I believe I am eminently qualified to undertake and competently complete the type of appraisal assignments envisioned in the RFP having been involved in real property valuations for total or partial acquisition for right-of-way, open space, drainageways and other public purposes since 1974. Attached to this letter is a summary of my relevant experience in these types of assignments. All of our work is done in compliance with the Uniform Standards of Professional Appraisal Practice (USPAP) with which I am well acquainted having taken the course of instruction and passed the national examination to become an Appraisal Foundation certified USPAP instructor. In that capacity, I teach the 15-hour basic USPAP course and the 7-hour update USPAP course for the Appraisal Institute and for other approved course providers. My teaching assignments are primarily in Colorado although I have been engaged to teach USPAP courses in nearby states. Appraisal assignments undertaken by this office are often done under the federal guidelines as published in the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 as amended (Uniform Act); 49 CFR Part 24; 23 CFR Parts 710-713; 38 CRS; CDOT Right of Way Manual, Chapter 3, as may be amended; appropriate State laws, regulations, policies and procedures applicable to appraisal of right—of—way in addition to USPAP. I am very familiar with the valuation requirements in instances of acquisition of private property for public purposes. Some of the more interesting assignments we have completed include appraisal of approximately three-quarters of the land required by the City and County of Denver for Denver International Airport and valuation of four miles of railroad corridor for acquisition by Regional Transportation District. As you know, the DIA location involved land in agricultural production and consideration of water rights values and producing and non - producing mineral rights. 1873 S. Page 3 No Text The right-of-way assignments have involved both across -the -fence and assembled corridor methodologies. Your attention is drawn to the Little Dry Creek drainage assignment for the City of Westminster which involved the city's acquisition of floodplain/floodway land through a number of properties to facilitate development of various improvements including a hike/bike trail, since completed. Our most recent open space assignment involved a highway right-of-way acquisition for expansion of S. Santa Fe along the west boundary of the Cherokee Ranch at Sedalia. The land was protected by a conservation easement and thus the value of the land to be acquired needed to reflect the effect of the easement on the highest and best use of the property involved. We studied Douglas County records for that assignment and were successful in developing market support for the value of land for open space compared with the value of land for an economic or development highest and best use. Many of our assignments through the years have dealt with issues of definition of the larger parcel, issues of damages and compensability, restoration or cost to cure damages and the proper structure of valuation conclusions for public acquisition purposes. I am confident that I can well meet the competency requirement for the assignments needed by the City of Fort Collins as outlined in the RFP. The company's standard billing rates are as shown below. Note that for work in Larimer County, a higher percentage of the total time spent on various assignments is my time rather than that of my associates due to the travel requirement. For each assignment, I personally meet with each property owner, inspect each subject property, conduct the necessary records research, inspect each comparable sale, confirm each sale, complete the analysis, and prepare the written report. Associates' time could be involved in researching general market area data and my staff assists in report production and copying. Bonnie Roerig & Associates, LLC Hourly Billing Rates Rate Principal-BDR $175.00 Associate Appraisers/Researchers $85.00 ,Clerical/production $55.00 Assignments of the type envisioned by the RFP are usually negotiated on the basis of a fixed fee contract reflecting my estimated time and expenses on a job -by -job basis. The hourly rates above would apply to any follow-on work needed after the initial appraisal is completed. This would include updates, revisions, meetings and conferences, deposition preparation and/or testimony and trial preparation and/or testimony. Roerig, MAI Principal and Owner BDR/ma Bonnie Roerig & Associates, LLC Real Estate Analysts and Valuation Consultants Bonnie Roerig & Associates, LLC is a full —service real estate appraisal and value consultation firm that has been active in the Denver metropolitan area and throughout Colorado for 33 years. The company presently consists of the owner, Bonnie D. Roerig, MAI (Designated Member —Appraisal Institute); associate appraisers and researchers; a full—time office administrator, and a full—time computer systems manager. Roerig, MAI Bonnie Roerig is a native of Fort Collins, Colorado, was educated in the Jefferson County Public School system and graduated with a degree in Speech Arts from Colorado State University. Graduate work resulted in a Master of Arts Degree in the interdisciplinary field of Communications, with emphasis on Speech, English and Journalism. She entered the real estate appraisal profession in 1970 and has worked full—time since, principally in the Denver Metropolitan area, appraising a wide range of industrial and commercial real estate, development land, and income —producing property. She was awarded the MAI designation in 1981. Her affiliation with Baughar and Associates began in February 1975, and she became a full partner when Baughar-Roerig & Associates was formed in August 1982. She became sole owner of the firm upon the retirement of Earl Baughar, MAI, in January 1988, and the company was renamed in January 1991. The company incorporated in 2003. The company's appraisal assignments have pertained to eminent domain proceedings, mortgage loans, purchase or sale purposes, estate taxation, and IRS needs. Ms. Roerig has been qualified as an expert witness in metropolitan County and District Courts since 1974. Ms. Roerig is under contract to the Colorado Department of Transportation to provide appraisal and review appraisal services and is currently serving the Regional Transportation District in appraisal and review capacities. Ms. Roerig has been active in the Appraisal Institute since 1974, serving as Co —Chairman of the Candidate Guidance Committee and as Co —Chairman of the Admissions Committee (two—year term). She completed a three—year term on the Board of Directors and was the Chapter President in 1990. Ms. Roerig also served as chairman of the Ad Hoc Committee which effected unification of the three Colorado Chapters of the American Institute and the Society of Real Estate Appraisers. Ms. Roerig's national Appraisal Institute functions include appointment as Regional Member, Ethics Administration Division for Region II of the Appraisal Institute. Duties in this capacity included processing of files pertaining to investigation of allegations against peers with regard to possible violations of the Appraisal Institute's Code of Professional Ethics and Standards of Professional Practice. Ms. Roerig began grading non-residential demonstration reports in 1984 and served as a member of the National Board of Examiners — Appraisal Reports from 1987 through 1990. She was the Chair of the General Demonstration Reports Subcommittee for 2000-2002 and was on the General Admissions Committee and the Qualifying Education Committee for those years. She remains on the GDRS committee for 2003 and 2004. Ms. Roerig was Chair of the General Appraiser Board in 1995 and 1996 and Vice -Chair in 1994. She also held positions on the National Executive Committee, the Finance Committee and the Board of Directors. Ms. Roerig was appointed to Appraisal Institute's National Planning Committee for 1994 and 1995 and served for two years on the Instructor Subcommittee. National Appraisal Institute committee assignments in 2002-2003 included Chairing The Appraisal Journal Editorial Board, and serving as the Editor -in -Chief of The Appraisal Journal.
