Collins, Colorado 80524 Submitted by: Aqua Engineering, Inc. • 4803 Innovation Drive Fort Collins, Colorado 80525 970.229.9668 • Potential to maintain a potable water source with some parks to cover both the "shoulder season" and the risk of too little late season water to adequately finish out the irrigation season. Task 2• Analysis We will take the data collected in Task 1 and begin to formulate answers to the questions posed by the RFP. Work efforts related to this task will include: • Based on typical irrigation application, calculate the cost of potable water for a park. This effort will include a look at water use verses park activities. • Calculate the cost of raw water for a park. Since most of the parks currently irrigated with raw water are large or contain athletic fields, the water use and park activities will be noted. • Study the requirements to deliver water from the existing ditches to the parks that are located remotely from the ditches. • Determine the methodology for delivering raw water the pumping concept. For example, is it possible to pump directly off a particular ditch or will storage be required at a park site. • Results from the Dual Systems Water Project at Colorado State University will be compared to the responses from the five ditch companies to begin formulating projections for the future. Due to differences between the ditch companies, we are anticipating that there could be different solutions to the same question depending on the ditch company. At the completion of this task, we will have prepared preliminary answers and recommendations. Task 3• Workshop After developing preliminary answers and recommendations, we will conduct a workshop with the City Staff to discuss the findings and the future use of raw water. This will be a "no holes barred" type of discussion that will include the philosophical discussion of the future use of raw water. It is intended that Stephen Smith, Bob Beccard, and Amy Johnson will attend from Aqua Engineering. City Staff to attend is recommended to be any of those staff individuals having responsibility for the park sites, irrigation, and water rights. Raw Water Irrigation Analysis Technical Proposal For Parks November 3, 2003 Task 4: Review and Reevaluate Based on the workshop discussion, we will review and reevaluate our preliminary findings. Cost estimates will then be revised accordingly. Task 5: Final Report and Presentation After reevaluating the preliminary findings, a detailed report will be prepared to summarize the study approach, assumptions, calculations, findings and recommendations. The report will likely include the spreadsheets describing historical water use and costs, and the Engineer's Opinion of Probable Construction Costs. Agricultural Engineering, New Mexico State University EXPERIENCE Stephen Smith founded Aqua Engineering, Inc. in 1975 to provide a wide variety of highly specialized landscape irrigation engineering services. Steve served as president of Aqua Engineering, Inc. from 1975 to 2001. Steve's 29 years of irrigation engineering experience includes projects throughout the United States and eight countries in Europe and the Middle East. In addition to his work at Aqua Engineering, Inc., Steve serves on the faculty at Colorado State University where he has taught landscape irrigation design for the past 19 years. Steve's list of published papers and reports is extensive and covers topics which include: water management and alternative water sources for urban landscapes; CAD, CAE, and computers in irrigation system design and management; landscape irrigation scheduling and centralized control; use of on -site weather stations for irrigation scheduling; secondary supply for landscapes; SCADA; and canal modernization. In 1996, Steve authored Landscape Irrigation: Design and Management a definitive non-proprietary textbook on landscape irrigation that was published by John Wiley & Sons, Inc., New York. Steve has been a professional member, and past national president, of the American Society of Irrigation Consultants for 17 years, and in 1999, he was made a fellow member of ASIC. Steve presently serves on the board of the Louden Irrigating Canal and Reservoir Company. We acknowledge receipt of Addendum # 1. Aqua Engineering is experienced with and has completed numerous raw water irrigation projects, many for the City of Fort Collins, and other Front Range cities. More than half of Aqua Engineering's landscape irrigation design projects these past five years involve the use of raw water or treated sewage effluent. Many of those projects involved water right evaluations, safe yield and seasonal water availability analysis, and the design of suitable open channel structures per the requirements of the canal companies involved. We commend the City of Fort Collins for investigating the conversion from potable to raw water for landscape irrigation of more parks. We believe that the use of raw water for landscape irrigation is in the best interest of, not just the City, but the Poudre Basin and the region as well. For the past two years, Aqua