vending area in general in order to attract customers.
• Economic Development — Though it has not been attempted in the City before on
this scale, we believe that our service will attract people to the Old Town Square.
As seen with the horse and buggy service that operates at special functions held by
the DBA, families as well as individuals are drawn to the service because of the
uniqueness and novelty of the service. We believe that we will have the same
effect, but with an added niche — our service has better mobility and can service
many locations quickly. Because of this niche, we foresee the service being
utilized by employees and regular shoppers of the Down Town District on a
regular basis.
• Conductive to aesthetics of the area — Our service will add to the charm Old
Town currently exhibits. The Downtown district is adorned with buildings that
were built between 1880 and 1910, thus giving it the "Old Town" charm.
Pedicabs represent the bicycle boom of the 1880's as well as the horse and buggy
mode of transportation, which was prominent in Fort Collins from the early
1800's to 1919.
• Uniqueness of service — Old Town Pedicab will be very unique — We are the only
company providing this type of service in town and there is nothing that comes
close to it. If the City plans to continue its historic take on the Downtown Plan
area, our service is a must!
Quality of Service - Our drivers will be required to have a Colorado driver's license and will
have a thorough knowledge of bicycle rules & regulations laid out by the City of Fort Collins.
Our service is prompt, and our drivers courteous. Customer satisfaction is our number one goal!
Quality of the equipment - All Pedicabs in the Old Town Pedicab Company are professionally
manufactured and meet state and local traffic laws and regulations. Please see `Pedicab standard
features' under Operation in the above business plan. Note: All of our Pedicabs have seatbelts!

Company Summary
The Business
Old Town Pedicab is a Fort Collins based, environmentally safe, human powered pedestrian
transporter. Our services range from a practical means of transportation within the historic
district, to recreational site seeing for local residents and tourists alike.
Background
1n 1907, Fort Collins put itself on the map for being the smallest city in the nation to operate a
regularly scheduled electric streetcar service. Back then the vision was to provide a reliable
public transportation system for the fast growing Front Range population. After years of battling
the automobile, the streetcar finally shut down, and the automobile took its place. Now, almost
100 years later, Old Town Fort Collins is congested with cars and traffic. With a lack of parking
for its employees and patrons, Old Town is in dire need of a system to improve traffic flow,
provide adequate parking, and offer a convenient and fast means of travel for pedestrians. Old
Town Pedicab plans to do all this, and more!
Our Mission
We strive to uphold Fort Collins' reputation of operating economical and environmentally safe
transportation in the Old Town district. We are committed to provide the Fort Collins community
with:
• Safe operation of our equipment for the sake of our passengers, our drivers, and the
community.
• Adherence to all applicable federal, state and local laws.
• A unique and tranquil means of transportation for Old Town patrons and employees.
• A vision of environmentally safe, economical, and practical means of transportation
within a growing community.
• An appropriate style and representation to match the existing Old Town ambience.
Services
Old Town Pedicab is committed to providing a practical means of transportation within the
historic district, as well as recreational site seeing service for local residents and tourists. We
plan to provide the following services:
• Full time Pedicab service Thursday — Sunday 12:00 p.m. — 2:30 a.m. (approx) Servicing
Old Town Square, both parking complexes (located at the intersection of Mason and
LaPorte and at 100 Remington), residential areas within a 3 block radius of Old Town
Square. Prices range from $2 - $5/cab
• Custom Tours/Private Party by appointment. Destinations include City Park, Poudre and
Spring Creek trails, Lincoln Center, Old Town Square, New Belgium Brewery, Library
Park, and historic Mountain Ave. $20.00 minimum fare on prearranged pickups. Prices
will vary based on distance, time, and number of Pedicabs.

• Specialized Tours. We offer 3 tours available by appointment only.
o Brewery Tour: All week, 12 — 7 p.m. Call for an appointment. Tour includes
Coopersmiths, Fort Collins Brewery, and New Belgium Brewery.
o Haunted Tour: All week Starting at 10:00 p.m.- last tour starts at 1:00 a.m.. Tour
will work in conjunction with Fort Collins Museum's `Historic Walking Tour of
Old Town'. 22 locations included, each with a haunting past!
o First Friday Gallery Ride: Works in conjunction with Downtown Art Galleries
Fort Collins. On the first Friday of the month from 6-9 p.m., art seekers can visit
14 art galleries located throughout the Old Town district
• Each tour costs $101cab
• Special events such as New West Fest, Colorado Brewers Festival, First Night, St.
Patrick's Day Parade, and Fourth of July Celebration may hire our services at a flat rate,
so that patrons of these festivals may enjoy our services free of charge.
o Hourly Event Rate: $60.00 per cab (availability and transportation of cabs
to/from event may affect pricing.)
o Discounted,full day/evening rates begin at $150.001cab (3 hours or more).
Marketing and Sales Strategy
Marketing: Old Town Pedicab aims to use the following media for advertising:
1. Internet: http://www.oldtownpedicab.com
2. Phone number in Dex Yellow Pages.
3. Advertisement in the Fort Collins Visitor's Bureau Guide.
4. Listed on the Downtown Business Association's Web Site and other publications.
5. Listed in SmartTripsT11 publications and website.

