The only exception would be GT Alliance Ir consultants that would be driving from Denver. When travel is required, a we will need to charge for mileage, using the standard rate of $.375 per mile. F. CASE STUDIES City of Lakewood, Colorado Enterprise Information Architecture - User Manaaement Model As the City of Lakewood was ramping up to begin implementation of their Intranet strategy, they knew they wanted to develop an e- Government architecture and strategy that could eventually be maintained in-house. For this reason, GT Alliance provided a consultant to work on -site, using a teach -as -we -build approach to create a user management model with single -sign -on security and workflow. Snapshot 10 shows how GT Alliance worked with Eagle County to integrate a Clerk and Recorder Records Search Module into the current site. This module maintains the same look and feel of the rest of the site. " Tom Charkut Information Technology Division Manager City of Lakewood, Colorado Personalizing Web solutions to fit your constituents' needs is necessary to offer the most effective services. Just ask the City of Lakewood, Colorado. They surveyed constituents, tracked search criteria on lakewood.org and met with various departments within the organization to determine what services could be offered online. Their results showed that a personalized GIS Web interface could effectively save time and money for constituents and employees. By improving the ArcIMS interface using .NET, ColdFusion and Flash MX, GT Alliance and the City developed a personalized Web solution that provides detailed information on parcels and links to the Jefferson County Assessor's Office. The City of Lakewood expects that users will save time by seeking information online and the City will cut counter service costs by sending people to the Web. Town of Breckenridge, Colorado Content Monaaement System and e-Government Web Site Redesign GT Alliance worked with the Town of Breckenridge to develop an entirely new Town e-Government Web Site based on business drivers established in the Town's 20 Year Vision Plan. GT Alliance participated in community outreach activities conducted by the Town. These outreach activities included, focus groups with Town stakeholders, such as constituents, business owners, visitors and Town employees. This way the Town could be sure they were going to get a personalized e-Government solution that fits their current needs and is capable of growing to meet future needs. Before beginning any application development activities, a GT Alliance project manager and usability expert worked with the Town of Breckenridge staff to develop a very detailed specifications document, also known as the Project Black Book. This document not only clearly states all the functionality to be included in the final solution, but the final look and feel. The solution included a personalized content management system (CMS) that allows for content to be created and manipulated by non- technical employees. The CMS includes approval capabilities that are managed through a customizable workflow process. Some significant features include dynamic polling and surveying applications and a personalized portal for the Golf Course, with much more of a marketing focus. " John DeNardo Director oflnnovation and Technology Eagle County, Colorado After realizing the concerns Clerk and Recorders have about the services expected by the public, GT Alliance developed a solution that integrates with Eagle County's existing technologies to establish a personalized Web interface that maintains the look and feel of the county's site. By optimizing access to the backend database, the Clerk and Recorder can enable users to retrieve public records (real estate documents, licenses, etc.) over the Web. This secure interface incorporates a search function that can process key terms from the documents, so constituents and title companies can find relevant information more easily. There is an increasing priority for counties to offer public records online, and GT Alliance has provided a cost -sensitive solution. Because GT Alliance used existing technology, we were able to build a Web interface on top of the original backend system and personalize it with the look and feel of the County's current Web site design. This Snapshot shows how the Breckenridge site administrators can use the Survey Management Module to quickly create and implement surveys. Adams County, Colorado Online ACH Payments for Property Tax and Mentoring GT Alliance recently helped make Adams County one of the first counties in Colorado to accept online ACH payments for property tax. Adams County had an existing application set up on one of their machines that could dial into their bank (with actual dialup modem), and upload ACH payment info to them. The solution GT Alliance built created a data file that the bank application could parse and upload. As far as the technical aspects of the project, it was really just a Web form page that looked up the user's tax information, allowed the user to pay all or half of their taxes, then logged that payment to an Access database. All logic and validation are built in. GT Alliance also created a script that would read the Access database and create the necessary data file from the records therein. We set that script up to run as a scheduled task in the Web application server administrator. This project was used as an opportunity to educate Adams County staff on Web application development and to get their requirements met in a way that fit their current system. Colorado Department of Transportation (CDOT) Web -Based Amesheet Application Optimization CDOT maintained a legacy Web -based timesheet application originally built in ColdFusion and HTML that was being used by their 3,000 employees geographically dispersed across the State. Because of the limitations of HTML and the existing code base, combined with the large numbers of users hitting the site simultaneously, the application was timing out during peak usage. GT Alliance was called in to migrate the application to a more object -oriented architecture using Web services. In order to overcome the shortcomings of HTML, GT Alliance designed and integrated a custom Flash MX interface. Because Flash MX does most of the application processing on the client side, CDOT is using much less bandwidth and now has a far more intuitive interface, which behaves more like a desktop application than a traditional Web interface. Michael Havnje Senior Consultant/Developer Michael Haynie co-founded an Internet company in 1999, which was later acquired by a Dallas, Texas, based firm. In that company, he acted as Director of Web Technologies and continued to use, maintain and develop Web applications based on SQL Server 2000 and Macromedia Cold Fusion. He recently worked for a firm where his duties included maintaining and developing a corporate Intranet that is centered on an enterprise database that he integrated with the corporate accounting system. Michael also manages all LAN/WAN resources, including routers, switches, server applications, Web servers, databases and all hardware and software resources for the Colorado, Montana, and Idaho offices of Entranco. Additionally, Michael has developed multiple Web conduits that analyze and forecast company revenue based on project load and the utilization of over 300 staff. As a student at Rocky Mountain College of Art & Design, Paul was the resident tutor in computer -aided design, while working at a newspaper part-time doing illustration and paste up. Using After Effects, Photoshop and 3D programs, he produced over 80% of the on -air graphics. Users' profiles are associated with departments, as well as divisions, giving the application a robust and scalable categorization schema that can account for existing internal bureaucracy. Also, users are associated with various internal groups that determine which components of the applications the user can and cannot access. Workflow and approval processes are based off of this EIA model. DETAILS A. EXECUTIVE SUMMARY This document contains GT Alliance's response to the City of Fort Collins (the City) Web Development Services Request for Proposal (the RFP). As such, it contains the information required in that document. Additionally, we have provided the City the opportunity to learn more about our firm, and the latest e-Government application development services we are providing other Colorado government organizations. As a Fort Collins -based firm, the entire staff of GT Alliance would like to thank the City of Fort Collins for extending us the opportunity to bid on this proposal, and your consideration of our firm as a potential application development partner. Primary Issue City of Fort Collins purchasing policies currently require departments to go through a formal Request for Proposal process anytime the need arises to acquire professional IT consulting and application development services totaling more than $2,000. While this dollar limitation is adequate for most non-professional services a department may need on a regular basis, the same is not always true regarding professional IT service firms. Even seemingly small initiatives require efforts that take the project above the $2,000 mark. Secondary Issue As a result of the formal RFP process, City departments must seek "new," sometimes unproven solutions anytime an IT need arises that cannot be satisfied with the current IT staff's schedule or skill -set. This practice tends to create technical silos, where emphasis is placed on solving one specific business issue without consideration as to how the data and logic from one application can be reused across the organization. In the end, this proves to be a costly effort as many data - entry processes are duplicated and the IT department must learn to maintain unfamiliar technologies. Aside from the process inefficiencies, purchasing a stand alone solution with a pre -built Web interface is often far more costly than leveraging your existing investment through a true Web services architecture. © Copyright 2004.