Engineering has been involved with the "dual systems project" with Colorado State University. The project was funded by Colorado Water Conservation Board. This work entailed study of canal companies and systems in six states, particularly in Utah, to understand the dynamics and economics that cause canal companies to become involved in the provision of raw water. Many canals have successfully entered this arena and become exemplary of modernized canal systems in the process. Aqua Engineering will bring this background and experience to bear with this project. It would be our hope that the interest on the part of the City of Fort Collins, and the share ownership position as well, will be a catalyst for some, or all, of the canal companies to adapt and change to the evolving situation. There is a resurgence in recent years of interest in utilizing raw or agricultural water, when available, to minimize potable water use for irrigation. Pump stations, storage facilities, delivery structures, measurement flumes and weirs, as well as the irrigation systems themselves are a part of these raw water systems. Waterglen PUD, Fort Collins, Colorado Well water is utilized at Waterglen PUD in Fort Collins, Colorado for the irrigation of all the common landscape and the landscapes of individual lots. The use of this alternative raw water supply reduces the demand on the potable water supplied by East Latimer County Water District (ELCO). Because of the reduced demand on the potable system, Aqua Engineering was able to negotiate a corresponding reduction in the raw water turnover requirement imposed on the developer of the project. Aqua Engineering designed the pump system from several wells that were manifolded together and designed the raw water delivery network using a hydraulic modeling technique. Each residential lot has a YV point of connection for their own irrigation purposes. Emphasis is given to energy efficiency and state of the art control systems. Long term operation and maintenance are considered during the design phase. City of Evans Raw Water Irrigation Master Plan and Irrigation Systems Evans, Colorado The City of Evans Raw Water Irrigation Master Plan project is a multi -phase project that is ongoing. A master plan was prepared which included preliminary design of several raw water pump stations, diversions, and pipe infrastructure. Design and construction documents were prepared for Evans Community Complex, Evans Waste Water Treatment Plant, and Riverside Park. Each system included a raw water pump station, plan and profile piping design, and fully automated irrigation systems. The Master Plan report included a review of water rights, available water sources, recommended approaches and feasibility, economic analysis. and potential revenue. Construction documents included pump station plans, diversion structure design, and plan and profile for piping in the roadways. Irrigation system design included turf areas and tree, shrub, and ground cover planting areas. Zone control valves and isolation gate valves permit isolation of sections for repairs or maintenance. Non -potable water is used for irrigation of the Community Complex with a potable back-up water source. A spool piece prevents cross - connection and allows only one water source to enter the irrigation system at a time. Aqua Engineering, Inc. 4803 Innovation Drive Fort Collins, Co. 80525 970.229.9668 RAW WATER IRRIGATION DESIGN Raw Water Irrigation Design Aqua Engineering, Inc. has designed and seen successful implementation of many raw water systems. There is a benefit of utilizing raw or agricultural water, when available, to minimize potable water use for landscape irrigation. Pump stations, water storage facilities, delivery structures, measurement flumes and weirs, as well as the irrigation systems themselves are a part of these raw water systems. An existing concrete headwall structure, canal gate, and Parshall flume will be used to divert water into the existing pond. A proposed transfer pump will pump water to a new irrigation pond. Promontory Point Greeley, Colorado Promontory Point is a 590-acre high -end corporate office park. Agricultural irrigation water will be diverted from the Boomerang ditch and distributed to common open space, streetscapes, and individual building sites for landscape irrigation needs. A complete raw water irrigation distribution system was designed for this site, including a primary pump station, transfer pump station and piping, and distribution piping to individual building sites. A series of storage ponds and a transfer pump will allow the distribution of raw water for the entire irrigation season. This system will eliminate the need for redundant potable water taps or wells to provide irrigation water beyond the normal June through September operation of the canal. Aqua Engineering, Inc prepared construction documents for the raw water system that included a transfer pump station, irrigation pump station, irrigation distribution pipeline plan and profile, and lake aeration. This system will be a stand-alone utility to