In addition to the change order form, I have also attached a copy of the letter from FHU outlining the various tasks associated with this change order request. These additional tasks are needed to complete the final engineering for the MTC trail from Spring Creek to Fossil Creek, complete the negotiation process with the Burlington Northern Santa Fe railway company for the trail easement, and provide construction management support services. The amount of this change order request is $96,120. The reason for this change order relates back to the early stages of the overall MTC project. These work tasks were originally included in the MTC contract proposal with FHU but were deleted due to concerns that there may not have been enough funds to cover all of these expenses. Since that time, the project costs have been monitored closely and the engineers' estimate has been updated, so we now feel comfortable adding these work tasks back into the project contract with FHU in order to complete the MTC trail project. I have the original sign etter from FHU for the Change Order, we had attached the copy in order to get the Change Order Iling but I had them mail me the signed original - do you want me to send that up to you? On the same PO (#2206648), 1 also need PKe #2 account #30521900.529290.3 increased by $73,593.18 and Line #3 account #30521901.52929 . decreased by $73,593.18. Change orders are a hot button with me; in my experience they have been used by contractors that under -bid a project to win the award, knowing full -well they are going to come back w/change orders to meet the "real" costs. So my expectation is that before a bid/contract is finalized, the work is properly scoped and the cost of doing that work is sufficiently covered by the contract. That being said, I know that there are unforeseen and unanticipated issues and conditions that arise during the course of a contract for which an adjustment (change order) is necessary. However, these should be the exception rather than the rule. I've signed off on the change order for the MTC w/FHU. Again, thank you for such a thorough explanation! CC: Ron Phillips; Tom FRAZIER
