In closing, I would like to thank the City of Ft. Collins, the Golf Committee for
Ft. Collins, and the RFP review committee for your time in considering my proposal for
Golf Professional Services at City Park Nine. I truly appreciate the opportunity to have
my opinions heard.
I would like to say that I feel very strongly that I am the right person, the right
PGA Professional, for the job at City Park Nine. I was raised in Ft. Collins, basically at
City Park Nine, and have been a part of the community of Northern Colorado and Ft.
Collins for the past 30 years. The fact that I have been at my current position for 10
years, when most Golf Professionals are at three or more positions during that time,
speaks highly on my loyalty to the area and profession. I am not using City Park Nine as
a stepping -stone to bigger and better things. On the contrary, being the Head
Professional at City Park Nine has been a dream of mine since I started riding my bicycle
there every day in the summer. There is no one who will be more loyal and passionate
about City Park Nine than myself.

ANNUAL PAYMENT SCHEDULE STATEMENT

The City of Fort Collins will establish a schedule of City, fees and charges, and will keep all
revenues generated from green fees; annual passes, tournament fees, City -owned powered golf
cart rentals, surcharges, private golf cart usage fees, other reservation fees, building rentals,
etc. at the City Park Nine Golf Course.
The Golf Professional will acquire and own, and will keep all income/revenues generated from
the sale of golf merchandise, pull cart rentals, tournament service fees, golf club cleaning, golf
club repair, golf rentals, food and beverage sales, and from the operation of the driving range
and from providing professional golf lessons/instructions, etc., and will pay for their own staff at
the City Park Nine Golf Course.

What are your qualifications and personal attributes that relate to your
Performance of our defined services?
I grew up in Ft. Collins and started playing golf at City Park Nine with my
grandfather during the spring and the fall. I fell in love with the game of golf and began
playing as much as possible. I rode my bicycle to City Park almost every day for 4 or 5
years with my clubs strapped across my back just so I could hit that next golf ball. I was
lucky enough that PGA Professionals like Jim Greer and Rick Frye worked at City Park
and were generous enough with their time to help a junior golfer like myself. In fact,
these Professionals were the reason I decided to become a PGA Professional.
Soon after, I began working at City Park picking the driving range for Jim Greer
and graduated to working in the pro shop. I worked for Jim through junior high and high
school. Working for Jim really showed me the ins and outs of the golf business. I
worked with Jim for about ten years and had it not been for my experiences there I would
not be a class "A" PGA Professional today.
I attended the University of Wyoming and played on scholarship on the golf team
from 1987 until 1992. I won four collegiate events and became the first, and only to this
date, All -American golfer ever at the University of Wyoming.
I turned professional in 1992 and played mini tour events in the southeast for one
year. Shortly after starting this career I knew that being a touring professional wasn't for
me and that working towards being a PGA of America member was truly what I wanted
to do. I became the First Assistant at Boomerang Links in Greeley, Colorado, working
for Kenny Anderson and Bob McNamee in 1994. I have been in this position since then,
becoming a Class "A" member of the PGA of America in March of 1999.
Working at Boomerang Links has been a great learning experience for me. Golf
has gone through tremendous growth and also small decline in the past ten years and I
have learned a great deal in that time. I pride myself in relating to customers on a more
personal level, believing that customer service and satisfaction are always the number
one priority at any facility. I have also stayed close enough to Ft. Collins to understand
the golf climate there and what I feel can be done to help grow the game of golf in Ft.
Collins. I have given many golf lessons in the past ten years and have developed
numerous leagues and tournaments that have brought more golfers to Boomerang Links.
Boomerang Links has a very good reputation in Northern Colorado and I am proud that I
have been a part of building that reputation. In addition, I have become the Head Golf
Coach at Northridge High School in Greeley. This is a position that I have long coveted
as another avenue to teach the game of golf to youngsters, albeit on a slightly higher
level.
In closing, I know that I have immeasurable experience in the game of golf and
the business of running a golf course. Much of that is due to the teaching I received from
Ft. Collins Golf Professionals throughout my years at City Park Nine. I believe success
comes from treating people as you would have them treat you and I strive to live up to
that ideal every day.
What qualifications will you require of your assistants and other
employees? Please outline your staffinr Plans for peak, transitional, and
off-season times.
I will require my employees to be professional in both demeanor and dress. It is
very important for golfers to know who the employees are at any facility. A person
should know the employees by the way they dress and how they act. Golf Professionals
will be required to wear slacks at all times and every employee will need to be well
groomed. I will also require that each employee have the proper attitude towards
customers and customer service. The customer, as always, will be the number one
priority. I will emphasize that all my employees be golf knowledgeable. They will know
about equipment and apparel and their different attributes but I will place customer
relations and customer satisfaction above golf knowledge for my employees. If an
employee possesses superior golf knowledge but lacks personality and people skills, he
or she will not fit at any facility that I am overseeing.
It is a goal of mine to pursue the hiring of a female, either as an instructor or a
shop assistant. Although I will always look for the most qualified person to fill any job,
I feel it is important to provide the golfers with someone they will feel comfortable
around. I feel the current customers at City Park Nine would benefit from having a
female in a position of authority working in the pro shop.
