VALUE CONSULTANTS, INC. (VCI) is a woman -owned business
specializing in the appraisal and consulting of real estate involved in condemnation,
environmental and development/conservation issues. The president, Beverley S.
Phillips, MAI, SRA, has over 28 years experience in major partial acquisitions for
condemnation, environmental and development/conservation projects in Colorado
and Ohio.
Over the past few years the impact on value of environmental issues has played a
major role in VCI's clientele. In addition to appraising and consulting on
environmental issues, Beverley has authored articles, held seminars and served as a
member of the Appraisal Institute's (AI) Task Force on Environmental Issues. The
Task Force published a Property Observation Checklist in February 1995 for
voluntary use by Al members, candidates and affiliates and their clients.
Condemnation issues and the taking of private property rights have been a major
part of VCI's clientele. Major Colorado projects completed over the past 5 years

These projects include: properties of all types, partial and total acquisitions, three
approaches to value, consideration of costs -to -cure and damages/benefits, and the
impact on values of extensive environmental issues.
VCI was selected as one of the appraisers for Stapleton 2000 (redevelopment of
Stapleton International Airport-SIA). The first appraisal completed assisted SIA
officials in negotiations with Union Pacific. Consulting was provided on the United
Airlines Training Facility lease.
Open space issues are of paramount importance and VCI provides consulting and
valuation in this area. Clients include Colorado State Parks, Colorado Open Lands,
Douglas County, Larimer County, the Towns of Parker, Elizabeth and Fort Collins.
and individual landowners. This type of assignment included the valuation of a
"crystal cave" in Jefferson County.
Litigation support is a primary service provided to VCI clients. Beverley is an
expert witness in many courts in Colorado, as well as California and Ohio.
Teamwork is essential in providing litigation support. References can be provided
upon request.
Development projects provide VCI with many private clients and their projects.
The development of the rural site plan to preserve open space in rural developments

Specific Hourly Rates
Usually, a project will be quoted by an appraiser on a parcel by parcel basis. This
permits cost savings to the client when more than one appraisal is completed in a specific
market. I am the sole employee of Value Consultants, Inc.; however, researcher
subcontractors are used when necessary to meet time lines and client needs. The

Dear Mr. O'Neill:
The purpose of this letter is to respond to the above -captioned RFP-P-921 for appraisal
services involving real estate for the City of Fort Collins. I am responding to this RFP in
the order of the Review and Assessment page of the RFP.
Partial Appraisal Reports
Over the past 15+- years, I have prepared partial appraisal reports for the City of Fort
Collins. My entire 29 year career has focused on partial appraisal reports for both
municipal agencies and private property owners. Over the past 5 years, I have been
involved in many projects for Fort Collins, as well as the Colorado Department of
Transportation (CDOT), Douglas County Public Works, and the Town of Castle Rock.
Your real estate department (under the supervision of Ron Mills) has reviewed many of
my partial appraisal reports. References, other than the City of Fort Collins, are listed in
a the reference section of this proposal. These reports have been presented in both
Summary and Self -Contained appraisal reports.
Experience & Education
Attached hereto is a copy of my Professional Profile, a summary of my company (Value
Consultants, Inc.), Litigation History, Copy of State of Colorado License as a certified
general appraiser and a copy of my membership certificate with the Appraisal Institute
(hold both the MAI and SRA designations). My education and experience include the
areas that you are seeking: recreational trail, open space and storm drainage. I hold both
the MAI and SRA designation. Many users of appraisal services find it helpful to have
an SRA involved in residential properties.
