market economics, en-
gineering, planning, sustainability and aesthetics. The results have met with
overwhelming public support.
This project is nearing completion of Phase 2 of construction, completing the
entire park with the exception of the main focal point fountain at the west end
of the Grand Oval. The fountain is scheduled for the next phase and will com-
plete the park amenities.

EDAW provided a conceptual master plan for Washington University's South
40 buildings. The plan illustrates how the proposed expansion and renovation
can be integrated with a strong pedestrian -oriented landscape to create a sense
of residential community. The landscape needed to be appealing to the stu-
dents and convey the feeling of quality and tradition, which was so prevalent
on the academic campus.

Several groups in the City of Fort Collins recognize
the potential of the Poudre River, which runs along
the edge of Old Town Fort Collins, as a unifying
element which could revitalize the area and become
the jewel of Old Town. BHA Design worked closely
with landowners and The City to develop an urban
40- design master plan for the historic core of Fort
Collins. The long range vision for this area includes
a new performing arts center, a new library, a 200
seat amphitheater, a riverwalk, a Native American
Cultural Center, and potentially a new museum and

BHA design teamed with OZ Architects and The Neenan Company on a design
competition for the City of Fort Collins new office building. The City program was for a
new 70,000 SF office building to be constructed in the civic center of Old Town Fort
Collins. The project was significant because it was to occur in an area called "The Civic
Center", designated by the City as the future heart of government administration for
both the City and Larimer County. In addition, it was to be designed as a demonstration
project resulting in significant savings through the use of 'green' technologies. The
proposed building design will result in 35% energy savings over traditional designs.
BHAs concept incorporated a number of site sustainability elements including solar
powered site lighting, passive solar designed plazas, a Best Management Practices
approach to water treatment through grass swales and special water filtration techniques,
use of indigenous plant materials, and the use of locally available sandstone.
The plaza was designed to reflect the integration of the Colorado landscape and the
built environment while incorporating 'green techniques' using renewable resources.

BHA worked with Aller-Lingle Architects and the City of Fort Collins to
develop a multimodal Transit Facility within Downtown Fort Collins. The
site design was driven by the aesthetics of the C&S freight depot that
is the hub of this new transit center. The depot's historic character and
materials were drawn into the site through a brick colonnade and bus
shelters along with ornamental pavers. To break up the formalism, BHA
introduced plantings to accent the unique patterns created by the
undulating bus stalls as well as introducing contemporary custom signage
with a whimsical transit theme.

Town Center Improvements, Town of
Vail, Colorado
Since the Town of Vail was proceeding
with major underground infrastructure
work, the opportunity to upgrade the
streetscape lighting was taken. The
lighting design for the town center
incorporated existing eclectic conditions
into a coordinated theme. Pedestrian
safety, aesthetics and welcoming
nighttime atmosphere were among many
design challenges.

Colorado
The City of Boulder 28`h Street between
Baseline and Arapahoe was widened and
improved to enhance City entrance and
to promote more bicycle and pedestrian
circulation. The lighting for the street
became a prototype for future street
lighting featuring fully shielded
luminaires. The pedestrian luminaires
incorporated low glare induction lighting
that requires minimal maintenance.
The Hill, Boulder, Colorado
Safety and security of students and
residents is a focus in this area. Lighting
and streetscape improvements included
replacing tall, high glare street lights
with pedestrian scale, low glare lighting.
Incorporating the lighting into the
streetscape design created a pleasant