I will require that any Assistant Professional that I employ to be working towards
their PGA member status. It is important for a facility to hire a PGA Professional
because the symbol and the logo create instant credibility among golfers. PGA
Professionals have better training, in many instances years of training, which allows them
to be better prepared to do a good job. To be quite honest, I personally would have to
think very hard before hiring someone who wasn't a PGA member to be the Head
Professional at any course I owned.
First of all, I would have you know that I consider myself a "hands-on" Golf
Professional and will spend countless hours on the premises. That being said, I will
emphasize quality of employee at City Park Nine and not quantity of employees. If there
is one thing that I have learned in the past ten years hiring employees at Boomerang
Links it is that quality employees are invaluable to any operation. One employee with
fantastic people skills and a passion for golf and the golf course is much more valuable
than two or three employees lacking in those areas. I will have enough staff on hand to
-handle the amount of play at any given time at City Park Nine. I would like to employ
one Assistant Professional and possibly one Teaching Professional, depending on the
demand for instruction. I would like to keep the assistant on staff year round to ensure
stability at City Park throughout our inconsistent winters. I will have no more than three
employees on the clock at any one time working inside the pro shop. Two employees
and myself will easily be able to handle the amount of play at City Park during peak
times. Obviously, during transitional and non -peak season times, I will employ fewer
people but will adhere to the same standards of excellence for those employees.
In closing, I will have employees who take pride in their work and love the game
of golf as much as I do. I would like to have employees that are considering or are
pursuing careers in the golf business and becoming PGA members and I have a few
people in mind that I feel would be great professionals.
What conditions, needs or requirements do you see at City Park Nine, and
how will you deal with them?
City Park Nine could be the most important golf course in Ft. Collins in terms of
growing the population of golfers in the area. City Park is the perfect course for many
golfers. It is shorter than the average course; only nine holes, and should take less time to
play than other courses in Ft. Collins. It is a great course to develop beginning golfers of
all ages, in particular juniors and women. When I was growing up City Park Nine was
the place to play for most of the good, young players in Ft. Collins. Golfers such as Rick
Cramer, Bill Riddle, Kathy and Kelly Hodge, Ron Maxfield, Ron and Randy Conard, Pat
and Manuel Garcia, and myself all grew up playing and developing our games at City
Park and all competed on a state and national level because of the programs and the PGA
Professionals at City Park.
I would like to make it clear that I would in no way try to change the actions of
the current niche players at City Park Nine, the Lady's Association or the Seniors. They
are all integral parts of the atmosphere at City Park and should be valued greatly. That
being said, there is a huge need for better programs for juniors, women, and other
beginning golfers in order to develop future golfers for the City of Ft. Collins. City Park
Nine is the ideal spot to develop these programs. I will develop the junior program at
City Park Nine to include organized play days for juniors during the summer. Juniors
will come out on specified days during the summer and play 3holes, 6 holes or 9 holes
depending on their level of expertise, involving instruction and etiquette. I will also
develop a beginning ladies league to play once per week during the summer months,
probably in the evenings, also involving instruction and etiquette. Lastly I will develop a
couple's league and some type of family day that can involve both spouses and family in
the game of golf. I feel it is of utmost importance to stress family oriented activities in
today's day and age and will adhere to this ideal at City Park Nine.
Another area that should be stressed at City Park Nine is that each golfer leaves
the course having had apleasant experience. Probably 99% of all the complaints golfers
have at any given facility is that they feel the staff of the course treated them poorly.
This is one area that I feel is important at any course I am at and will be of utmost
importance at City Park Nine. I will strive to treat all golfers, current and new, as
valuable customers to City Park and to make their experience as enjoyable as possible.
At any facility, there are always going to be issues between the pro shop staff and
the maintenance staff. Usually this stems from differing views of the facility goals.
Luckily I have had much contact with the maintenance staff at City Park Nine. Dave
Sadler, Jim Higgins and Randy Conard have been there for years, since the time I worked
there as a kid, and I know all of them fairly well and get along with all of them well.
Hopefully communication and possibly weekly meetings would help to keep our
relationships solid.
In short, I would like to market City Park Nine to beginning golfers, men and
women, junior golfers and senior golfers. These are the people that will grow to support
not only City Park Nine but also the other golf courses in Ft. Collins. A pleasant
experience at City Park, along with solid programs and instruction, will benefit all of the
Ft. Collins courses.
What are your plans and related strengths and weaknesses to operate the
City Park Nine Pro Shop and Drivinr Ranze with regards to:
Merchandise, services offered, customer services and teachinz?
In the area of merchandise, especially in these competitive times, it is important to
find a niche in which you are competing as little as possible with other similar businesses.
