Ben Herman is Vice President of Clarion Associates of Colorado, LLC, a national consulting firm
with offices in Chicago, Denver, Snowmass Village, Fort Collins, Philadelphia, and Cincinnati.
The firm emphasizes land use planning and zoning, growth management techniques, market
analysis, appraisal, and real estate consulting. Clarion's clients include numerous local
governments and private sector clients throughout Colorado and the West, as well as the rest of
the United States. Mr. Herman is a Land Use Planner with more than 24 years of professional
experience in all aspects of land use and environmental planning. He has been responsible for
managing and conducting complex, multi -disciplinary assignments for both private and public
sector clients. Mr. Herman's areas of expertise include preparation of land use master plans for
communities and regions; land use analyses and development feasibility studies; growth

Christopher J. Duerksen
Clarion Associates
Chris Duerksen is Managing Director of Clarion Associates of Colorado, a land -use practice
concentrated in growth management and zoning, natural resource protection, and historic
preservation. He has a real estate consulting practice concentrated in market feasibility studies,
appraisals, airport -area development, and heritage tourism projects. Mr. Duerksen serves as a
land -use and zoning consultant to numerous local governments across the United States including
Henderson, Nevada; Longmont, Colorado; Hudson, Ohio; St. Louis, Missouri; Cary, North
Carolina; and Flagstaff, Arizona.

Lesli Kunkle Ellis
Clarion Associates
Lesli Kunkle Ellis is an Associate Planner of Clarion Associates of Colorado. She is a land use planner and
licensed landscape architect with more than nine years of professional experience in land use planning and
open space planning. Ms. Ellis has been responsible for conducting complex projects as a public sector
planner and for public sector clients. She coordinated the Santa Fe County Open Lands and Trails Program,
a planning effort including a $12 million land acquisition program. Ms. Ellis' areas of expertise include open

Darcie L. White

Ms. White is an associate planner and landscape architect with five years of professional
experience in land use and transportation planning, GIS, and urban design. She has been involved
with projects at a variety of scales, ranging from community -wide land use plans and long-range
regional plans to design standards for downtowns, redeveloping residential areas, and highway
corridors. She also has experience with transportation plans, community visions, GIS-based

Introduction

services for the City of Fort Collins Community Planning and Environmental Services Administration.
Clarion Associates is considered one of the leading planning and implementation firms in the region
and nationally. A considerable portion of our project activities focus on getting plans and policy
programs implemented. We have prepared subarea plans, prepared research assignments, drafted
zoning ordinances, land use and design standards, and growth management strategies for
communities throughout the United States including recent work in Fort Collins. Our strength as a

Clarion principals have worked nationally for a variety of clients including government agencies,
municipalities and counties, regional planning agencies, financial institutions, developers,
corporations, partnerships, law firms, architects, and not -for -profit organizations.
Our unique combination of talents in planning and land use law allows us to develop creative
solutions to difficult land use questions. Clarion is particularly known for its expertise in land use,
environmental planning and plan implementation. Clarion Associates has represented both private
and public sector clients on a variety of land -use planning and zoning matters. Its principals have

Benjamin A. Herman, AICP, is a Principal and Vice President of Clarion, with more than 24 years of
local, regional, and international experience in all aspects of community, regional, and environmental
planning. He has been responsible for managing and conducting complex, multidisciplinary
assignments for both private and public sector clients. He has extensive experience in community
planning, and he has completed comprehensive planning assignments for numerous towns and
counties. Mr. Herman will serve as the primary point of contact with the City, and will be responsible
for all day-to-day aspects of project assignments.

Christopher Duerksen is Managing Director of Clarion Associates of Colorado. He has represented
local governments, nonprofits, and the private sector in a variety of land -use and zoning matters and
specializes in development code revisions, growth management planning, historic preservation and
natural area conservation strategies, impact fees, airport -area development, and market development
strategies. A co-founder of the Rocky Mountain Land Use Institute, Mr. Duerksen has written and
spoken extensively on land use issues in Colorado and nationally. He has authored many books and
articles on land use issues, including Takings Law in Plain English and Aesthetics, Community
Character, and the Law. Chris will be available for his expertise in development regulations, design
standards, natural resource policy planning, and growth management planning.
Lesli Kunkle Ellis is an Associate of Clarion Associates in our Fort Collins office. She is a land use

use planning and open space and conservation planning. She has been responsible for conducting
complex projects as a public sector planner and for public sector clients. Ms. Ellis' areas of expertise

Darcie White, Associate, is a trained landscape architect with extensive experience in developing GIS
databases and analyzing development patterns for land use planning and design projects. Ms. White
also has experience in visual assessment, graphic design, and landscape and transportation design.