be operated and maintained by the City of Greeley. RELEVANT PROJECTS: Mutual Irigation Company Projects Aqua Engineering is experienced with and has completed numerous raw water irrigation projects, many for the City of Fort Collins, and other Front Range cities. More than half of Aqua Engineering's landscape irrigation design projects these past five years involve the use of raw water or treated sewage effluent. Many of those projects involved water rights evaluations, safe yield and seasonal water availability analysis, and the design of suitable open channel structures per the requirements of the canal companies involved. Greeley #2 Canal System, Lucerne, Colorado Aqua Engineering is involved in a modernization study of the entire 50 miles of canal to include mapping, well inventory, SCADA implementation, pressurization feasibility, and related modernization. Aqua Engineering and Stephen Smith participated fully these past two years in the Dual Systems Study with Colorado State University. Lake Canal, Fort Collins, Colorado Aqua Engineering is currently doing a feasibility study for the Lake Canal system which involves evaluation of alternatives for implementation of pressurized irrigation within the Lake Canal service area. Evaluation of Lake Canals decrees and water rights has been completed. Pipe routing, water storage, and pump station locations are currently being evaluated. Union Ditch, Greeley, Colorado Aqua Engineering is currently working with the Union Ditch to inventory and map structures, consider future modernization of the canal system, and prepare a substitute water supply plan and augmentation plan for the wells under the Union Ditch service area. Raw Water Irrigation Analysis Technical Proposal For Parks November 3, 2003 RELEVANT PROJECTS: Raw Water Projects Boomerang Golf Course and Northridge High School, City of Greeley, Colorado Design and preparation of construction documents and transfer pipe line plan and profile drawings for the following: diversion structure from canal, transfer pump system and pipe to deliver raw water to three irrigation ponds, pump system to deliver raw water to a new development's future irrigation system, high school irrigation pond, aeration system, and irrigation pump system to serve the high school irrigation system. The transfer station consisted of five pumps total: two VFD pumps rated at 400 GPM each and 80 PSI, two VFD pumps rated at 800 GPM each and 55 PSI, one fixed speed vertical turbine pump rated at 175 GPM and 80 psi with an automatic filtration system. The high school pump station consisted of three 75 HP pumps, each rated for 750 GPM and 105 PSI, one pump is strictly a back up for the system (total flow is 1450 GPM). Boomerang 88 Development Dual Water System and Golf Course Irrigation System, Greeley, Colorado A feasibility study was prepared for use of raw water for landscape irrigation purposes of common space in the proposed development. In conjunction with the golf course irrigation system study, existing pond conditions and sizes were evaluated, existing raw water conveyance systems were evaluated, pump station options were discussed, a proposed distribution system was presented and cost estimates were included. The non - potable infrastructure costs were compared to the costs of utilizing municipal taps at each open space. Brunner Farm, Windsor, Colorado A 1.5 acre raw water storage pond, lift station, VFD pumping system, wet well intake structure and intake piping, HDPE raw water distribution piping network, and irrigation system construction documents were completed for this 85-acre housing development consisting of 305 residential units. Raw water for irrigation was provided to all common landscaped areas, medians, ROW landscaping areas, and each homeowner's lot. Individual raw water meters were provided for each homeowner. Aqua Engineering researched water rights for the property and completed documentation for the State Engineer. Dacono Properties, Dacono, Colorado A feasibility study was prepared for the use of raw water for landscape irrigation purposes in a development that included over 250 single-family lots, parks, and commercial areas. The preliminary design consisted of a prefabricated pump system with automatic filtration designed to serve the irrigated area. The irrigation infrastructure, pipeline, and irrigation pond were part of the feasibility study. Coordination with the Lower Boulder and Baseline Ditch Company and Stanley Lake Ditch Company was required East Memorial Soccer Complex, Greeley, Colorado Construction documents were prepared for the irrigation system design of this soccer complex in Greeley, Colorado. The project included coordinating with the Greeley - Raw Water Irrigation Analysis Technical Proposal For Parks November 3, 2003 Loveland Irrigation Company and reusing an existing head gate structure on the #2 Canal. A variable frequency drive vertical turbine pump system serves the new irrigation system. Provisions were made for the initial use of a stand-alone control system that will be compatible for future conversion