1. Narrative Statement
Shamrock Taxi of Fort Collins has been serving Fort Collins and Northern Colorado
for 18 years. We provide door-to-door service 24-hours a day, 365 days a year. Our
fleet of 18-vehicles is radio -dispatched from our office at 4414 East Harmony Road
in Fort Collins. Our customers represent a cross section of our community, and they
include many seniors and disabled passengers.
Shamrock operates a state-of-the-art communications department with a new, 60-line
phone system and a high speed, T-1 data line. A sophisticated, computerized
reservation/dispatch system is scheduled to go online in February 2004. The
communications department is staffed by 5 supervisors, 10 operators and 4
dispatchers. Communications personnel are chosen for their interpersonal skills
and problem -solving abilities. All personnel are thoroughly trained to provide
efficient, courteous service to our customers.
The vehicles are either 5-passenger mid -size sedans or 7-passenger mini -vans. They
are all heated, air-conditioned and equipped with 2-way radios. No smoking is
allowed at any time in any of our vehicles. This policy is STRICTLY enforced. The
vehicles are based at our office/shop facility at 4414 East Harmony Road in Fort
Collins. This facility includes a wash bay that is equipped with a water -recycling
system that saves over 100,000 gallons of potable water annually. In addition to
exterior washing, the vehicles are cleaned and detailed inside as well. The shop also
performs minor paint and bodywork.
All vehicle maintenance is performed in-house in our adjoining shop. Our
mechanics handle everything from routine oil changes to rebuilding engines. The
shop is equipped with the latest diagnostic equipment to assist our mechanics in
performing their jobs at the highest level. Our Maintenance Department tracks and
schedules regular preventative maintenance services, and reviews and responds to
vehicle inspections performed by every driver before and after each shift.
Shamrock's vehicles are all registered, licensed, and insured in accordance with the
laws of the state of Colorado. All vehicles meet U.S. Department of Transportation
requirements for vehicles in fare service to the public, as well as pre and post
inspections. Each vehicle is thoroughly inspected by the Colorado Public Utilities
Commission annually.

Shamrock's drivers are pre-screened and trained before they are permitted to drive
one of our vehicles. Before any applicant begins training, we obtain a driving record
from the Colorado Department of Motor Vehicles and a criminal background check
from the Colorado Bureau of Investigation.
Applicants must first demonstrate a thorough knowledge of the city and pass a test
administered in-house. Our most experienced drivers then serve as trainers to
instruct prospective drivers in customer etiquette, radio procedures, and paperwork.
Safety is our highest priority, and drivers receive extensive training in performing
pre -trip safety inspections of their vehicles.
Drivers receive training in Defensive Driving Class (DDC) and Passenger Service
and Safety (PASS). Shamrock has on staff a DDC instructor certified by the
National Safety Council and a PASS instructor certified by the Community
Transportation Association of America.
The senior staff of Shamrock provides a wealth of skills and experience in the
transportation industry.
Tom Hofmann, President and General Manager, began driving a Denver Yellow Cab
in 1972. When the Yellow Cab Company was purchased by its employees, Tom
served on the Board of Directors and was Secretary Treasurer of the Co -Op. In
1985, he moved back to Fort Collins where he had previously graduated from
Colorado State University with a degree in Business Administration. Tom has built
Shamrock Taxi from modest beginnings to a large transportation company
employing over one hundred people.
Operations Manager Larry Johnson has over 25 years experience in the
transportation industry. Larry drove over -the -road trucks for 10 years before joining
Shamrock as a taxi driver in 1987. Larry served as a driver, dispatcher and
supervisor until he was promoted to Operations Manager in 1988. Larry played a
very important role in the success of Shamrock Taxi.
Rick Hofmann is the I.T. (Information Technology) Manager at Shamrock. Brother
of Tom Hofmann, Rick also graduated from Colorado State University. Rick spent
20 years as a Research Chemist before joining the Shamrock team. Rick's technical
background provides the expertise necessary to implement and maintain the
sophisticated, computerized systems used throughout the operation.
Shop Manager Charles Copeland has over 28 years experience as a mechanic,
foreman and shop manager. Charles' experience includes 5-years working for the
RTD bus system in Denver as a Certified Diesel Bus Mechanic. He has served in a
leadership role for most of the past 10-years. Charles' organizational skills
compliment his extensive mechanical skills. He has implemented an impressive
system to track and schedule maintenance work to keep our fleet safe and
dependable.

5. Estimated Cost -Per -Trip
The estimated cost per trip for the services described in the Request for Proposal is
$15.00. If, however, all ambulatory trips were provided, the estimated cost would be
$12. The savings are due to the efficiency of combining all ambulatory trips in the
Dial -A -Ride service rather than just those clients located outside the'/4-mile
boundary around the Transfort fixed -route system.
