Greer �5ys� LF \ IM \ 5 2 i\ / 11 n F Proposal Number P-595 Submitted to: The Director of Purchasing and Risk Management 256 West Mountain Avenue Fort Collins, CO 80521 What special, new, and/or unique proposals, ideas, financial arrangements do you have to offer Collindale or the City of Fort Collins (i.e., payments to the City, in -kind contributions/service, etc.)? Included below are some of my ideas/proposals: • I would like to continue with the Range Punch Card promotion. This promotions represents an approximate 20% savings over regular prices. • If approved, I would like to install lights on the Driving Range (see the Payment Schedule for more details). • I would like to see a new computer system installed in the Pro Shop to automate various recordkeeping tasks. This new system will benefit both the Head Professional and the City of Fort Collins in that it will increase efficiency, customer satisfaction, and revenues. I will share in the cost of this new system. • I would like to increase the capacity of the phone system for incoming calls. An upgraded phone system will help raise customer satisfaction. • 1 would like to renovate the Locker room facilities at Collindale. I am willing to share in the costs associated with upgrading the facilities; a fair and reasonable fee will be charged for use of the facilities. • I would like to establish a city trophy or tournament in the name of Bill Metier. • I would like to install a "Tournament Board;" a board located in a prominent area showing local tournament schedules, standings, etc. I think this will be an effective communication tool for local tournament players. • I plan to relocate the area for cleaning range balls to a suitable location near the cart barn by moving the ball washer out of the men's shower area. I believe this will help us devel- op our professional image in the Pro Shop. • I would like to wire a speaker to the driving range so golfers at the range can hear tee -time announcements. I want to position the speaker so it will be audible only to the range area. • I plan to have a new logo designed for Collindale that will be used on literature, merchandise, etc. • I would like to have the tee markers moved on the range daily and apply sand and seed to fill divots (with the sand and seed to be provided by the City). • I would like to install a Range Ball Dispenser machine. • I would like to donate one unrestricted Junior Annual Pass annually in the name of Bill Metier (called The Bill Metier Junior Pass); the selection process for the winner of this award is yet to be determined, but may be an essay contest about "Why golf is the greatest game in the world." • I want to monitor golf cart usage more closely. I will make sure every cart has a number and will rotate cart usage using a tracking system. • I want to bring a large-scale tournament to Collindale. My ultimate goal is a Nike Tournament Event. Also, I would like to bring back a Colorado PGA ProAm event. • Use a club fitting system such as Ping, Callaway, Zevo, or Cobra. • I would like to find sponsors for the City Tournaments. • I would like to build a chipping green north of the #1 tee box. What services do you plan to provide for tournaments, "leagues," and special events, as well as cooperation and coordination with the snack bar vendor/concessionaire? With the cooperation of the Tournament Director, I would provide scoresheets, scorecards, and scoreboards. I also plan to provide the players and public at Collindale a schedule in the Pro Shop listing all upcoming Tournaments and special events, and the dates and times the course will be closed to outside play. I would like to work with the Snack Bar Concessionaire to cater special events. For League play, a USGA Handicap will be included in the entry fee. Any day that does not con- flict with other special events would be available for tournaments or special League events and would be posted in advance. I will make the necessary staff arrangements for all special events. If awarded the contract, I will insist any food or beverages on the Course must be provided by the Snack Bar at Collindale. Kevin Wilcox, the Snack Bar Concessionaire, and I have had a healthy working relationship for the past year, and if awarded the contract, I will do everything possible to help support his operation. Cooperation between the Pro Shop and the Snack Bar is a must to provide golfers with the most enjoyable experience possible, and as Kevin's letter of recommen- dation can attest (see the Letters of Recommendation section), I feel our combined efforts will help Collindale achieve the highest level of customer service possible. I will try to play with the Mens and Ladies Associations, and periodically donate prizes for their major events. I plan to be on -site should any rules questions arise, and I would like to help the groups organize their events. The Big Tournament Board currently used by Collindale is great; I will either buy or lease the board and continue to use it. I will also provide Tournaments with clean carts, closest -to -pin markers, shotgun start starting assignments, rules officials, cart assignments, and complete cooperation. I believe the Head Professional should be a part of every event; my main concern is for every par- ticipant in every event to feel like he or she is truly a first-class customer. 