to the city's computerized central control system. Evans Raw Water Irrigation Master Plan, Evans, Colorado A master plan written report and diagrammatic map were developed and presented to the City. The master plan included preliminary design of several raw water pump stations, diversions, and pipe infrastructure. The report also included a review of their water rights, available water sources, potential sites, recommended approaches and feasibility for each, economic analysis, and potential revenue Fort Logan National Cemetery, Denver, Colorado Preparation of design development levels documents for a design/build project at the 66- acre expansion. Design development work efforts include investigation into existing irrigation and pumping systems, hydraulic modeling of existing mainlines for expansion capability, specification of upgrades to the existing central control system, and development of performance specifications and details. Fossil Lake Ranch, Ft. Collins, Colorado Construction documents and specifications were prepared for a raw water landscape irrigation pump system and a transfer pump system. The irrigation pump system included an intake structure from a pond, wet well, variable frequency drive 40 BP vertical turbine pump station for irrigation, and an automatic backwashing filtration system. The transfer system included an intake structure and two 5 HP submersible effluent pumps in a wet well adjacent to a pond. Radio controls were used to start the transfer pumps when the irrigation pond was low and shut off the transfer pump when the pond was at the normal water level. Grand Elk, Granby, Colorado A feasibility study was prepared for the use of raw water for landscape irrigation purposes in a development that included over 350 single-family lots, multi -family lots, parks, and commercial areas. The preliminary design consisted of a prefabricated pump system with automatic filtration designed to serve the irrigated area. The irrigation infrastructure, pipeline, transfer pump and piping, and irrigation pond were part of the feasibility study. Coordination for using Frazier River water as the irrigation water source was required. Haythorn Farms, Eaton, Colorado A feasibility study was prepared for the use of raw water for landscape irrigation purposes in a development that included single-family lots, multi -family lots, parks, and commercial areas. The preliminary design consisted of a prefabricated pump system with _ automatic filtration, one vertical turbine pump, and one pressure maintenance pump in a groundwater well. The system was designed to serve 46 acres of irrigated area. The irrigation infrastructure and pipeline were part of the feasibility study. Raw Water Irrigation Analysis Technical proposal For Parks November 3, 2003 Horseshoe Lake Development, Loveland, Colorado Aqua Engineering, Inc. developed construction documents for the raw water intake structure and piping, variable frequency drive pumping station and automatic self- cleaning filtration system, irrigation raw water distribution piping infrastructure, and automatic irrigation system for approximately 100 irrigated acres in this residential development. The irrigation system is sized for common area landscaping, a community park, private homeowner use of the raw water system, temporary surface irrigation for revegetation in perimeter areas, and a centrally located agricultural open -space parcel. Idaho Creek, Longmont, Colorado Raw water from the Rural Ditch is utilized at Idaho Creek PUD in Longmont, Colorado for the irrigation of all the common landscape and the landscapes of 354 individual home sites. The use of this alternative raw water supply reduces the demand on the potable water supplied by the Left Hand Water District. Aqua Engineering calculated the capacity required for storage, and designed the infrastructure required to distribute the raw water to the common space and individual lots including the irrigation pump station and distribution piping. In addition, a USBR check structure was designed for the Rural Ditch, along with a headgate and lift pump station to divert water from the Rural Ditch to the on site irrigation storage pond. All drawings were reviewed and approved by the Left Hand Water District and the Rural Ditch, Jacoby Farms Development, Windsor, Colorado After completion of a feasibility study, construction documents were completed for a non -potable irrigation system to serve a multi -use development. Preparation of plans, details, and specifications were completed for the new ditch diversion structures, conveyance pipelines, variable frequency drive pumping system, and raw water distribution -piping network. Raw water for irrigation was provided to all common landscaped areas, medians, ROW landscaping areas, and each homeowner's lot. Individual raw water meters were provided for each homeowner. Aqua Engineering researched water rights for the property and completed documentation for the Town of Windsor. Sears Farm, Evans, Colorado A feasibility study was prepared for the use of raw water for landscape irrigation