HomeMy WebLinkAboutRFP - P828 ART SECOND SHEET OF ICE AT EPICSecond Sheet of Ice at EPIC Project City of Fort Collins Art in Public Places Program Request for Proposals (P-828) The City of Fort Collins Art in Public Places Program seeks to commission an artist to be added to the design team on this project. This artist will create artwork for the future Second Sheet of Ice at the Edora Pool and Ice Center (EPIC.) Background The City of Fort Collins voters, in 1997, approved Ordinance No. 31, 1997, which provided for a Studio Ice Rink at EPIC as part of the Building Community Choices (BCC) capital improvements program. This project will create an additional ice rink at the EPIC facility. The Recreation Department would like to incorporate artwork into the interior of this building. Opportunities for art at this site could include; floor, ceiling or wall treatments, an artistic gateway to the new entrance, and decorative railings. The work should compliment but update the look of the current facility. This project will be in the design phase from February through the end of June. The facility is scheduled to be open by January 2003. This Second Sheet of Ice at EPIC Project includes: • a full size ice arena with two locker rooms and an auxiliary locker room • a multi -purpose room and three staging/storage rooms • a new ice resurfacer room and a refrigeration room • mezzanine level bleacher seating for 200 people • an officials room and office • access from the existing lobby Project The APP Selection Committee is seeking to hire an artist who would become a member of the Second Sheet of Ice at EPIC Project design team. As a collaborative member of the team, the artist will develop ideas for a theme, materials, location for the artwork and how it could be integrated into the interior of the ice arena addition. The artist will then follow through with the completion of the artwork. Theme — This APP project is centered around the ice arena addition. The artwork could be on the walls of the arena, integrated into the railings in front of the seating or the seating itself, highlight the new addition from the lobby and/or be incorporated into the floor or ceiling of the new addition. The artwork should relate to ice activities. Safety & Durability — the work is intended to be a permanent addition to the EPIC facility; design and installation must consider that the work will be located in a public location and subject to the potential for vandalism. Site - (see attached map) The project area is an addition, adjacent to the site of the existing Edora Pool and Ice Center. The artwork should be located in the interior of the addition. Timeline — (Postmark by this date or hand -deliver by 5 p.m. to the Purchasing Office. Any applications not received or postmarked by this date will be returned unopened.) Submission Deadline: Friday, March 15, 2002 Final Selection: April 2002 Installation: To be determined Media All media will be considered. Budget The total contract amount for all applicable expenses, which include: the design, execution, transportation, project plaque and installation of all artwork selected, shall be an amount of up to $29,900. Eligibility Open to all artists. Selection Process A selection committee consisting of seven (7) members of the APP Board, two (2) representatives from the City's Recreation Department and a City Purchasing Department representative. This committee will review applications to select an artist and make a recommendation to the Art in Pubic Places Board. The selection committee reserves the right to reject any or all entries at any time in the review and selection process. An artist will be chosen during an initial review process (see Application Materials section.) The artist will work with the APP program and the Second Sheet of Ice at EPIC Design Team to develop a detailed proposal, budget, timeline and maquette. Upon final approval from the APP Board and Fort Collins City Council, the artist will be awarded the contract for an amount of up to $29,900 for this project. If the design is not approved, the artist will be paid a design fee of $1000. Selection Criteria 1. Artistic excellence and technical competence of previous work as illustrated in an accurate presentation of the work of art such as slides. Contract/Material Upon selection and final approval, the applicant must complete a contract with the City of Fort Collins. The artist will then work with the APP program and Second Sheet of Ice at EPIC Design Team to develop a detailed proposal, budget, timeline and maquette. All finished work shall be faithful to the proposal and related materials as reviewed and approved by the selection panel. Progress reports and payments will be made as contracted, with final payment to be made upon installation and acceptance by the City of Fort Collins. Application materials to be submitted Please submit one (1) copy of the following materials: 1. Current resume that outlines your professional accomplishments as an artist. 2. Slide inventory listing title, medium, dimensions, location, date and a brief description of the artwork if necessary. 3. Two letters of reference for public art projects. Do not include a graphic rendering or illustration with this application. Please also submit: 1. No more than eight labeled slides (total) of previously completed projects. 2. A self-addressed stamped mailer for the return of the slides. Please include enough postage to cover the return of your slides. Entries that do not submit all of the required items will not be reviewed.
