RE: RFP P902 VSP Vision Proposal
Dear Mr. O'Neill:
Thank you for being a customer of VSP. We appreciate your business and look forward to continuing our
relationship with the City of Fort Collins.
VSP is submitting for your review our renewal fees and projected claims for the current VSP program effective
January 1, 2004 for a 24-month period. We are also providing fees for administering our vision program through
our preferred relationship with Cigna HealthCare. This is a national arrangement providing for reduced plan
expenses through a Cigna medical plan for which Cigna administers membership eligibility. In addition to our self -
funded arrangements, we have provided estimated four tier risk rates based on the current program to assist in
establishing employee contributions for payroll deductions.
At VSP, we feel strongly that the VSP vision program works well in handling the needs of the employees of the
city. We are a not -for -profit service corporation that was founded in 1955 to provide quality eyecare and that sole
dedication remains to this day. VSP is not a retail chain based program structured to sell glasses to make a profit,
nor is VSP a multi -product insurance company where vision care is a minor coverage among numerous other
benefits. Our primary goal is to promote wellness through comprehensive eyecare programs.
While we have been greatly successful and have numerous participants, our continued focus is on the details of
providing flexible, accurate, and easy administration to our clients. Our administration is turn -key with the duties
of the group simply being to distribute plan materials, report monthly eligibility, and remit payment. We have
people dedicated to assisting in the administrative implementation and ongoing services.
We acknowledge receipt of Addendum No.5 stating that the opening date has been changed to September 5, 2003
(2:00 p.m.).
Please provide us with your feedback and questions as we are prepared to do what it takes to continue our
relationship with the City of Fort Collins.