17 V I believe I have a definite advantage to offer Collindale due to my 18 years experience as a Head Professional. I understand my staff and I will represent the Collindale Golf Course, the Fort Collins Parks and Recreation Department, and the City of Fort Collins. It will continue to be a requirement of my staff and I to be courteous, polite, and understanding to the public at all times. I understand it is my duty to keep full and accurate business records under the terms of the contract, and to keep all my credit accounts in good -standing. I understand that my staff and I will handle the City of Fort Collin's daily books, and that it is my responsibility to hire honest, competent, and upstanding employees. I understand the importance of keeping a quality relationship with the Superintendent. Doing so will allow both to effectively do our jobs and provide the best services possible. I understand the importance of continuing a great junior golf program at Collindale. I will do every- thing possible to keep expanding the junior program. I understand the importance of paying all local, state, federal, social security, sales, and personal property taxes. I understand the importance of paying unemployment and workers compensation insurance under the terms of the contract. I understand that as the Head Professional, I am responsible for all my employees. I understand that as the Head Professional, I must devote all my time to my job at Collindale. I believe it would be detrimental to maintain other business interests. I understand that tournaments are a high revenue source for the golf fund, and I will continue to pro- mote tournaments for the course. However, I will remain sensitive to the public and be sure that weekends are not limited just to tournaments. I will develop a system at Collindale that is beneficial to the public and golf tournaments. I understand marketing and promotion of the course is needed to sustain full play. I understand I am to abide by the PGA's code of ethics. I understand it is my responsibility to maintain good relations with other golf courses in the city and their Head Professionals. I will interview all existing Collindale employees who are interested in working for me (the Head Professional). Golfing should be an enjoyable experience. I know that if there are any problems or complaints, it is my responsibility to correct them. I want people to return to Collindale because they enjoyed the course and the experience they had. I have enjoyed my tenure at City Park Nine for the last 18 years and look forward to moving forward with my career at Collindale. 19 T 20 ANNUAL PAYMENT SCHEDULE STATEMENT (To and/or From the City) The City of Fort Collins will establish a schedule of City fees and charges, and will keep all revenues generated from green fees, annual passes, tournament fees, City -owned powered golf car rentals, sur- charges, private golf car usage fees, reservation fees, building rentals, etc. at the Collindale Golf Course. The Golf Professional will purchase and own, and will keep all income/revenues generated from the sale of golf merchandise, pull cart rentals, golf club cleaning, golf club repair, golf rentals, locker and storage, and from the operation of the driving range and from providing professional golf lessons/instructions, etc., and will pay for their own staff at the Collindale Golf Course. Therefore, in consideration of the aforementioned... You may desire to pay to the City of Fort Collins an annual fee payment in either a flat -rate amount or on a percentage basis, or make an in -kind contribution of a specific dollar value. If so, how much money/percentage/value will you (Golf Professional) pay in each year listed to the City of Fort Collins to be the Golf Professional at Collindale Golf Course? 1997- $ 20.000 or % or 1998- $ 21.000 or % or 1999- $ 22.000 or % or 2000- $ 23.000 or % or 2001- $ 24.000 or % or (Please see reverse.) Yours very truly, Mick Sweetman 37 Dear Ladies and Gentlemen, October 21, 1996 It is hard to imagine 18 years ago, when Jim Greer became the Head Golf Professional at City Park Nine Golf Course, that he would become a wonderful asset not only to City Park Nine, but also to golf as a whole for the City of Fort Collins. I grew up in Fort Collins, learned my basics for golf at City Park Nine Golf Course, and have chosen a career playing professional golf, which is on its fourteenth year and includes three U.S. Opens, one year on the PGA Tour, and just completed my second year on the PGA Nike Tour. There is one reason why I come back