RE: RFP P-929 Radio Communications Study
Dear Ms. Scott -Thomas & Mr. Mieszala
After evaluating the proposal submitted by KNS/Pericle, the members of the Fort Collins
Utilities project team have concluded that the radio communication study as submitted
in RFP P-929 will not be performed at this time. The primary reasons for not pursuing
the study are as follows:
The study as proposed will only provide limited information on the existing
conditions of radio frequencies in the Fort Collins area. From various local sources we
believe that the radio frequency environment in the Fort Collins area will definitely
change over the next few years which will render the study results flawed at best and
the recommendations submitted tentative with little assurance of an accurate view of the
future.
The uncertainty of using unlicensed frequencies as a long term solution must be
reevaluated. The impact of making such a large capital investment into a technology
that may have a reduced capability or become unavailable in the future must be taken
into account.
The scope of the project study must be revised such that the focus of the study
is limited to one or two specific tasks. Trying to investigate multiple solutions for multiple
tasks has resulted in a scope of work that is difficult to manage and more expensive
than anticipated.
The Utility would like to investigate the emerging technology of broadband over
power line (BPL) before returning to wireless type systems for several applications. The
technology, if feasible, would provide an excellent alternative to the wireless solution
originally considered.
We would like to thank you and your staff for the time and effort spent on the proposal
and the preliminary discussions we have had concerning the possibility of performing
this study. The project team at FCU found the staff of KNS/Pericle both knowledgeable
and easy to work with as well as the best qualified bidder for the project. However, as
stated previously, the project team at FCU has determined that the radio frequency
study will not be pursed at this time. In the future if we decide to resume the study, we
would certainly like to work with your excellent and knowledgeable companies.
