SPECIFICATIONS AND CONTRACT DOCUMENTS
Description of RFP P-887 Compressed Natural Gas Fueling Facility
OPENING DATE: Opening date has been changed to June 20, 2003, 2:30p.m. (Our Clock)
To all prospective bidders under the specifications and contract documents described above,
the following changes are hereby made.
The opening date for this proposal is changed to: June 20, 2003, 2:30pm
Make the following changes to Section 3.0: Scope of Work
Construction
Delete all construction related activities from the proposal. After the selection of a vendor for
the CNG fueling equipment, the City will form a team to design the fueling facility. The selected
vendor will be asked to participate in this design process. A separate bid for construction will be
issued for the site work. Upon completion of site work, CNG refueling equipment will be
installed and put into operation.
Dispensing Capacitv
By late 2003 the City will have two (2) CNG-equipped cutaway vans in service. Enough slow -
fueling equipment will be available to fuel these units until the fast -fueling site can be completed.
Between 2004 and 2005 an additional three (3) CNG cutaway vans (30 gallons each) and three
(3) CNG transit buses (70 gallons each) will be added to the fleet, with three (3) more of each
planned to be added by 2008.

The CNG fast fueling system will need to be built to meet the Phase 1 fleet requirements, with
no provision for backup power and no need for compressor redundancy. The optimum refueling
window remains as originally specified.

Beginning with Phase 2, the City will need more capacity, compressor redundancy and backup
power. Proposed equipment must allow for capacity upgrade at reasonable cost.
In Phase 3, the fueling site must have the needed capacity to service 18-19 CNG vehicles with
appropriate redundancy and backup power, plus have room to grow.

Natural Gas Supply
Currently, the gas supplier guarantees 2psi and 12,000 SCF/hour. Using the existing line, this
can be upgraded to 25,000 SCF/hour. By running a new line from Lemay/Trilby (3400 feet
away), this capacity could be increased to a guaranteed 10psi and 100,000+ SCF/hour.
Gas pressure in the street runs between 40-65 psi, but falls during cold weather