Representative Project Experience
City of Longmont, Colorado - Comprehensive Plan Update
Clarion is currently updating the City of Longmont's
five-year old Area Comprehensive Plan. Clarion is A -
evaluating three alternative scenarios on the basis !
of the city's current growth -related benchmarks (or '
"sustainable" indicators). These benchmarks
include: rate of growth, jobs/housing balance, '°` -- 1' —

school capacity, transportation congestion, and ,
affordable housing. After the city council
-
determines the relative benefits and tradeoffs
associated with each alternative and chooses a -
preferred direction, Clarion will prepare a revised _.
set of policies and strategies to implement the land
use plan and will recommend additional
benchmarks or indicators to help the city accomplish its objectives.
Southern Nevada Regional Plan, Las Vegas, NV

Clarion Associates led a team to produce a regional plan and
growth management strategy for the Las Vegas Valley, the fastest
growing region in the nation. Mandated by the state legislature,
the regional plan addresses transportation, land use, air quality,
infill development, and public services and infrastructure. Working
closely with the Regional Planning Coalition, made up of elected
officials of the five jurisdictions in the Las Vegas Valley, Clarion �y
Associates crafted a plan that focuses on implementation because
all local government plans must conform, by state law, to the
regional plan. The team defined a process to review developments
of regional significance, also a feature of the state legislation. Clarion Associates developed
principles to guide preparation of the plan, a detailed public participation plan that included a project
speaker's bureau PowerPoint presentation and graphic brochure, and draft plan elements.
City of Fort Collins Comprehensive Plan
Ben Herman, now a principal of Clarion Associates, was responsible
for leading a consulting team that included Calthorpe Associates and
Clarion Associates, that prepared the comprehensive plan and
implementation strategy for the city. In support of the new direction
taken by the plan, Clarion Associates drafted an innovative new zoning
code that completely revamped the city's noted Land Development
Guidance System and implemented the city plan. Clarion Associates is
playing a key role in the City Plan update process that is currently
underway.

E-470 Corridor Design and
Development Standards'�b;,
E-470 is the Denver region's newest highway — a
?",u
privately funded tollway that forms an eastern beltway
�➢
connecting DIA to the north with the Denver
Technological Center to the south. After adopting a
mater plan for the E-470 corridor, the City of Aurora
retained Clarion Associates to create a series of 11 new
zoning districts and detailed design standards for the
"
entire corridor. The new standards seek to encourage
_
well -organized, high -quality new development
throughout the entire corridor, while focusing
considerable attention and detail to the creation of new regional "places"
at key interchanges.
1-25 Corridor Plan, Northern Colorado Communities
Clarion Associates led the team that prepared a regional corridor plan for 30 miles of Interstate 25,
through Northern Colorado. Stretching from Berthoud in the south to Fort Collins in the north, the
planning process included the participation of 6 municipalities, 2 counties, a regional transportation
planning agency, and the State Highway Department. The study focused on three key areas:
development of a set of unified design standards, a conceptual transportation plan, and policies and
standards for natural areas and open lands.
Plan for the Region Between Two Cities, Larimer County, Colorado
Clarion Associates principals headed a team that prepared a land use and open lands plan and
implementation strategy for lands which lie between the cities of Fort Collins and Loveland. This
corridor of land plays a key role in defining the distinct identities of these two communities. The
Lorimer County Commissioners and the Fort Collins and Loveland City Commissioners adopted a
land use plan for the area, which includes specific implementation strategies, adopted by all three
entities. Participants in the development of the plan included: (1) a subcommittee of elected officials,
(2) a citizen advisory group appointed by the County Commissioners, and (3) the Corridor Planning
Team, consisting of city staff from each of the three governmental jurisdictions and the consultant
team. As part of the planning process, the consultant team prepared a review of the land use
planning and related tools for the implementation of the corridor plan.
Broomfield Open Space, Trams, and Parks Master Plan
In association with Wenk Associates, Clarion Associates are currently preparing a Master Plan for the
City of Broomfield's Open Space, Trails, and Parks systems. Clarion is specifically responsible for the
open space component of the Plan, as well as the plan's implementation strategies (both regulatory
and non -regulatory) as well as the plan's financing strategy. Clarion and Wenk Associates have
recently been selected to prepare an Open Space, Trails, and Parks plan for the City of Thornton.
