Collins has been authorized to advertise for bids on project AQC M455- 060 as of April 1, 2004, under the terms and conditions set forth in the City's agreement with CDOT. The City is authorized to proceed with the advertisement for construction work based on the pre -approved final plans and specifications. The plans and specs have been approved for construction. Please submit 5 sets of 11"x17" award plans and specifications to me for distribution within CDOT and one additional set of a 8.5" x 14" sealed record set, stamped with the engineer's number and signature on every page. Please follow the guidelines outlined in the Federal Aid Local Agency Construction manual during the ad/bid process. The advertisement must be in a newspaper of statewide circulation, not just the local paper. You must advertise once a week for at least three weeks. You will need to send a letter documenting your review of the bids for balancing and reasonable conformance, along with the bid tab, a financial statement, the name of the contractor you are considering for award, and your post -bid documents, forms 347, 605, 606, 621, 714, 715, and 718(if needed) to our Agreements and Business Programs offices in Denver for approval before the project can be awarded. If the project UDBE goals are not met the contractor must document a good faith effort(form 718). Contact me after the bids have been opened to coordinate the submittals to Denver for concurrence in award.
