planning and engineering services in association with the proposed rail corridor along the Weld

Please accept the attached scope of work and cost estimate for URS for advancing the
initial concept for improving the 13Road/Colorado Boulevard corridor in the North Front
Range. The scope of work is based upon our previous conversations with Cliff Davidson
of the North Front Range MPO and represents the level of effort that we will provide
given the limited funds available.
We are looking forward to assisting you with this very interesting and promising concept
for the 13 Road/Colorado Blvd, Corridor. Please contact me if you have any questions or

PROPOSED 13 ROAD/COLORADO BLVD ALIGNMENT
URS SCOPE OF WORK AND COST ESTIMATE
The proposed scope of work, schedule, and cost estimate for URS for conceptual
planning for the proposed 13 Road/Colorado Blvd alignment are provided below.
A. SCOPE OF WORK
Task 1 — Current Conditions
Inspect the proposed alignment for 13 Road/Colorado Blvd Corridor between the
Union Pacific Fort Collins Branch south of US-34 on the north and the Union
Pacific Boulder Industrial Lead on the south, a distance of approximately 27
miles, to determine current conditions. Key features and constraints associated
with the corridor will be highlighted and photographed.
Task 2 — Conceptual Alignment
Prepare a sketch indicating a potential railroad alignment for commuter rail
service. The mainline, potential station and park and ride locations, junctions
with other railroad lines, and other pertinent features will be shown on the sketch.
The sketch will be presentable for meetings wit local agencies and the public.
Task 3 — Capital Cost Estimate
Prepare a rough order of magnitude capital cost estimate for the commuter rail
alignment. The cost estimate will include a breakdown of track, bridges, stations,
servicing and layover facilities, highway at -grade crossings, grade separations,
rolling stock, and other elements required for implementing commuter rail
service. The capital cost estimate will be based upon a preliminary Operating
Plan and logical phasing options. The cost estimate will be in current year U.S.
dollars.
The deliverable for this effort will be a draft and final Technical Memorandum
documenting the results of the work tasks described above.
The URS Project Manager will also attend a maximum of three meetings as
designated by the North Front Range MPO.
B. SCHEDULE
The draft Technical Memorandum will be submitted no later than September 30,
2003.
C. COST ESTIMATE
The cost for URS labor and other direct costs for the above scope of work is
estimated to be $4,993 as follows:
URS Labor:
Ron Rypinski 22 hours @ $149.45 = $3,288
Scott Bressler 24 hours @ $59.79 $1,435
Subtotal labor = $4,723
Other Direct Costs (mileage, film, etc.) 270
Total Estimated Cost = $4,993
This amount will serve as a "not to exceed" contract limit.
