Dear Jack:
Aller•Lingle Architects P.C. is pleased to provide you with this Proposal for site master planning for
a new Police Services. Facility on Timberline Road in Fort Collins. In response to our meeting of
November 19, 2003, we propose the following scope of services and associated fees:
Project Description
Site master planning for a new 3-story, 93,000 sq. ft. centralized Police Services Facility on
Timberline Road, just south of the Timberline Church, in Fort Collins, Colorado. Services shall
include the evaluation of two (2) site/building options on the current property, with conceptual site
plans prepared for each, as follows:
Option 1: Utilizing the existing church access road to Timberline Road, requiring an access
easement across Lot 3 of the development.
Option 2: Accommodating the proposed curvilinear church access road across the city's
property (currently owned by CSU) to align with Sagebrush Drive.
Each of these options will take into account the City's plans for Timberline Road street, intersection
and median improvements, additional street right-of-way dedications, bufferyards and other
requirements documented in the Conceptual Review comments dated October 28, 2003.
Scope of Basic Services
The Scope of Basic Services shall be as follows:
1. Conceptual Review: Review the staff comments from the City's Conceptual Review
Meeting, documented in the memo from Ted Shepard dated October 28, 2003.
2. Site Master Planning: Develop conceptual site and building envelope designs for each of the
two (2) design options for review by the City, evaluating each for potential impacts from the
Conceptual Review requirements as well as the parking requirements for Police Services.

Work Not Included
1 . Conceptual design for the Police Services Facility, including development of floor plans and
building elevations.
2. Planning, landscape architecture and other related services for taking the site master plan
through the planned unit development or other site plan approval process with the City of
Fort Collins.
3. Cost estimating services.
4. Title research or boundary survey to verify property limits, easements or rights -of -way.
Owner -Provided Information
1 . Plats or other site plan documents for the affected site area, including existing GIS CAD files
and other relevant documents.
2. Engineering drawings for the proposed Timberline Drive street, intersection and median
improvements. These have been received.
Fees
Aller•Lingle Architects P.C. proposes to complete the Scope of Basic Services for fees on an hourly
basis as follows:
Aller•Lingle Architects P.C.: Hourly -not -to -exceed: $ 3,600.00
Reimbursable Expenses Allowance: Not -to -exceed: S 200.00
Total: Not -to -exceed: $ 3,800.00
Reimbursable Expenses
In addition to Basic Services, the following expenses in connection with this project shall be
reimbursable in accordance with our master contract, as itemized by the allowance above:
1. Blueprinting
2. Copying
3. Long distance telephone/FAX
4. Mileage and related travel expenses
5. Postage
6. Federal Express/Express Mail and other delivery services
7. Photography or other miscellaneous expenses
8. Plotting of CAD -generated drawings for City reviews and presentations
Additional Services
If the City requests additional services beyond those set forth in this Proposal, or for additional
services as described elsewhere in this Proposal, such services shall be agreed to in writing
between the City and the Architect and the fees adjusted accordingly per the following, current
hourly rates:
