SmartTrips Carpool Matching
Software Application
Development
Scope of Work and Costs
Prepared by Walsh/E&E for NFR MPO

To support continued development and
enhancement of the NFR MPO SmartTrips
Carpool Matching Software Application,
Walsh Environmental Scientists and
Engineers, LLC (Walsh/E&E) will complete
the following tasks. Costs associated with
each task are included in the attached
spreadsheet.
Task 1 - Maintenance and Graphic
Design
Walsh/E&E will provide maintenance and
support to SmartTrips staff for a period of
1 year. (This service is renewable after 1
year.) This program will include all
hosting fees, software upgrades, and
server maintenance. Since the application
is hosted on Walsh/E&E's servers they will
be constantly monitored, patches will be
implemented when necessary and
equipment will be upgraded if required.
In addition, our technical staff will be
available to SmartTrips staff 24/7 to
answer any questions that may arise from
the use of the application. Furthermore,
this program provides technical support
for the software application and basic
application maintenance.
Walsh/E & E anticipates that there will be
updates to the application during the first
year based on the user workshops that
are conducted and normal use of the
application.
Walsh/E&E will join SmartTrips and Pacific
Intermedia staff in the development and
execution of a promotional campaign
designed to build ridership and interest in
the Carpool Matching services and other
SmartTrips programs. Included in the
promotional campaign will be a thorough
testing program to evaluate the integrated
application (i.e., Pacific Intermedia and
Walsh/E&E components) to determine
how best to approach target user groups.
A formal testing period will allow test
users to navigate the integrated
application and make comments. The
comments that pertain to the Carpool
Matching application will be assessed and
incorporated into the application as
appropriate. The results of the testing
process will be presented in the form of a
report of SmartTrips staff to help
formulate the promotional campaign.
Walsh/E & E will obtain the graphical
design from Pacific Intermedia once it is
finalized so that it can be incorporated
into the carpool application. This will
make the SmartTrips website seem as one
application. Walsh/E&E will mimic the
navigation set-up so that a user will not
notice a difference when going from one
application to the other.
Walsh/E&E will obtain route information
for Vanpool routes not currently stored in
the Carpool Matching Application.
Training will be provided to SmartTrips
staff so that routes can be manually
entered into the application, including
geocodable start and end locations or
coordinates.
Task 2 - Teleatlas street centerline
data layer updates (@ 2 per year)
Walsh/E&E will obtain updated Teleatlas
street centerline and base data layers for
11 Colorado and Wyoming Counties at 6
month intervals. These data will be used
to keep the geocoding function of the
Carpool Matching Software application
current. Walsh/E&E will reproject the data
and otherwise prepare the data for upload
to the host server and ensure all
geocoding functions remain operational.
Task 3 - User Workshops
Walsh/E&E will conduct a user workshop
to build capacity for SmartTrips staff,
application administrators, and community
members to effectively use the software
application. This workshop will be
conducted on -site by Walsh/E&E technical
staff and will include hands-on use of the
application, examples/exercises for
attendees to perform, and information to
take from the workshop for future
reference. In addition, the administration
section of the website will be discussed
with administrators and an updated
Administration Guide will be presented at
that point.