7. Listed in Old Town bed and breakfasts advertising and websites.
Sales Strategy: Old Town Pedicab plans to use the following means of sales strategies
1. Vending in Old Town Square (in the appropriate vending location for which we will
purchase).
2. Build a reputation with local restaurants, bars, breweries, and stores.
3. Sell advertising to local businesses to go on the Pedicab itself. Advertising can be sold in
6 month, 12 month, or 24 month increments. Ads are 20" x 28" and will fit on the back of
the cab. 6 months = $2000, 12 months = $3000, 24 months = $5500. If businesses cannot
provide the appropriate sized ad, there is a one time, one year printing fee of $100 to
cover the costs of printing the ad to specification. Businesses must provide the art work if
going this route.
4. Effectively use our media outlets for advertising.

The Competition
Currently, there are no other Pedicab services in the Fort Collins area. We plan on working
closely with the city and their pre-existing transportation organizations to make a well-rounded,
unique system for the Old Town district. We would like to obtain the exclusive rights to operate
the Pedicab/rickshaw service in the Old Town district. We view Horse and buggy services as a
compliment to our service, and not as direct competition. TrasfortTm and other public
transportation organizations are also not viewed as direct competition. By purchasing a vending
license for year-round activity, we aim to work with the city and the Downtown Business
Association to be the only providers of a Pedicab type service.

Operation
All Pedicab drivers must have a valid Colorado driver's license, references, a clean driving record
and knowledge of bicycle mechanics. City riding skills are a must. Training is provided to
qualified candidates.
Drivers will be equipped with the following gear: Lockable money bags for change and
collection, pepper spray for protection, cell phones for communication and safety, water bottles,
company t-shirts, and bike lock to secure the Pedicab during brakes. All drivers will be contract
labor working for tips only, responsible for reporting their earnings.
Cabs will operate year-round, weather permitting. Projected start date: March 26', 2004.

Funds Sought and Utilization
We are asking the Downtown Business Association (DBA) to purchase one Pedicab to add to our
fleet. By doing so, the DBA will be a sponsor for THAT cab and have exclusive rights to it its
advertising. This cab will only host DBA advertising and the like (other sponsors the DBA would
like to recognize). One cab costs $3,987.38

Old Town Pedicab Company is a trade name under a privately owned S-Corporation called `The
Rhythm Company, Inc.". The company has one owner and is based at 320 Smith St. Fort Collins,

City of Fort Collins Evaluation Criteria
Compatibility— We believe Old Town Pedicab to be a perfect match to the Downtown
landscape. Our services combine uniqueness and necessity and exhibit them both with a charm
that is to be expected within the Downtown district.
• Land Use — We will be utilizing an existing cove near the Old Town square area
that we believe is currently not seeing its potential. The service will not harm the
street or walk ways the way that some food vendors do. With a "come -and -go"
service, our vending site will remain clean and non -intrusive to the landscape of
Old Town.
• Transportation — Our service represents and promotes an alternative mode of
transportation. We visualize that in the future, our services can aid in some of the
parking situations in the Old Town area, by promoting the parking complexes in
Down Town. By offering an incentive to park in the garages (catching a Pedicab
to your destination) we hope that more people will park in the garages.
• Design — Please see the pictures in the business plan. Our Pedicabs will be red
and black. Our drivers will be dressed in "active professional" attire. On certain
occasions, the Pedicabs will be accented with white "Christmas lights".
• Security — We plan on providing our drivers with communication devises (either
hand radios or cell phones) to report accidents, robberies, breakdowns, or other
necessary situations. The drivers will also carry mace in case of a robbery. In
regards to the vending area, we will not keep anything in the area that will cause
harm to pedestrians, or cause a distraction to motorists or pedestrians. The only
item in the vending area will be a sandwich board style chalkboard advertising our
service and cost of the service.
• Parking — We do not foresee an impact on parking with our service. As
mentioned above, we hope that in the future (10 cabs) we will promote "outer
limits" parking and un-congest parking in Downtown.
• Maintenance — Our equipment will be serviced daily, ensuring safety for the
driver, riders, and public. Tires, chain, gears, frame, and cab will be inspected
daily and fixed/replaced when necessary. Our vending area will be swept to insure