I have great respect for Jim Greer and Dale Smigelsky and would rather find my own
niche than compete with them. I plan on offering a wide array of equipment, with the
focus being on beginning and intermediate players, involving a PGA Professional's
opinion in the buying process. I can get people sets of clubs, putters, wedges, woods, etc.
and give them a Professional opinion to help in the buying process. At some point in
time I would like to offer custom clubs that could be built on site as well. I have a degree
in Business Management and I have taken many inventory and merchandising classes
through the PGA and I feel this is the direction I will go initially with hard goods. I will
also meet with the Lady's Association and Men's Association to get an idea of what they
feel should be offered in the pro shop in the areas of apparel, shoes, balls, etc. I would
like to stock inventory that the people who play the most would like to see in the shop.
I will offer limited on site club repair initially and plan on expanding into a full -
service club repair site in the future. Club repair is a viable source of income and is an
extra source of income in addition to concessions, pro shop sales, and driving range sales.
I will offer the best in customer service from the employee standpoint. I would
like to treat each interaction with a customer more like a friend -to -friend encounter as
opposed to a worker -to -customer encounter. I tend to frequent businesses that treat me in
a friendlier manner and I pass my experiences on to others. City Park Nine will offer the
best in customer service from the top to the bottom.
At some facilities, new professionals may start teaching sooner than might be
ideal. Teaching the golf swing is definitely something that needs to be learned. As I
stated previously, I would like to employ a Teaching Professional, possibly a female, to
offer golfers a variety of teachers with which to feel comfortable. I will require any
assistant working for me to learn how to teach golf lessons so they can handle the one on
one communication needed to be a good instructor. I will also require that they be
enrolled in the Golf Professional Training Program through the PGA of America,
working towards becoming a member of the PGA. In addition, I am a very accomplished
teacher and enjoy teaching golf very much. I get great satisfaction out of helping a player
reach a goal of becoming a better golfer.
In closing, I feel that the absolute strength that I have encompassing all of these
areas is the fact that I am a PGA member. Being a member of the PGA of America
brings instant credibility in the eyes of golfers and helps to legitimize all aspects of
business operations at any golf course. Golfers look towards PGA Professionals to be
leaders in teaching, tournament operations, education, merchandising, and rules of golf,
among many other areas. I will display the PGA logo proudly, as much as possible, and
use my status with the PGA to help bring golfers to City Park Nine. I also have a long
history with City Park Nine, dating back to the time when I was a young boy, and have a
definite feel for the course and the people that play there.
How do you plan to finance your operation, both initially and through the
year 2008?
I have had the same job for the past ten years, which shows that I am an extremely
stable and reliable employee. I also own my own home in the Greeley area. I have assets
in mutual funds and a 401k. I also have secured a line of credit in the Greeley area
which, combined with my own assets, will insure my financial stability at City Park Nine.
With regard to course monitoring (rangering/marshaling) and
maintaining an acceptable pace of play, outline specifically what program
you will implement. Also, how much will you (as resident pro) be
involved?
The main reason slow play exists on any golf course is lack of knowledge. Most
golfers do not know how to play at an acceptable pace or even that there is an acceptable
pace of play. Educating golfers is the first order in any pace of play policy. The Head
Professional is an integral part of any pace of play policy. I will educate golfers on slow
play, initially, through golf instruction. I include in all of my instruction at least one
lesson on the golf course learning about golf etiquette, taking care of the course
conditions, and pace of play. It is the Golf Professional's responsibility that all golfers
are educated on these important issues.
I will marshal the course constantly during peak hours of business. Not only can
marshals monitor pace of play but can also become ambassadors for the course. Making
sure golfers are having a nice time, are safe, and are comfortable on the course are just a
few of the things marshals can do to make a golfer's experience more enjoyable. As the
Golf Professional, it is also my responsibility to make sure golfer's needs are being met.
I will make it a point to not only ensure proper pace of play but also ensure all golfers'
enjoyment by monitoring the course personally on a regular basis.
Some ideas that will be in place at City Park Nine regarding pace of play:
• Pace of play literature available in the pro shop and with course monitor
• Announcements from shop every third tee time on slow play policy
• Etiquette classes taught with lesson series
• Head Professional marshaling the course on a daily basis
• Follow up with groups finishing rounds on pace of play
What is your experience with, and how do you plan to provide concession
services at City Park Nine in the following areas: Beer and Wine, non-
alcoholic beverages: and food services?
I have experience with a full -service restaurant at Boomerang. I have worked at
Boomerang for ten years and, I have observed the ins and outs of how to run a successful
restaurant at a golf course.
When I was growing up at City Park Nine I observed all different kinds of
concession services at the course, from full -service snack bar to basic snacks and beer
services. Initially, I will keep the current level of concession service, providing a large
variety of snacks, packaged food, soft drinks, juices, beer and wine, both on the course
and inside the shop. In the future, it may possible for City Park Nine to support a full -
service snack bar, with the right person marketing it to the public. In that case I would be
interested in splitting the cost with the City of Ft. Collins and bringing the food
preparation area up to code. For the foreseeable future, I would utilize outside sources of
catering to service tournaments for the course, and to best service current leagues.
I feel that the previous Golf Professionals at City Park Nine have done a great job
of providing food and beverage to the public. It has never been proven in the past 20
years that a full service restaurant will survive at City Park Nine but that possibility still
exists in the future.
