COLLINS, COLOYADO 80524 97o.494.1579 FAX ]EVINE ROCKLIN RE: Scope of Services — On -Call TransCAD Modeling Support and Technical Assistance Dear Mr. Jackson: Pursuant to our recent conversations, I am forwarding a proposed scope of services for LSA to provide on -call modeling, technical assistance, and staff training for application of the City's TransCAD travel demand model. The City's TransCAD travel model has provided valuable information to support a variety of the City's departmental needs and applications. It is expected that the City will soon wish to replace the existing "Version 3.0" model with the TransCAD travel model recently updated by LSA Associates for the North Front Range MPO (NFR MPO). This updated regional model includes the same capabilities as the model maintained by the City of Fort Collins, including a Mode Choice procedure and a relatively high level of detail in and around Fort Collins. In addition, this model contains network updates that bring the base year up to 2000. Socioeconomic data contained in the model was updated using Ccnsus2000 and state employment data. This model will be maintained by the MPO and made available for use by member governments, including the City of Fort Collins. The model produces forecasted roadway traffic volumes and transit ridership. It can be used to test a variety of land use scenarios and transportation investments for corridor and subarea studies. Travel sheds associated with traffic impacts at individual intersections and travel patterns from selected developments or locations can be identified. The model can also process routing problems for planning of parades, construction, and special events. Air quality impacts of transportation decisions can be determined using a process consistent with that used by the state Air Pollution Control Division (APCD). To efficiently utilize the travel model as an analysis tool, the city may wish to retain on -call support from LSA. LSA can provide support for the existing City of Fort Collins travel model, as well as the updated MPO model. Under such an agreement, LSA will assist with model installation, application, and operational issues as they arise. LSA can provide training in the operation of the TransCAD software and in use of the travel models. In addition, LSA can provide or assist with specific modeling services such as testing of land use and transportation network alternatives, analysis of model results, and preparation of maps and graphics.
