SCOPE OF WORK
for
SUBMITTAL OF A LOMR FOR
CACHE LA POUDRE RIVER AT COLLEGE AVENUE
The purpose of this project is to submit a LOMR request to FEMA to update the floodplain/
floodway delineations as a result of the College Avenue/State Highway 287 Bridge previously
constructed by CDOT. It is assumed that the College Avenue LOMR request will be incorporated into a
separately prepared LOMR for one of several projects slated for construction in the Spring of 2005.
Task 1. Data Collection, Surveying, Field Reconnaissance, and Base Map Development
This task includes:
• Collection of as -built data on the bridge by researching CDOT's files and/or performing field
surveying.
• Performing a site visit to verify the as -built data, roughness values, and the current status of
the floodplain.
• Compile the effective FEMA workmaps, available GIS floodplain/floodway delineations, and
as -built information into a suitable basemap.
Task 2. Effective Condition Analyses
This task will: (a) compile the effective condition FEMA hydraulic models; (b) rerun the model in a
duplicate effective step; and (c) fix any errors in the effective FEMA models in a corrected effective step.
Task 3. Existing Condition Analyses
This task will insert the updated bridge data into the corrected effective FEMA floodplain and floodway
models. This task includes one meeting to discuss the results of the analyses with COFC staff.
Task 4. Reporting and Application
This task will incorporate the results of the analyses into a hydraulic summary report and an application
for a LOMR to FEMA. It should be noted that the cost of the FEMA review fee is not included in this
scope of work and budget.