purposes in a development that included single-family lots, multi -family lots, parks, and commercial areas. The preliminary design consisted of a prefabricated pump system with automatic filtration designed to serve 129 acres of irrigated area. The irrigation infrastructure, pipeline, irrigation pond and aeration system were part of the feasibility study. Town of Vail Raw Water Utilization, Vail, Colorado A feasibility study was prepared for converting two of the Town's parks from potable water to raw water for landscape irrigation purposes. The study included the review and evaluation of an existing ground water well, surface water intake system, and pump station. Multiple options for the systems were discussed and cost estimates and payback analysis were completed. Tuscany Development, Evans, Colorado After completion of a feasibility study, construction documents were completed for a non -potable irrigation system to serve a multi -use development. Preparation of plans, details, and specifications for an irrigation storage pond, variable frequency drive pumping system, and raw water distribution -piping network were completed. Raw water for irrigation was provided to all common landscaped areas, medians, ROW landscaping areas, and each homeowner's lot. Waterglen PUD, Fort Collins, Colorado Well water is utilized at Waterglen PUD in Fort Collins, Colorado for the irrigation of all the common landscape and the landscapes of individual lots. The use of this alternative raw water supply reduces the demand on the potable water supplied by East Larimer County Water District (ELCO). Because of the reduced demand on the potable system, Aqua Engineering was able to negotiate a corresponding reduction in the raw water turnover requirement imposed on the developer of the project. Aqua Engineering designed the pump system from several wells that were manifolded together and designed the raw water delivery network using a hydraulic modeling technique. Each residential lot has a 3/a" point of connection for their own irrigation purposes. Wind Farm, Johnstown, Colorado A feasibility study was prepared for the use of raw water for landscape irrigation purposes in a development that included single-family lots and parks. The preliminary design consisted of a prefabricated pump system with automatic filtration designed to serve the irrigated area. The irrigation infrastructure, pipeline, and irrigation pond were part of the feasibility study. Coordination with the Hillsboro Ditch Company was required. Youth Sports Complex, City of Greeley, Colorado Design and preparation of construction documents for: raw water diversion structures, irrigation pond, aeration system, and pump system. The variable frequency drive, vertical turbine pump system serves the existing irrigation system at the sports complex and will serve other developments. The pump system is rated for 650 gallons per minute at 105 PSI total dynamic head. SCOPE OF SERVICES The Request for Proposal (RFP) and Addendum No. 1 describe the questions the City of Fort Collins Parks Department is seeking to have answered. This section presents our intended approach to provide thoughtful solutions to the questions posed. It is our intent to provide solutions to Priority Items 1 to 4. We will look at Priority Item from the perspective that it is an optional additional water source depending on both engineering issues and water rights issues. Our recommendations, related to the use of storm drainage for irrigation, will be based on available storm drainage data that the City can provide. Project Approach To develop solutions to the questions posed in the RFP, our approach is to complete the following tasks: 1. Data Collection 2. Analysis 3. Workshop 4. Review and Reevaluate Findings 5. Final Report and Presentation To complete these tasks, we have conceptually divided our project staff into two teams. One of the teams will be headed by Stephen Smith and the other will be headed by Robert Beccard. Steve's team will investigate issues related to water rights, annual per share yields, and the mutual irrigation companies. Bob's team will investigate the irrigation system, storage, filtration, and pumping issues related to the parks. His team will be developing solutions to the questions related to the cost effectiveness of using raw water, minimum size of park to use raw water, the pros and cons and cost benefits of using raw water, and preparing opinions of probable construction costs related to the implementation of raw water. Bob will also provide QA/QC for the project. Steve will be the direct contact for communications and interactions between the City and Aqua Engineering. Amy Johnson will serve as the overall project manager for the project. As the need arises, other staff members will be involved on either or both teams to complete the project in a timely manner. Assuming a Notice to Proceed at mid -November, we estimate that the project can be completed by the end of January 2004, requiring more or less 8 to 10 weeks. A more detailed description of the work effort for each of