to City Park Nine, and it is Jim Greer. He has been a close friend since my high school days at Poudre. Since then, Jim has expanded his knowledge in all areas that golf covers: starting with the business itself. He has a good pro shop, keeps up with the most modern equipment, and he knows how to run a municipal golf course. Jim is also very knowledgeable on the golf swing and rules of golf. The PGA of America demands this of its membership to remain in good standing. Most importantly Jim is personable with the golfing public and is well -liked among most everyone who knows Jim. There are many reasons why Jim should become the Head Golf Professional at Collindale, but not one reason why he should stay at City Park Nine. Since 1978 I have been the Head Golf Professional at City Park Nine Golf Course. From 1976 to 1978 I was the Assistant Professional at City Park Nine. Except for a few part-time jobs while attend- ing college, I have been devoted to the golf business and the best interests of the game my entire life. I completed the PGA's Business School I certification program in 1979, the PGA's Business School II certification program in 1981, and was awarded my Class A PGA card from the PGA of America in 1985. My status has remained in good standing since I was awarded my card. I take special pride in the fact that I started the first club repair business in Fort Collins. I have pro- vided local golfers with fast, high quality service for all types of club repairs. Presently, Stacey Neal, my Assistant Professional, assists me with all facets of club repair and would continue to do so at Collindale if I am awarded the contract. I believe golf lessons are essential for the sport since they promote the game and help to make it more enjoyable for everyone. I am proud to say I have introduced thousands of people in this area to the game of golf through the lessons I have given. I place a high value on teaching with my employ- ees, as well. Some of the more prominent golfers to come out of Fort Collins were instructed by me and later went on to serve as Assistant Professionals under my instruction. Included in this group are Rick Frye, Harold Garrison, and Robin Stroup, all current Class A PGA professionals. In addition, Rick Cramer, Scott Lane, Mike Musgrave, Derek Cordova, and Bob Vanscoy are all former employ- ees of mine. Dave McCleave literally grew up on my driving range. As you may be aware, he was awarded a scholarship at Wyoming University and became the first all-American golfer in the history of the school. It gives me great satisfaction to have played such an important role in the development of these golfers. I try to fill my staff with people who love the game of golf. Honestly, golfers understand golfers. Stacey Neal has expressed great desire to continue to work for me should I be awarded the contract. Every one of my staff members is experienced in the duties and responsibilities associated with the Pro Shop and the game of golf. I know all aspects of the golf business, and I continually try to improve my knowledge. I have an excellent relationship with the Golf Course Maintenance Staff and encourage my staff to do the same. I am a good player who is constantly trying to improve my game. I have been playing golf since I was nine years old. Playing in Colorado Section Events helps keep my love for the game high and helps me understand the golfing public. My product knowledge is one of my strongest qualifications. The years have shown me what Fort Collins golfers look for in merchandise. I will offer the golfers of Fort Collins the best price on Pro Line golf clubs, and I can answer any question concerning golf club specifications. ;3 What qualifications will you require of your assistant(s) and other employees? Please outline your staffing plans for peak, transitional, and off-season times. A successful business means more than quality products, it means quality service. I contribute much of my success to my employees. I try to hire people who are honest, polite, service -oriented, and well-groomed. But the single most important qualification is the love of golf. I live, breathe, and eat golf, and I expect the same from my employees. I look for employees with good skills on the course, but more importantly I look for a deep understanding of the game. Again, golfers understand golfers, and to provide the type of world -class service I know we are capable of, my employees must relate well to golfers. A primary goal of mine is to provide a comfortable, relaxed feeling in the Pro Shop — a feeling that encourages someone to return. Of course, if I am awarded the contract, Collindale Golf Course will be an Equal Opportunity Employer. My extensive experience at City Park Nine has taught me a great deal about work scheduling and the need for quality employees. If awarded the contract, I will maintain my presence as the primary per- son on -site. Presently I average 50-55 hours per week