Scope of Services
A number of actions were identified during the City Plan update process that will further
implement the vision of City Plan, particularly regarding the City's mfill and redevelopment
policies The Contractor will undertake the following implementation tasks to help realize this
vision
The Contractor will review the current Land Use Code (including related regulatory documents),
past studies such as the Zucker Report (2004), mfill/redevelopment infrastructure assessment
studies (2004), and A Report on Redevelopment Policies Strategies and Future Directions
(2004), adopted subarea plans, as well as a sample of past infill and redevelopment projects and
applications, and other information, to identify problems, obstacles and opportunities to mfill and
redevelopment Based on meetings with key stakeholders, as well as information from previous
public meetings, interviews, Citizen Advisory Committee suggestions, and the City Plan and
Transportation Master Plan update process, the Contractor will highlight the Land Use Code
requirements and procedures that should be modified Recommended actions may also include,
but not be limited to, public information and education about mfill and redevelopment,
organizational changes within the City's development review structure, staff training and
development, changes to impact and development fee schedules, and changes to adopted subarea
plans
o Workshops (the number of workshops to be determined based upon allocated
hours) will be held with City staff, development interests and citizen
stakeholders, to review problems/challenges and potential modifications and
additions to the Land Use Code, etc The Contractor will summarize the list of
problems and modifications
o Workshops (the number of workshops to be determined based upon allocated
hours) will be held with key City staff, development interests, and citizen
stakeholders to discuss potential changes Contractor shall use real or
hypothetical development projects to test regulations, approval procedures,
etc Contractor will summarize the options for potential changes
o The identified Land use Code elements will be updated by City staff and the
Contractor
o Meetings (the number of meetings to be determined based upon allocated
hours) will be held to review changes with the Planning and Zoning Board
and with City Council
