Project Description: Complete Asbestos Inspection, Lead -Based Paint Screening, and Demolition
Debris Sampling at Gateway Mountain Park located in Larimer County, Colorado.
Scope of Services: Collect samples of all accessible suspect asbestos -containing building materials
and submit samples to laboratory for PLM analysis to determine asbestos content. All inspection,
sample collection, and lab analyses activities will be performed in accordance with customary (industry
standard) practices. Screen painted building components for lead with SXRF instrument. If lead
painted components are present, collect sample of representative demolition debris and submit for
TCLP laboratory analysis. Deliver two copies of the report (on or before 1/30/04) listing the type,
quantity, and location of each asbestos containing building material found, results of lead screening,
and demolition debris results.

4. PROJECT SCHEDULE
WALSH can mitiate the asbestos inspection, lead screening, and demolition debris
tasks at the Gateway Mountain Park at the City's convenience.

To meet the above schedule deadlines, WALSH assumes the inspector(s) will have readily
available access to all functional spaces within the building.
5. COSTING
This proposal estimate all costs for analytical, equipment, labor, materials, travel, and
miscellaneous expenses needed to complete the field inspection(s) and provide the deliverable
documents described above for the building. Details of each specific cost are provided in the
spreadsheet, located in Appendix A.
Total estimated cost for the Gateway Mountain Park building inspection is approximately
$3,245.00. The actual project costs may be less or more depending on actual site materials
encountered.
WALSH proposes to complete the excavation oversight and building inspection tasks on a
tune and materials basis.
6. CONCLUSION
WALSH is pleased to present this proposal to the City of Fort Collins for an asbestos
inspection, lead screening, and demolition debris sampling for lead of a resulential structure
at the Gateway Mocmtain Park located in Larirncr County, Colorado. We have significant

2.2 Lead -Based Paint Screening
The lead inspection will include collecting a sufficient number of readings using a field
portable Spectrum X-ray Fluorescence (SXRF) analyzer to test painted building components
for the presence or absence of lead -based paint (LBP). The survey will include screening of
select testing combination (i.e., cabinets, doors, moldings, walls, window frames, etc.).
The lead survey will be based on U.S. Department of Housing and Urban Development
(HUD) guidelines for conducting LBP inspections. Lead survey activities will be conducted
by or under the direct supervision of trained and certified lead inspectors/ instrument
operators.
2.3 Demolition Debris Sampling for Lead
If it is determined that LBP is present in the structure located on the property, WALSH will
perform sampling of anticipated demolition debris. The lead waste sampling will include the
collection of a maximum of one composite sample of representative demolition debris to test
for the presence of regulated quantities of lead. The sample will be submitted for Toxicity
Characteristic Leaching Procedure (TCLP) laboratory analysis of lead. The TCLP test will
determine if the debris is considered a hazardous material for disposal purposes. The
sampling will include testing of all debris combination (i.e., doors, foundations, roofing,
windows, walls, etc.).
The demolition debris sampling will be based in accordance with ASTM Standard E 1980-
97, entitled Standard Guide for Sample Selection of Debris Waste from a Building
Renovation or Lead Abates Project for TCLP Testing for Leachable Lead (Pb).
I DELIVERABLES
WALSH will provide a total of two hard copies of the Building Inspection Letter Report.
The Inspection Report will include:
• written statements summarizing the findings
• summary or table documenting type, friability, quantity, and location of all confirmed
asbestos -containing building materials
• summary or table documenting location of all painted materials screened for lead -based
paint and screening results
• summary of the lead content of sampled demolition debris (if applicable)
• field forms, chain -of -custody records, and laboratory sample results
• the approximate price and unit costs for abatement of asbestos -containing building
materials and lead (if applicable)

1. INTRODUCTION
Walsh Environmental Scientists and Engineers, LLC (WALSH) is pleased to present this
proposal to the City of Fort Collins to conduct a building inspection for asbestos -containing
building materials (ACBMs), a lead based paint screening, and demolition debris sampling
for lead of a residential structure at the Gateway Mountain Park located at in Larimer
County, Colorado. Mr. Paul Burkholder of the City of Fort Collins — Parks Department
requested the inspection in anticipation of the structures demolition. Both interior and
exterior portions of the structure will be inspected.
2. SCOPE OF WORK
WALSH personnel will perform the comprehensive asbestos inspection and quantification of
all accessible ACMs found to be present within the structure present at the site.
Additionally, the WALSH Team will perform an XRF screening to determine the presence or
absence of lead based paint. If lead -based paint is determined to be present in the structure,
WALSH will perform sampling of anticipated demolition debris for the determination of the
presence of regulated quantities of lead. A final Building Inspection Letter Report will be
prepared following receipt of analytical results and interpretation of the data.
2.1 Asbestos -Containing Material Inspection
The asbestos inspection will include collecting, if necessary, a sufficient number of samples
of homogenous moped asbestos -containing materials (ACMs) to identify materials which
may need to be addressed based on planned demolition activities. The inspection will include
the sampling and quantification of the suspect ACM in the following systems:
• Ceiling
• Electrical
• Flooring
• Structural
• Therrrralimechanical
• Wall1partition
• Miscellaneous
Since some materials may be concealed (e.g. carpet over floor tile or linoleum), minor
destructive investigation techniques may be employed during this inspection.
The asbestos inspection will be based in accordance with standards of the U.S.
Environmental Protection Agency (EPA) Asbestos Emergency Hazard Response Ad
(AHERA) under (40 CFR Part 763), EPA National Emission Standards for Hazardous Air
Pollutants (NESHAP) Regulations for Asbestos (40 CFR Part 61), the Colorado Department
of Public Health and Environrent (CDPHE) Regulation Number 8 (Reg. 8) "The Control of
Hazardous Air Pollutants," and OSHA Standards for Asbestos (29 CFR Parts 1910.1001,
1910.134, and 1926.58).
All asbestos inspetim activities will be conducted by State and EPA accredited personnel.