at the course and that number will not decrease. I currently have one Assistant Professional, Stacey Neal, who is in the apprentice program. Over the past few years he has demonstrated his knowledge and love of the game, and superb cus- tomer service skills. Additionally, I plan to hire an Assistant to be a designated Teaching Professional. Ideally, this Assistant will be a Class A PGA member with an extensive teaching background. He or she will help me develop and coordinate an improved instruction program with increased exposure to young people. I would like the program to span all seasons. Both of my Assistants will receive fair compensation packages including Health Insurance. PEAK SEASON The Pro Shop will be open approximately 15 hours per day. My assistant(s) or I will be on duty throughout the entire day. I will have a part-time worker fill in any hours my assistant and I are unable to be in the Shop (due to teaching, marshaling, or other related activity). TRANsmoNAL Transitional times are the hardest to predict. Normally, my two assistants and I will be the only staff members unless unusual circumstances arise. If we become unusually busy, I may consider another temporary person, and if we become unusually slow, a single assistant and myself will be the only staff. Experience has shown me that flexibility is key during this time of year. OFF-SEASON A single assistant and I will take over the Pro Shop during this time of year. It has been my philoso- phy that the course shall remain open unless weather makes it unsafe to play. I have found that with the success of the club repair and sales portion of my business, I can maintain a steady amount of business year-round. The off season also provides me with the time to reflect and plan for the upcom- ing golf season. It is my intention to be the full-time Collindale Golf Professional during the summer and winter months. 5 What special and/or unique needs or requirements do you see at Collindale, and how will you deal with them (i.e., marketing strategy, special issues, etc.)? Competition has become fierce in the golf business in Fort Collins. I anticipate this competition to increase through the year 2001. In order to build a successful clientele, golf professionals must actively promote their courses throughout the community. At City Park Nine, my major marketing target was Colorado State University. I still see the University as a largely untapped market. At City Park Nine, I have introduced a coupon promotion to the students which has been quite suc- cessful. If I am awarded the contract, I would like to develop a similar program at Collindale for stu- dents who chose to remain in Fort Collins during the summer. At City Park Nine, I have participated in a significant amount of advertising in the Rocky Mountain Collegian (Colorado State's student newspaper) and will continue if I am awarded the contract. I have prided myself on my reasonable prices in the Pro Shop, and if awarded the contract, this will certainly continue. During the last 10 years, business people have come to realize the importance of customer service. I see customer service as the prominent player in any successful business. I believe Collindale's customer service levels can be improved, and if I am awarded the contract, they will be improved. If a new customer does not like the way he or she was treated at a golf course, that person will not return, regardless of how much he or she enjoyed playing the course. In Fort Collins today, Collindale can simply not afford to lose this business, and if I am awarded the contract, we will not. I do not, however, believe Collindale Golf Course should limit itself to the Fort Collins community for its clientele. I will actively pursue new business throughout the state. By advertising in state mag- azines and adjacent communities, I know Collindale can increase its customer base, evidenced by my success at last year's Denver Golf Expo. At the Expo, I was able to promote City Park Nine to state and regional golfers who had never heard of it. Consequently, we have exposed new golfers to the area. I plan to continue with similar promotions at Collindale if I am awarded the contract. I believe it is vital to have an active line of communication with the Course Superintendent; if award- ed the contract, I plan to have a cooperative relationship with Doug Evans, the Collindale Superintendent. I will meet with Doug or a member of his staff weekly to coordinate schedules and plan for events. I plan to have a similar relationship with the Presidents of the Mens and Ladies Associations. If awarded the contract, my Pro Shop will carry more inventory than Collindale has ever had in the past. Tournament prizes, in the form of gift certificates, is a high source of revenue for the Golf Professional and is a good way to increase customer satisfaction with the Course. I believe it is imperative for the Pro Shop to remain well -stocked at all times so golfers can redeem their prizes. The issues of marketing and communication have never played a more prominent role in the life and business of a golf professional. My experience in the business and the community has proven invalu- able many times. 