We have received the request for proposal for insurance brokerage services for the City of Fort
Collins. We appreciate your interest in Marsh. However, with the current situation in the
insurance marketplace, a market assignment brokerage approach makes it very difficult to
provide a complete program to an organization and to provide competitive pricing. Since
marketing an insurance program requires a considerable commitment of staff time and cost for
organization, we need to determine if we can add value to the client before proceeding with this
type of exercise. In this case we do not believe that we can make a significant difference in your
existing program. While we would very much like to work with your organization and staff in
the future, we must decline to participate in the bidding for this renewal.
