City of Fort Collins Date: By: Director of Purchasing and Risk Management (over $30,000,00) Date: 11/13/2003 THU 14:15 FAX 970 221 6586 CITY OF FT COLLINS CLRS 0 003/005 Exhibit A Attachment 203-06 College / Fossil Creels Pedestrian Underpass - Preliminary Design North Star Design, Inc. — 203-06 City of Fort Collins Park Planning and Development Craig Foreman PO Box 580 Fort Collins, Colorado 80522-0580 Summary: 1 of 3 This project will provide a preliminary design and the appropriate research for the final design of a pedestrian crossing of College Avenue (IIighway 287) at Fossil Creek along with trail construction from the south terminus of the existing Frontage Road at Cameron Drive on the west, and the intersection of Fossil Creek Parkway and Fossil Ridge Drive on the east. It will be proposed that the north cell of the existing triple box culvert crossing be modified and utilized for the pedestrian underpass. Scope: Topographic / Boundary Survey — Provide full topographic survey of the area shown Oil the attached drawing (approximately 15 acres). The survey will be on City of Fort Collins vertical datum. The right of way of College Avenue and Fossil Creek Boulevard will be shown on the survey as well as the Final Plat of the Discount Tire facility, which is presently in final design. Any utilities located by the One -Call service will be surveyed and all sanitary and storm drainage facilities will be located (rims and inverts). All trees in the area will be surveyed and the trunk diameter noted. The bottom of Fossil Creek and the existing box structure will be completely surveyed in late fall or early winter after the water level in the creek has subsided. If wetlands are to be surveyed, they will be marked by the City prior to the required fieldwork. Estimated cost: $4,200 2. Project Research — With the completed base map, meet with the affected parties to identify constraints and concerns. Meetings are expected with the Fort Collins — Loveland Water District and South Fort Collins Sanitation District, City Stormwater Department, City Engineering Department, City Transportation Planning, City Natural Resources Department, CDOT Engineering and Hydrology Departments, Park Planning Department, and possibly the Fossil Creek HOA and Discount Tire Owner. Estimated cost: $2,700 3. Preliminary Stormwater Modeling — Using the City provided SWM and HEC models, determine the impact of modifying the existing Fossil Creek box culverts. No report is anticipated, simply a modification to this part of the model and a determination of the backwater changes. Estimated cost: $2,300 4. Preliminary Construction Plans — Prepare a plan view of the preliminary trail and crossing alignment. This plan will show preliminary grading and retaining wall configurations as well as existing utilities. If utility conflicts are found, a preliminary design of utility modifications will also be shown. It is anticipated that throughout the project, four (4) iterations of this plan will be prepared. It is also anticipated that City Park Planning Department will take the lead on presenting this plan to other agencies and that meeting time will be significantly less than in Item 2 above. Reimbursable Expenses —Estimated cost $500 Assumptions / Exclusions• I. This project will only provide preliminary plans suitable for review. Construction plans are not included. 2. A Corps of Engineers permit is not included in this scope. if it is required, it will be completed with the final design in the future. 3. If legal descriptions are required during this preliminary phase, they will be provided under an addendum to this agreement. 4. The City will be responsible for procuring easements for the construction and any other required approvals, permissions, or permits. 5. This scope does not include any services during or after construction (construction staking, observation, record drawings, etc.). 6. No specifications or bid related services are included in this scope. 7.