7 T1 What are your plans to operate the Collindale Pro Shop with regards to : A) Merchandise; B) Services Offered; C) Customer Services; D) Teaching? If I am awarded the contract, I will provide a full line of golf products. I will have superior quality products, excellent prices, and world -class customer service. I will stock full sets of men's, women's, junior's and senior's club sets. I will also display single drivers, putters, wedges, and utility clubs, and a few left-handed clubs. I will carry all major brands of golf balls, including logo, used, and compres- sion balls. My shop will carry a wide selection of the latest men's and women's clothing consisting of shirts, sweaters, jackets, rain suits, socks, shorts, shoes, and more. In addition to clothing, I will also carry a variety of hats. I intend to promote all types of golf bags from lightweight to heavier staff bags. I will stock a selection of headcovers and golf gloves, as well as all types of pull carts. I would like to see the Pro Shop completely computerized. I believe this will increase efficiency, thus increasing customer satisfaction, and consequently, revenues. I would be willing to share in the costs associated with making this transition. My staff will be a reflection of my desire to please the customer —they will be properly dressed in collared shirts and name tags, courteous, and helpful. My philosophy has always been that if you are to survive in business, you must provide superior customer service. I plan to incorporate this philoso- phy into every aspect of the golf business if I am awarded the contract. I believe it is a mistake for the Head Professional to not be an active and enthusiastic teacher. If I am awarded the Head Professional contract at Collindale, I will coordinate a first-class instruction program along with my Teaching Assistant that offers a full range of private, group, junior, senior, and playing lessons seven days a week during peak season. If awarded the contract, my Teaching Assistant and I will give most of the lessons. Also, how much will you (as resident pro) be involved? Slow play has become a serious problem in golf today. With golf becoming more and more popular, slow play has become a major issue for many players. With some effort and increased awareness among players, I believe we can help ease the problem. If I am awarded the contract, I will implement several new ideas to help speed up play. I will provide marshals daily during the peak season. I will also provide marshals during off-season months on as "as -needed" basis. I will require Pro Shop staff to take a tour of the course at least one time during each shift. I will not be excluded from this duty, as I believe the Head Professional must play an important role in increas- ing play pace. A Slow Play Committee was formed to discuss slow play issues for 1996.1 served on this committee, and will incorporate the committee recommendations into Collindale procedures if I am awarded the contract. In addition, I think these suggestions may help speed up play: • Have a wallet -size card produced with hints for quicker play. These cards could be distributed when a player registers. Laminated cards could be kept for many years by each golfer. • Improve yard markers on the course. In addition to the sprinkler yardage markers, we should install perimeter markers, similar to the ones currently being used at City Park Nine and SouthRidge Golf Courses. • Increase the amount of signage on the course. We should install signs denoting the expected time to reach each sign so that golfers would have more of an idea of their pace. • The Pro Shop staff should remind each group approaching the first tee that they are expected to finish in two hours and 5 minutes on the first 9 holes, and to finish all 18 holes in 4 hours and 5 minutes, including time in the Caddy Shack Restaurant. • As the Head Golf Professional, it would be my obligation to teach my students about course etiquette and the importance of quick play. I will devote part of every lesson to speak about slow play issues and to provide hints on how to play more quickly. I will encourage my assis- tants to do the same. • Group lesson participants will be given one of the Collindale Slow Play Policy Handouts. • Make timely announcements over the PA system reminding golfers of the Course Pace Rating. • The Golf Staff will speak to slow groups as they finish to provide tips and suggestions on how to speed up play for future rounds. • Have a 10 Tips to Quicker Golf handout posted in prominent locations throughout the club- house, including locker rooms, bulletin boards, etc. • Have two-way radio communication between the pro shop and marshal. 13 17
