Box 580 Fort Collins, CO 80522-0580 Reference: Wastewater Collection System Model & Master Plan Tasks 4 -8 Dear Chris: January 13, 2004 MA-5654-CC SL# 25538 As requested, we are providing you with scopes and budgets for the remaining tasks to complete the Wastewater Collection System Model & Master Plan. The attached Scopes of Services reflect our understanding of these tasks based on the work we have completed to date and our meetings and discussions with you. Included with the detailed Scope of Services are fee estimates based on the hourly rates set forth in our Master Agreement. We have begun to build the model using the data collected. As you are aware the prioritization and error correction of the City data with the data collected has taken considerably longer than expected. Using the information we have gathered and collated we will make model runs to produce a model representation of the wastewater system. This model will be used to analyze the collection system, and determine areas of concern in the existing system. These results will be used to determine the placement of additional monitors and to analyze the system for future conditions. The final results of the modeling and flow monitoring will be used to create a capital improvement plan and a master plan of the wastewater collection system. Outline of Proposed Tasks: SUBTASK 1. INITIAL SYSTEM ANALYSIS AND RESULTS a. Final computer model runs will be completed to correct errors and determine additional data needed to insure proper model operation. b. RTW will review the analysis results and determine areas of concern and the significance of each problem. RTW will also consider the areas of concern to determine whether or not they resulted from faulty data or if more information (i.e. monitoring) is required to confirm the areas of concern. SUBTASK 2. REVIEW OF MODEL RESULTS WITH CITY AND IDENTIFICATION OF AREAS/ISSUES OF CONCERNS a. The results and the areas of concern from subtask 1 will be presented to the City for consideration and review. b. RTW together with the City will finalize the list of areas/issues of concern. SUBTASK 3. DEVELOP PLAN (TECHNICAL MEMORANDUM) FOR ADDITIONAL FLOW MONITORING SITES a. Using the list established in subtask 2, RTW will prepare a Technical Memorandum outlining the steps necessary to complete additional monitoring and gather additional information to confirm the areas of concern. Coghg W W Master PIen\Pmjecu\Pn5651tCBU.v-Scope-Teaks a through g.doc RTW FLOW MONITORING TASK - PHASE 2, TASK 5 (RTW Job No. MA-5654-SC) For Wastewater Collection System Model & Master Plan SCOPE OF WORK As a part of this Scope of Work, we will request that the City of Fort Collins provide access and assistance in identifying and locating the manholes for flow monitoring, installing and removing the flow monitoring devices within said manholes, and collecting the data from the flow monitors in order to minimize impacts to traffic, especially in certain locations Outline of Proposed Tasks: SUBTASK 1 INSTALL FLOW MONITORING STATIONS The flow monitors will be installed in the areas of concern as determined in Task 4 of this Project. RTW's subcontractor, Hydro Construction Inc, will install the flow monitors with the assistance of City personnel and equipment when feasible. SUBTASK 2. PORTABLE FLOW MONITORING/COLLECTION & REVIEW OF DATA This task includes the collection of the data from each of the sites with assistance from the City when possible. The observations in the field will be done to insure that the monitors are properly collecting the data. If the data is not being properly collected, measures will be taken by RTW to reprogram the monitor, have Hydro enter the manhole to perform needed maintenance of the sensor (i.e. cleaning or repositioning the sensor as needed), or call upon the vendor to correct any malfunction of the unit. The data collection for this stage of the project will be for a period of approximately 1 month. Once the data is collected it will be reviewed in the office and set up in a database for input into the H2O Map Sewer model. SUBTASK 3. MODEL RUN AND RE -CALIBRATION BASED ON NEW DATA FROM PERMANENT AND TEMPORARY FLOW MONITORING STATIONS Using all the information gathered, collated, and input into the model, a final model run of the existing system will be completed. This will entail the final model calibration and establish a completed existing model. SUMMARY OF FEES: Flow Monitoring Task -Phase 2, Task 5 Subtask 1. Collins W W Mesta Plan\Projxu\Pn5651\CB\Ur-Swpe-Tasks A through 8.doc RTW ANALYSIS OF FUTURE IMPROVEMENTS, TASK 6 (RTW Job No. MA-5655-SC) For Wastewater Collection System Model & Master Plan SCOPE OF WORK As a part of this Scope of Work, we will request that the City of Fort Collins team provide input regarding the results of the analysis of the future system and assist in providing planning information regarding the future loading of the system. Using all the information gathered, collated, and input into the model, a final model run of the future system will be completed. The results of this run will be used to help establish the capital improvement plan. The goal of this phase of the project is to assure that future improvements are made under the vision of a buildout plan. Upon review of alternative scenarios with the City, RTW will confer with the City to select buildout alternatives that best meet the interests (including costs, political factors, etc.) of the City of Fort Collins. The analysis will estimate future sanitary sewer collection trunk alignments to accomplish the long-range needs of the City. As appropriate, the I/I and peaking factors obtained during analysis of the existing system will be modified to account for improved construction materials and practices and size of basin(s).