the tasks follows: Raw Water Irrigation Analysis 'technical proposal For Parks November 3, 2003 Task 1: Data Collection Data related to the irrigation of parks will be collected from the City. This will include but will not be limited to GIS information regarding the location of the 44 parks and five irrigation ditches, which of the 44 parks are irrigated with raw water versus which are irrigated with potable water, irrigated acres per park, average depth of application of irrigation water, cost of potable water, cost of electricity for pumping, typical operating costs, storm drainage that contributes water to existing irrigation ponds, and any other information available from the City. One piece of data that may be difficult to collect but would be of interest, is if the Parks Department is aware of any future utility projects that would allow raw water piping to be installed in a common trench with storm drainage piping or other utilities. Such projects could potentially reduce the cost of installation of the raw water piping and possible extend raw water to parks that otherwise might not be cost effective. During this task, each of the five ditch companies will be contacted and discussions regarding their future will begin. It will be necessary to understand the operations of each of the five canal companies noted in the Request for Proposal, including: • Pleasant Valley and Lake Ditch Co. • Latimer County #2 Ditch Co. • New Mercer Ditch Co. • Arthur Irrigation Co. • Larimer and Weld Ditch Co. The company, canal operations, past water delivery rules, and future impacts to canal operations by urbanization will all be a factor in predicting the suitability of raw water from each system for landscape irrigation. Both the analysis and the results will need to be viewed separately for each canal. If there is strong commonality between the companies and the canals, it would be a plus for the City of Fort Collins, but this is unlikely. Incidentally, we will want to be aware of the discussions concerning the potential to combine reaches of several of the canals. For individual ditch companies in the Fort Collins area, change is inevitable. Urbanization along the canal causes much of this change and the ownership of many mutual irrigation companies is changing as well. The City of Fort Collins is represented on most of these canal company boards through Dennis Bode and others at the City. Aqua Engineering's first effort with data collection and query will be with City Staff followed by meetings with individual canal companies to gain insights into their operations and potential concerns. Each of the mutual irrigation companies holds a decree under the prior appropriation system. The annual diversions and flows have generally decreased in recent years. This is due to decreased agricultural acreage, water rights transfers out of the ditch (leaving historic return flows but removing the consumptively used portion of those rights), and Raw Water Irrigation Analysis Technical Proposal For Parks November 3, 2003 the ownership transfer of the C-BT portion of the historic diversion. Taken together, these elements result in a decrease of flow and delivered volumes within the ditch. Because seepage loss has likely remained the same, the deliverable "wet water" may have decreased accordingly over time. This creates a dilemma for the City of Fort Collins Parks Department or any other irrigator who may be "last on the ditch" so to speak. The canal system and ditch company issues which Aqua Engineering will address as a part of the work includes: • Historic yield and probable safe future yield per share using data available from the State Engineer (HydroBase database), hard copy records from the State Engineer, Federal Land Bank Engineering Reports, past studies, and interviews with company superintendents. • Early season versus late season water availability issues as it relates to the local evapotranspiration rate for landscapes (bluegrass in particular). • Current and probable future share ownership by the City of Fort Collins (the City does not currently own shares in Larimer and Weld). • Predicted canal operating efficiency (losses due to seepage, evaporation, and related delivery losses) and likely changes over time which may affect City of Fort Collins' park projects. • Potential for exchanges' between mutual irrigation companies in order to get owned water to the right place at the right time. • Canal lining potential and costs. • Right of way and easement issues. • Service area change and the implications of such to the project. • Potential for other secondary supply or dual system projects with entities other than the City of Fort Collins (Poudre RI School District and private developments in particular). • Potential funding options other than the obvious City of Fort Collins options to include the low interest loans that are available from the Colorado Water Conservation Board. The Poudre Basin already has approximately 1200 decreed exchanges in place which can generally allow for greatly increased flexibility in water deliveries.