• Project will begin with a kick-off meeting to introduce the City
and design team and all relevant concerned entities as available.
Meeting will define the project goals and objectives, review the
project schedule and verify the design concepts presented in the
"Fort Collins Downtown Alley Design Report." A detailed project
schedule will be discussed to assure milestones are coordinated
with the team and related City meetings. This schedule will
include internal team deadlines for each discipline.
• Acquire existing data, including aerial photography, as -built
drawings, design drawings, utility maps, etc.
• Assuming adequate as -built drawings are not available, the site
survey will commence to collect all surface data information.
Surveyors will go to great lengths to provide as much detail of the
areas from the ground surface up, approximately 2'. Along with
this detail, we will provide a 10-15' grid of ground shots in order
to catch as much drainage detail as possible. This survey will be
tied to a City of Fort Collins Bench Mark (NGVD 1929 unadjusted)
and on Colorado State Plane Coordinates, North Zone 1983/92.
Utility locates will be ordered using the One Call System. We will
locate all the marks made by the respective utility companies;
however, we cannot guarantee that the utility companies will
provide this service. Lastly, this survey will be created in
AutoCAD 2000 format. This work does not include a boundary
survey of the alleys.
• A geotechnical report for each of the three areas, compliant with
the City of Fort Collins' requirements, will be prepared and
include soil structural characteristics, as well as pavement designs.
• The design team will apply for and attend the City's Conceptual
Review Team meeting to discuss the project.
• Attend four utility coordination meetings with the City and
outside agencies to communicate the scope and intent of the
project. Design team will collect comments and procedural
requirements from each agency to assure successful reviews occur
at the proper time.
• Review existing condition of Old Town Plaza, including pavers,
fountain, concrete, stone, play area, site furnishings, lighting,
kiosks, signage, irrigation and landscaping. Summarize
recommendations for possible renovation, redesign or replacement
of existing features and the maintenance implications of each of
the alternatives.
EDAW INC DESIGN, PLANNING AND ENVIRONMENTS WORLDWIDE
SCOPE OF PROPOSAL
• Using the existing data described above, the design team will
prepare an opportunities and constraints map for reference during
discussions with the City and the public.
• The design team will support the City and DDA in presenting the
project during four (4) individual public meetings with affected/
abutting property owners and other interested members of the
community. The City and DDA will be responsible for leading the
public involvement program, and the design team will provide
assistance and prepare graphics/renderings for the meetings.
• Meet with trash hauling companies to understand their
operational requirements. Discuss trash removal options for
consolidation of trash services with adjacent stakeholders to build
a consensus -based solution limiting alley traffic and clutter.
DESIGN DEVELOPMENT
• Using the information gathered in the steps outlined above,
alternative design solutions for the Alleys and Old Town Square
will be prepared.
• Prepare a "Kit of Parts" graphic outlining themes for signage, site
furnishings, planters, lighting and ornamentation.
• A preliminary opinion of probable cost will be prepared for the
design solutions.
• The preliminary design solutions and opinion of cost will be
presented to the City and DDA representatives in a design review
meeting. The City and DDA will provide comments and direction
to the consultant team for preparation of a preferred plan.
• Based on input received from the City and the DDA, a preferred
plan will be prepared, representing the starting point for design
development.
• Review the preferred plan with key City departments
(engineering, utilities, etc.) and outside agencies if appropriate.
• Present preferred plan to City boards (6 meetings).
• Prepare Design Development Drawings, including:
- Demolition plans
- Grading plans
- Layout plans
- Diagrammatic utility improvements
- Architectural elevations
- Design sections
- Planting concept and plant schedule
- Construction details
• Prepare a design report describing the concepts and approach for
each major system (design concept, drainage, electrical, irrigation,
planting, architectural improvements).
• Update opinion of probable cost.
• Submit Design Development Drawings, Outline Specifications and
Opinion of Cost to City and DDA for review.

CONSTRUCTION DOCUMENTS
• After receiving comments from the City and DDA review, the
consultant team will prepare the construction documents. The
construction documents will be prepared using AutoCAD 2004
and will include the following:
- Cover Sheet
- Demolition Plans
- Grading and Drainage Plans
- Architectural Plans
- Utility Plans
- Layout Plans
- Planting Plans
- Irrigation Plans
- Electrical Plans
- Construction Details
- Technical Specifications
- Bid Form
- City will provide front end documents
• Update opinion of probable cost for 90% construction documents.
• Submit 90% construction documents and opinion of probable cost
to City and DDA for review.
• City to provide written review comments and/or redlined plans to
the consultant team.
• Incorporate review comments into drawings and prepare final bid
documents.
• Submit 10 copies of construction documents for City approval.
• Prepare a rendered master plan of the final Old Town Square Plaza
design and alleys. The renderings shall be mounted and framed
for hanging and shall become the property of the City.
• Prepare a written maintenance program for Old Town Square
Plaza. The maintenance program will address repair cycles,
cleaning methods, refinishing methods, landscape maintenance,
etc.
• The consultant team will prepare a final design report
summarizing the changes from the preliminary design. Four
copies of this report will be provided to the client.
DESIGN MEETINGS
• Appropriate members of the design team will meet with City and
DDA representatives throughout the course of the design process.
We anticipate the need for weekly or bi-weekly meetings.

BIDDING
• An allowance of 40 hours of time is allotted for during the bidding
process
• Answer bidders questions during the bid process.
• Assist the city in preparation of addenda, if needed.
CONSTRUCTION SERVICES
• An allowance of 200 hours of construction administration is
allotted in the scope of service. These hours will be used to:
- Conduct periodic site meetings to review construction progress
- Shop drawing and submittal review
- Responses to contractor Requests For Information (RFI's).
- Substantial completion walk-hrough
- Final acceptance walk-through

COST + WORK HOURS
The rapid pace and the variety of demands for this project have driven
the need for a relatively broad design team. We feel that we have been
efficient in pulling these numbers together, but frankly they are higher
than we would like to see; if selected, we could find ways to stream
line this budget. That being said, we feel that this is the best team for
this work and selection of our team will assure the quality of Old Town
and its economic future.
